Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

[The Yarnell gold deposit in the Weaver mining district, Yavapai County, Arizona, occurs in a structurally controlled, hydrothermally altered zone in a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rocks around and above the low-angle, northeast striking Yarnell fault are known to host economic gold mineralization. A wider envelope of weakly-propylitic altered rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz (±adularia) veining, stockwork formation, localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized) and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit, although the thickness of the zone and associated alter avian envelope diminish away from the orebody A sample of undo formed illite taken from the Yarnell fault zone was K/Ar dated at 69 + 1.6 Ma. This date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As. Cu and Mo content. Both CO2- and H2O- rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit. Ninety-six reverse circulation holes and four diamond drill holes outline a bulk-minable mineral reserve of'4.1 million tons at 0.051 oz of Au per ton. An additional 2.7 million tons at 0.017 oz of Au per ton occurs in a low-grade zone above and subparallel to the main mineralized zone. Total calculated mineral inventory stands at 6.8 million tons at a grade of 0.038 oz of Au per ton, with a waste-to-ore ratio of 1.45:1. Column leach tests indicate that cyanide heap leach gold recoveries should exceed 70%.]

INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn't restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam's life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor's. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979's 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry's excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal's comparative price advantage. Coal's performance in the 1980s may at last exceed its promise.

Although the number of operating longwall mining systems has remained relatively constant, longwall production levels during the last five years have increased significantly. In the United States, longwall mining now accounts for approximately 50% of all underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust-compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face-ventilation system and the advancement of face-ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, examined several basic principles of the long wall face-ventilation system and has evaluated the effectiveness of numerous improved face-ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face-ventilation parameters on longwall mining sections and investigating the fundamental relationship between face airflow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels of using belt entry air to ventilate the longwall. Novel methods have been identified to increase the face air¬flow and to manage face airflow to effectively minimize dust exposure to face workers. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results throughout the longwall mining industry, as documented from surveys conducted in the early 1980s and 1990s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

INTRODUCTION Phosphatic resources may be quantified in terms of ore tons and phosphate analyses; however, to quantify phosphate reserves it is necessary to estimate the tons and quality of phosphate rock that can be extracted from the ore. The yield and grade of phosphate rock that can recovered from sedimentary phosphate deposits are usually difficult to estimate because of variations in stratigraphy and/or mineralogy. Prospecting phosphorite ores for purposes of estimating reserves and preparing mine plans requires considerably more effort than defining ore thickness and P205 content. In Florida, for example, it is standard practice to prospect by core drilling and to subject each strata (split) to beneficiation testing, and to perform detailed chemical analyses on the beneficiated products from each strata. For a completed drilling pattern the area of influence of each hole is 2.5 acres. The number of strata per drill hole typically varies from two to five, and thus complete prospecting of a 40acre tract requires drilling 16 core holes and beneficiation testing of about 48 ore samples. Florida practice is not appropriate for all phosphorite deposits. Functional drill rigs and trained drillers may not be readily available. Water for core drilling may be unavailable and the characteristics of either the overburden or ore may require careful attention and excessive cost to obtain representative core samples. Alternate ore sampling methods include auger drilling, rotary drilling to obtain cuttings, and the excavation of trenches, pits, and shafts. Drill cuttings samples are generally the least expensive to obtain, but they are usually unsuitable for beneficiation testing because of particle size reduction during drilling. Ore samples from surface trenches and pits are expensive and may not be representative of deeper ore. Ore samples from shafts are the most expensive to obtain, but if taken properly they are reliable for use in laboratory and pilot plant testing. Regardless of the prospecting technique used, reliable estimates of the yield and grade of phosphate rock that can be extracted from an ore deposit are required: • to justify capital expenditures for a new mine • for mine design and mine planning • for beneficiation plant design • for production forecasts, quality control, and marketing. This paper describes models that predict the beneficiation response of ores from three phosphate ore deposits. The purpose of these models is to obtain maximum utilization of available prospect data with the least cost. ORE DEPOSITS Simple beneficiation models have been developed for ores from three sedimentary phosphate deposits around the Mediterranean area. The first deposit, herein described as "A" ore, is located north of the Mediterranean Sea. The second deposit, designated as "B" ore, is located east of the Mediterranean Sea, while the third deposit, "C" ore, is located south of the Mediterranean Sea. Ore "C" is from the Sra Ouertane deposit in northwestern Tunisia.

Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator's main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. Canadian sylvinites contain over 90% of KCl and NaCl and a few percent of water-insoluble minerals. Cationic flotation is used to produce KCl concentrates. Since water-insoluble minerals appear in the pulp as slimes, and since long-chain primary amines are utilized as a collector, desliming is essential. The potash industry utilizes different desliming methods. This may involve selective flocculation of the slimes with polyacrylamide and removal of the flocculated product by flotation, or mechanical desliming with the use of classifying cyclones. Whichever method is applied, desliming is never complete; the flotation feed after desliming still contains about one percent of the slimes which heavily affect collector consumption and flotation selectivity. Therefore, the remaining slimes have to be rendered inactive by “blinding” them with polymers such as carboxymethyl cellulose or guar gum. The commercial blinders used by the potash industry include natural and synthetic polysaccharides. The most common is the use of carboxymethyl cellulose (CMC) and guar gum (GG). These are quite different polymers, while CMC is anionic, GG is non-ionic; while the applied CMCs are of relatively low molecular weight (about 300,000) GGs have much higher molecular weight. Guar gums are also heavily used as the depressants of naturally floatable gangue in the processing of platinum-bearing ores, and according to Harris et al. (1999) quite a large variety of modified guar gums are available in South Africa for this application. Cheng et al. (2002) claim that natural guar gum’s molecular weight is 1.935 • 106. Robinson et al. (1982) found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105. The highest molecular weight sample is then very close to the natural guar gum studied by Cheng et al. (2002). According to the manufacturer, the Rantec KP4000 guar gum which is used by the Canadian potash industry has a molecular weight of about 1.5 x 106. Since both KCl and NaCl are soluble in water, the flotation process is carried out in saturated brine. At 20 oC, 1450 kg of NaCl-KCl-H2O saturated solution contains about 0.300 kg of NaCl, 0.150 kg of KCl, and 1 kg of water (Gaska et al., 1965). Thus, in the saturated NaCl-KCl brine there are about 5.1 kmole of NaCl and 2 kmole KCl per 55.5 kmole of water. This gives 3.9 molecules of water per each ion assuming complete dissociation of NaCl and KCl. Thus, it is obvious that all water molecules in the saturated brine must be bound in the hydration shells around the hydrated ions. The surface tension of the NaCl-KCl saturated brine was recently measured to be 85 mN/m (Laskowski et al., 2003).

Through a regimen of process control and documentation, routine audits and a commitment to quality management, this kaolin producer is a competitive pigment supplier in a worldwide market. Background In 1987, the International Organization for Standards developed the ISO 9000 quality management system. This series of standards is used as a means to ensure customers that a quality management system is in place. Certification of a company does not mean that an individual product is of high quality. Rather, it demonstrates a supplier's ability to meet its customers' product and service needs. It also shows that a company has documented records to assure product consistency. The ISO 9000 system was begun in England during the early 1980s. During the mid-1970s, the British manufacturing industry was experiencing low quality. In an attempt to boost quality standards, the British government established the BS 5750 standards system. In 1987, BS 5750 was incorporated into ISO 9000. The ISO 9000 series consists of three levels of certification. ISO 9001 is the model for quality assurance in "design/development, production, installation and servicing." This standard applies to companies that rely on research and development to bring products that frequently change to market. ISO 9002 involves "production and installation" only. This standard is relevant to industries that produce a specific product according to specifications - either their own or their customer's. ISO 9003 is the model in "final inspection and test." This standard is the least detailed of the 9000 series. It is also the most applicable to companies that purchase, inspect or sort and resell. The quality system requirements for certification are outlined in the 18 elements of ISO 9002. These include: 4.1 - Management responsibility. 4.2 - Quality systems. 4.3 - Contract review. 4.4 - Design control. 4.5 - Document and data control. 4.6 - Purchasing. 4.7 - Control of customer-supplied product. 4.8 - Product identification and traceability. 4.9 - Process control. 4.10 - Inspection and testing. 4.11- Control of inspection, measuring and test equipment. 4.12 - Inspection and test status. 4.13 - Control of nonconforming product. 4.14 - Corrective and preventive action. 4.15 - Handling, storage, packaging, preservation and delivery. 4.16 - Control of quality records. 4.17 - Internal quality audits. 4.18 -Training. Continuous improvement, though implied in maintaining these requirements, could potentially be included in the quality system requirements in the next revision. The underground fire areas are formed as a result of failure of an active fire extinguishing in mines. Such areas bring about a fire hazard for the work safety and for the mining operations. For liquidation of fire areas it is necessary to create conditions under which a possibly small amount of air is flowing to the fire. To achieve this end, isolation methods are used which consist in erection of full stoppings of various types, sealing practically the fire areas. These methods usually fail in oases when the coal seam is thick and the fire area is situated between the intake shaft and the outtake shaft in which a high-pressure fan is in operation. In such oases ventilation methods based on the balance of aerodynamic potentials in fire areas are to be used. For a very long time the isolation and ventilation methods have been developed in the world mining, No sooner than since 1980 the aerodynamic potential has been used in ventilation methods [1,2,6]. So far, the aerodynamic potential was called in different ways and was determined by different formulae which gave its numerical values more or less approximative. Nevertheless, even in situations featuring by a lack of sufficient theoretical bases of the aerodynamic potential the ventilation methods brought considerable profits in the field of safety in mines and of economics in mine ventilation [1-6,9,10]. The increase in the depth of underground mines and their equipment with expensive machines (apparatus) brought about that the Central Mining Institute at Katowice undertook research works which are crowned by the theory of the aerodynamic potential in mine ventilation networks [7]. The use of this theory in the mentioned ventilation methods will increase their effectiveness. Since the theory will be published in the III rd quarter of this year, we cite in the present paper the formulae and relations associated with this theory which are indispensable to present the balance of aerodynamic potentials in the fire areas in their control by ventilation methods.

Acid-Base Accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality,and permitting decisions for surface mines are largely based on thevalues determined by ABA. In order to predict the post-mining water quality, the amount of acid-producing rock is compared to the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP/MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results to actual overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP/MPA ratio showed the best prediction accuracy. In this study, NNP and the NP/MPA ratio gave identical water quality prediction results. Therefore using NP/MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP/MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two of eight sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four of 40 sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had non-representative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP/MPA ratio of <1 produced acid or neutral drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP/MPA ratios of >2 produced alkaline drainage with a few exceptions. ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

The only good news in the exploration sector in 1982-a year plagued by low metal prices and weak demand-was precious metals. Gold in particular remained in the forefront, as it has for at least the past three years. The reason for this is partially due to gold&apos;s seeming resilience to conventional supply side factors-such as new production-that normally influence many other metals. Also, with projected production costs of about $6.40-$9.65/g ($200¬$300/oz), modest deposits with average grades can offer an early return on capital investment and good profit potential. Keeping escalating capital costs for new mining ventures within reason has shifted gold exploration efforts in recent years. Many mining companies are seeking relatively low grade, modest tonnage, near-surface gold mineralization. This, of course, leads to lower development costs using open-pit mining methods. Recent refinements in the carbon-in-pulp recovery process also has enhanced the economics of such deposits. Slumping economic conditions certainly played a key role in shaping exploration activity last year. Nearly every major mineral-producing state recorded exploration slowdowns. In Alaska, for example, development expenditures approached the level of exploration spending for the first time in the state&apos;s history. This not only reflects major companies&apos; decisions to move toward production but also the economic slowdown. The worldwide recession stopped Nevada&apos;s exploration and mining boom "dead in its tracks," said John Schilling, state geologist. The year was one of layoffs and closings for the state&apos;s mines and exploration offices, he reported. Similar trends were noted in most other states, especially in the West and Southwest. In the Pacific Northwest, however, exploration appeared to continue at a relatively good pace considering the metals market. In the mining geophysical community, recent advances in telecommunications and microprocessor technology are continuing to provide a positive impact. Many geophysicists have begun using satellite digital communication links to access computer systems from remote sites where using a microcomputer would be difficult. There were also major contributions made in exploration geochemistry last year. Highlights include progress in formulating mineral deposit models, geochemical exploration in glaciated and arid environments, and publication of many informative books. The following state-by-state summary and articles on geophysics and geochemistry provides a detailed view of exploration events throughout the US in 1982.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner. INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX&apos;s Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX&apos;s Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

Weak demand for metals and consequent low metal prices resulted in continuation of the depressed state of US mineral exploration activity through 1983. Data collected by Resources for the Future Inc. and The Pennsylvania State University for a cooperative study on mineral exploration activity indicate that US exploration in 1983 fell by as much as 25% from 1982 levels. Precious metals remained the focus of most exploration efforts, as gold and silver prices remained attractive compared to base metals. Reports of 1983 domestic exploration and development activities in several industry journals indicates that about 85% to 90% of those projects were directed primarily at gold and silver. Gold exploration included work by several companies on Carlin- type disseminated gold deposits in Nevada, geological prospecting and drilling in the Wenatchee Gold Belt in Washington, and interest in lode and placer gold properties in California, especially by several small Canadian firms. Precious metals exploration projects were also reported in Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, and Utah. There was also tome precious metal exploration activity in the eastern US. Development continued at the Ropes gold mine near Ishpeming, MI, and companies explored historic gold-producing areas in the Southeast. Some exploration for nonprecious metals took place last year. Stratabound copper-silver deposits were examined in western Montana, and US Borax continued exploring molybdenum resources in the Misty Fjords area in Alaska. Work on these projects during 1983 may have been stimulated by time limits on the availability of certain federal lands for exploration more than by projected improvements in metal markets. During 1983, several papers were published on mineral exploration strategies and the future of US exploration. David Watson of Raymond Kaiser Engineers, in a paper presented at the 1983 AMC Mining Convention, forecast increased exploration activity for gold and silver because of world economic conditions. He added that antimony, manganese, chromium, graphite, mercury, tantalum, tin, and barite are also likely targets based on their limited domestic reserve availability. He cited concern over reported subsidized mineral production by foreign producers and US regulatory and land-planning policies as retarding mineral exploration activity. Douglas Cook of Freeport Exploration Co., at the same meeting, presented a paper that showed that a 1950-75 period of vigorous exploration has been followed by a period where acquisition has replaced exploration as the predominant means of acquiring new mineral properties. At a December IIASA conference on "The Economics of Mineral Exploration," in Vienna, Austria, A. Rose and R. Eggert of The Pennsylvania State University pointed out that recent exploration decisions tend to rely more on evaluating production costs and comparing them with existing deposits, rather than on return of

"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies&apos; earnings, turning profits into sometimes disastrous or fatal losses. Robert Norton, director of the US Bureau of Mines, noting there has been a recession in the mineral industry for years, said, "Profit rates as related to invested capital have been considerably lower (for mining) than those of other industries. Airborne dust is one of the important environmental problems in mines. Besides conventional dust control methods, recently, extensive studies have been carried out on the elimination of dust before it has actually been formed. Determining to what extend rock characteristics influence the amount of dust produced during different mining activities are considered as a guide for this purpose. The factors analyzed in this study were main mechanical, physical properties and petrographical constituents, namely free and combined silica. In the study regression analysis techniques were applied to investigate the effectiveness of aforementioned factors. INTRODUCTION Nearly every aspect of mining activity contributes to the air pollution caused by dust. Therefore the harmfull effect of airborne dust has been investigated many years and limit dust concentration levels were determined for various types of mine dust. To keep the dust level below limit value different dust control techniques have been applied in mines. So far, the well known techniques regarding dust control focuses on reducing the amount of airborne dust. However, recently various studies have been carried out to avoid the dust before it has actually been formed (Bhaskar and Gong, 1991). In this respect, influence of rock characteristics on dust formation is regarded as a guide for this purpose. The present contribution describes such a study in which the drilling operation is considered as the source of the dust. In this study drilling and dust sampling process were undertaken in a model gallery that simulates an underground working. The mechanical and physical properties of the rock samples were measured in rock mechanics and ore dressing laboratories. Quartz and combined silica contents of the rock samples, on the other hand, were determined in the laboratories of geological engineenring department. Rock samples used in the research were different types of coal measure rocks, namely, sandstone, shale and conglomerate. The rock characteristics studied in this work are brittleness, toughness, rock strength, hardness and hardgrove index as inherent properties; free silica, and total silica contents of rock samples as petrographical constituents. Although there have been various studies to determine the effect of rock characteristics on the dust formation, still the type and extend of effectiveness have not been understood clearly. LITERATURE REVIEW Most of the studies investigating the effect of rock properties on dust formation concluded that they are effective. In such an investigation, it has been found that inherent rock properties influence dust formation (Das, 1973). In the another study, dustiness of the air was considered as a function of the composition, hardness and moisture content (Panov, 1967). It was also accepted that in a drilling operation more fine dust is produced if the rock to be drilled is hard (Skochinsky and Kamarov, 1969). In some other investigations dust production were considered as a function of hardgrove index (Moore and Bise, 1984) or formulated in terms of brittleness, toughness and hardness (Güyagüler, 1991). The effect of the petrographical properties of coal or rock on dust formation characteristics have also been studied (Baafi, 1979) (Panov, 1967). Because of its importance, various researches were conducted the study to find out the effect of free and combined silica content of dust on dust formation. In one of the study, the relationship between quartz in the coal seam and quartz in the airborne coal dust was investigated (Ramani et al, 1988).
