This study is intended to serve three roles. First, it represents a global overview and summary to supplement and complement the five regional companion volumes of the 1991 edition of the Minerals Yearbook International Review. In this regard, it also extends previous time series under this title that appeared as the introductory chapter to the international volume of the Minerals Yearbook from the inception of that volume in 1963 until it was subdivided into separate regional volumes in 1989. The basic statistical presentations herein generally contain data through and including that for 1991, although in a few instances the most recent statistics are those for earlier years because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting the world's mineral industry that have occurred between the end of 1991 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

Provide an accurate, simple, alternative means of evaluating the safety of mine electrical ground systems which has little or no negative impact on mine productivity. The Traditional Evaluation Method The Code of Federal Regulations requires all mines to safely ground their power systems to earth. Effective earth grounding reduces shock hazards to mine workers operating electrical equipment, protects equipment from damage by voltage transients, and provides a means of detecting and locating ground faults. Once an earth ground bed has been constructed, its level of resistance has traditionally been used to gauge the safety of the entire grounding system. Bed resistance measurements are normally performed using a ?fall of potential? technique with a current return electrode placed at a remote location, If the resistance measured is acceptably low, then the bed is assumed safe.

Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

Provide low-cost fire protection for big bulldozers. Approach A fire protection system, previously used on mobile logging equipment and adapted to surface coal augers, has now been adapted for use on large mining bulldozers. How It Works Heat sensors mounted in the engine compartment and hydraulic hose areas detect the fire, usually before the operator does. This causes the system to automatically discharge A-B-C class dry chemical extinguisher through a fixed piping system. The system can also be manually activated from either the opera-tor's cab or ground level. Location of the principal components of the system are shown in the drawing The heat sensors of the sys-tem consist of bimetallic strip switches which operate at about 10000F temperature. Switch operation results in release of compressed gas from a small storage cylinder. The gas expands to blow the dry chemicals out of the nozzles, in a spray that lasts about 15 seconds. The compressed gas used is usually nitrogen, although carbon dioxide is also used.

Detect fires in or near mine shafts, isolate smoke filled areas, and remotely extinguish fire. Approach A system (of sensors, automatic alarms, an aboveground control console, remotely operated ventilation doors, and sprinklers) has been built from off the-shelf components, and fire, tested in two mines. How It Works The system uses three different kinds of sensors that can detect the heat or smoke of a fire and automatically actuate alarms. When the alarm sounds in the control center on the surface, water sprays in the mine shaft and shaft station areas can be remotely turned on to deluge both the inside and the outside of the mine shaft's wooden support structure. To protect miners from toxic fumes, smoke control doors can be closed or opened, either remotely from the control center or directly by miners using the manual or electrical actuators at the door locations. Man doors built into each ventilation door allow persons to pass without opening the main door.

A laboratory study was conducted by the Bureau of Mines to investigate the technical feasibility of decomposing hydrous magnesium chlorides by using a steam pyrohydrolysis technique. This procedure consisted of injecting steam into the atmosphere of a decomposition furnace containing samples of hydrous magnesium chloride and determining the rate of hydrolysis by measuring the rate of chloride evolution. The variables investigated were temperature, amount of water vapor in the decomposition atmosphere, and hydration stage of magnesium chloride. The application of steam was shown to accelerate both the rate and completeness of magnesium chloride decomposition reactions. For example, when magnesium chloride hexahydrate is exposed to a furnace temperature of 600' C in an air atmosphere for 20 minutes, the decomposition is 37 percent. Under identical conditions in a steam atmosphere, the decomposition is in excess of 70 percent. The magnesium oxide produced by the steam pyrohydrolysis of magnesium chloride dihydrate at 800° C contained 98 percent magnesium oxide. Based on magnesium oxide composition, this is equivalent to that of burned magnesite produced at temperatures in excess of 1,300° C. To demonstrate the quality of the product on a practical basis, metal reduction tests have shown it to be equivalent to reagent-grade magnesium oxide as a carbothermic reduction feed material.

In order to reduce fire hazards caused by spontaneous combustion in longwall gob areas, a computational fluid dynamics (CFD) study is being conducted by National Institute for Occupational Safety and Health (NIOSH) to simulate the spontaneous heating of coal in longwall gob areas. A CFD model was first developed to model the spontaneous heating process in a two longwall panel district using a bleeder ventilation system with a stationary longwall face. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Heat generated from coal oxidation is dissipated by convection and conduction, while oxygen and oxidation products are transported by convection and diffusion. CFD simulations were then conducted to model the spontaneous heating in longwall gob area with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated. The effect of gob permeability on the spontaneous heating was also investigated.

A chemical method of determining microgram quantities of arsenic in coal was investigated by the Bureau of Mines to supplement a semiquantitative spectrographic method of determining arsenic in coal ash. In accordance with a method recommended by the International Organization for Standardization, 1-gram samples of coal are decomposed by wet oxidation with boiling sulfuric acid (H2S04) and nitric acid (HN03) to remove the organic matter. After heating to fumes of SO3 to remove HN03, the arsenic is separated as arsine by the action of zinc in H2S04 solution. The arsine is absorbed in dilute iodine solution in which the arsenic is determined colorimetrically by the molybdenum-blue reaction. Two modifications of the method for obtaining the arsenic in solution, in addition to the wet oxidation method, give satisfactory results. The modifications are (1) furnace ashing with MgO added to the coal, followed by treatment with H2S04, and (2) extraction of arsenic from the coal by dilute HNO3 without ashing. Float-and sink-tests show that arsenic is associated mainly with mineral matter in the three coals examined. High-temperature ashing tests show that very little arsenic is volatilized from coal ash below 1,000° C, but it is virtually all removed from the ash at 1,300° C.

To develop and design a bit that will rapidly drill smooth and precise instrumentation holes in soft rock. Approach Use a one-piece bit made by combining a drag bit and a diamond bit. Because a smooth-walled borehole with a precise diameter is needed for borehole pressure cells (BPC) and other borehole instruments, a diamond bit is usually used. However, diamond bit drilling is slow, and the bit will tend to bind when squeezing ground is encountered. On the other hand, the drag bit will cut faster, but the walls of the drill hole will be rough and the diameter will not be as precise. The combination will provide a bit which penetrates as rapidly as a drag bit, but retains the smooth-wall and precise borehole diameter of a diamond bit. How It Works A three-foot-length of EW-size drill rod is centered in a diamond bit by welding it to three equally-positioned spacers at each end of the bit. A drag bit is attached to the EW rod with a standard EW-to-drag bit adapter as shown in the diagram. Three equally-spaced diamond inserts are set to the desired hole size and welded to the diamond bit barrel behind the crown. These inserts increase the smoothness and precision of the hole by cut-ting away any hole closure. Three equally-spaced shims are set approximately 0.020-inch under the overall insert diameter size and welded to the rear of the diamond bit barrel. The combination bit should be used on a diamond drill with either water, mist or air as the coolant.

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

Detonators representing a sampling of various domestic commercial delay detonators were fired at various direct-current (dc) firing levels. Results of firings using well-below-recommended firing levels showed marked increases in delay times above the nominal values. There was also a marked increase in variation, to the extent that out-of-sequence firings would be essentially assured in any typical blasting round at these low firing levels. Within the range of recommended levels the effects of current increases were not considered to be of great importance relative to other overriding effects, such as the significant difference noted in average values of detonators from different lots having the same nominal delay. This effect, when combined with the normal variation noted among members from the same lot, would cause out-of-sequence firings with detonators from a neighboring delay period. Where comparisons with results from another study were possible, it was found that both studies observed quite similar variations in delay times about the average values, and a lower probability of out-of-sequence firings for the shorter delay period groups. The criterion of the previous study for assessing the likelihood of observing out-of-sequence firings, when applied to the Bureau of Mines data, properly identified two neighboring delay period groups where out-of-sequence firings would occur.

One of the refining processes to which lubricating oils are frequently subjected effects a reduction in content of paraffin wax. The actual treatment usually involves chilling and filter pressing; the most important result accomplished from a commercial point of view is lowering of the ""cold test"" of the oil. The Bureau of Mines has recently had occasion to ascertain the effect of changes in paraffin wax content upon the viscosity of oil and has conducted a series of experiments described in the present report.Object of the present investigation:The Bureau of Mines has devised and is using a method for the analysis of crude petroleum* which includes determination of the viscosities of lubricating oil distillates. The Bureau method does not provide for preliminary removal of paraffin wax, and it has seemed advisable to determine whether this omission causes any important variation from the results that would be obtained through commercial refinery processing. It was also thought that the present tests, though limited in scope, might be of some practical value in indicating the general effect of paraffin content upon one of the most important properties of lubricating oil.Experimental procedureA five-gallon sample of Pennsylvania crude petroleum was distilled at atmospheric pressure until 50 per cent of the charge had been vaporized. Two liters of the residuum was distilled at a reduced pressure of 40 mm. (absolute) and cuts were separated that came over between the temperature limits of 250° to 275° C. (462° to 527° F.) and 275° to 300° C. (527° to 572° F.). The viscosities of these fractions were determined and they were subsequently subjected to treatment that removed successive percentages of paraffin wax. Viscosity temperature curves were determined for the oil obtained after each removal of wax.

"Quantifying exposure to diesel exhaust aerosol in an underground coal mine depends on the ability to measure this component of respirable mine aerosol separately from coal dust. Such measurement is complicated by the carbonaceous nature of both the diesel and coal dust particulate that make up the respirable aerosol. Hence, special sampling and analytical techniques must be used to distinguish between these two aerosol components.As part of a continuing study of diesel exhaust aerosol characteristics, the U.S. Bureau of Mines has applied size selective sampling together with gravimetric analysis to separate and measure respirable diesel exhaust and coal dust aerosol concentrations in diesel-equipped underground coal mines. This technique is based on the premise that the diesel portion of the aerosol is predominantly submicrometer and the mineral dust portion is mostly greater than 1 µm in size. In the study, chemical mass balance (CMB) modeling, based on the distribution of chemical elements in aerosol and aerosol source material samples, is used to referee the analysis of diesel exhaust and mineral dust aerosol concentrations from the size selective sampling results.Based on the results of the study, the Bureau, in cooperation with the University of Minnesota and the U.S. Mine Safety and Health Administration (MSHA), have developed a prototype personal diesel exhaust aerosol sampler for underground coal mines. The sampler has three stages: a preclassifier stage to select for respirable aerosol, an inertial impaction stage with an aerodynamic diameter(d) size cut at 0.8 µm to separate diesel aerosol from mineral dust and collect the mineral dust, and a final filtration stage to collect the diesel fraction of the sample. The sampler has been evaluated in both laboratory and field experiments conducted by the Bureau, MSHA, and the Generic Minerals Technology Center for Respirable Dust (GMTC-RD)."

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

Reduce longwall shearer operator's dust exposure by selecting the best drum water spray sys-tem for minimizing dust generated durinq cutting. Approach Three of the most commonly-used drum water spray systems were installed on the same set of shearer drums and compared to determine which system best suppresses dust. The spray systems studied were: ? pick-point flushing ? cavity filling ? water-through-the-it Instantaneous and gravimetric sampling instruments were used to measure the respirable dust exposures of the shearer operators and dust concentrations downwind of the shearer. The Three Systems: Longwall shearer drums are routinely equipped with internal drum spray systems since these systems have been shown to be more efficient than external systems in terms of dust suppression per gallon of water applied. All U.S. longwall shearer faces utilize some type of internal water delivery spray system. The two most common systems are bit-or pick-point flushing and cavity filling. Pick-point flushing uses nozzles mounted in the bit blocks or in special blocks immediately in front of the bits. Cavity filling utilizes spray nozzles installed in a pipe manifold mounted on the drum hub between the scrolls or along the edge of the vane scrolls; water is sprayed radially from the manifold towards the adjacent vane scroll.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) slip along steeply dipping faults and (2) fracturing of strong strata above, or below, the coal seam. Both failure modes produce dynamic or ?shock? loads on the perimeter (roof, rib, floor) of mine openings. Special consideration should be given to these failure modes in planning of deep coal mines since their occurrence is not within the professional experience of many contemporary workers, and their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.
