This paper evaluates the contributions of "third parties" to surplus capacity in the world metals industries in the 1980s. Special attention is given to the role of international development agencies, such as the World Bank, that have made project loans to state mining enterprises. The paper also reviews the contributions to surplus capacity of the International Monetary Fund and evaluates the large volume of credits from commercial banks to developing countries. Although the credits to Third World countries during the 1970s facilitated the expansion of mining capacity in those countries, no one source of financing can be held responsible for a significant portion of the expansion.

This paper quantifies the detrimental effects of pyrite and stibnite on gold leaching kinetics. Means to reduce the effect of these minerals by addition of lead nitrate and oxygen are presented. A significant retarding effect was observed when the pyrite concentration was 20%. A pretreatment with lead nitrate reduced the extent of gold surface coating by Ag, Fe and S. Stibnite, at a concentration as low as 20 ppm, significantly affected the gold leaching kinetics through forming a passivating film of Sb(V) oxide possibly Sb2O5. The most practical way to alleviate the effect of stibnite is to leach the materials at a moderate pH with addition of lead nitrate. A low temperature reduced the efficiency of lead nitrate to counteract the effect of stibnite. The increase of dissolved oxygen is not favourable to alleviate the coating of stibnite on gold.

INTRODUCTION The state of the art of soft-ground tunneling was discussed in detail by the senior author at the 7th International Conference on Soil Mechanics and Foundation Engineering held in Mexico City in 1969. Little can be gained by repeating the information assembled at that time. Hence, in this report, only the briefest summary will be given of the overall state of the art and attention will be concentrated on trends and developments since 1969. A characteristic of recent developments is the continued trend toward use of shields and excavating machines. The implications of this trend with respect to design and construction, and particularly with respect to the treatment of unfavorable ground conditions, will be examined. Settlement associated with lost ground, a subject as old as tunneling itself, will be reviewed and methods will be considered for its reduction. Design of tunnel supports was discussed in detail in 1969 with respect to essentially rigid or essentially flexible types of linings. In this report, a definition of flexibility will be considered and design procedures suggested for linings of flexibility intermediate between the two extremes.

The U.S. Bureau of Mines conducted a study to evaluate the effectiveness of automatic water sprinkler systems in the extinguishment of incipient conveyor belt fires under ventilated conditions. Large-scale experiments were conducted using a double strand conveyor belt configuration. Standard response, pendent-type sprinklers, with activation temperatures of 100°C, were installed above and between the two strands of belting, in accordance with Federal standards for sprinkler system installations in belt drive areas. Experiments at airflows of 1.1 and 4.6 m/s showed that the sprinklers activated later, the peak heat release rate was larger, and more betting was consumed at the higher airflow. In experiments with 74°C, fast response, directional sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of bett consumed was slightly higher at the lower airflow. Experiments were also conducted with 100 °C, standard pendent sprinklers installed above the top belt, in accordance with the National Fire Protection Association (NFPA) Standard 123 for sprinkler system installations in conveyor belt drive areas in underground coal mines. In these experiments, the heat release rate and amount of betting consumed was larger at the higher airflow.

Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

Manganese nodule projects were quite fashionable during the 1970s. At the beginning of the 1980s, low metal prices led to an almost complete reduction of such activities; however, the Law of the Sea incited the countries that signed it to build a strategy for this ocean resource. Gemonod was created in France in 1984 with a four-year mission. This paper presents the results of its program devoted to the technical and economic studies of nodule exploitation. A commercial mining system is presented. The nodules would be collected by a self-propelled miner and lifted hydraulically through a rigid pipestring. A complete optimized scenario has been built taking into account offshore mining, ore transfer at sea, transportation and processing to analyze the profitability of the project. Considering an average conservative basis for metal prices, after a deep analysis of the market, the return rate of investment of the project appears fairly interesting. These results are new and are explained in comparison with previous foreign studies. These results must not hide the innovative nature of the project nor the associated risks. This is why a mining pilot is required and has been specified by Gemonod.

The use of paste technology for underground cemented backfill is widely accepted in the mining industry today as a potentially cost effective alternative to cemented rock and hydraulic slurry fill. While paste backfill is not the appropriate backfilling method for all mines, there are presently 23 operating tailings paste backfill plants throughout the world. This new technology has gained increasing acceptance as a backfill method over the last decade and its use is now expanding into the surface disposal of tailings using the stacked, thickened tailings disposal concept. Over the next 18 months there will be ten new paste plants commissioned in the world. Five of these ten plants will be used exclusively for surface tailings disposal or a combination of surface disposal and underground backfill production. The thickened tailings disposal concept, developed by Dr. Eli Robinsky in the early 1970's, has been in use for decades at several mine sites throughout the world (Kidd Creek Mine site in Northern Ontario), but always utilizing non segregating high density tailings slurry central discharge, stacked tailings placement. With the use of a higher solids content paste, the typical 2-degree beach angle can be increased to ten degrees or more with no runoff water and minimal shrinkage crack development through desiccation. This paper presents the design of the first mine to implement true surface paste disposal, Barrick Gold Corp's Bulyanhulu Mine in Tanzania. The paste system will be commissioned in the first quarter of 2001 allowing performance data to be collected to define the full potential of paste technology for surface tailings disposal.

Adequate understanding of the subsurface conditions along the alignment of a planned tunnel is key for managing project risk. For achieving this understanding, geotechnical borings are conducted during design. Where their spacing cannot reduce the risk of encountering differing site conditions (DSC) in-between borings to an acceptable level, supplemental exploration methodologies or data evaluation approaches may be required to bridge the data gap. This paper compares the exploration design approaches of recent tunnel boring machine (TBM) and microtunnel boring machine (MTBM) projects in the quaternary deposits along the Eastern Seaboard, the glacial geology of the Pacific Northwest, the sedimentary rocks of the South, and metamorphic rocks in western Germany, describing their respective effectiveness of managing DSC risk.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

The use of computer models to design ultimate pit limits during feasibility study and long range mine planning is becoming a significant practice in open pit mining. One of the problems in determining optimal ultimate pit limits using true optimization techniques has been they require a great deal of computer memory and execution time. In this paper, the maximum closure of a graph, which is a true optimizing model developed by Lerchs and Grossmann, is modified for solving ultimate pit limit problems. By using some properties of the original L&G graph algorithm, the tree configuration can be reduced to only connections between positive ore nodes. The modified algorithm is shown to require less memory and processing time while still yielding an optimal solution.

Natural lightweight aggregate may be defined as inherently low density natural mineral materials. In most all instances they are relatively young volcanic rocks which, because of their geologic environment, are limited to the Western U.S. These Tertiary and Quaternary volcanics are low-density glass and vesicular material including, but not limited to, pumice and volcanic cinder. The distribution is widespread throughout the West with the principal producers being New Mexico, California, Oregon, Idaho and Arizona. The primary user is the construction industry where weight reduction equates to cost savings. Principal products in which natural lightweight aggregate is utilized because of its lower density include lightweight portland cement concrete and lightweight concrete masonry units. In addition, due to location, some natural lightweights compete with normal weight constructions aggregates for uses such as road base and common backfill material.

Contaminant transport of mine and mill tailings is controlled by the hydrologic flow regime and the geochemical mobility of the contaminants. Contaminant' mobility is primarily determined by chemical reactions occurring within an interface zone between the tailings and soil The large geochemical differences between tailings and groundwater create a disequilibrium in the groundwater with respect to the soils when seepage from tailings enters the groundwater. Precipitation and dissolution reactions involving the major chemistry occur to return the perturbed system to chemical equilibrium between groundwater and minerals. Retardation of trace elements depends upon the chemical character of the groundwater and the adsorption substrates. In the case of uranium mill tailings, the mobility of contaminants is controlled primarily by precipitation/dissolution reactions which neutralize the pH, modify the Eh (redox potential), and produce highly adsorptive substrate for retardation of trace elements.

Traditionally, coarse wolframite ore processing has been done almost exclusively by gravity concentration methods. However, there has been a depletion of rich and coarse ore reserves and a proportional increase in the mining of low-grade, fine-grained complex ore feeds. This change has resulted in the need for better slime-processing technology. Research and development activities in this area have gained momentum, and recent innovations appear promising. This paper covers the recent innovations that have been made in dealing with tungsten ore slime processing. The new techniques include the application of a centrifugal cone separator, high-intensity wet magnetic separator, the use of phosphonic and arsonic acids as collectors in ultrafine wolframite flotation, and combined processes.

Although temperature is known to have a substantial effect on many processes, this parameter has been widely dismissed as insignificant for mineral comminution. For this reason, temperature effects on grinding have largely escaped notice. However, it has been observed that processing plants which are subjected to large seasonal temperature variations show a change in performance which appears to be due to changing feed temperatures. The general effect is an increase of the specific energy consumption as the temperature decreases. In autogenous mills, an increased rate of production of critical-size material has also been observed. This is due, at least in part, to changing rheological conditions in the mill, with the slurry viscosity increasing markedly at low temperatures. Mechanical changes in the rock with temperature, such as increased brittle fracture, is also responsible for a portion of the observed seasonal effect, and may account for this phenomenon being observed only in certain plants.

The Bulagidun copper-gold system occurs in Tertiary andesitic volcanic rocks. It is located (figure 1, from Curless, 1991) ca. two days walk from the coast in an isolated area on the northerly slope of the main range of mountains, in steep terrain dissected by erosion. Detailed and district-scale exploration from 1988 to 1991 by BHP Minerals defined a small, sub-economic resource of gold and copper. One preliminary estimate of the resource in bedrock suggests 14.4 million tons at 0.68 grams / Tonne Au and 0.61% Cu, in multiple small bodies.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.
