Trona, Na3(CO3)(HCO3) ? 2H20, is mined in quantity from saline facies of the Eocene Green River Formation of southwestern Wyoming. The Green River deposits are the world's largest known resource of natural sodium carbonates. An estimated 127 billion tons of trona ore are known to occur in beds exceeding 4 ft in thickness (Wiig and others, 1995). Twenty-five trona beds, exceeding 3 ft in thickness, and covering at least 100 mil have been identified. The beds are numbered sequentially in ascending stratigraphic order. Trona beds underlie more than 850 mil (bed 17) and are up to 37 ft thick (bed 1) (Culbertson, 1966). Five underground mines, operating in beds 17, 19, 20, 24, and 25, process trona to produce soda ash (sodium carbonate). A total of 11,837,703 short tons of soda ash were produced from 17.1 million tons of trona ore in 1997 (Kostick and Clark, 1998). A detailed study of trona bed 17, using techniques of petrography and X-ray diffraction, has been undertaken in the Solvay trona mine, near Green River, Wyoming. A continuous, vertical-channel sample was taken from near the production shaft for this study. At this location, bed 17 is 12.6 ft thick and includes several stratigraphic markers that are easily correlated throughout the mine and in surrounding drill cores. Bed 17 in this area averages 90% trona through its entire thickness (Wiig and others, 1995) and 95-100% trona in the lower two-thirds of the bed. Mineral impurities include water-insoluble dolomite, quartz, pyrite, clays, and other minerals and partially water-soluble northupite and shortite. Northupite, Na3Mg(CO3)2C1, contributes to chloride contamination in the soda-ash product and is concentrated in the upper one-third of bed 17, which is left behind as roof rock. Northupite has two modes of occurrence: (1) as bedded strata with dolomite, chert, clay, and shortite and (2) between primary trona crystals in trona spar. Petrographic and mineralogic data indicate that this section of bed 17 was deposited subaqueously during its early and late history and may have undergone periods of deposition in a subaerial or marshy environment. Stratigraphic data indicate that trona accumulated at an annual rate of 2-4 in. per year. During trona deposition, dolomite, CaMg(C03)2, precipitated in parting layers when new water entered the lake, freshening supplies of calcium and magnesium. The lack of clay minerals in the trona facies suggests water input may be by means of springs, as opposed to overland flow. Clay occurrences in thicker dolomitic partings within the trona facies indicate periods of episodic overland flow, possibly resulting from storms in the surrounding basin.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. Continuous casting accounted for about 43% of steel production in the US last year, compared to 9% a decade earlier. And, Japan and Korea are producing more

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

Classification of Mills Mills may be classified under four categories that relate to the type of action utilized to grind the material: Tumbling. The most important of these to the minerals processing industry are tumbling mills. Grinding media is actuated in a free¬form pattern in a rotating drum causing it to tumble, material being ground passing through the tumbling media. Work is done by a combi¬nation of attrition and impact. Impact. Grinding media is actuated in a distinctive pattern so that it impacts the material being ground. Work is done by impact. Roller. Grinding media is actuated in a distinctive pattern, mate¬rial being ground passing under or between the media. Work is done by compression. Fluid Energy. There is no grinding media as such. Energy is imparted to the material by transfer of kinetic energy from the fluid to the material. Grinding is accomplished by interparticle impact and attrition. Tumbling Mitts The main physical arrangement consists of a lined cylindrical drum mounted on trunnion bearings driven by a ring gear and pinion, in turn connected directly or through a reducer to the electric motor. Variations to this general arrangement include: (1) Drum mounted on rollers instead of trunnions. (2) Bearings on the drum directly, not on trunnions. (3) Utilization of multiple pinions on the gear. (4) Trunnion-type drive arrangement through a gear reducer with¬out the use of a ring gear. (5) Motor rotor mounted directly on the drum with stator around the drum, thus eliminating the gearing. The drum consists of a shell and heads lined with replaceable liners of various types and configurations. Various types of tumbling mills are tabulated; illustrations of some are shown. The types are so designed for specific purposes. Media utilized include steel rods, balls, or rock of the same material as being ground or of special material in the instance where iron contami¬nation is detrimental (see Figs. 9 and 10 and Table 2). Impact Mills Although there may be some overlapping of interpretation of terms, impact mills are considered those in which the media is actuated in a distinctive manner, at relatively high speed, impacting the material to be ground. There is an overlapping also in what may be considered to be crushing equipment rather than grinding equipment. Hammer Mill or Impactor. Material is fed into the equipment; inside hammers of impactors revolve at a high speed, breaking the material on impact with the hammers (see Fig. 11). The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages. INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. Barrick Goldstrike Mines is improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. Identifying equipment failure modes and developing associated capital asset management practices can minimize failure consequences. Successful programs have included alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle. This results in an associated reduction to repair costs and equipment down time. Mining companies invest in their capital assets to provide the capacity necessary to meet operational needs. Over time, functional failures occur that reduce this productive capacity. Diagnostic technologies now exist that allow the condition of equipment to be monitored. Early response to this information minimizes the effects of functional failures and restores equipment re- liability. Reliability is a performance indicator of overall equipment condition. It is most often expressed in terms of mean time between failures. When the established objectives of a capital asset management program include the maximization of this failure interval, trailing indicators, such as availability and operating cost improve. The probability of equipment failure is influenced by engineering design and operating conditions. The performance level resulting from this operating environment is expressed as "inherent reliability." Without maintenance intervention, equipment will ultimately fail to perform its intended function and become less reliable. Therefore, maintenance must be managed as the supplier of reliable operational capacity. Maintenance can only supply equipment performance that approaches the level of inherent reliability. Actually achieving inherent reliability requires that all maintenance decisions are made at the economically optimal time. Enhancing performance levels beyond inherent reliability can only be achieved by altering operating conditions or practices or through physical equipment modifications. An evolution in maintenance management philosophy has been under way since the beginning of the industrial revolution. As equipment has become more sophisticated, so have maintenance practices. At the beginning of the industrial age, equipment tended to be over designed and slow moving. The first maintenance philosophy was one of reactive maintenance. Maintenance intervals were dictated by the operational status of the equipment. As a result, production interruptions were common and capacity needs were met through an investment in redundant capital assets.

With the rapidly growing use of hydraulics in mining equipment, maintenance personnel should be familiar with the various components in hydraulic systems. Hydraulic systems do wear out - the fluids they transport are hot and turbulent, the equipment they power often imposes tremendous pressure pulsations and bending stresses, and the working environment is harsh. Therefore, even though hydraulic hoses are made of remarkably trouble-free components, they do need to be replaced periodically. There must be coupling methods that allow hoses to be replaced without disturbing other components. Couplings must also provide a variety of leak-resistant connections between hoses and other components in the hydraulic circuitry. Threaded Connection and Seals Hydraulic coupling thread ends and sealing arrangements are standardized, with many types available. Their outward appearance varies, but coupling configurations are recognizable by examining threads and seals and comparing them to the examples provided here. Iron Pipe Thread There are two kinds of iron pipe threads normally used in mining equipment circuitry - National Pipe Tapered Thread for Fuels (NPTF) and National Pipe Straight Thread Mechanical Joint (NPSM). The NPTF seal is the engagement of the coupling threads, called thread interference. When tightened, the tapered thread of the male fitting binds into that tapered thread of the female fitting to form a relatively leakproof seal (Fig. 1). In the NPSM seal, there is a 30° angle seat machined into the end of the male NPTF fitting. This seat engages with a mating 30° angle cone on the inside of the female fitting. Female NPSM fittings have straight threads, as opposed to the tapered threads of the NPTF fittings. However, most NPTF solid male fittings also have a 30° angle seat enabling them to be used with NPSM female fittings (Fig. 2). JIC and SAE Fittings Joint Industry Conference (JIC) and Society of Automotive Engineers (SAE) seals are formed by joining two mating, conical metal surfaces. The coupling threads are used to bring and hold these surfaces together to form a leak-resistant seal. A JIC connection is a solid male threaded end, with a 37° machined male nose, mating with a 37° female flare seat. When connected, the mating surfaces are held together by the threads, but the threads do not form the seal. The female seat is created by flaring a tube end or machining the interior surface of a stem to 37°. A female JIC has a swivel nut, allowing the sealing surfaces to be joined together without twisting a hose or twisting the seats against each other (Fig. 3). JIC couplings are frequently used on low, medium, or high pressure hydraulic circuits on mining equipment and machinery. The SAE connection is similar in appearance and sealing characteristics to the JIC system, except the angle of the machined male nose and female flare seat is 45° (Fig. 4). "O" Ring Fittings Seals for "O" ring fittings are formed by compressing an "O" ring against an exposed machined surface on a mounting block or hydraulic component part. Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. Defining Productivity Productivity is a principal concern to all organizations - industrial, commercial, government, and academic. As a ratio of output to input, productivity measures the efficiency of an industrial process, much as thermodynamic efficiency measures the useful work obtained from the available energy consumed. However, there is one important difference. Whereas thermodynamic efficiency is a dimensionless a ratio of energies, productivity output and input are usually measured in different physical units. Nevertheless, the resulting ratio is a normalized expression for unit of output per unit of input to the process. In the early days of coal, mining was essentially a hand loading operation. There was little expenditure of alternative forms of energy within the process. Loading required expenditures of human energy on the order of 1.2 MJ/t (1,000 Btu per st). And if we accept the conventional value "you load 16 tons," the output to input ratio is 14.5 t (16 st) per manshift. In energy terms, it is on the order of 116 MJ/t (100,000 Btu per st) produced per labor Btu expended. However, the latter measure of efficiency was not meaningful in economic terms, while the 14.5 t (16 st) per manshift was significant. Since labor was the principal component of cost, it represented a direct relationship to the cost of production: [ ] Furthermore, when workers were paid directly on the basis of tons produced, the labor cost per ton was specified directly by this rate. With the introduction of mechanized loading, significant increases in productivity occurred, when measured on the basis of tons per manshift. Electric power consumed about 11.6-116 MJ/t (10,000-100,000 Btu per st). This makes the 29-GJ/t (25 million Btu per st) coal output/input ratio between 100 and 1,000. That is one or two orders of magnitude lower than hand loading. However, electric energy was quite inexpensive compared to labor, which made the mechanization economically efficient. The accepted productivity measure continued to be tons per manshift. This measure includes some of the effects of mechanization: namely, the additional manpower needed to maintain the machines and support the equipment that uses electrical energy. However, it does not consider the capital and operating costs that relate to mechanized equipment. As a result, the concept of tons per machine-shift has emerged as an accepted measure of shift productivity. The only appropriate measure that encorporates the productivity of men and machines is an economic one. The output is the tonnage per shift and the impact is the cost per shift. [ ] This is simply the inverse of the cost per ton. In addition, much flexibility is available in allo¬cating costs to the three categories. This adds a level of intangibility to the measure. The amount of information needed to obtain all of the required costs is appreciable compared to the simple matter of counting tons and workers. Furthermore, financial information relating to production costs is closely held by mining companies, so historical statistics on economic productivity are not publicly available. To extend the concept further, consider the value of the tonnage produced, to obtain a dimensionless ($/$) measure of economic productivity.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.
