The suitability of large-stone materials continues to present occasional problems in US construction. Distinctive modes of rock deterioration cracking, spalling, delaminating. disaggregating, disintegrating, and dissolving help to distinguish causes of deterioration. Design requirements, costs, and environmental factors remain critical to performance. The rating of material quality from superior hypes such as granite to marginal types such as conglomerate is too simplistic but may be useful in a preliminary way. Regardless, the market is dominated by limestone/dolomite material types because of their widespread availability. Certain tests that have been standardized are widely accepted and used for evaluating stone as riprap and armor. These tests are adapted from those used extensively for concrete aggregate; they explore the resistance of the rock to destructive processes such as abrasion, freeze-thaw, and wet-dry environmental attack. The field evaluation of the rock source is often as important as testing. Important limitations imposed by natural jointing and variations of bedding are documented in this manner. The field examination also supports the testing by estimating how much of the quarry is rep¬resented by each of the samples to be tested. Finally, quarrying and processing methods and transportation are carefully considered in regard to stone quality, average size, size gradation, and cost.

In 1986, a cooperative effort by the Homestake Mining company, the U.S. Bureau of Mines and the University of Utah was initiated to determine shaft stability while recovering high grade ore in a nearby pillar. Premining finite element simulations indicated the shaft would remain in elastic ground. Six years have elapsed and, despite some initial concern during the first lifts, it appears that the bulk of the original reserve will be safely and profitably recovered. An integrated application of rock mechanics tools from laboratory testing through numerical modelling to mine measurements and observations contributed substantially to the operational success of the project.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). Since the advent of longwall mining systems in the United States, mine operators are increasingly relying on methane drainage techniques to supplement the ventilation system. The most commonly used technique is the vertical gob borehole. The number and spacing of vertical gob boreholes per panel is generally based on experience and underground conditions. To design a more efficient methane drainage systems, mine operators must accurately determine methane gas produced. Thus, mine operators must monitor gas flow and methane gas concentration on every vertical gob borehole on active panels at least once or twice during each 8-hr shift. As the mine grows, it is possible to have more than one operating longwall and many vertical gob boreholes. Thus, daily visits to each vertical gob borehole site can become very time consuming. During weekends when methane gas concentrations typically drop because there is no mining activity, borehole sites may not be visited. To obtain accurate gas flow data, a gob borehole monitoring system was designed and constructed by the U.S. Bureau of Mines (USBM). Gas flow, methane gas concentration, gas temperature, barometric pressure, and vacuum pressure of the exhaust fan are the parameters collected by the system. The system also includes circuitry for automatic shutdown of the exhaust fan and an alarm system before an unsafe condition is created. Telemetry components were also integrated into the system to allow for transmission of borehole data to the mine office. As a test, the system was installed and operated on a vertical gob borehole for six months. Test results indicated that intermittent measurements with hand-held instruments from vertical gob boreholes were always higher than gas flows measurements made by the gob gas analyzer system. This paper describes the system components, operational characteristics, and the results of the test program.

Underground mining at Kanowna Belle commenced in July 1998, using a sublevel open stoping method. The use of this stoping method necessitated the use of a cemented fill material for filling primary and secondary stope voids. A detailed engineering study recommended the construction of a cemented aggregate fill (CAF) system for Block A, in favour of paste fill. The CAF system consisted of a crushing and screening plant, a surface binder preparation plant and an underground fill station. Conventional underground dump trucks were used for CAF delivery. Since CAF plant commissioning in March 1999, 1.2 million tonnes of CAF have been placed underground. CAF segregation was the most significant quality control issue during CAF system operation. At the hangingwalls of filled stopes, CAF segregation sometimes occurred to such the extent that the resulting fill material was essentially uncemented coarse aggregate. This caused some CAF dilution during the extraction of adjacent secondary stopes. Numerous CAF were prepared on site for strength testing. A relationship has been formulated that allows estimation of the CAF uniaxial compressive strength in MPa, based on the cement content (c) and porosity (n), as follows. [ ] Practice at Kanowna Belle has confirmed that laboratory testing results cannot be applied for optimising the mix design of cemented rock fills that do not exhibit debris flow behaviour during placement. The grain flow characteristics and consequent marked segregation dominate the in situ fill strength. A detailed review of backfill requirements for the lower mine indicated that the total net present cost of CAF and paste systems was similar. Several significant operational advantages offered by a paste system have resulted in its selection for the remaining mine life. The construction of a paste fill system at Kanowna Belle is currently in progress.

When prospectors discovered mineralized outcrops in Pine Creek Canyon in 1916, little did they know the site was destined to become one of the world's greatest tungsten mines. Located outside Bishop in California's rugged Sierra Nevada mountain range, the mine's development imposed unique challenges to the hardiest of mining men. In its early years, the Pine Creek operation was plagued by bad luck and poor timing. But through the perseverance of a dynamic group of mining personalities, it would gain world class status. Pine Creek tungsten supplied much of the defense needs of the United States during World War II and put the Bishop area on the map as a major contributor to the nation's stockpile of strategic metals. The mine's history was shaped by world politics, the ups and downs of metals demand and economic survival through technological innovations. In contrast to many mines, Pine Creek's workings went horizontally into and then up inside the mountains - nearly to the ridgetops. This resulted in the name "Mine in the Sky" being attached to the operation. The origin of Pine Creek's ore bodies is related to the emplacement of a portion of the Sierra Nevada batholith about 100 million years ago. During the intrusive process, granitic magmas engulfed overlying calcareous sedimentary rocks, flooding them with silica-rich hydrothermal fluids and metamorphosing them to skarn. The fluids also contained tungsten, molybdenum and copper. They precipitated as scheelite, molybdenite and chalcopyrite, respectively, during the metamorphic process. The ore-bearing skarns occur as near-vertical tabular pendants in the intrusive rocks. These were later exposed by the uplift of the Sierra Nevada mountain range and glacial erosion.

Along with kyanite and sillimanite, andalusite forms part of the sillimanite industrial minerals trimorphous alumina-silicate group. Theoretically, andalusite contains about 60% A1203 and 40% Si02, with a Mohs hardness of 7 to 7.5 and a specific gravity of 3.0-3.2. Andalusite generally occurs in the contact metamorphic zones of schists and shales, constituting about 10% of the ground mass ore body. The 5- to 20mm- (0.2- to 0.8-in.-) long crystals are usually liberated through crushing and magnetic/heavy-media separation. Relatively minor occurrences of andalusite are found in Andalusia, Spain (where it was first identified), Portugal, the former Soviet Union, Ghana, South Korea, California and North Carolina. It also occurs in China, France and South Africa. The latter two represent nearly all the andalusite that is exported. Andalusite is an inert refractory raw material that does not require calcining before use. It involves an internal conversion to mullite after heating to 1400° to 1600° C (2552° to 2912° F). At higher temperatures of about 1800° C (3272° F), the mullite converts to corundum and liquid silica.

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. Three lithotypes of Phalen coal from Cape Breton County, Nova Scotia, Canada, were subjected to a modified Hardgrove grindability index (HGI) test. The testing scheme differed from conventional (ASTM D-409) Hardgrove testing by, in one case, repeating the test three times prior to removing the -200-mesh fine coal from the Hardgrove mill, and, in a second test, removing fines after each of three successive Hardgrove tests. Only the first stage of the latter testing scheme actually conforms to the standard HGI test. All processed samples were analyzed petrographically by a combined maceral/microlithotype analysis. The increase in the percentage of coal ground to -200 mesh increases through the 60- to 180-mesh fractions for each of the lithotypes for the following two apparent reasons. First, with progressive grinding, more of the oversize material is close to 200 mesh (75 µm), creating a "pool" of particles ready to be ground to -200 mesh, and, second, the removal of fines from the system at each step eases the grinding at the successive step. The fines retained system shows the influence of buffering of further grinding by the particles retained in the grinding mill. The Phalen lithotypes and the series of Central Appalachian coals, evaluated previously by Hower and Wild (1994), differ in that an increase in vitrite and a decrease in trimacerite is observed in successive -200-mesh fractions in two of the Phalen lithotypes. This is the opposite of the trend observed in the slightly lower-rank Central Appalachian coals.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.

Drilling of small diameter blast holes in the conventional tunnel driving system or mining operation still consumes a significant part of the time and money required to extend an opening in rock. The use of pneumatic drills for most small hole applications has been the dominant tool used by miners and tunnel men alike throughout the world. But now, a, trend has been started that is showing major inroads into the traditional areas of pneumatics drilling for all types of rocks. Operators dealing in very soft materials, such as coal, salt or potash, traditionally had the option to use hydraulic power for their drilling tools. Twelve to fifteen years ago, drillers in medium hard, but nonabrasive rock extended their drill machine option by helping to develop a drill that still used air to power the hammers, but relied on hydraulic power for the rotational torque and feed thrust. (1) This was a significant step forward, particularly for those who drilled in rocks that were compatible to rotary-percussion bits. However, this application was in fact somewhat limited to the limestone and dolomite formation of mid-United States and the softer sediments in Europe. Now high performance rock drills have been developed, using all-hydraulics for both the hammer and rotation, that have many advantages over the conventional pneumatic systems. In two previous papers on this subject, (2)(3) this author reviewed in detail: 1) the characteristics of each of the manufacturer's products that were on the market; 2) The specific advantages of the all-hydraulic drilling systems; 3) Data from the applications of these drilling systems that was in use; 4) What was needed to further develop this drilling system and utilize its potential in the mining or tunnelling cycle. CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

During 1992 a number of papers were published on aspects of respiratory disease in US underground coal miners. These included reports on trends in prevalence of coal workers' pneumoconiosis, the risks of developing coal workers' pneumoconiosis in relation to dust exposure, and the relationship between lung disease other than pneumoconiosis and dust exposure. The intent of this paper is to provide a summary of the essential findings from these investigations. PREVALENCE AND INCIDENCE OF COAL WORKERS' PNEUMOCONIOSIS Coal workers' pneumoconiosis (CWP) is usually detected in living miners through use of the chest x-ray. Deposits of dust in the lung, and the fibrotic tissue reactions to the dust, are manifested on the x-ray as small and large opacities. These abnormalities are quantified into degrees of severity using a standardized classification scheme (the International Classification of Radiographs of the Pneumoconioses of the International Labour Office). For small opacities, the scheme provides for a four-point scale of abnormality (0, 1, 2, 3), reflecting increasing profusion of the opacities on the x-ray. In this report, category 1 or greater small rounded opacities (CWP 1+) represents the earlier radiographic stages of pneumoconiosis. Large opacities, indicate the later and often disabling stage of pneumoconiosis, usually referred to as progressive massive fibrosis (PMF). Information collected in a national surveillance program for underground coal miners (the Coalworkers' X-ray Surveillance Program (CWXSP)) and a large epidemiologic study (National Study of Coalworkers' Pneumoconiosis (NSCWP)) provide a means to assess trends in CWP prevalence over the years following the reduction in dust levels mandated by the 1969 Federal Coal Mine Health and Safety Act (FCMHSA). These programs are operated by the National Institute for Occupational Safety and Health (NIOSH), and are described in detail in Attfield and Althouse (1992) and Attfield and Castellan (1992). Both studies were divided administratively into distinct time periods, and the results shown here reflect that division. Figure 1 shows the prevalence of CWP 1+ as determined from data from the CWXSP, plotted by time period and years in mining. There is evidence of a temporal reduction in prevalence. (The lack of an obvious decline in the early 1970s may be an artifact arising from use of different versions of the standard classification.) Figure 2 provides information in the same format for PMF, and shows a similar trend [ ]

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to 'Environmental Control Department'. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and 'Total Environment' includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.
