Table 28 and figure 10 show the number of fires and fire injuries for coal preparation plants by state during 1990-1999. Table 28 also shows the risk rates, employees' working hours, and lost workdays by state. For coal preparation plants, 91 fires occurred in 1 1 states during 1990- 1999. Twenty-three of those fires caused 25 injuries (the yearly average was 9.1 fires and 2.5 injuries). Ten fires and eight injuries involved contractors. The Ewhr value was 24 1 x 10' hr (Irr = 0.02 l), and the LWD value was 198. Pennsylvania had the most fires (24 fires and 4 injuries), whereas West Virginia (22 fires and 7 injuries) and Kentucky (22 fires and 7 injuries) had the most fire injuries. Among these states, Kentucky had the highest injury risk rate value (Irr = 0.025). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the periods (an increase is seen only during the last period). The number of fire injuries show a decrease followed by an increase during the periods, accompanied by a decline in employees' working hours throughout the periods. The Irr values follow patterns similar to those shown by the injury values (see table 29 and figure 11). Tables 30-35 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 12 shows the major variables during 1990-1999. Table 36 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

1.In 1972 over 595 million tons (51+0 million metric tons) of bituminous coal were mined; 49% of this tonnage was obtained by surface mining methods. Authorities have predicted that the tonnage of surface mined coal will increase in the future, especially since oil and gas resources are becoming limited. 2. Demands for clean air have increased mining activities in the low-sulfur coal deposits in the West. Pollution problems arising from these operations will be considerably different than those found in the East. The deposits are located in arid to semi-arid regions. Coal seams are generally aquifers and are a principle source of fresh water. Therefore mining may result in alteration of groundwater distribution patterns by aquifer disruption. In general, pollution problems associated with western mining are not well characterized. 3.Since any disturbance of the surface will alter the environment in the vicinity of the disturbance, pre-mining planning is a prerequisite to any environmentally successful surface mining operation. If properly carried out, the adverse social, economic, and environmental effects of coal surface mining will be minimized. Certain land areas will be unsuitable for surface mining where: a.Reclamation is not physically or economically possible. b.Mining is incompatible with existing land use plans. c.The proposed mining area is of critical environmental concern. Core drilling is the most satisfactory method of obtaining accurate information for pre-mining planning. 4. Unaccountable strip mining in the past has created problems that are still present today. Contour mining methods that involve the indiscriminate dumping of overburden on the downslope is one of the largest single sources of sediment from strip mining. However, land disturbed by strip mining can be reclaimed. Techniques have been and are being developed by which mining and reclamation are integrated into a single operation. Mountain top removal, head-of-hollow fill, and block cutting are examples in contour surface mining. These methods drastically reduce pollution problems associated with contour stripping.

"In connection with the proposed use of Cordeau-Bickford to fire L.O.X. (liquid oxygen explosives) in well drill holes, the question has arisen as to the effect of very low temperatures on (1) the rate of detonation of Cordeau-Bickford; (2) the sensitiveness to detonation of its TNT filling; and (3) the lead covering of Cordeau-Bickford.The Cordeau-Bickford used in this investigation was the standard 6 mm. size, such as is regularly used in blasting, and was manufactured and furnished by the Ensign-Bickford Company, Simsbury, Conn. All pieces tested were taken from rolls, all of which were from the same melted batch of TNT in order that all the pieces tested might be as nearly identical as possible.Different portions of this Cordeau-Bickford were tested plain (not countered), countered, and double countered. The countering and double countering was carried out by the manufacturer prior to shipment.The determination of the temperature at the instant of making a test was accomplished by the use of a Leeds and Northrup potentiometer and copper constantan thermocouples. Each couple was made from No. 28 B & S gage wire with short junctions. One junction was inserted in a hole drilled by a No. 60 drill through one lead wall of the Cordeau-Bickford to approximately the opposite wall, so that this junction was in the center of the TNT filling while the other junction was immersed in ice water. The potentiometer readings in millivolts were converted to °C. from the calibration curve of the thermocouple wire,"

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small-scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single-hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

Assist in controlling or extinguishing fires that occur in abandoned mine lands (AML) by providing a compilation of information on past fire control projects, the estimated extent of the current problem, and factors affecting the occurrence, propagation, and extinguishment of AML tires. Conventional fire control methods and their probable effectiveness are evaluated. Background Fires that occur in abandoned coal mines, waste banks, and coal outcrops constitute a serious health, safety, and environmental hazard from toxic fumes, deterioration of air quality, and subsidence. Although fires on AML occur in every coal-producing State, the severity of the problem varies, with most underground fires occurring in Kentucky, Pennsylvania, and Wyoming. Surface fires are prevalent in Kentucky, Pennsylvania, and West Virginia. Methods to extinguish or control AML fires, including excavation, fire barriers, and scaling, are generally expensive and have a relatively low probability of success (see figures 1 and 2). Bureau of Mines Study The Bureau compiled information from a variety of sources and found that the problem of AML fires is a serious one. Such fires can involve a high degree of hazard and can be difficult and costly to control. AML fires usually involve smoldering combustion in outcrops, waste banks, or abandoned mines. Given the nature of these fires, it is unlikely that the extent of the problem or the cost of solutions will decrease in the near future.

"This Bureau of Mines report contains a tabulation of methane emissions during 1980 for all coal mines located in the United States with emissions greater than 0.1 MMcfd. Listed for each mine are methane emission quantity, location, and coalbed. The report also compares records of 1975 and 1980 and describes relationships between emissions in 1980 and the Bureau's coalbed gas content data on 11 mines.INTRODUCTIONMethane gas is a threat to safety in underground coal mines. Research by Government and industry has led to great gains in reducing methane gas ignitions and explosions. The development of advanced methane control techniques is necessary for the safe operation of more gassy mines and the implementation of rapid mining techniques.As part of this research, the Bureau of Mines has surveyed total methane emission data from underground bituminous coal mines in the United States and tabulated emissions from mines producing over 0.1 MMcfd of methane. This report is an update of similar studies previously described in Information Circulars 8733, 8659, and 8558 (2-4).3The data from 1980 were compiled from Mine Safety and Health Administration (MSHA) records of air quality-quantity inspections made quarterly at each mine. The inspections involve measuring airflow and collecting air samples in the main returns. From these data, an average methane emission is calculated and used to represent the daily mine emission for each quarter. The methane emissions given in this report are the averages of the four 1980 quarters and do not include mine emissions from other sources such as degasification projects. Since a previous Bureau study showed that emissions from mines emitting less than 0.1 MMcfd represented only 2 pct of all emissions, 0.1 MMcfd was chosen as a lower limit for data collection (4)."

Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.

To have the capability to predict the development of localized spontaneous heating within a porous coalbed that is subjected to forced air ventilation or in an otherwise quiescent environment in which buoyancy develops, the Bureau of Mines developed three time-dependent mathematical models, which were used to calculate the temperature increase associated with chemisorption of oxygen by the coal. In each model, spontaneous heating is driven by an Arrhenius first-order reaction between the oxygen and coal. Two models are two-dimensional, and one is one-dimensional. In the first two-dimensional model, a constant-velocity forced convection airflow is specified; and in the other, buoyant flow is allowed to develop in the absence of forced convection. The third model evaluates the airflow from Darcy's law and a specification of the pressure at the surface of a one-dimensional porous coalbed. Numerical computations demonstrated how each model could be used to predict the onset of spontaneous heating when the porous coalbed was subjected to constraints of an imposed internal heat source or a high- temperature airflow. The effects of particle size and coalbed compaction upon spontaneous heating were examined with the third model.

The Bureau of Mines has carried out investigations on a method for producing zirconyl sulfate solution from zircon sand, comprising (1) reacting zircon sand with molten NaOH, (2) leaching the resultant fusion frit with water to remove sodium silicate and to convert sodium zircon-ate to hydrous zirconium oxide, and (3) leaching the hydrous zirconium oxide from unreacted sand with hot, dilute H2S04 to produce crude zirconyl sulfate solution. The following conditions were found to be suitable: reacting 0.6 kg of NaOH per kilogram of zircon sand for 10 min at 600° C; leaching the frit with 3 to 4 liters of water per kilogram of solids; leaching the residue with 5.1 liters of water and 1.25 liters of 98-pct H2S04 per kilogram of original solids for 10 min at 90° C; and filtering or decanting to recover unreacted zircon sand. A preliminary cost estimate is included.

The Bureau of Mines has developed a rapid analytical method for the determination of anions by ion chromatography (IC) in phosphate rock mining materials and cement kiln dust (CKD). The procedure employs an Na2C03 fusion of the sample, followed by a water extraction that allows direct injection of the sample into an ion chromatograph without separator column poisoning by the transition metal ions. Fluoride (F-) and phosphate (P043-) were determined in 24 phosphate rock processing and waste material samples by the IC method. The results were compared with a pyrohydrolytic distillation-titration method for F-and a colorimetric procedure for P043-. Excellent analytical agreement was obtained for F-and p043-values determined by IC and the comparable wet chemical methods. Fluoride values ranged from 0.3 wt-pct in the filter cake to 3.6 wt-pct in phosphate rock concentrate. Phosphate values ranged from 1.2 wt-pct in the filter cake to 33.8 wt-pct in the rock concentrate. Fluoride, chloride, phosphate, nitrate, and sulfate in several CKD samples were determined by the IC method and standard wet chemical techniques. Excellent agreement was obtained between the two methods for all anions. A total of 113 CKD samples from all areas of the United States was analyzed by the IC method. Fluoride values ranged from <0.01 to 0.36 wt-pct. Chloride values ranged from <0.01 to 12.5 wt-pct. Sulfate values ranged from 0.41 to 31.6 wt-pct. Phosphate and nitrate were detected in only about 25 pct of the samples at >0.02 wt-pct. Maximum phosphate and nitrate values were 1.0 and 1.6 wt-pct, respectively.

"A knowledge of the carbon dioxide (002) content of the products of combustion, particularly from the boiler furnace, is very valuable. An instantaneous indication of the CO2 can be used as a useful guide to efficient burning. A permanent record over a. period of time gives a story to the management which tends to keep the operators more alert. Many instruments that indicate and record CO2 have appeared within the last fifteen years. More are about to appear. Although simple principles involving chemical, physical, or electrical qualities, are being used, there is at present a general feeling of uncertainty about such instruments in the boiler room any instruments are bought, run awhile, then lie idle indefinitely.Inquiries as to CO2 machines continually come to the Bureau of Mines from the general public, as well as from other branches of the Government. Some ten years ago a series of tests was made on certain instruments at that time on the market. The following test was made quite recently on four of the newer types, including one using an electrical principle. The four instruments were installed on one boiler each, according to the instructions of the makers, and the recommended routine attention was given them. The test was of a service nature duplicating the conditions under which the instruments ordinarily serve. The boiler that was available for this purpose was practically banked for some hours of the night. This caused the average CO2 for the entire twenty-four hours to be rather low, although it reached the higher ranges of the instruments during the day.Each day the charts were averaged and the results plotted to form the accompanying curve. The record of each instrument is shown by its particular mark, the dot, circle, cross and square being used in addition there is plotted for each day a rectangular area representing 1 % CO2 in height. The proper positions of this area was determined by means of the Crsat. Where the plotted point for an instrument falls within the rectangel its accuracy is within 1/2% CO2, which is considered satisfactory. Where it falls outside the rectangle, inaccuracy is indicated."

Laboratory characterization studies have investigated the processing variability of carbonaceous uranium-bearing materials found in-sandstone deposits. This work was conducted by the Federal Bureau of Mines in support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs. Conventional processing produces only partial uranium recovery from these ore materials. Ore samples from New Mexico, Texas, and Wyoming were examined, and each responded differently. Using direct acid leaching techniques, some of the ores required acid additions of only 50 pounds per ton, while others required 300 pounds per ton of material. Maximum extractions ranged from 83 to 94 percent in the six ores tested. Roasting those ores prior to leaching improved extraction of the uranium to the 90 to 99 percent range. An oxidative autoclave treatment used with five of these ores resulted in extraction of 78 to 97 percent of the uranium. The experimental studies also showed that some carbonaceous materials can be concentrated by froth flotation. The flotation tailings were amenable to acid leaching, and up to 98 percent of the uranium was extracted from this type of material.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. Each rule that is given is proposed as necessary or helpful to the accomplishment of one or more of these measures. DEFINITIONS OF TERMS USED Alive.-See definition of " live." "So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

Communication problems are not new. Research in this area goes back as far as 7922 when the US Bureau of Mines performed experiments to detect radio signals from inside their experimental mine in Bruceton, Pennsylvania. Many improvements to mine communications have been made over the years but for any number of reasons the underground coal mining industry has been behind in implementing advances. Present communications systems far underground mines can be hard-wired or wireless. Both types of systems can fail when faced with fires, roof falls, explosions, and power or battery failure. Currently installed wireless communications systems usually employ a special antenna cable called a "leaky feeder" Fiber optic cables are also used in some applications to form a "backbone" for wireless transceivers. Through-the-earth (TTE) and wireless radio systems are less common. Except for TTE systems, most wireless systems require some wire-bound components, which are susceptible to failure during disasters as cable breakage interrupts communications.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners&apos; training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970&apos;s. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen&apos;s paper. 2. Mallett and Reinke&apos;s first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke&apos;s second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick&apos;s (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers&apos; questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner&apos;s workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners&apos; understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

Laboratory mineral-dressing investigations were conducted on talc-bearing samples from Arkansas and Texas under the Bureau of Mines program of examinations and surveys, which is concerned, in part, with the improvement of conservation and utilization of domestic mineral resources. Two of the soapstones in question were successfully upgraded by flotation, utilizing stage additions of a frother and an amine to promote their talc content. The process could enable the producers to meet more rigid specifications of higher priced talc commodities. INTRODUCTION Talc is an industrial mineral with distinctive properties, such as softness, smoothness, large surface area in relation to mass, chemical inertness, and good retention as a filler, that make it particularly valuable to a number of industries. Sales to 6 industries -ceramics, paint, insecticide, rubber, roofing, and paper -consumed 84 percent of the domestic production of talc, pyrophyllite, and ground soapstone in 1952. Mine production in that year totaled 600,908 tons. Sales of crude and ground material were 593,147 tons valued at $11,347,317.2/
