"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

Objective To develop and evaluate the effectiveness of safety training tools specific to underground metal/nonmetal mining. Background In a series of stakeholder meetings held in the western United States beginning in 1998, participants identified a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants in the meetings provided many insights into what types of training materials are most effective in dealing with both experienced and inexperienced miners. Most important was that the materials should be realistic and interesting and that some way should be found to capture the wisdom and expertise of older miners before they retired. In response, training videos that focus on safe practices during the mining cycle are being produced. Two videos one on handling explosives underground and one on identifying roof hazards and proper scaling techniques were completed during1999, and a third video is now available. This video, entitled “Ground Support...It’s Important, or Miner Mike Saves the Day,” presents information on why ground supports work and how to install them properly. Approach The new video, “Ground Support…It’s Important,” presents a scenario in which two young miners make a bad decision to leave some supports out in order to catch up in their mining cycle. An expert miner, “Miner Mike,” sees this potentially disastrous situation and educates the young miners about what could happen if they continued to leave supports out. He introduces the young miners to several expert miners, who explain how to install different types of supports correctly, as well as share what experience has taught them over the years. How It Works All footage was taken in operating, underground mines, using14 experts to provide the teaching. Because of the wide variety of supports used underground, it was necessary to focus on those types more common to hard-rock mining. While more complex support systems, such as shotcrete and cable bolts, are mentioned, detailed material is not included. In the course of educating young miners Jeff and Jason, Miner Mike provides information on— •Why supports are necessary in underground mines. •The main types of supports commonly used in underground hard-rock mines. •How supports work. •How holes for bolts are drilled correctly using jacklegs, drill jumbos, and bolting jumbos.• How wire mesh, wire panels, metal mats, and different types of bolts, including mechanical bolts, friction bolts, grouted bolts, and cable bolts, are installed properly. •How to recognize that supports have failed and what to do about it.

"Soon after the armistice, an investigation was conducted by the writer on the use of liquid oxygen for explosive purposes in Germany, so far as the conditions of such investigation wore permitted at the time. The results of this inquiry were published in Technical Paper 243, entitled ""Development of Liquid Oxygen Explosives during the War.""Recently, through the courtesy of Dr. C. L. Parsons, former chief chemist of the Bureau, who was visiting Germany, and Mr. Chester L. Benson, of the American Expeditionary Forces in Germany, data was obtained from the Deutsche Oxhydric A. G., Surth near Cologne, (one of the principal manufacturers of liquid oxygen installation) concerning the number of plants which bad been installed in Germany during the period following the armistice. In studies of mine and tunnel ventilation conducted by engineers of the Bureau of Mines , various smokes are used to determine flow of air , direction of the currents , and the rate of mixing . The instrument for generating streams of sulphur trioxide (SO ) smoke , shown in the drawing herewith, has been found helpful , convenient and practicable for such purposes ; it is also especially useful in some places where fire for generating smokes is not permissible . The apparatus consists simply of a glass tube containing fuming sulphuric acid on granular pumice stone , attached to a rubber syringe bulb . When a squeeze of the bulb blows air through the tube , a stream of dense white smoke evolves, which follows and makes visible the air currents . The tubes after preparation are hermetically sealed to prevent deterioration . When ready for use , they are easily broken open at a file scratch for the purpose on both tips , and inserted into a rubber nipple at the bulb . Sometimes it is of advantage to attach them to a longer rubber tube leading to the bulb . Tubes of the size shown (about 1/2 inch outside diameter by 5 inches long) are usually sufficient for the needs of a day . Thereafter they cease to fume because the acid absorbs moisture from the air and looses its effectiveness . Smaller sizes of tubes and larger have been made , but the size shown has proved most practicable . Immediately after a person has finished using a tube it should be buried or disposed of in a place where it will not be touched by shoes or clothing, or come in contact with wooden floors , furniture , or metals , because the acid , which will eventually leak from the tubes , is highly corrosive . -- Reports of Investigations , Department of the Interior , Bureau of Mines .

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

Develop quieted, hand-held pneumatic percussion drills that can replace standard hand-held drills in many underground mining applications. The Problem Percussion drills are the noisiest machines used in underground mines; noise levels of 115 to 120 dBA are common, requiring the use of hearing protectors and limiting the time a miner is permit-ted to operate the drill during an 8-hour shift. Hand-held pneumatic percussion drills pose a particularly difficult problem because the operator cannot be isolated from the noise source (e.g., an acoustical cab), and alternative technologies for drilling roof bolt holes and blastholes in tight quarters are not readily available.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . This paper is one of a series giving the results of metallurgical tests conducted by: the Alaska station of the Federal Bureau of Iſines, on the recovery of gold from the black sands of placer clean-ups. The data given in this report were obtained from tests on a lot of black sand from a property located on St. Patrick Creek, Fairbanks mining district, Territory of Alaska. This property comprises the Sagan Fraction and adjoining bench claims, and is being operated by J. A. Lillie. The sand ad already been treated at the mine by amalgamation. A sample taken by Mr. Lillie and assayed at the station showed that the gold still remain ing amounted to ll cents per pound. As this gold content was sufficiently high to justify further treatment of the same, 770 pounds were shipped to the station for testing. The reader will note that the gold content is given in cents per pouni, rather than per ton. This is in conformity with practice in the district in valuing black sands, as the quantity obtained at any one time is small, much less than one ton. . The sand consisted principally of schist and quartz, with very little ilmenite and garnet; and no magnetite or sulphides. Most of the gold present as contaminated with quartz, as the free particles of gold had been removed by amalgamation at the mine.

There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

"The dust/lung research of the Center has several long-range objectives:* better methods for the early diagnosis of coal workers' pneumoconiosis (CWP);* methods to modify the disease process;* tests to identify toxic products; and* tests to identify individuals with heightened susceptibility to pneumoconiosis.A major immediate objective is to define the mechanism of dust-induced lung disease. This means determining:* dust characteristics that are important in causing lung diseases;* important interactions between dust and lungs; and* earliest detectable stages of the disease.Several of the Center's projects involve exposing lung cells in culture (in vitro) or animal lungs (in vivo) to samples of the suite of characterized mineral dusts described earlier. The responses of the lung cells or tissues to the dusts are being studied in order to better understand how inhaled dusts cause lung disease.One project is studying the effect of dust exposure on the production of mucus by rat tracheal explants in vitro. Mucus is a major factor in clearing inorganic dusts from the lung. Results thus far have shown that exposure of tracheal cultures to coal dust caused a decrease in micin production in comparison to parallel cultures without dust. To examine the effect of in vivo coal dust exposure, rats were maintained in an inhalation chamber for two weeks, and control rats were in an identical, but dust-free chamber. Tracheal explants results indicate that the effect of in vivo dust exposure is similar to that noted in the in vitro experiments.Pulmonary alveolar macrophages (PAMs) are a key component of the lung's response to inhaled particulates, and they play several important roles in pulmonary inflammatory and repair processes. PAMs are the cells that actually ingest dust particles. Other studies have shown that they play a critical role in the development of silicosis and asbestosis. The Center is studying the effect of dust exposure on the release of oxygen free radicals (superoxide) by PAMs. Intercellular production of superoxide occurs when PAMs phagocytize particles, such as inhaled bacteria, and is an essential mechanism by which PAMs kill ingested, bacteria. A number of complex physiological events occur during this process which are not clearly understood. It is thought that PAMs containing indigestible materials, such as mineral dusts, overproduce superoxide, or inappropriately release it into the surrounding tissues. If true, this would cause toxicity to surrounding lung cells by peroxidation of the lipids in the cell membranes. In vitro exposure of PAMs to low or high doses of kaolin is inert. Preliminary studies indicate that coating the quartz particles with a surfactant reduces toxicity."

The expression "firing open, unconfined shots," as used in this circular, means the firing of explosive charges not confined in boreholes. Examples are the so-called mudcap shots, adobe or dobe shots, or bulldozing shots consisting of explosive charges placed on, under, or between rocks for the purpose of breaking them. The practice of firing open, unconfined shots is not uncommon in coal mines, despite the fact that numerous mine explosions and dust ignitions have resulted from this practice. The usual method of preparing such shots is to place the explosive with its detonator on top of a piece of rock or coal and cover it with clay, loam, sand, or road dust; frequently no covering of any kind is used. In some mines, an open charge of explosive is placed on timbers to dislodge them or in crevices in the roof to break down loose rock that cannot be dislodged with a bar or pick. The explosive charges may be made and fired singly, although sometimes several charges are placed on one large piece of rock with a detonator in each charge, and all charges are fired simultaneously. Although it is general practice to use permissible shot-firing devices, which will not ignite gas or dust to fire these charges, electric power from the regular mine circuits is sometimes used. When the shot is fired, any coal dust that may be present is thrown into suspension by the blast and may be ignited by the intense hot flame of the explosive or by an arc or spark at the leg wires or the end of the firing leads if power from the regular mine circuit is used to fire the shot. Even if there is not enough coal dust present to form a dust cloud, open, unconfined shots can readily ignite methane.

The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

In working gravel deposits by hydraulic mining , it is essential that an abundant supply of water under sufficient head can be economically developed and that there is sufficient grade for sluice boxes and for disposal of the tailing . Without dumping facilities , simple hydraulic mining is an impossibility . The cost of hydraulic mining may range from 2 cents a yard under favorable condıtions to 12 or even 20 cents under less favorable conditions and to 35 cents or more a yard in Alaska , according to conditions of operation , and if frozen gravel is encountered . When it is necessary to elevate gravel , the costs may exceed 60 cents a cubic yard . When the natural conditions do not permit of hydraulic pining proper , other methods of elevating the grade are employed , some of which are described below . Bucket dredging has replaced hydraulic mining in importance in California and other states where hydraulic mining was once extensively carried on , and is by far the cheapest method of elevating gravel when mechanical methods are required and the physical conditions are suitable for dredging . Dredging costs vary greatly under the different conditions encountered , and the total amount of gold to be recovered must of course be enough to warrant the cost of a dredge installation .
