A long-term, large-scale, disturbance-recolonization experiment with relevance to the environmental effects of deep seabed mining is described. The study is funded by the German government and was launched in the abyssal eastern tropical South Pacific Ocean in February-March, 1989. After obtaining pre-impact baseline environmental data, a 10.8 km2 (4.2 sq miles) circular area of seafloor was disturbed using a specially designed "plow-harrow" device. An initial post-impact sampling series was carried out immediately after disturbance followed by a second post-impact sampling series six months after the disturbance. Plans call for repeated visits to the site at two year intervals to monitor the anticipated slow recolonization process until the area is inhabited by a new, stabilized community.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. Acid rain legislation included in the Clean Air Act Amendments of 1990 caused a great deal of uncertainty regarding the price, source and production quantities of coal supplied to the eastern coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward. South American coals move into the northern markets. States are proposing legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries. Some utilities question the long-term availability of eastern compliance coal. Major coal producers must make decisions now to assure their continuing presence in the market place. Several companies have adopted a strategy to acquire eastern compliance reserves, while others have invested in technology to compete as a low-cost producer. Legislation "Acid rain." This is a topic that was debated within the scientific, environmental and industrial communities for years. Those discussions resulted in a large outlay for the federal National Acid Precipitation Assessment Project (NAPAP), which was then ignored. Acid rain then became the subject of a "60 Minutes" broadcast that debunked the acid rain theory, supporting the NAPAP study conclusions. In the final outcome, however, acid rain was the driver for the Clean Air Act Amendments of 1990.

The boron review arrived too late to appear in the June issue. The United States was the world&apos;s second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. US producers, in order of quantity of production, were US Borax and Chemical Corp., North American Chemical Co., and American Borate Co.

In the past 30 years, great advances have taken place in the development of tunnel boring machines, raise drills, large diameter drills and blind shaft borers that have revolutionized the shaft sinking and tunneling industries. Techniques for placing concrete linings, however, have not changed significantly during this period, and still constitute a stumbling block to the achievement of the rapid construction. In the past 5 years, Foster-Miller Associates, Inc. (FMA) has been involved with the development of a remotely operated shotcrete system for lining raise drilled shafts, an Extruded Tunnel Lining System (ETLS) for lining TBM bored tunnels, and a Continuous Shaft Lining System (CSL) for lining any type of machine bored shaft. This paper presents an overview of these three developments, including capabilities and limitations, a description of the concrete production, concrete placement, and advance rate, and control subsystems, a description of the concrete mix development required for each system, a discussion of test results to date, and an assessment of the state of development of each concept. Plans for future development will also be presented.

OSIRIS is a continuous monitoring system for respirable dust which has been specifically designed for mining and related industries. By using the latest microprocessor technology, OSIRIS provides a sophisticated dust measuring system which is a cost effective alternative to regular gravimetric sampling. The system is certified intrinsically safe for use underground. Up to eight underground OSIRIS sensors can be controlled and monitored by a single IBM PC computer located at the mine surface. This computer provides continuous and instantaneous information about the dust concentrations at the sites being monitored. Information is available in tabular and graphical form. The paper gives details of proving trials of the OSIRIS system in some UK coal mines. During these trials, adjacent OSIRIS sensors placed on the same underground roadway cross-section gave virtually identical results. Throughout a good correlation was obtained with conventional gravimetric dust samples. The OSIRIS equipment proved both reliable and easy to operate. Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites&apos; methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. Decision Making (DM) can be defined as a selection process of the best one among the alternatives sets in order to obtain goal, and mostly has an uncertain situation [7]. Every mining engineer is subjected to a number of mining DM problems in daily mining operations. In reality, all stages of mining have its own DM problems. Most of time, engineers do not use scientific methods for DM problems. These problems can mostly be solved by the engineers according to their past experiences and practical studies. Mining engineers often use their intuition in DM process. Experience and intuition have been central to DM because of the frequent lack of quantitative data including geology, grade distribution and ground condition, as well as environmental, social and economic factors [8]. In decision process, linguistic variables become in question and decision makers may not know how these variables are computed [9]. So, the DM process may be qualitative, quantitative or combination of the two. The problem structuring and analysis process is conceptualized in Figure 1 [8]. The qualitative analysis is based primarily on the judgment, knowledge and experience of an expert (or team of experts). In a quantitative analysis, the focus is on facts and the data associated with a problem and a mathematical formulation that encompasses the objectives, variables and constraints of the particular problem. The quantitative analysis has traditionally been the subject of operation research and management science [8].

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

INTRODUCTION Tunnel construction has always been an extremely high risk form of contracting primarily due to the inaccessability of information concerning the ground conditions to be encountered during excavation. We certainly make every effort to overcome this problem through borings, geological research, site visits, etc.; but at best owners, engineers and contractors alike are only able to interpolate a relatively small amount of factual data from isolated sections of the project into a forecast of ground conditions for the entire project. In essence this becomes an "educated guessing game" with risk to reward ratios (and subsequently the bid price) in direct relationship to the contractor&apos;s confidence in the quality of the guess. In many instances it is economically or physically infeasible to obtain information and of course the total picture is never known until the project is complete. This problem effects the contract format as well as price. The contractor&apos;s ability to handle unforseen problems on the project become extremely important as to the project&apos;s overall success. The following pages contain an actual case history of a project which affords an excellent example of the entire spectrum of situations resulting from tunnel construction in difficult ground conditions.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite. Relationships among mining industry, society and environment have been historically complex due to its environmental impacts. In the Chilean mining industry, repetitive and small spills of fuel during maintenance of machinery have been adsorbed by desert soils and sawdust to control environmental pollution. The froth flotation is the main technology to recover specific mineralogical species from sulphide ores. Flotation reagents are expensive and representing an environmental risks due to its physics properties. Our objective was to investigate the feasibility of applying bioremediation as a cost-effective alternative technology to physical-chemical treatments and to evaluate the efficacy of biosolids as foaming agents. Our results show that the bioremediation is feasible by use of the autochthonous microbial communities and biosolids could be used as new environmental-friendly organic reagents. This research discloses a sustainable bioremediation process and industrial ecology model based on these two successful cases.

This paper addresses the problem of seeing into rock. We will consider two methods, first to use radar, or electromagnetic wave pulses, to probe into rock ahead of mining and second to use sonar, or sound wave pulses, to probe into rock. Both are non destructive and capable of giving information on hazards ahead of mining. Such hazards might be a borehole full of water possibly leading to a high pressure aquifer somewhere above the mine level, changes in rock type, or the edge or top of a salt dome. Most of the work described in this paper deals with probing through rock salt which we have done successfully to over 2000 meters maximum range. We discuss first the radar probing and then the sonar probing. The removal of phosphorus from steelmaking slags is essential for recycling such slags to blast furnaces for recovery of their manganese, iron, and lime contents. Phosphorus is mainly concentrated in the dicalcium silicate phase of the slags (Fujita and Iwasaki, 1988, 1989; Suito, et al., 1977). Slow-cooling of steelmaking slags in an air atmosphere increased the grain sizes of constituent minerals; however satisfactory magnetic separation results could not be attained because of the close association of a strongly magnetic ferrite phase with dicalcium silicate (Fujita and Iwasaki, 1988). Curie point of the strongly magnetic ferrite phase in the slow- cooled steelmaking slags was investigated and an attempt was made to separate the phosphorus-bearing dicalcium silicate phase in ground slag pulps heated to a temperature exceeding the Curie point. Materials and methods Slag samples, heated to its fusion temperature of 1370°C and slow-cooled in an air atmosphere, were ground dry to -90 µm (about 170mesh) in a ring grinder. The ground sample was pulped to 1% solids in distilled water using 1 kg/t sodium hexametaphosphate as a dispersant and separated in a Sala high gradient magnetic separator, Laboratory Model 10-15- 20B, using a 100-mesh expanded metal matrix and 300 m/h flow rate.

Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management&apos;s problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

In April 1982, the contracting Companies, ABV of Sweden and Hoyer-Ellefsen of Norway forming the Consorcio Escandinavo Agoyan, signed the contract for the construction of the civil works of the Agoyan Hydroelectric Project, located in Ecuador, South America. The project is located in the Andes mountain region of Ecuador - one of the smaller countries in this part of the world, located on the Pacific Coast. The contract was signed with the Instituto Ecuatoriano de Electrificación (INECEL), a public institution in charge of the development of all major energy producing projects in Ecuador, for a value of approximately US$ 120,000,000. The contract&apos;s main elements are - Concrete gravity dam with a total volume of approximately 210,000 cu m.
