Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

This chapter deals with the use of industrial minerals in insulating materials used to control our thermal and acoustical environment. There are numerous products on the market used for thermal and acoustical insulation; they consume substantial quantities of a variety of industrial minerals. Following is a brief review of the theory and function of insulating materials. Acoustics is the science of sound, and architectural acoustics deals with sound in buildings. If this definition is broadened to include transportation vehicles, it is this end use for which acoustical insulations are primarily manufactured. Sound is defined as the auditory sensation in the ear, or the disturbance in a medium which causes this sensation. Acoustical insulation is used to reduce or eliminate noise, defined as unwanted sound. Noise control may be accomplished by the reduction of sound radiation at the source, by utilizing sound reducing construction methods such as staggered studs, etc., to control sound transmission, or by using sound absorbing material on walls, ceilings, and floors (Rossing, 1985). Acoustical insulation functions by absorbing the energy in sound waves in a porous material. As the sound waves penetrate the pores, they are dissipated by reducing the amplitude of vibration of the air molecules by contact with the pore walls, with subsequent conversion of the sound energy to heat energy. Acoustical insulation is generally highly porous, 1.3 cm or greater in thickness, and has interconnected pores. Acoustical insulating materials include fibrous vegetable or mineral matter and cellular organic and inorganic material, such as natural or manufactured foams (Sabine and Moulder, 1979). Acoustical materials are most commonly porous boards and tiles, which are often composite materials with perforated facing. Roof insulation board and lightweight concrete can also contribute to the absorption of noise. Thermal insulation is defined as material used to control the flow of heat. It may be used for heat control from low cryogenic temperatures (below -100°C) to in excess of 2 200°C for applications such as ablative shields for spacecraft. Heat transfer occurs by conduction, convection, or radiation. Conduction is the transfer of heat without the movement of the conducting medium, as through a metal. Heat convection through a liquid or gas takes place by movement of the medium. Forced convection is the basis for heating and cooling equipment, utilizing pumps or blowers to transfer the thermally conditioned fluid. Free or natural convection occurs due to density differences in the fluid. Radiation is the transfer of energy in space (Eckert, 1985). Conduction of heat through a solid is reduced by insulating the body with foams, or fibrous or small celled granular material. Heat transfer through a gas (convection) is controlled by creating many small pores which inhibit the movement of the fluid, substituting a gas of low thermal conductivity, or evacuating the space. Heat radiation can be reduced by the use of materials that reflect or absorb the energy (Glaser, 1967). Thermal insulating materials may be vegetable or mineral fibers, organic or inorganic particles, or foams with small pores, generally used to form a low density thermal barrier. They may be blocks, poured lightweight cementitious materials, bricks, etc.

In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O'Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

GENERAL CONSIDERATIONS The design of a mine or any underground opening in rock is similar to the design of any other structure, such as a building or a bridge, in one important way. This similarity lies in the fact that the stability of the structure is a function of the loads that will be applied during the structure's expected lifetime. In the case of an underground opening, the applied load is the product of the existing in situ stress field and the concentration of this field that is produced by the extraction of a load¬bearing material. Thus, a knowledge of the in situ stress field is considered a basic requirement in the design process and essential to the eventual stability of the underground structure (Duvall, 1976; Obert, 1972; Merrill and Peterson, 1961; Dahl and von Schonfeldt, 1976; Hedley and Wilson, 1975). The in situ stress field can be used along with the physical properties of the rock masses involved, the ge¬ometry of the various rock types, the geometry of the openings involved, and a failure criterion to evaluate structural stability of a planned mine by theoretical or numerical techniques. This same information can be used to investigate ground control problems in existing mines. In situ rock stress determinations can be separated into three categories: the determination of applied stress, also called the absolute or field stress; the deter¬mination of concentrations of the field stress near open¬ ings; and the determination of changes in rock stress as load-bearing material is removed. The applied stress field is more difficult to determine than are stress changes. Various instruments and techniques have been developed to determine applied rock stress and stress changes in rock. ABSOLUTE OR FIELD STRESSES Theoretical Considerations In the absence of actual measurements, it is often assumed that at any point, the vertical stress is equal to the weight of the overlying material. [ ] where S„ is vertical stress, S is average weight density of overburden rock, and h is depth from the surface. This is normally consistent with actual experience. The horizontal stresses are assumed to be equal and related to the vertical stress through the Poisson effect. [] where Sh is horizontal stress, S„ is vertical stress, and v is Poisson's ratio. The derivation of Eq. 2 is dependent on lateral con¬finement of the rock mass. An increasing amount of information is rapidly becoming available which indi¬cates that the in situ stress field at a particular location cannot simply be assumed to be a gravity-induced stress distribution in which the secondary principal stresses in the horizontal plane are due to confinement and Pois¬son's effect. Rather they can be a complex function of gravity loading, regional stresses, structural features, ex¬cavation geometries, and variations in surface and/or possibly basement rock topography. Furthermore, the underground principal stress dis¬tribution is not necessarily vertical and horizontal as is often assumed. The deviation of the three-dimensional stress distribution from vertical and horizontal can be due to a combination of both topographic (Hooker, Bickel, and Aggson, 1972) and structural features.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor's theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Mixed Evolution of Pollutant (multiple pulses) Typical examples of these situations are emission of pollutants from multiple diesel vehicles in the face area, and gas emission from standing pillars as well as from broken coal seam during coal cutting with a continuous miner. Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

Pluess-Staufer (California) Inc. Lucerne Valley California operation is one of the largest producers of high brightness high purity fme grind limestone products in western North America. The San Bernardino Mountains area of southern California contains the largest high brightness, high purity limestone mining operations and undeveloped reserves in western North America (Fig. 1, Brown 1987). Combined annual production of high brightness limestone products from several operations is approximately 1.5 million tons, with an estimated gross value of $75 million dollars per year (Fig. 2). An additional 5.0 million tons of cement grade limestone is mined by several large cement producers in the nearby Mojave area (Brown, in press). The purpose of this paper is to summarize the geologic setting, genesis and mining of white, high purity crystalline limestone by Pluess-Staufer (California) Inc.

The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. INTRODUCTION There are many mine planning factors in sublevel caving, as in the other mining systems, which when varied can substantially alter mining costs and profit¬ability. In this chapter, the following four topics are addressed with regard to economic optimization of sub¬level caving: production planning, haulage level spacing, orepass spacing, and extraction cutoff. The costs used here are the right order of magnitude but since each mine is unique, they should be considered only as examples. The objective is to demonstrate the tech¬niques which can be used. In a real mine, the evalua¬tions must be done using actual costs and conditions. It is difficult to predict exactly the costs involved, and therefore it is valuable to perform a sensitivity analysis to evaluate the effect of making incorrect as¬sumptions. Since the mining industry is very capital intensive, the effect of the interest rate must also be studied. PRODUCTION PLAN FOR AN IRON ORE DEPOSIT Introduction The first and most important thing to do before de¬signing an underground mine is to establish a long-range production plan. Such a plan is necessary for all eco¬nomic evaluations and should provide information about the lifetime of the mine, how much ore and waste must be handled per year, how much development per year is required, etc. An example is given in the following section. Problem In an iron ore mine sublevel caving is used. The iron content is 42%, and the mine supplies a pelletizing plant with an annual capacity of 3 million t/a. The ore body is shown in Fig. 1. The length of the ore body is 1000 m and the width is 100 m. Each slice is 10 m high, and there are 10 m be¬tween crosscuts, each of which has an area of 20 m2. The density of the ore is 3.5 t/m3. The spacing between rings is 2 m, and the extraction is 100%. The iron con¬tent is 66% in the pellets and 6% in the tailings. The problem is to develop a detailed production plan. A typical sublevel caving sequence is shown in Fig. 2. Solution Amount of ore per meter of crosscut: 20 X 3.5 = 70 t. Number of crosscuts per slice= 100. Length of crosscuts per slice: 100 X 100 = 10 000. Ore from crosscuts per slice = 10 000 m X 20 m2 X 3.5 = 700 000 t. Number of sublevel caving rounds per slice: 10 000/2 = 5000. Area for each blast in sublevel caving: 10 X 10 - 20 = 80 m2. Amount of ore per blast: 80 m2 X 6 m X 3.5 = 560 t. Extraction: 100% (see extraction curve Fig. 12). Loaded ore per blast: 75% or 420 t. Loaded waste per blast: 25% or 140 t. Total: 560 t. Total amount of rock from each blast in the sublevel caving: Ore: 560 t of which 2 X 70 = 140 t from develop¬ment work and 420 t from sublevel caving. Waste: 140 t. Total: 700 t. The ore needed per year is 3 X (66-6)/42-6 5 mil¬lion t. Necessary number of blasts per year= 5,000,000/ 560 = 8929. Distance to develop per year = 8929 blasts per year X 2 m per blast 17 858 m. Total amount/year: Ore from development work 17 858 m x 70 t/m = 1.25 million t/a Ore from sublevel caving: 8929 blasts per year X 420 tons per blast = 3.75 million t/a 5.00 million t/a Waste rock dilution: 8929 blasts per year X 140 tons per blast 1.25 million t/a Total amount to hoist 6.25 million t/ a The amount of ore from development work will in¬crease a little if the horizontal drift is placed in the ore body and not in the footwall. INTRODUCTION The National Park Service is entering the seventh year of monitoring caves for the presence of radon and radon daughter products. The purpose of this paper is to summarize the radiation monitoring program at Mammoth Cave National Park, and to present some of the results of this program. Mammoth Cave National Park completed five years of collecting data on May 1, 1981: although Mammoth Cave encompasses approximately 361 km of underground passageways, this paper will concentrate on only a 2.2 km section of the cave known as the Historic Tour. Included in this paper is a discussion of the methods the Nations Park Service uses to protect employees from exposure to alpha radiation. MONITORING METHODS The National Park Service monitors cave atmospheres utilizing the procedures provided by the Mine Safety and Health Administration in their Radiation Monitoring Training Manual (Anon., 1976). This procedure is described as the Kusnetz Method (Kusnetz, 1956) of radon daughter monitoring. Due to the length of the tours at Mammoth Cave, it has been determined to be the most practical procedure. The Historic Tour is a 2.2 km (1.4 mile) loop through passageways ranging in size from 18 m high by 12 m wide, to 0.9 m high by 0.6 m wide. Seven five minute walking samples were taken for this cave tour by drawing at least 10 1 of air through a 25 mm fiberglass filter utilizing a Monitaire Sampler Pump. The radon daughter concentration levels were determined using an alpha scintillation counter to measure the alpha activity on the filter paper. The Monitaire Sampler Pump was calibrated each day prior to monitoring the cave tour and the scintillation counter was calibrated by procedures described by the Mine Safety and Health Administration (Beckman, 1975) at six month intervals. Guidelines established by the National Park Service and approved by the Mine Safety and Health Administration require weekly sampling when the average working level exceeds 0.30 (NPS-14, 1980). A working level is an atmospheric concentration of radon (Rn-222) daughters which will deliver 1.3 x 10 5 MeV of alpha energy per liter of air in decaying through Ra C' (Po-214). The Historic Tour has continually exceeded the 0.30 working level average and has been monitored weekly. Generally, only radon daughter working level data has been collected on the Historic Tour due to limited personnel. However, other special measurements of the uncombined fractions of radon daughters with wire screens, tsivoglou method for radon daughter sampling (Thomas modification, 1970), and thoron daughter monitoring. These special measurements have not been routine due to time limitations involved in radon daughter sampling of other occupied portions of the cave. SUMMARY OF DATA The Historic Tour has been the most consistantly monitored tour since elevated levels of alpha radiation were found to exist at Mammoth. Cave. It is also the only natural entrance to the main sections of the cave and provided an opportunity to study man made actions upon the natural entrance. For these reasons the Historic Tour was isolated for study. Beginning October 10, 1977, and ending November 20, 1977, a pilot project was undertaken involving the Historic Tour and the practice of covering the natural entrance to this tour with sheet metal in the winter months. The purpose was to study radiation levels on the Historice Tour while the covers were on and off the natural entrance. In this pilot project, comparisons were made with incast air with covers on and off the entrance, and outcast air with covers on and off the entrance. TABLE 1 Incast air Mean W.L. The data in Table 1, illustrated in Figures 1 and 2, shows that this action increased the radon daughter working levels on the Historic Tour by 54% when the covers were on the entrance and the airflow was incast. Virtual Reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced fonn of computer graphics where the images are generated based upon where the user looks and how the user moves. As personal-computer-based (PC-based) instruction gains acceptance as an innovative approach to providing safety training, VR offers the capability of providing a multisensory, rather than merely a multimedia, mode of presentation. VR has been effectively used by the military for training tank commanders and by hospitals for training surgeons. However, these applications have been limited to small numbers of highly skilled participants. The purpose of this paper is to examine VR's potential for enhancing the hazard awareness of larger numbers of individuals in a broad-based approach to mine safety training, such as new-miner, annual-refresher, and independent-contractor training.

This article deals with open pit mine planning and a computer technology known as Direct Block Scheduling, or “DBS”. This is an emerging technology for modeling mine exploitation strategies using mixed-integer linear programming. This technique has proved to yield stronger economic results compared to the Lerchs-Grossmann (“LG”) algorithm currently used at the beginning of the mine planning process. The article briefly describes the shortcomings of current practice; then, this delves into the superior results obtained by DBS technology compared to current practice. Finally, the article argues that results achieve so far by DBS could be enhanced even further. To do this, the framework to apply this emerging technology, which is also used in current practice, should be modified to better exploit the capabilities of DBS technology. To better understand this change, an illustrated case study is presented at the end of the article.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.
