Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

In oil sands mining, tailings are voluminous unwanted by-products generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining; (2) dyke construction schedule; (3) size, shape, and location of tailings-cells; and (4) mining and processing production targets. The results show that in creating in-pit tailings-cells designs, decreasing the mining-cells volume and increasing the number of mining-cells improve the net present value of the operation due to increased operational flexibility. The model generated a uniform schedule for ore and practical tailings-cells designs for backfilling activities. Integrating tailingscells optimization into oil sands mine planning and waste management ensures the efficient use of in-pit mined-out areas required for sustainable operations.

This study investigates the changes in seismic velocity of rockmass before and after three major seismic events to determine any potential identifiable precursory velocity changes associated with these events. Induced stress measurement is one of the challenging tasks in deep underground mining, with extreme impacts on the safety and stability of the mine. This study used p-wave passive seismic tomography to image the velocity redistribution within a rockmass, which can indicate induced stress level changes in the rockmass and detect the velocity changes that might precede a major seismic event or a rockburst. The ultimate goal of this research focus is to develop another tool for the deep-mining community that will help to increase safety and efficiency. For this purpose, the hypothesis of conventional mechanics, which implies induced stress at the hypocenter (as inferred by the p-wave velocity) increases until the seismic event occurs, is evaluated. It is found that the p-wave velocity did not increase at any of the three hypocenters prior to the seismic event occurring; however, the p-wave velocity did increase in the closest “zone center” for two of the three events.

There has been a steady increase in shiploading capacities in the last 20 years. One of the reasons has been the general increase in ship sizes, with the largest vessels currently around 280,000 DWT in the bulk trades. Obviously, the large vessels can accept loads faster and their economic utilization justifies higher loading rates, up to a point. The high capacity facilities have loading rates far beyond this point. The economic logic of these facilities is based on the fact that for a given annual throughput the capital and operating cost of a single high capacity system is less than that of two smaller systems. Thus, where the projected throughputs are large, there is a great incentive to reduce capital costs by maximizing capacity. Tubarao, in Brazil, designed for a 100 million ton per year throughput with one finger pier and one high capacity berth is a successful demonstration of this approach. In the current state of the art, the high capacity systems have shiploading capacities in the range of 10,000 - 16,000 TPH, for annual throughputs of 20 million tons and larger per loading berth.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

The recovery of manganese from lower-grade resources has been studied for a number of years. Of key importance in prior work was the discovery that higher-valent manganese can be readily leached with sulfurous acid. This eliminates the need for high-temperature reduction roasting that is conventionally used in processing high-grade material. High-temperature roasting is energy intensive, emits a large amount of carbon dioxide and would not be economical for processing lower grade material. While the prior work provides important information for extracting manganese from lower-grade resources, the production of unwanted byproducts and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems that to this point have precluded commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low-cost, environmentally friendly manner. The emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted byproducts.

The selection of the production level elevation is one of the most critical strategic decisions faced by large-scale block or panel caving projects. This elevation largely affects project timelines, capital expenditures, resource recovery, and may even constrain the mine’s maximum production capacity. Over the years, many computational tools have been developed to assist in this decision, most of them based on the same principle of maximizing the project value given its production level elevation. However, for large and inclined deposits, or those extending significantly in the vertical dimension and where extraction cannot be achieved from a single level, traditional selection techniques involving multiple production horizons often lead to suboptimal results. This paper proposes a methodology ensuring that the selection of production level elevations in a multiple horizons (“lifts”) case is globally optimized. Input parameters include economic and cost variables, maximum extractable column height, and deepening costs. The methodology is demonstrated through a real case study to illustrate its potential impact on project value.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia's underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers' pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

The various ion exchange reactions occurring during the restoration of formations contaminated with ammonia during in situ uranium leaching are reviewed. Data are presented on the restoration of a previously leached laboratory packed column using line saturated brine. Although this restoration fluid selectively and effectively removed the ammonia, 24.5 pore volumes are required to reduce the ammonia concentration from 500 to 3 ppm. The presence of NaCl in the restoration fluid is beneficial in + improving the selectivity of the system for NH removal and reducing ca++ ion consumption.

It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.

The Bureau of Mines is conducting research on a dual leaching method that offers the potential for the economic recovery of the silver as well as the manganese contained in some of the domestic manganiferous silver deposits. The method is an initial leach of the manganese with aqueous SO2 followed by a neutralization rinse, and then by a second leach for the extraction of silver with cyanide solution. Refractory silver in these ores is either bound by the high-valence manganese, chemically resistent to cyanide leaching, or is rendered inaccessible to cyanide leach solution by the surrounding manganese mineralization. Less than 10 pct of the silver was extracted when -1 in +1/2 in (-2.5 cm + 1.3 cm) ore pieces were leached directly with cyanide. However, extractions of 25 to 82 pct for silver and 65 to 96 pct for manganese were attained in laboratory column leach tests using the dual method on the same size ore pieces from six domestic deposits.

The relaxation test on sandstone specimens showed typical behavior in pre-failure region and stepwise behavior in the postfailure region. Overall, more significant stress relaxation occurred within the failed specimens than the intact ones. Numerical simulations were conducted with pre-defined failure plane and with Voronoi tessellation to visualize the relaxation behavior. The model with pre-defined failure plane showed the key role of failure plane and asperity in simulating the step-wise post-failure relaxation behavior. The inhomogeneous stress distribution within failed specimen and the viscous deformation of intact rocks induced high stress concentration at the asperities. The observed step-wise relaxation initiated from the failure of asperity. Furthermore, the simulations with Voronoi tessellation showed time-dependent fracture development during relaxation in post-failure region. The presence of fractures completely changed the stress distribution. Stress concentration occurred at the front area of fractures and at the interacting areas between fractures. During relaxation, fractures still developed with time and the sudden significant increase in the “damage” coincided with the acceleration of stress relaxation leading to step-wise relaxation. Finally, the results showed the possibility of using residual strength as the long-term strength of failed rock.

"Comminution circuits are widely used in nonferrous and precious metals milling. Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) fines, are unavoidably produced and report to undersize products in the classification circuit, i.e., flotation or leach feed, while tramp grinding steel (TGS) reports to classification oversize products and returns to the grinding mill, building up in the circulating load. In laboratory studies, TGS reduced grinding efficiency significantly, the impact being dependent upon the size of the TGS present in the mill. Because iron fines adsorb flotation reagents effectively, iron fines increase reagent consumption and reduce flotation recovery. Iron fines are also capable of reducing gold recovery in cyanidation circuits via a cementation reaction. When using filtered gold solution from the cyanidation circuit of an Alaskan gold mine, the gold concentration in solution was reduced by 0.2 to 2.6% over various reaction periods when iron fines were present in the solution.IntroductionComminution circuits are widely used in copper, lead, zinc, nickel, cobalt, molybdenum and precious metal mills. Flotation and leaching processes are usually preceded by comminution (crushing and grinding) circuits in order to liberate valuable minerals for effective separation, concentration or dissolution by the subsequent flotation or leaching processes.Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) powder, are unavoidably produced and report to undersize products in the classification circuit (flotation or leach feed), while tramp grinding steel (TGS) reports to oversize productions during classification and returns to the grinding mill, building up in the circulating load. Variables affecting the amount of metallic iron powder and TGS produced in a comminution circuit include ore hardness, grinding mill operating conditions, comminution circuit design and the metallurgy of the steel used for manufacturing crusher liners, mill liners and grinding media. As one example, a comminution circuit product of 80% passing 200 mesh at the Pogo Mine, AK is estimated to contain approximately 2 kg/t of metallic iron. A finer grind will generally produce a comminution circuit product with higher metallic iron fines content."

Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

"INTRODUCTION Control of target stream pH is very important in leach mining and treatment of MIW (mining influenced water). On the production side, solution acidity can impact SX (solvent extraction) effectiveness through PLS (pregnant leach solution) and raffinate pH. Many older operations and legacy mining sites generate ARD (acid rock drainage) that is too weak for profitable metal production by conventional means and faces costly wastewater treatment for mitigation and disposal. For wastewater and environmental treatment, neutralization to precipitate and remove metal contaminants to clean the wastewater is the dominant approach. Traditional lime neutralization and precipitation is most often used but results in large amounts of mixed metal sludge requiring costly disposal. Blue Planet Strategies (BPS); which focuses on improved resource utilization targeting electrolytic treatment and waste conversion into resources, has developed a new “reagentless” neutralization process. Electricity is utilized in its proprietary DEMET™ (Dynamic Electrolytic Metal Effluent Treatment) platform capability to controllably raise target stream pH. The method offers a simple, low-cost approach yielding cleaner treatment chemistry. It can result in less sludge generation and enables possibilities to selectively recover contaminants as potentially saleable products for new revenue generation to offset further offset treatment costs. Consequently, DEMET can provide a superior, extremely versatile, and more cost-effective electrolytic treatment option where a multitude of FEED and PRODUCT stream combinations might be employed in comparison to traditional tankhouse electrolytic cells."

Pressure losses in mine ventilation systems are estimated using friction factors and shock loss factors. The efficient planning and designing ofmine ventilation systems depend on the accuracy of the friction factors as well as the shock loss factors that are taken into consideration. While there is a much more acceptable knowledge of what constitutes friction loss in mine roadways, the shock loss factors are in general readily not available for all possible contexts of flow separation phenomena in mines. One such special case of shock loss in mines is the train of mine cars in the airway. Mine cars are widely used for the transportation of material, and the information on shock loss factor for mine cars is limited. This paper examines the pressure loss occurring due to a train of mine cars in an airway using scale model studies and numerical investigations. Computational fluid dynamic (CFD) studies are conducted using four different turbulence models. The performance of different turbulence models is analyzed by comparing it with the experimental results. The study suggests that the boundary layer resolution method is significant in the simulation of shock loss. From the study, it is found that the shock loss factors from presently available model overestimate the pressure loss by 7 to 15 times. A better prediction model for the shock loss factor of a train of mine cars in the airway is proposed using the experimental results.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit.
