Successful implementation of computer systems deals with meeting final systems objectives and cost and schedule requirements, but the final success is dependent upon personal inter- action. This is a case history of the installation of responsibility reporting at The Anaconda Co.'s Twin Buttes operation, later to become Anamax. The study has been documented as it occurred in hopes that it will illuminate the "people" side of computer systems implementation. Systems implementation involves negotiating with people. "The cooperative approach to negotiation (Nierenberg, 1968) the approach which vostulates that all varties must come away having gained something is based on a simple but important premise. Negotiation takes place between human beings. You cannot negotiate with a computer." This is a look at the human side of a major system installation. An attempt is made to show how a reporting system enabled a company to take a new look at itself. It is also an example of statements made by Toffler (1970) in Future Shock. "As machines take over routine tasks and the accelerative thrust increases the amount of novelty in the environment, more and more of the energy of society (and its organizations) must turn toward the solution of non-routine problems. This requires a degree of imagination and creativity that bureaucracy, with its man-in-a-slot organization, its permanent structures, and its hierarchies, is not well-equipped to provide."

Zeolites are common secondary components of a variety of igneous rocks. However it is extremely rare to reach such abundances to form a rock. An unusual rock composed almost entirely of natrolite, a zeolite mineral, has been discovered ; in a mountainous terrain called the Kop mountain range in the eastern Turkey. In the region, country rocks are essentially metamorphic rocks. These unique rocks are resulted through metasomatic changes acted on microdioritic and andesitic parent rocks occurring generally as dikes and stocks in the country rocks consisting chiefly of serpentinized harzburgites. These metasomatic rocks are investigated with respect to their mineralogical, petrographical, and geochemical characteristics. These products consisting dominantly of natrolite are termed "natrolitite" and those containing additional pargasite, an amphibol mineral, are termed "pargasite-bearing natrolitite or pargasitic natrolitite ". The dikes and stocks show concentric zoning, each of which has distinct chemical and mineralogical compositions: Na2O and H2O contents show enrichment outward from the core to chill zones whereas, SiO2 and CaO show depletion. Mineralogically, plagioclase variety, abundance and chemistry change outwards from the center due to partial to complete replacement of natrolite: anorthite contents of plagioclases decrease outward, which is indicated by A1203 and CaO decrease and SiO2 and Na2O increase, showing inverse relationship with increasing natrolite content.

Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. The US coal industry has been using continuous room-and-pillar mining (CRPM) machines for more than 30 years for longwall development. This equipment has also been used for production mining in areas that are not appropriate for longwall mining. From 1977 to 1987, the portion of annual US production mined by continuous miner (CM) sections grew slightly from 65% to 70%. Over this time, mine operators and manufacturers have made some advances to attain the full production potential of this method. This is evidenced by the fact that average tons per eight hour shift for continuous miners in the US grew from 180 t (200 st) in 1977 to 431 t (475 st) in 1987. The authors (1990) reported that the increase in productivity was due to several factors: • a drop in prices; • a more mature workforce; • union stability and incentive programs; •procedural improvements; and •technological advances. The authors estimated that about one-third of the increased production came from the first three and other unaccounted for factors and one-third each for the last two. Even though improvements were considerable, continuous miner capacity is much higher than 431 t/shift (475 st per shift). For example, the machinery is capable of mining more than 9 t (10 st) per machine for the 6.5 available hours per shift or 3.5 kt (3900 st). However, this has never been attained on development. Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976,1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardner and Shrinivasan,1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. Flotation tailing of Polish copper sulfide ores represents more than 90% of the mass of run-of-mine ore. The tailing contains mainly quartz, dolomite, clay minerals, traces of sulfides, and some accessory minerals. Almost all minerals of the tailing are well liberated and, therefore, any further beneficiation process applied to the tailing is expected to be inexpensive. In this work, results of investigations on utilization of flotation tailing using classification and gravity concentration are presented. It is shown that due to classification of flotation tailing in hydrocyclones, the coarse fraction becomes suitable material for gravity separation providing backfill material for underground mines as well as heavy minerals, a source of valuable rare elements. It was also found that heavy minerals separated by gravity methods contain a significant amount of rare elements such as zirconium, titanium, silver, rare earth metals, and uranium. The light fraction of the gravity separation contains well deslimed quartz particles and meets strict requirements for hydraulic filling material ked for structural support in underground mines. Evaluation of the cost of the proposed technology indicated that investment to implement the method would provide a return within 2-4 years.

A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Data collected from several different fundamental surface chemical techniques were compared to study the interfacial interactions in the dodecylaminelmica flotation system. In the present study, the method used was the microinterferometric free foam film technique of Scheludko (1967) in which the stability, thickness and interfacial potentials at the air/dodecylamine solution interface were determined. These results were compared to previously published data, obtained from surface force measurements (Rutland et al. 1992), in which the interaction and hydrophobic adhesion (pull-off force) between molecularly smooth mica sheets in the amine solution had been reported. Also equilibrium contact angle measurements were used for comparison. The data was collected over a range of pH values and related to the batch flotation response of mica in dodecylamine solution. It was found that maximum flotation occurred at pH 8, but this did not correlate with the minimum in double layer interaction potential. However, it appeared to correspond with a tightly packed collector monolayer giving maximum hydrophobicity to the mica surface. Finally, from the extended DLVO theory, it was shown that heterocoagulation between the bubble and the mica could only occur, providing there was a very long range hydrophobic interaction force to counterbalance the repulsive van der Waals and electrostatic forces.

For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

The Reverse Curve Tunnel Project was located in Glenwood Canyon, Colorado approximately twelve (12) miles east of Glenwood Springs. The Project was one of many being constructed over a period of time by the State of Colorado, Department of Highways to improve Interstate 70 to four lanes as it travels thru the environmentally sensitive Glenwood Canyon. The Project consisted of excavating and concreting a tunnel approximately five hundred fifty (550) feet long, forty two (42) feet wide, and thirty two (32) feet high. The designer was Parsons, Brinkerhoff, Quade and Douglas, with geotechnical consultation provided by Woodward Clyde. CONSTRUCTION CHALLENGES There were several significant construction challenges presented primarily by the physical location of the Project. In this study each problem will be discussed, as well as how it was overcome by construction methods and/or design requirements. Portal Excavation - One of the most difficult areas of work on the Project consisted of excavation and stabilizing the East and West Portal rock prior to tunnel excavation. The Reverse Curve Tunnel passes through a sheer walled cliff face which is approximately two hundred fifty (250) feet high. Geologically the cliff consists of primarily sedimentary deposits with open, weathered joints and vertical faulting. The primary purpose of this paper is to review the fire and explosion hazards associated with hydrocarbons heavier than methane. Methane is the classical hydrocarbon encountered in mines whose presence is generally due to bacterial decomposition of organic debris. The higher hydrocarbons are more likely to be found during tunneling when petroleum products either natural or man made are encountered. Fires may be defined as rapid gas phase oxidations accompanied by the rapid evolution of light and heat. Explosions may be defined as uncontrolled fires. The rapidly expanding gases resulting from combustion exceed the speed of sound and generate percussive forces. The essential elements for a fire or explosion are shown on Figure 12: (1) a gas phase explosive mixture and (2) an ignition source. The paper will attempt to review various aspects relative to the explosive mixture; The concentration and composition; Techniques for detection; Techniques for ventilation to reduce concentration below explosive limits. The ignition sources are also listed on Figure 12. An arc originates from an electrical source such as electrical switches, relays and motor brushes. In traditional construction contracting practice, the owner allocated almost all risks to the contractor, saying in effect, "you deal with all construction problems and all third parties, and don't bother me." In this same tradition, the architect or engineer designed a structure in its finished condition, and if he thought about the construction problems that might be involved in building it, he was careful not to express any opinions on these matters in the contract documents. This feudal attitude fostered two results: 1. Contractors added high contingencies to their bids to cover the costs of risks. 2. Litigation of construction contract claims blossomed. Broadly, the owners lost--the courts reallocated many risks the owners thought they had laid on the contractor. Thoughtful owners and engineers recognized that owners were paying for risks twice --once in bid contingencies and a second time in court. Meanwhile, contractors were not getting rich; they were losing money on delays and disputes, and just about getting even (if they were lucky) in court. And construction law was becoming an increasingly lucrative field--for lawyers. Furthermore, with the growing influx of lawyers onto the construction scene, the owner-contractor-engineer relationship became increasingly an adversary one. The emphasis came to be on culpability rather than capability--who could be held responsible for breaching some contract clause, not who might find a solution to some common problem. This game was played with equal vigor by owners and contractors.

The removal of carbonaceous material from Carlin gold ore has been investigated via froth flotation. The effect of type and concentration of various oils as flotation collectors and of sodium silicate as the dispersion agent on the overall recovery of carbonaceous material has been studied. Other variables affecting froth flotation efficiency were also examined closely. These included particle size, pH of the solution, and temperature. The effect of reduction and oxidation of carbonaceous material on froth flotation efficiency has also been investigated. This investigation showed that aromatic type oil was the most effective collector. Also found in this investigation was that oxidized carbonaceous material was difficult to float unless the oxidized portion was subject to reduction before flotation. More than fifty percent of the carbonaceous material was able to be removed via froth flotation. It can be concluded from this study that the effect of pH and temperature during the rougher flotation state is of little significance to the overall recovery of carbonaceous material. Since pyrite is responsible for the high consumption of chlorine, removal of pyrite is very important in order to reduce the overall consumption of chlorine.

Mining companies are increasingly looking at Global Positioning System (GPS) technology coupled with 3D mine planning and visualization systems to deliver increased productivity and reduction in operating costs in drilling and blasting operations. Leveraging GPS into drill and blast operations requires that a drilling plan be developed and imported into the GPS to guide the operation to a planned and desirable outcome. State-of-the-art mine planning software systems provide the engineer with a 3D environment in which to design and visualize drill and blast plans. This paper discusses producing and exporting 3D drill and blast plans to GPS and how some coal companies are utilizing GPS and mine planning software technology in the drill and blast process.
