The separating efficiency of a flotation column is largely limited by the degree of backmixing of tailings into the froth zone, and its recovery is limited by the degree of short-circuiting of feed to the tailings. Current columns are typically made very tall, on the order of 30-40 feet, in order to limit the effects of backmixing and short-circuiting. These effects can also be reduced in a much shorter column, provided that the flow in the column approaches plug-flow. In this work, horizontal baffles were shown to improve the performance of a 6-foot tall laboratory-scale flotation column treating a difficult-to-clean, heavily oxidized coal. Tests with variation in the position of the baffles showed that for the greatest benefit, baffles are needed both above and below the feed inlet. Tracer tests with a fluorescent dye water tracer showed that the addition of the baffles reduced the amount of feed water entrained into the froth at any given coal recovery.

Metal prices are often predicted by relying on time trend projections of various economic indicators or even the trend in price itself Thus, time is the underlying explanatory variable acting through at best, a limited selection of economic variables. The price prediction method described in this paper differs from this by analyzing hundreds of economic variables to develop a few principle components that automatically capture the fundamental changes in the economy and delete duplicate or irrelevant information. This leaves a few principle variables to describe a state-space representation of the economy which can then be used for prediction. Forecasts of the price of a metal are then made based on these principle variables.

In North America, pipelines move more material than any other form of transportation. 1 Pipelines have been used principally for the transportation of liquids and gases; however, slurry pipelines have made notable gains in recent years enabling solid materials to be moved efficiently by pipelines. The obvious advantages of pipe-lines --low maintenance, low operating costs, minimal impact on the environment, greater land use, low labor intensity, safety and high operating factor --have stimulated researchers in England, West Germany, Japan, USSR and the USA during the past ten years to develop pneumatic capsule pipelines for the movement of bulk materials in large quantities. As a result of this work, pneumatic capsule pipelines are now available for the movement of dense bulk materials. Through these pneumatic capsule pipelines, material is moved in wheeled capsules which are pushed through the pipeline by flowing air. In this paper, a capsule pipeline system developed by the Georgia Institute of Technology and Tubexpress Systems, Inc. of Houston, Texas is discussed. The Tubexpress System Major Components The pipe used for a Tubexpress capsule system is standard thin wall welded steel pipe. Since pressures in the system generally do not exceed one atmosphere, the controlling design criteria for wall thickness of the pipeline is pressure from the overburden of the backfill if the line is buried or the structural requirements for supporting itself and the load if it is suspended or supported on piers. A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

Commercial quality kaolin deposits occur in fluvial sediments in both central-eastern Georgia and in the eastern Amazon River area of Brazil. Distinctive coarse and fine particle size kaolin deposits are present in both areas; they have many remarkable similarities for mineral deposits occurring at such wide geographic separation. Industrial, mineralogical, crystalline, and chemical resemblance of the coarse and fine kaolin deposits from the two areas will be described in detail. Knowledge of similarities of the Brazilian clays to those which have dominated world production in Georgia will help to develop superior quality kaolin products for world use in paper, paint, plastic, ceramic, and other applications.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

The Montana Tunnels diatreme is a low-grade polymetallic ore body containing economically mineable quantities of gold, silver, lead, and zinc. Widely varying gold grades combined with the general erratic nature of the mineralization create a complex sampling, assaying, and ore control problem. In order to maximize productivity and profitability, a variety of procedures have been used. These include differing sample size, frequency and method. In addition, assay techniques have been adjusted and refined to fit specific requirements, the result of which is an accurate, functional sampling and ore control system.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Bound water plays an important role in the processing and utilization of numerous materials and mineral processing systems. The fundamental nature of this near surface bound (vicinal) water is yet to be understood in its complete detail. The objective of this paper is to use dielectric measurements to characterize the bound water near hydrophobic and hydrophilic oxide surfaces. It is anticipated that a combination of dielectric property measurements and characteristic relaxation times will allow for more effective analysis of the interfacial water.

Preventing pillar squeezes, massive pillar collapses, and bumps is critical to the safe and efficient recovery of coal during room-and-pillar retreat mining. To help prevent these problems, the U.S. Bureau of Mines (USBM) has developed the Analysis of Retreat Mining Pillar Stability (ARMPS) computer program. ARMPS calculates stability factors (SF) based on estimates of the loads applied to and the load-bearing capacities of, pillars during retreat mining operations. The program can model the significant features of most retreat mining layouts, including angled crosscuts, varied spacings between entries, barrier pillars between the active section and old (side) gobs, and slab cuts in the barriers on retreat. It also features a pillar strength formula that considers the greater strength of rectangular pillars. The program may be used to evaluate bleeder designs as well as active workings. A data base of 110 pillar retreat mining case histories has been collected across the United States to verify the program. It was found that satisfactory conditions were very rare when the ARMPS SF was less than 0.75. Conversely, very few unsatisfactory designs were found where the ARMPS SF was greater than 1. 5.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers, and recirculation have been attempted with some success. This paper reports on a novel (Patent Applied For) approach to retreating spiral middlings m a heavy-media-cyclone circuit.

The White Pine Mine is the second-largest active underground copper mine in the United States, covering an area of approximately 13 square miles in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution mining by circulating a solution of mine water, sulfuric acid, and ferric iron through rubblized ore and recovering copper from solution. As planned, the solution would be retired in the mined-out stopes following completion of solution mining activities. Investigations into the fate of the retired solution mining fluid indicate that the solution, through time, will change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations include reaction path modeling (EQ3/6) and laboratory and in-mine experiments. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides, and sulfides.

Disposal of mine tailings in "waters of the United States" is presently prohibited even though case studies indicate that the practice may be environmentally viable. To simulate disposal in the natural environment, nine containers of tailings and sediment were instrumented and placed on the ocean floor near Juneau, AK as were ninety-six biosample containers. Pore water concentrations of five metals were determined, and biota populations were characterized for both materials. After 500 days of exposure there were no statistical macro scale differences between tailings and sediment biota populations or Cu, Pb, and Zn pore water concentrations. Tailings released slightly more Fe than sediment, but sediment released significantly more Mn than tailings. Disposal of mine tailings in marine waters may be environmentally safe.

The stability of a liner system is influenced by many factors which can be compiled into four basic groups. They are: 1. the liner system components and physical characteristics; 2. the geometry and slope of the liner system; 3. the loading conditions on the liner system; and 4. the foundation conditions under the liner system. Failures in the liner system that are due to one or more factors from the first three groups usually result in movement relative to the plans of the liner system. Failures associated with factors in the fourth group result in deformation(s) across the liner system section beyond its design limits. For purposes of these discussions a failure in the liner system refers to displacements or movements resulting in physical damage to the liner system such that it can no longer function.

The pegmatites of the Black Hills of South Dakota are the coarse-grained differentiates of the Harney Peak Granite. The Harney Peak Granite was intruded into the Pre-cambrian schist and quartzites and resulted in the Black Hills uplift. In the outer adzes of the granite intrusion occur the pegmatites. In the zoned pegmatites, representing the most highly differentiated portions of the parent magma, occur most of the minerals produced from pegmatites. These are of economic importance and they are the subject of this paper. The various mineral products will be taken up separately.

New exhaust control techniques and devices may be necessary to meet future diesel particulate matter emission standards in underground coal mines. This paper reviews conventional work practices and devices used to control diesel exhaust emissions, and new techniques being tested by the US Bureau of Mines. Discussions will center on important work practices and on the function and efficiency of exhaust aftertreatment devices. An industry-government cooperative research project to develop and test an exhaust aftertreatment system for part 36 equipment is also discussed.
