From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

The Sage Mill Project w approved by Santa Fe Pacific Gold Corporation's Board of Directors in October 1994. The Sage Mill Project included a pressure oxidation plant designed and constructed to process refractory carbonaceous ore using fine grinding/autoclaving technology developed specifically to treat Twin Creeks ore. The project was constructed in two phases. The first phase was put into operation on May 5, 1997, just hours before the transfer of ownership to Newmont Gold Company occurred. The second phase started in October 1997. This paper reviews schedule, costs, scope changes, and methodology used on the project that spanned almost five years from project definition through commercial operation.

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous "environmental" regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining enterprise. In this paper we frankly recommend a Pollyanna approach, making not just "the best of it" but directing the whole environmental process: first, to improve our planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burden-some to both the mining industry and the public. It is customary for government officials and environmentalists to point out how great are the new environmental regulations and how successfully these have improved the natural environment in particular and the quality of life in general.

Smectite is a common impurity in the kaolins of Georgia. This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms a hydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

Introduction The availability of a thorough, simple-to-use roof fall classification system is desirable for several reasons. First, such a system would expedite the reporting of falls for the purposes of estimating material removal costs, analyzing damage levels, and complying with federal regulations to report falls in certain areas of the mine. Second, the classification system would allow the mining engineer to record falls routinely with little time and effort expended. This would encourage him to make observations concerning what type of roof support would work best in a given situation. Third, and probably most important, an adequate roof fall classification system is the first step toward developing a means of predicting the occurrence and extent of future falls. It was with these three reasons in mind that the following classification system was developed. The type of classification chosen reflects the background of the developer and the intended purposes of the system. Hylbert has proposed a geologic-based classification which groups falls as to structural and compositional origin. The need for similar systems is noted by Cox and by Ferm and Melton. Each of these researchers is confronted with a situation requiring a relationship between local geology and roof fall occurrence. Such a relationship would allow the prediction of the relative frequency of falls from a knowledge of local geologic features. The current research is aimed at fulfilling somewhat different requirements, as noted above. Fall geometry has been chosen as the basis of the classification system so fall type can be reported independent of local geological, environmental, and tectonic conditions. The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

In recent years, research in the field of artificial intelligence (AI) has had many important successes. Among the most significant of these has been the development of powerful new computer software known as the "expert systems". Expert system programs designed to provide expert-level consultative advice in mineral exploration (Duda et al, 1981), scientific (Feigenbaum, Buchanan and Lederburg, 1971) and medical (Shortliffe, 1976) problem solving are generally acknowledged to be among the forerunners of this research. As the decision makers virtually in all fields face a more complex and involved world within which to operate, the need for some decision support is also becoming urgent. Thus applications of expert systems continue to spread out reaching problems that, because of their dimensions or particular aspects, set more demand on the decision methodologies. To meet these new requirements, many activities which were performed in the past by the domain expert or engineer must become automated. Furthermore, previous research (Dawes and Corrigan, 1974; Dawes, 1979) has shown that automating an expert's decision rules often provide better decision than the expert does. For large systems it would be very useful (or even necessary) to have formal tools, allowing one for example, to automatically discover inconsistencies, contradictions or redundancies, or to identify the possibilities of wrong lines of reasoning in the decision process.

In conjunction with experiments to improve the particle size preparation of coal bore cores prior to washability testing, discrete-event breakage of coal, shale and homogeneous low-strength concrete cores was studied. Breakage of individual size classes by drop-shatter and by incremental tumbling in an end-over-end hand-driven tumbling cylinder revealed systematic changes in the breakage function, namely, that breakage in any size class diminishes as the number of events increases. The effect of the fines removal enhances the breakage of harder material (having lower grindability indices), but appears to have less effect for softer material.

The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant. Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operations point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique features of the Lone Tree sulfide deposit and its amenability to low temperature oxidation. Problems encountered during pilot plant operation and their solutions are discussed.

Slope design in an open pit mine includes the determination of a number of parameters, including bench height, bench face angle and berm width. By way of a case history of two highwall slopes (160m and 220m high) excavated in dipping strata in an operating coal mine, this paper illustrates the influence that bench face angle can have on the stability of an entire slope. The two highwall slopes, the lower of which experienced significant instability, were excavated in essentially the same lithologic and structural environment, with the main differences between the slopes being the angle at which the bench faces were excavated and the excavating methods that were employed. In addition to describing the instability that occurred on one of the pit walls, relevant aspects of the engineering geology, slope design and excavation procedures are described.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. Normal process development for pressure preoxidation treatment of refractory gold ores starts with laboratory batch autoclave tests, followed by operation of a continuous autoclave pilot plant for confirmation of the various process options. This scheme will generally provide good information showing the effects of such variables as grind size, time, and temperature, and will indicate whether autoclave preoxidation will produce solids that are amenable to cyanidation for gold recovery. However, several recent test programs conducted over the last three to four years have shown that the cyanide leaching responses of treated solids from the batch tests can differ considerably from those achieved by the continuous pilot plant autoclave. Examples are provided to demonstrate these differences and to show the importance of extending the laboratory investigations to include the use of a semicontinuous autoclave test procedure. A test case is cited in which this procedure provided data that could not be obtained from batch tests.

There are few organic ligands that can adsorb effectively on noble metals, especially gold, in aqueous media. Ligands containing sulfur and nitrogen donors are known to be the most effective. Dithiophosphorous acids, for example, are known to adsorb on gold under certain conditions and these, along with xanthates, are used traditionally to recover gold values by flotation from ores. These compounds, however, are not necessarily selective for gold since most of the associated sulfide minerals are also floated. Monothiophosphorous acids, on the other hand, were recently discovered to float gold values selectively from sulfide-containing ores in a mildly alkaline medium; thus the dicresyl monothiophosphate is now used commercially in a gold flotation operation in the U.S.

At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.

Many minerals float best with fatty acids in the intermediate pH range. For example, fluorite, a semi soluble salt mineral, exhibits a maximum contact angle and a maximum flotation recovery in the pH range of 6-8 after conditioning in a palmitate solution (fig. 1). The maximum in flotation coincides roughly, as many researchers have observed, with the boundary of bulk precipitation of the fatty acid. According to fig. Z this boundary is in the above case of 5xl0-7 M palmitate approximately at pH 6.3. For assessing the phenomena occurring at the bulk precipitation boundary of fatty acids, the surface tensions of carboxylate solutions have been measured under various conditions. Fig. 3 shows the surface tension development of palmitate and myristate solutions of increasing concentration at pH 12. Also shown are the bulk precipitation edges (BPE) of the respective solid species that is stable under these conditions, that is the potassium acid soap, HKAZ. Both curves display a similar behavior. As the concentration of carboxylat,e increases, the surface tension decreases, until a minimum is reached at which the curves level off. The decrease of surface tension with increasing carboxylate concentration is generally taken to indicate the surface excess of the carboxylate ion. The point where the curve suddenly levels off has not yet been explained. While it is well known that the onset of micellization (CMC) may cause such an inflexion of the surface tension curve, this cannot be the case here because the position of this point depends, as shown in fig. 4 for palmitate, on pH (the CMC is generally independent of pH). We believe that this point indicates the precipitation of a colloidal acid soap (colloidal precipitation edge, CPE) before the bulk precipitation of this species sets in (BPE).

Due to the relatively remote location of the St. Anthony Mine, the high cost of transportation and milling, plus the low grade nature of the deposit, the United Nuclear Corporation began investigating methods of mechanical upgrading approximately eighteen moths ago. This investigation culminated in the installation of Model 17 and Model 18 ore sorting machines. The machines are marketed in the United States and Canada by Ore Sorters of Canada (Ltd.). The installation of this advanced technology will enable United Nuclear Corporation to fully realize the residual potential of St. Anthony.
