The importance of properly bonded rail joints has received the attention of The National Research Council, whose committee will investigate several methods now used and determine the merits of each as applied to street railways. The results of this investigation should be appreciated no less by the mining industry. Literature on the subject of bonding mine tracks agrees, as a rule, "that the work is poorly done." With present day facilities there is little excuse for inadequate track conductivity, and a job well done must be maintained in order to realize results. Many years ago The Union Pacific Coal Company installed their first haulage locomotive, and at that time used the channel pin bond for joining the rails. The system utilized 500 volts and the, relatively small current for a large amount of power, undoubtedly, contributed to the success of the system. The bonding of both rails was considered imperative in those days, while now the bonding of one, rail is considered sufficient in most instances. The recent installations utilizing 250 volts and correspondingly heavier currents required a more effective method of joining the rails for use as an electrical conductor. The company has used the arc-weld bond since its introduction in 1919. The art of electric welding found great favor for various methods of doing the work. The first arc-weld bonds were placed on the outside of they ball of the rail, but the bonds were ill-adapted to rails lighter than sixty pounds per yard, and the results were that grooved locomotive wheels or derailed cars removed the bonds. Familiarity with the process of electric welding brought forth numerous schemes for joining the rails. In one, instance the rails and splice-plates were welded together and with excellent results for a short time. Track movement and vibration finally broke the welds and the method was dis¬carded. Another scheme consisted of placing a channel pin over each end of an annealed copper wire about twenty inches long. The idea was to develop some way of using short lengths of scrap wire. The pin and wire were then welded to the base of the rail. Numerous joints made in this way are still intact, but successful welds were so exceptional that the practice was abandoned. Some of these bonds were welded to the web of the rail, with the result that practically all rails broke at the weld; however, this is our only record of broken rails with arc-welded bonds. At one time a quantity of No. 2 bare iron wire wasp available and was tried as a bond and proved very satisfactory. Two or three strands twenty inches long were used and were welded to the base of the rail. The method was cheap and effective and of some merit for light rails on temporary track. The use of iron wire was criticized because it did not give a balanced circuit; that is, one having equal carrying capacity for trolley and track circuits; and I am of the opinion that this is not always necessary. The total length of bond that is in circuit is so small that it contributes very little additional resistance to the complete circuit consisting of trolley wire, rails and bonds.

Any article or discussion on the ventilation of Working Faces under different systems of concentrated mining is of little value to any practical man unless based upon facts gleaned from actual experience, and empirical data on this subject is, to say the least mighty scarce. Of this one thing, however, you can rest assured, the old cry of "no air at the working faces" will have become a thing of the past. No longer will we hear of some operator who has been too eager to get out the coal and who has lost sight of everything else in his mad dash for production, digging himself shut until his airways are mere pin- points and his air current a feeble thing, too weak to combat the high resistance of his restricted mine. A mine operating under one or more of the various systems of concentrated mining should always have plenty of air, for in concentrated mining the tendency is toward greatly reduced mine resistances due to increased sectional areas. It can readily be seen that the tendency is to large, wide areas across the panel and where this is true large volumes and low gauges are the rule, unless inordinate restriction is encountered in the permanent airways, and no operator, far sighted or progressive enough to adopt this system of mining when his conditions permit, would ever allow his main airways both intake and return, to be anything but model courses. As a matter of .fact, we are likely to encounter the opposite of what is usually the case in most mines to day. We are apt to find the air at the working faces sluggish due to the large areas of passage rather than to high resistance. This is combated in. various ways which will be discussed further along in this article. Those companies, of which we have knowledge in this country who, to- day are using any of the new systems of mining, seem to proceed alike in the general method of developing their acreage. Let us assume, for this discussion, the Utah Colorado Coal Corporation is going to open a mine under the new system and their conditions are such as to permit their adopting the simple block system, each face served by a separate machine, each entry having its conveyor to the cars. After the permanent haulage and airways are driven "narrow work" starts to shape the blocks. We are not interested in the length of these "conveyor headings" since we do not need to drive breakthroughs nor build stoppings for ventilation until we have reached their end when we connect them together. We have two methods of sending air to the face of these dead ends. We can laboriously and expeilsively install brattice cloth, as we go, or we can use a small auxiliary blower with canvas tubing to the face. Indeed I may say that one of the great difficulties encountered under the new systems is in the ventilation of these narrow faces. After they have been connected and an air circuit or current established, ventilation becomes plain sailing until the block is worked out. The auxiliary blower when used with flexible canvas tubing, has been found to be the ideal answer to the question of how to ventilate the headings which are anywhere from 100 to 1,000 feet long. These small blowers when properly used, can go a very long way to assist in further reducing the cost of production already assured by the new method of mining. Right angle bends are made by the tubing manufacturers to enable the fan to sit in the fresh air current, yet out of the way of operations and any recirculation is positively avoided by blowing the air around the corner to the face.

At the meeting of the American Institute of Mining and Metallurgical Engineers, G. S. Rice, Chief Mining Engineer of the U. S. Bureau of Mines, announced the definition of a gassy mine. This definition has been awaited with much interest, especially by the Safety Committee of the Rocky Mountain Coal Mining Institute. It applies to the whole area of all mines, any part of which is on the public domain of the United States. Consequently it will be of wide application in the western part of this country. The safety committee of the R. M. C. M. I. has been hopeful that the Institute would adopt this definition without exception as the codes of rules to be recommended at all mines in the Rocky Mountain area. The statement follows: "The U. S. Bureau of Mines believes that all coal mines are potentially gassy; but for purposes of administration in respect to prevention of explosions and fires, the Bureau recommends the following classification: "Class 1 coal mine-A practically non-gassy mine in which flammable gas in excess of 0.05 per cent cannot be found by systematic search. "Class 2. coal mine-A slightly gassy mine in which (a) flammable gas has been found, ? but in quantity less than two per cent in still air in any active or unsealed-abandoned workings; or (b) flammable gas can be found, but in quantity less than four per cent, in some place from which the ventilating current has been shut off for a period of one hour; or (c) flammable gas can be found,* but in quantity less than one-fourth per cent in a split** of the ventilating current; or (d) flamamble gas is found in quantity greater than' specified rate*** of not more than 25 cu. ft. per minute. "Class 3 coal mine- A gassy mine in which flammable gas is found in quantity greater than specified for a Class 22 coal mine. GENERAL NOTES REGARDING DECISION NO. 3 "(A) Flammable gas found in coal mines is, with rare exceptions, methane. In coal-mining fields where natural gas is found in lower geologic horizons by deep wells which pass through or nearby the coal mines, there have been rare instances of la leakage from the well. Natural gas is chiefly methane; that constituent almost always forms more than 85 per cent of the whole, but it usually contains ethane, propane and traces of butane also. Therefore if the latter gases are found in mine air it is an indication of leakage. The lower limit of explosibility of methane-air mixture when there is turbulence of five per cent and of natural-gas-air mixtures with about ten per cent ethane and associated hydro-carbon gases is 4.6 per cent. The limit therefore varies with the character of the mixture. " (B) To determine the proper classification of a coal mine, it is advisable that systematic testing and sampling be done at least three times in a period of not less than 72 hours. All tests and samples of the mine air, except one, must show an inflammable-gas content less than the maximum limit of the class to which the mine is assigned. In other words, a tolerance of one test or analysis may be permitted to provide for a mistake or a very exceptional occurrence. "(C) When a new mine is being opened in a coal field where existing mines are generally gassy, it is common sense to assume that similar conditions will be found in the new mine, and its development and equipment should be based upon the expectation that it will be assigned to Class 3."

Bureau of Mines Technical Paper 172, by S. H. Katz and H. C. Porter, entitled "Effects of Moisture on the Spontaneous Heating of Stored Coal", says at the outset, "Spontaneous fires in storage piles of bituminous coal' have been the source of trouble and loss since the industrial utilization of coal began. In Europe the idea arose that spontaneous combustion is more liable to happen during wet weather than during dry. Statements favoring or opposing this idea have crept into the literature. Conflicting conclusions, based on experiment as well as opinions based on observations of various degrees of reliability, are given in most of the recorded discussions of the subject. "Because of the uncertainty of the effect of moisture and its seeming importance among the conditions that affect spontaneous combustion in stored coal, the work described in this paper was undertaken by the Bureau of Mines. The experiments showed that a coal from Illinois oxidized faster when dry, whereas a sample of Pittsburgh coal oxidized faster when moist. These discordant results and similarly inconsistent results from the observations of different investigators may be coupled with the fact that under actual conditions of, storing, both coal and air always contain a considerable amount of moisture." The foregoing report of the investigations of the Bureau demonstrates that the mystery of spontaneous combustion has not yet been solved. This fact adds to the fascination of the subject. I became interested in the matter about ten years ago in observing what was probably one of the best exhibitions of this phenomenon. The old dump at Castle Gate No. 1 Mine contained boney coal and track cleanings generally. In winter when snow fell upon this old dump, the snow was soon melted by the heat of the dump which was comparatively warm at all times. Within 48 hours afterward little blue flames were in evidence on the surface of the pile. Few of the gas feeders were sufficiently constant to maintain a steady flame at any given point, but shifting emissions of gas were ignited one by another, resulting in a continuous popping and apparent running about of the flames. Another interesting exhibition of spontaneous heating was to be seen a few years ago in the storage coal piles of the local sugar factories. This coal was piled in concrete lined pits and the latter were filled with water. However, or this occasion the coal extended above the surface of the water. At every plant where this condition existed the coal was affected heating, and in each case the affected area was in a plane horizontal to and from 8 to 1.4 inches above the water level. The height of the hot area above the surface of the water appeared to be affected by the fineness of the coal. It is well known that oily rags have a tendency to heat when allowed to accumulate in some location protected from free air circulation. For some reason, as yet unknown, this does not apply to petroleum or its derivatives. Now, the most common explanation of spontaneous combustion is that the combustible material oxidizes by being brought into contact with air in the presence of moisture, the theory being that the moisture acts as a catalytic agent. My theory is that spontaneous combustion is due to oxidation of combustible matter by free oxygen carried in solution by a liquid, the oxidation taking place only as, when, and at the place where this oxygen is released from solution by the evaporation of the liquid. Also, this oxidation takes place to some degree regardless of the condition of the combustible-whether it be lump coal, coal dust, straw, wheat flour, coke, or any other combustible but, as the speed of oxidation is directly influenced by temperature, it follows that spontaneous combustion only becomes noticeable or serious in cases where the resulting heat' cannot escape as fast as it is generated.

MR. MONAY (Vice President Kinney Coal Co., Scofield, Utah): The past year and a half has witnessed a series of coal mine disasters in Utah and Wyoming, concentrated into the short space of a few months, following a long period of years in which the industry was comparatively free from devastating calamities. The natural result has been a hysterical activity on the part of bureaus, commissions and professional reformers who know little about coal mining from a practical standpoint. This activity has been met by the industry in Utah with an attitude of submission, no doubt the result of the fear of being misunderstood by the public. But it is my firm conviction that the lives and property of the coal industry will find their surest guaranty of protection in the humanity, and in the self interest of those operating and working in the mines, rather than in governmental regulation. Inelastic, inflexible blanket statutes and rules will simply stifle and hamper the initiative and progress of our industry in working out its own salvation, under the varying and changing conditions of different localities, different conditions, and in different mines. We who have spent our lives in digging in the mines and operating them, know more about this business than anyone else and I believe it is time for us to speak up and no longer sit meekly by while inexperienced bureaus and unskilled commissions make up laws, rules and regulations for us which when made are on the books to stay, even though in a short time they may prove inapplicable, in whole or in part, or be superseded by something different, and which in some cases create new dangers or lull us into a false sense of security. Shortly after the Castle Gate explosion in March, 1924, a new set of safety rules was issued by the Indus- trial Commission of the State of Utah to become effective July 1st of the same year, the most important of which prohibits the use of black powder in any mine--gaseous or non-gaseous; prohibits the use of open flame lamps in any mine-gaseous or non-gaseous; and requires that rock dusting in all main haulage ways as far as the freezing point and required that all mining machines be equipped with water to be applied while cutting. These rules have been characterized as "Utah's Monument to her Dead Miners" in a large poster spread broadcast over the country from an office in New York that styles itself the Association for Labor Legislation. In reviewing the coal mining history of the State of Utah, in the year 1900, a serious disaster occurred at Winter Quarters. The cause of the same is believed to be an explosion of powder that was stored in the mine, which was a common practice in the early days, and from that time until the Castle Gate disaster, March 8, 1924, a period of some twenty-four years, no explosion of any kind occurred in this district. During all this period open lamps were used, considerable black powder was used, rock dusting was unheard of, sprinkling with water was very generally done-all without any catastrophe. Since the adoption of the new rules, we have 'had a very violent explosion at the Carbon Fuel mine in Spring Canyon. At the time of this explosion, 3,000 feet of the main slope had been rock dusted several times between July 1st and September 21st. The second left entry, which is a main haulage way, a distance of 3,000 feet was completely rock dusted on the date of the explosion. This mine is not considered extremely gaseous, yet an explosion as violent as that of the Castle Gate mine occurred. Some thirty men who had been loading coal in various parts of the mine on this Sun- day, the day of the explosion, and other men employed in rock dusting the second left entry, had just left the mine a little while before it occurred, and no abnormal condition in the mine was noted. At the time of the explosion five machine men were in the mine.

In presenting a summary of the uses of fine and pulverized coal the writer has borne in mind that we are not trying to determine what a combustion engineer should know but we are only trying to find out in what ways the consumption of slack can be stimulated. First discussing the use of powdered coal it can be stated that it has passed the first experimental stage but is still capable of much development and improvement. It has already found successful application in stationary and locomotive boilers, cement kilns, calcining furnaces, reverberatory smelting furnaces and many other types of furnaces, such as open hearth furnaces and annealing furnaces. For stationary boilers it seems to have been thoroughly demonstrated that powdered coal is more efficient than stoker installations. Over-all efficiences of boiler and furnace in stoker installations of the best type run from 70 to 76 per cent; whereas the efficiency of powdered coal installations averages slightly over 80 per cent. However, due to the increased cost of pulverized coal, the increased efficiency of these installations over stokers, from a money stand-point, will not be more than 1 or 2 per cent. The fusing of the ash in pulverized coal installations has given some trouble but apparently is easily overcome, on the other hand the fine ash, which is carried along with the draft, causes trouble both in the boiler and by settling on surrounding buildings or ground. Offsetting the disadvantages the great advantages of pulverized coal for stationary boilers seem to be: First-the ease with which a change in the load on the boiler can be taken care of. Second-when a boiler is cut out for a short period the "stand-by" losses are much less and, Third-a much poorer grade of fuel can be used. In many cases where pulverized coal has been used it has replaced slack coal which is of little advantage to the coal operator. However,, in other places it has replaced gas or oil and this is where the coal man is interested. Pulverized coal has the same advantages as the liquid or gas fuel but the question as to which is preferable depends on their relative cost at the point of use. In small stationary boilers where stokers are not used, very frequently the larger sizes of coal are, and it would be an advantage to the coal industry for them to be converted so as to burn pulverized coal, but so far there are only records of a few of such small installations having been a success and there is apparently room for a large amount of experimentation. In furnaces, such as smelting and assaying furnaces, annealing furnaces, etc., slack coal is not used and where pulverized coal has been installed it nearly always replaces fuel oil or gas. Just how much increased consumtion of coal can be made by pulverizing it for use in furnaces of this type can not be determined but it seems worthy of investigation. For locomotive boilers pulverized coal has found some application up to date but where it was being used in the United States it was stopped when we entered the war. In Brazil, however, the Central Railway has been using pulverized coal for locomotives with excellent results. If it could be possible to apply it to locomotive use where fuel oil is now used, or the larger sizes of coal, it would certainly make a big difference in the slack situation. Now as to the uses of slack coal without pulverizing. The writer's investigations lead him to believe that the greatest opportunities in this direction are in the line of increasing its use by apartment houses and small home owners. In fact in looking into the subject I found that a number of men in Salt Lake City are using run of mine coal in the usual type of house furnaces, some of them by separating the fines and wetting them down before feeding to the furnace claim they get no loss whatever through the grate. However, for best results with fine coal different types of furnaces must be installed and for apartment houses it would seem necessary to have either a small automatic stoker or else spray the fine coal in with an air blast from

The Great Plains Coal Gasification Project is the first commercial scale grass roots synthetic fuels (SNG) plant to be built in the United States. The plant will be constructed in two phases, with each phase producing 125 million cubic feet per day of pipeline quality (970 BTU per cubic foot) substitute natural gas from lignite coal. The plant is located north of Beulah in Mercer County, North Dakota. The first phase complex, when completed, will cost about 1.2 billion dollars and will include all necessary process units, oxygen production, steam generation, coal handling and preparation, utilities and infrastructure. The plant will be owned and operated by, the Great Plains Coal Gasification Associates, a partnership consisting of the following companies: ANG Coal Gasification Company, Mid Con Corporation, Tenneco, Inc., Transco Energy Company and Pacific Lighting Co. The Project began in late 1973 with a Phase I feasibility study and site selection study. The feasibility study was completed in 1975, at which time Kaiser Engineers and C. E. Lummus, the two engineering contractors, proceeded with a Phase II conceptual engineering design for the project. The culmination of the Phase II work was the publication of a detailed scope definition and control estimate, which was to become the cost guideline for procurement and plant construction. Following an engineering slowdown period in 1979, due to continuing delays in regulatory procedures, detailed engineering effort was reinstituted in early 1980 and by mid-1981 was approximately 35 percent complete. The total home office engineering effort amounts to approximately 3.5 million man hours of work split between Kaiser Engineers and Lummus. These totals exclude the engineering effort expended by Lurgi of Germany in the process design. The gasification plant shares the site and certain other facilities with the Basin Electric Power Station. Among these facilities are the plant access railroad, peripheral drainage ditch and raw water supply system. In addition, the gasification plant will draw its power directly from the Basin main substation, and Basin will receive coal from the gasification plant, consisting of the coal fines which cannot be gasified in the Lurgi units. The overall construction program covers a period of approximately 44 months with mechanical completion and initial gas production slated for late 1984. Craft labor requirements amount to approximately 11.5 million man hours and the work force peaked in excess of 4,500 people. In anticipation of an early resolution of both Federal Energy Regulatory Commission ruling and Department of Energy loan guarantee commitments, certain work on the site was commenced during 1980. This work consisted of site rough grading, driving of piles, and erection of three of the plant auxilliary buildings. Orders and subcontracts were placed for compressors, pumps, electrical equipment, material handling equipment, piping, structural steel, boilers, oxygen plant and cooling towers. Over 40 major Federal, State and local permits were required. Among these were such diverse permits as: ? Soil conservation ?Railroad and pipeline rights of way ? Certificates of site compatibility ? Permits for structures in areas controlled by the ? U.S. Army Corps of Engineers ? Environmental permits required by the North ? Dakota Department of Public Health. The preparation of an Environmental Impact Report began in September of 1973. FPC (now FERC) guidelines and North Dakota special requirements were followed except that, at the time, the highly structured form of environmental impact statements we know today was not in use. We were required to develop a number of new sampling and evaluation techniques and reporting procedures at a time when the requirements were vague and often contradictory. In March 1975, field studies were completed and submitted to the Bureau of Recla¬mation, which then began to prepare its own EIS. Two years later, in May 1977, public hearings began on the Project. The hearings and public review of the report drew over 400 comments or questions. Responses o the comments were in¬corporated in a Final Environmental Impact Statement issued in January 1978. In March 1975, the original filing was made for an FPC Certificate of Public Convenience and Necessity which included: ? A technical feasibility study ? An Environmental Impact Assessment ? An Economic and financial feasibility assessment. An amended filing was submitted in 1976 to build the plant in two phases because studies then indicated that the cost of the plant had increased substantially. A second amended filing was submitted in 1977 to reflect the involvement of Peoples Gas (now Mid-Con Corporation) in the Project. At the time, it was believed that an FPC Certificate could be issued by December 1977. However, approval would be contingent on the U.S. Bureau of Reclamation having a complete Final Environmental Impact Statement for the Project. Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. He resides with his wife, Karen, and children Morgan, Nicole and Scott. Spending twelve years as a mechanic and semi-truck driver, Alan decided to return to school to pursue an engineering degree. Profiled here are the eight RMCMI 2001 Scholarship Award winners. Seven of the eight attended the 97th Regular Meeting and Convention at the Steamboat Springs Sheraton Resort in Steamboat Springs, Colorado in lace June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. Thanks to the Patrons of the Institute each student received a 52,000 tuition credit, a plaque signifying the honor and the opportunity to thank the membership. The winners were guests of the Institute Sunday through Tuesday noon and had an outstanding opportunity to meet many in the coal industry that could be potential employers. The state vice presidents host the winners anti pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criterion for the awards is chat the recipient be (1) a full time sophomore student who will use the tuition credit in the junior year. (2) a U. S. citizen and a legal resident of the member state. (3) in good academic standing while pursuing a degree in a mining related field. They must have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of 5100 or more to the Patrons of the Institute, each new Patron receives a plaque and then a year bar for each additional year contributions are made. Shipley University of Arizona The son of Bonnie Fawcett and David Shipley, Steven graduated from Catalina Foothills High School, Tucson, Arizona where lie attained a 3.5 GPA. In his third year at the University of Arizona lie is pursuing, a degree in mining engineering. He is a member of SME, Northwest Mining Association, and a volunteer at San Xavier Mining Laboratory -Miner. He participated in Football, Track, Wrestling and the DECA club while in high school He is the recipient in both the WAAIME and the Phelps Dodge scholarships. Steven volunteers during the academic year at the U of A San Xavier Mining Laboratory. He worked the summer of 2001 at the Black Butte Coal Company in Point of Rock, Wyoming. [ ] COLORADO WINNER Brian Gerdes Colorado School of Mines Graduating as the Valedictorian of Horizon High School with a 4.0 GPA, Brian is well prepared for the rigors of academia. In high school he was recognized in rite President's Education Awards Program and as a Radio Shack Tandy Scholar. lie belongs to SME, is a member of Fellowship of Christian Athletes, and volunteers at a local elementary school tutoring children. He enjoys intramural Sports. His father is Bruce Gerdes of Broomfield, Colorado Brian is holding a 3.75 GPA while studying for a mining engineering degree. He would like to go into reclamation scaring that his dream would be to reclaim an old mine and restore it to a function, al role in society again.

Past President Ralph Moore opended the meeting at 9:30 a.m. He thanked all the committees for their part in making the 1977 meeting the success is was. He then turned the meeting over to President-elect, Shirl McArthur. President McArthur called on the Auditing Committee to present its report. Men and institutions are what they are largely because of inheritance. Out of the past comes experience that enables men to build more wisely than did preceding generations. The field of possibilities has widened as the horizon of men's vision has been extended. The realization of these possibilities has depended largely on the application of men's natural endowments, brain and brawn, to the problems at hand. In the field of mechanized mining, Wyoming has a greater percentage of men with vision, who have a realization of the possibilities of mechanized mining, than any other state in proportion to tonnage production. With the introduction of mechanized mining systems have come problems that have caused the men who are connected with the safety work much thought. Discussions on mechanical drilling, cutting, loading, conveying, haulage, etc., have come in for their share of the debate. There have been a few attempts made to show that mechanical mining is safer than are the more primitive ways of doing underground work by man power. We also have a number of places in the coal producing States of the United States, where the mechanized systems have been abandoned chiefly on account of the safety element involved bringing about condemnation of the system by State inspection forces. Certain types of scraper systems have been condemned, and some have voiced opposition to long faces. This would lead us to believe that the question is still a debatable one as far as the safety element is concerned. It is only fair that we discuss the operations of mechanical systems and from the results obtained take analysis of conditions as they exist, basing our conclusions from the results obtained.

He is pursuing a degree in Mining Engineering as a junior at the University of Arizona. He enjoys outdoor sports including skiing, mountain biking, golf, and hiking. He also enjoys reading, ghost town and old mine exploration, computer, Japanese conversation, and sketching cars and other forms of transportation. Chris hopes to attain a Masters Degree. [ ] COLORADO WINNER Matthew D. Lengerich Colorado School of Mines Matthew, the son of Judy Lengerich, Durango, Colorado and Ronald Lengerich of Redlands, California, is pursuing his degree in Mining Engineering with a 3.93 GPA. He is a member of the National Honor Society and the German National Honor Society. An avid outdoorsman, Matt also finds time to pursue music and theater. He was unable to attend convention this year as he was on a collegiate trip to South Africa. He is Co-President CSM Newman Group and Youth Leader at Christ on the Mountain Catholic Church.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1987-88 year followed by a brief profile. Six of the winners were present as RMCMI guests at the June convention in Breckenridge, Colorado to receive their recognition plaques at the welcome session held Monday, June 27, 1988. In addition to the plaques, each winner receives $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the previous year will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing and are recommended by their university. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. Bowler University of Arizona Tucson, Arizona Tony has taken a well balanced curriculum and at the same time maintained significant progress toward a Geological Engineering degree. He is interested in computer science and programs as a hobby He is the master of several computer languages including machine language on different personal computers. [ ] Christopher Taylor Colorado School of Mines Golden, Colorado Before matriculating at Mines, Chris served four years with the U.S. Army Special Forces attaining the rank of sergeant. He is active in the military, serving in the Reserves and R.O.T.C. This duty precluded his attendance at the Breckenridge meeting. He plans to get summer work experience in mining before graduation and is interested in the managerial and technical aspects of the mining business. [ ] Laverne West New Mexico Institute of Mining & Technology Socorro, New Mexico A native American of Laguna/Navajo ethnic origin, Laverne graduated from the Sante Fe Indian School as valedictorian. She served as both secretary and president of the American Indian Science & Engineering Society. She works at the Nevada Test Site with contractors assisting project engineers in a variety of jobs. She plans to earn a dual degree in Mining and Geological Engineering then pursue a Master's degree in Mineral Economics at the University of California at Berkeley. Among her honors are a four year scholarship from Sante Fe Southern Pacific Foundation, a one year scholarship from Mobil Oil Corporation and another from Eastman Kodak.

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during the 83rd Regular Meeting of the Institute was called to order by the president, Bernard Bernstrom at 2:50 p.m. Tuesday, June 30, 1987 in the Janss Auditorium of the Snowmass Conference Center in Snowmass Village, Colorado. Thirty-one were present and a quorum was established. The president outlined the purpose of the meeting was to inform the members of the status of the affairs and activities of the corporation during the preceding year. It was moved by Leon Jeannot, seconded and carried to approve the minutes as published in the 1986 Proceedings. The chair called for reports of the various committees and these reports will by placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted three resolutions: (1) Noting the passing of members since the last convention-Benton Boyd, E. A. Hare, E. S. Moran, Jr. and Edward Prostel. (2) Of appreciation to the Executive Secretary, officers, chairman, Diamond Jubilee chairman and committees and convention committees for an outstanding job in preparing for the 83rd Regular Meeting of the Institute. (3) To recommend to all RMCMI members that, on an individual basis, they each oppose replacing coal fired generation with natural gas generation. Membership. Chairman Leon Jeannot reported that at the beginning of the 1986 fiscal year, there were 881 active or dues-paying members. During the year, 219 members were dropped for a variety of reasons such as non-payment of dues, transfer, employed elsewhere, change of address. Ninety-six new members have been recruited for an active total of 758. In addition there are 55 Life Members, 20 senior members, six scholarship winners and seven supporters for a net total of 846. The budget of RMCMI calls for 1,000 active members and we must address and plan for those short-term prospects as they will certainly impact our membership. A full report is on file in the RMCMI office. Patrons of the Institute. Chairman Ira McKeever reported that only 59 Patrons renewed their support during 1986-87. Program. Chairman Bill Balaz announced that the convention program theme "This is OUR Life", as presented in "Past", "Present" and "Future" segments was very well received. He called for additional helpers another year and suggested that next year's program format be changed to a hard hitting one. Publicity. Chairman Tom Egan reported that of the three newsletters sent members during the year, that the most effective one was the newspaper format one and recommended its use next year. RMCMI hired Bob Jacob who heads his own public relations firm to solicit advertising for the Proceedings on a contract/ commission basis. He attended the convention for this purpose and to solicit business card ads. A full report is on file in the RMCMI office. Scholarship. Chairman Keith McGinnis reported that five of the six scholarship recipients were present at the convention. Each was introduced to the membership at the Tuesday morning Scholarship Breakfast, presented a plaque and responded. The input from each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. The selection process started in March and was completed in May, except for one university which had difficulty in providing a candidate. It is suggested that the initial contact with the institutions be made in December and completed by April 1. This year, for the first time, three of the six universities were visited for the purpose of interviewing the candidates. They were Colorado, Utah and Wyoming. A very positive feedback was received from these schools and it is recommended that the practice continue. CONVENTION COMMITTEES Convention Arrangements. Doris Finnie presented the following report: As a professional meeting planner, this Diamond Jubilee convention was indeed a great challenge. One meal was added to the package and thus increased the individual cost. Snowmass Resort Association is unique in that they utilize a conference coordinator who acts as the middle man between myself and the usual persons we deal with, like AV personnel, the chef, the banquet director, the steak fry personnel, the Sunday tour etc. so the office had to become creative. For instance, we learned early on we could not deal with the local florists. It cost us lots less to buy our flowers wholesale in Denver, have my husband drive them up and our West Virginia daughter to arrange them! But, finally her floral arrangement class at CSU paid off! This was truly a Finnie family orchestrated convention. Our Lakewood daughter acted as Scholar-
