As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

This paper discusses the current approaches to modelling the DMS cyclone within the De Beers group. Current efforts are split into short term value-adding process understanding and longer term semi-fundamental analysis of separation mechanisms. To date, the basic applied approach has yielded significant value to the group, enabling operators to focus on simple diagnostic measures to control their process. The more involved modelling approach has given rise to a new understanding of the separation field, in particular that the high density gradients within a cyclone are highly localised, indicating that separation of medium to heavy density material takes place low in the cone. The model has proven to be conceptually robust, but still requires further development and validation to become a complete modelling and simulation tool for De Beers.

The coastal dune cordon of northern KwaZulu-Natal is among the highest in the world reaching heights in excess of 180 m and up to 2 km in width. It comprises a complex system of Quaternary stacked dunes of various geomorphologies, types and ages (Sudan, 1999; Maud and Botha, 2002;Ware et al., 2001; Ware, 2003). The dunes contain economic heavy minerals that have been exploited for the last two and a half decades. Dune units have recently been defined based on sand composition and texture(Sudan, 1999; Ware, 2003). Despite this, little work has been undertaken on the clay-fraction (< 2 um). This work documents the weathering of dunes to form clays. From the documented clay assemblages and relative abundances, a simplified weathering sequence with increasing maturity can be summarized as follows: primary minerals ? illite + vermiculite ?illite +interstratifications ?illite + montmorillonite ?halloysite + interstratifications + kaolinite ?kaolinite. The dominant controlling factors in determining clay assemblages is pH and leaching conditions. The presence of carbonates results in an alkaline pH and high concentrations of Ca2+and Mg2+which favours the formation of montmorillonite and vermiculite. However, vermiculite tends to form under slightly acidic conditions and is indicative of palaeosols where organic acids produce localized acidic pH’s. In contrast to this, kaolinite will only form and concentrate when carbonates have been leached. Kaolinite dominated samples are considered very mature under current climatic conditions(Chamley, 1989). Halloysite represents a transitional phase between montmorillonite and kaolinite (Herbillon et al., 1981). Ion mobility and evacuation is also critical in determining clay assemblages. Past work and field studies indicate that the dune cordon acts as an open system, resulting in carbonates and mobile ions being readily leached and lost from the system. However, when prolonged weathering has caused an accumulation of fine-grained material, the permeability decreases substantially whereby mobile cations and silica cannot be readily evacuated. This results in the formation of montmorillonite rather than kaolinite, even when carbonates have been leached. Illite (sericite) is considered to alter directly from feldspars. However, dune stacking and geometries, vegetation, water fluxes, reworking and erosion complicates this sequence.

In 1999, Eramet bought the ferromanganese plants in Porsgrunn and Sauda (Norway) and Marietta (USA). With an ownership in the Comilog mine, the plants will operate with a high amount of Comilog ore. The properties of Comilog ore are reviewed and compared to a number of industrial operations. Important ore properties are chemical and mineralogical analyses, CO reactivity and mechanical strength. The advantage of Comilog ore is its contribution to lower energy and coke consumption. However, special precautions must be taken regarding the amount of fines and water introduced in the furnace, as Comilog ore is more porous compared to other Mn ores.

A proper management system of coal mine methane gas associated with underground mining activities is essential for the mine safety due to its nature of explosion. Optimum design of the mine ventilation and gas drainage need accurate prediction of gas flow rate emitted by mining activities. Permeability to gas, which is affected by stress conditions of surrounding rock mass, governs the emission rate of the gases. JCOAL has developed a three dimensional FEM simulation program named Mine Gas Flow 3D (MGF-3D). MGF-3D is designed to predict the volume of methane gas emitted from surrounding coal and rock seams based on stress distribution and permeability change which are determined by 3D stress analysis. In MGF-3D, stress change and/or expansion of fractured zone affected by mining is calculated at the first and then gas emission into roadways and longwall panels under the determined stress conditions is calculated using Darcy’s law. MGF-3D also can set up a number of pre-drainage holes and estimate drainage gas volume from each hole. This function makes MGF-3D remarkable program. These simulations for gas emission can contribute to mine gas utilization plan. Comparison between actual measurement of gas emission in the underground mine and simulation results has been performed and availability for the mine safety and problems with MGF-3D are discussed in this report.

Metal mining operations, in particular gold mining operations, use intensive ore control procedures in order to manage the extraction of ore zones from benches containing both ore and waste material. Typical grade control procedures rely on blast hole samples to indicate ore grade. Statistical techniques and geological controls are then used to create two-dimensional polygons, which indicate zones of material designated as ore. These ore-polygons are calculated using pre-blast material locations and are generally not corrected for rock movement caused by blasting. This lack of correction appears to exacerbate the material mischaracterization problem of sending ore to the waste dump and/or waste to the mill. One Nevada gold mining company has estimated that this could be a $10 million per year problem for their operations. Using a simplified vector field algorithm, a method of taking point movement data and interpolating post-blast positions for all nodes in a polygon has been developed. Currently working in 2-dimentions (X-Y), this algorithm utilizes the movement vectors calculated from pre-and post-blast positions of targets placed in a blast, to generate a spatial transformation function for any point on the bench. This transformation is then applied to the nodes of the ore-polygons to produce modified dig lines ore polygons reflecting distortion and movement resulting from the blast. The method as implemented uses common mine planning routines and is performed using the Surpac software suite. The method may be adapted to use any pre-and post-blast point movement data available, and most mine planning suites include the simple interpolation algorithms used. Rock stress measurement is cast in the more general context of the determination of boundary conditions for rock engineering. A study on the effect of elastic anisotropy on underground excavations reveals that this effect is actually controlled by the imposed boundary conditions. Applications to tunneling and to the Underground Research Laboratory (URL), Canada, exemplify a procedure for boundary condition estimation formerly developed by the authors. The procedure displayed fast convergence despite the complex geometry, and the high degree of non-linearity of the models. In the URL application, the 3-D model was able to completely reproduce the complex measured stress pattern, and the 90° rotation of the principal in situ stresses with depth. In order to reliably estimate the boundary conditions reproducing the current in situ state of stress, response measurements of the rock mass to current disturbances are necessary as input data. La mesure des contraintes in situ tombe dans le domaine général de la détermination des conditions aux limites pour les problèmes de mécanique des roches. Une étude sur le rôle de l’anisotropie élastique sur les excavations souterraines montre que ce rôle est contrôlé par les conditions aux limites qui sont imposées. L’application aux tunnels et au Laboratoire Souterrain de Recherche (URL) au Canada, nous permet de présenter une méthode de détermination des conditions aux limites. La méthode converge rapidement bien que le géométrie soit complexe et que le problème soit non-linéaire. Pour le URL, le modèle 3D est capable de reproduire la distribution des contraintes qui ont été mesurées ainsi que la rotation de 90 degrés des contraintes in situ avec la profondeur. Afin de déterminer avec précision les conditions aux limites responsables pour la distribution actuelle des contraintes, la réponse du massif rocheux doit être connue et mesurée. In der Felsentechnik sind die Spannungsmessungen in Gestein an die Bestimmung der Randbedingungen gebunden. Eine Studie legt dar, dass der Effekt elastischer Anisotropie in unterirdischen Aushoehlungen von den Randbedingungen kontrolliert ist. Eine von den Authoren entwickelte Methode zur Bestimmung der Randbedingungen wird an Beispielen im Tunnelbau und im Underground Research Laboratory (URL) in Kanada illustriert. Auch bei komplexer Geometrie und einem hohen Grad an Nicht-Linearitaet zeigt diese Methode ein schnelles Konvergenzverhalten. Ein 3D-Model und dessen 90° Drehung der lokalen Hauptspannungen mit der Tiefe, kann bei einer URL Anwendung vollstaendig reproduziert werden. Um mit dieser Methode die Randbedingungen zuverlaessig abschaetzen zu koennen, werden der gegenwaertige lokale Spannungszustand sowie die Antwort des Gesteins und die resultierenden Stoerungen als Eingabedaten benoetigt.

The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a &apos;Health Risk Assessment for Metallic Chromium and Trivalent Chromium&apos; under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

Ion exchange is considered to be an effective technology for the removal of various impurities from cobalt advance electrolytes. With the correct choice of resin, ion exchange can consistently remove the required impurities to the levels for the production of high-grade cobalt metal. Although ion exchange was in the past used primarily for nickel removal, more recently it has been also considered for the removal of copper, zinc, and cadmium. Generally, granular ion exchange products are used, but Mintek is currently evaluating ion exchange fibres for a number of applications, including the removal of copper from cobalt advance electrolytes. Fibrous ion exchangers have major advantages compared to granular resins in that they have significantly higher reaction rates, and wash water volumes could be limited. Granular and fibrous ion exchangers were evaluated and compared for the removal of copper from cobalt advance electrolyte. A synthetic electrolyte containing 50 g/L cobalt and 50 mg/L copper was used for the test work. Equilibrium isotherms, mini-column tests, and split elution tests were done. The results were used to size a full-scale operation to treat 100 m3/h of electrolyte. The potential cobalt losses or recycle requirements were estimated, and data to calculate indicative operating costs for each adsorbent was generated. This information was used for a techno-economic comparison of granular and fibrous ion exchange systems for the removal of copper from cobalt advance electrolyte.

Magotteaux, with the co-operation of Anglo Platinum, has erected a fully instrumented pilot plant at Frank concentrator, which is being used to study the influence of a variety of grinding parameters. This paper will discuss only the influence of mill speed and pulp density on secondary stage grinding. A Ø0.82 x1 m open circuit mill was used with reclaimed Merensky tailings as feed. The conclusions apply to this pilot plant but further investigation needs to be done to verify whether the same trends will be applicable to a large industrial-scale mill.

A number of base-metal operations would like to increase production to take advantage of the higher metals prices. In general, this higher production should not be achieved with major operating changes. In hydrometallurgical facilities, leaching and pressure leaching represents one area where upfront limitations may be a bottleneck to the capacity of the entire plant. An assessment of the capacity of the leaching tanks and autoclaves was performed using a predictive model within the AweSym flowsheet simulator. The model is described, and the results of the application of the model to a number of different leaching reactors are presented. It is argued that the leaching number, which relates the residence time, particle size and the leaching rate, is of prime importance. Finally it is shown that there are some unexpected catastrophic events in increasing production capacity without a thorough understanding of the leaching operation.

Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

Some topics, which difficult the effective use of RMR for dam foundations, are reviewed and a new geomechanics classification system, DMR (Dam Mass Rating), is proposed -as an adaptation of RMR- giving guidelines for several practical aspects in dam engineering and appraisal of dam foundation. Mr Janisch&apos; s comment&apos; in the August issue on Dick Stacey&apos;s remarks about safety factors indeed requires wider debate. The example he quoted to illustrate the successful application of the safety factor concept in coal mining, namely the Salamon formula, is to my knowledge the only recognized application of that concept. Not only that, but that particular formula should be used only for what it was intended, namely to prevent major disasters. It was never intended to indicate long-term pillar stability, and it should not be used for that.

ABSTRACT: The technique of various kinds of numerical analysis offered remarkable results to explication of many rock mechanical phenomena. These techniques regarded a rock stratum as a continuum body and solved the governing equation of continuum mechanics by using finite differ-ence method, finite element method and/or others. Using numerical analysis based on continuum mechanics, however, the simulations of destruction phenomena caused by elastic waves and on the other hand, the elastic wave propagation which generated by fracturing events are quite difficult. In this paper, we express a rock stratum by a granular body model and develop a simulation tech-nique can simulate both wave phenomena and destruction phenomena at once. The DEM (discrete element method) simulation results are compared with finite difference solutions of elastic wave equation. Furthermore, we simulate Hopkinson effect by this proposed method. Hopkinson effect is famous as a destruction phenomenon caused by elastic wave propagation. ABRISS: In dieser Studie drücken wird eine Felsschicht durch ein Granularkörpermodell aus und entwickeln eine Simulationstechnik, die sowohl Wellenphänomene als auch Zerstörungsphänomene simulieren kann. Die Ergebnisse der Simulation mit DEM (Diskrete-Elemente-Methode) werden mit denen der Finit-Differenz-Lösung von Gleichungen elastischer Wellen verglichen. Desweiteren simulierten wir den Hopkinson-Effekt mit dieser vorgeschlagenen Methode. Der Hopkinson-Effekt ist als Zerstörungsphänomen berühmt, verursacht durch Fortpflanzung elastischer Wellen. RESUME: Dans cette étude, nous exprimons un lit de roches par un modèle à corps granulaire et développons une technique, permettant de simuler d&apos;un coup le phénomène des ondes et le phé-nomène de destruction. Les résultats de la simulation DEM (méthode d&apos;éléments discrets) sont comparés aux solutions à différence finie de l&apos;équation d&apos;ondes élastiques. En outre, nous simulons l&apos;effet d&apos;Hopkinson par la méthode proposée. L&apos;effet d&apos;Hopkinson est connu comme phénomène de destruction, causé par la propagation d&apos;ondes élastiques.

Accurate determination of platinum group metals (PGMs) and gold (Au) has always proven to be a difficult task, due to their low concentrations in platiniferous ores. The most common preconcentration technique used in analysis of these metals is fire assay with a flux containing nickel or lead. This technique can be improved by using co-collectors. Here we hypothesise that Fe, Co, and Cu can be used as co-collectors to enhance separation and preconcentration of PMGs and gold by fire assay. To test this hypothesis, geological exploration samples from Siyanda Union Mine (Northam, South Africa) were analysed by an inductively coupled plasma-optical emission spectrometer (ICP-OES) for PGMs (Pt, Pd, and Rh) and Au. A control sample (certified reference material AMIS 0426) was also analysed by the same technique. The PGM and Au recoveries from the control sample ranged from 83% to 105% for all three co-collectors, with relative standard deviations less than 10% for the control sample and 7% for the geological samples. The PGM and Au recoveries by Fe and Co co-collectors were modestly higher than that of the Cu-collector. These results indicate that Fe and Co are better co-collectors than Cu, presumably due to the loss of analyte when using Cu. Taken together, Fe and Co co-collectors can be viable alternatives for analysis of PGMs and gold using the fire assay method.

Primary lead production using the lead blast furnace in conventional practice is carried out using sinter feed. At YMG, China, the sinter plant has been replaced with a lead ISASMELT furnace. The ISASMELT furnace produces lead bullion plus a high-lead slag, which is cast into lumps to provide a suitable feed for the blast furnace. In the present study the relative microstructures and reduction characteristics of industrial lead sinters and synthetic ISASMELT slag in CO/CO2 gas mixtures have been measured and compared. The microstructure and property changes, and the mechanisms of reduction in each case are examined and discussed. The results of the study are used to explain the successful implementation of cast slag feed in commercial ISASMELT- lead blast furnace practice. 1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.
