Data on the consumption of reagents used in .flotation during the year 1925, in metallurgical plants in the United States, are presented in this paper. Previous reports have covered the same subject for the years 1916, 1919, 1923 and 1924. The data contained herein show departures most radical from even the 1924 practice. Flotation has developed rapidly and on a more scientific basis than ever before. Perhaps more fundamental and useful data have been uncovered during the past two years than in all the years the art has been practiced.

Raw non fuel minerals produced in the United States during 1981 had an estimated value of $25 billion, about the same as that of 1980. In terms of 1980 dollars. the value of minerals produced during 1981 was $23 billion.2 This chapter includes tables for 1980 that were not available for publication in the 1980 Minerals Yearbook, but does not include the corresponding tables for 1981. The underlying causes of the overall decline in U.S. nonfuel mine production during 1981 were varied, but the common factor was the worldwide recession. In some cases the decline was traced to foreign competition. For example, iron ore production was lower in part because of increased imports of steel products such as coiled steel sheet. Another problem experienced by the domestic mining industry was the continuing difficulty in attracting capital. This was due in part to the attractiveness of investments outside the mining industry, such as short-term, high-interest securities. Another reason was the importation of commodities from countries where overall costs were lower because of such factors as high ore grade, lower taxes, lower wages, government subsidies, and less stringent safety and environmental regulations.

NIOSH researchers have identified a pattern of fracture zone development that suggests an explanation for fracture formation around rectangular openings in underground mines. This pattern is characterized by shearing and dilation that result in either faults or in the repeated formation and propagation of en echelon fractures from sites of tension. Two computer modeling codes, Fast Lagrangian Analysis of Continua (FLAC) and Particle Flow Code (PFC), were used to model different aspects of this pattern. Use of very small elements with FLAC enabled the identification of sites of initial tension near the skin of square-cornered rectangular openings, while PFC allowed the initiation and progressive development of fractures from these sites to be followed as the fractures evolved. Such studies can lead to a greater understanding of how roof support can be better selected and installed for specific conditions in underground mines prone to roof falls and rock bursts. These studies may also lead to modifications of corner and opening shapes that could be incorporated into mine designs to produce more stable mine openings and reduce the risks of rock falls and rock bursts.

Reduce longwall shearer operators' dust exposures by more effectively suppressing the dust generated by the upwind cutting drum. Approach Direct more of the shearer water supply to the upwind drum, thus reducing the shearer operator's exposure to respirable dust while making more efficient use of water. How Proportioning Permits More Efficient Use of Water On most longwall mining operations, the cutting action of the shearer drums is the primary source of dust. Al-though the amount of dust generated is directly related to the amount of coal and rock cut by the drum, the exposure or the shearer operators to dust depends more on their work position relative to the upwind drum. When cutting with the airflow, the upwind drum, cutting bottom coal and floor rock, is the primary generator of dust reaching the operators. The lead drum is downwind of both shearer operators and is thus of less concern. (See diagram). When cutting against the airflow, the lead drum is upwind-taking a full cut, including roof rock-and both shearer operators may be exposed to very high levels of respirable dust. Currently, water sprays mounted on the cutting drum provide the most effective method of controlling dust from longwall shearer drums, and all longwall mining operations use some type of bit flushing or cavity filling water spray system on the cutting drums. Bureau surveys of longwall operations, conducted as part of its research program to reduce respirable dust, have indicated that six longwalls with better than average compliance records use higher than normal water flowrates to the cutting drums. The average water flow to the shearers at these six operations was approximately 60 gpm-about 50 percent more water than is normally supplied to double-drum longwall shearers.

"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

UPTREND in value of mineral production in the Commonwealth of Australia continued in 1963, again pacing the country's general economic growth rate. Increases occurred in output of most raw and processed mineral products, including bauxite, copper, iron ore, pig iron, steel, lead, zinc, cement, gypsum, pyrite, coal, and refined petroleum products. Although the economy of Australia has been traditionally based on wool and agricultural products, in recent years the country has become highly industrialized. Nearly one-third of the 3.6 million total civilian labor force is engaged in manufacturing. Employment in mines and quarries occupies 1.4 percent of the national labor force.

Diamond-bit performance data accumulated by the Bureau of Mines in core-drilling limestone and dolomite show that the physical characteristics of the diamonds and the sizes and types of bits used are economically significant. An analysis of the data establishes one trend of particular significance to those engaged in core drilling: Bits set with small, low-quality drill bort are the most economical. Detailed analysis of the factors that affect diamond-bit performance, such as size and quality of diamonds, sizes and types of bits, percentage of core recovered, and physical characteristics of bit matrices are assessed in the tables, bar charts, and discussion.

The Bureau of Mines derived equations expressing the theoretical relationship between density of oil-shale rock and its organic content. Effects on theoretical shale density produced by variations in mineral composition and organic matter properties were evaluated. The theoretical relationship was extended to relate oil-shale density to oil yield in both oil weight and volume units by considering the fraction of organic matter converted to oil and the specific gravity of the oil produced. Corollary equations relating organic content by volume to organic content by weight and to oil yield were developed. The general relationships apply to an oil-shale deposit uniform in character. Application of the theoretical relationships to Green River Formation oil shales was demonstrated.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

Approach A cab which raises and lowers by pivoting about d horizontal axis was Installed on two S&S cleanup tractors and tested in two underground working mines. How It Works Hydraulic cylinders actuated by a lever inside the cab cause the cab to pivot about a horizontal axis. This action raises or lowers the cab height. The total cab excursion is 14 inches. A release valve in the hydraulic system allows the cab to lower automatically if struck by a roof load or overhead obstruction. The pivoting action of the cab is engineered so that the operator maintains comfortable use of all controls at all cab heights. The movement is such that the angular relationship of the operator's ankles With the tram and brake foot controls IS consistently within 90 to 100 degrees. Figure 1 outlines the approximate position of the operator at three cab elevations.

The Bureau of Mines operated a mineral recovery unit to recover metal values from post-flash geothermal brines from the Salton Sea known geothermal resource area as part of its research into the use of plentiful resources. The brine was available for metals recovery after its heat content had been used to generate electricity. The brine source was treated with lime to precipitate the contained iron, manganese, lead, and zinc before injection of the heat-depleted brine into the underground reservoir. Data are presented on the effects of process variables, such as rate and method of lime addition and air oxidation versus air exclusion. Variations in precipitation of metal values, composition of precipitates, effectiveness of slurry thickeners, and methods of treating the precipitates to recover metal values are discussed.

Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During 1996-99, 44 coal miners lost their lives in rock falls, and nearly 2,400 were injured. In addition, nearly 6,000 noninjury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH). The purpose of these proceedings is to provide the mining community with a comprehensive survey of coal mine roof supports. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, this volume describes what types of support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, material handling considerations, and longwall mining through recovery rooms. This proceedings volume also contains information on several important new technologies, which are described here for the first time: •Guidelines for selecting roof bolt length, pattern, and capacity that were derived from statistical analysis of the roof fall experience at 37 underground mines; •A new design method for longwall tailgate supports; and •A technique for measuring loads developed within cable bolts. The papers in these proceedings were presented at open industry briefings conducted by NIOSH on New Technology for Coal Mine Roof Support. The briefings were held in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. The papers were also presented at the Mine Safety and Health Administration (MSHA) Preventative Roof-Rib Outreach Program (PROP) Seminar, which was held at the National Mine Health and Safety Academy near Beckley, WV.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. This chapter includes tables for 1982 that were not available in time for publication of the 1982 Minerals Yearbook, but does not include corresponding tables for 1983. The value of raw nonfuel minerals produced in the United States during 1988 was estimated at $21.1 billion, an increase of $1.5 billion over the value for 1982. This is a reversal of last year's downturn in value from that of 1981, which was the only decrease noted since 1971; hence, an overall trend of increasing values has been maintained for 12 years, except for 1982. Although the reversal is a basis for cautious economic optimism, it is tempered by continued problems in the domestic mining industry: inadequate funds for capital investment and competition with other countries that have lower production costs. Output of metal commodities in 1983 increased for 8 out of 21 metals, and metal values, in general, increased for 9 of the metals. Output of nonmetal commodities was mixed, with 24 nonmetals showing increases, 20 showing decreases, and 2 unchanged. Nonmetal values were also mixed in 1982: 25 showed increases, 20 declined, and 1 was unchanged. Improvements in the international metals market have not been forthcoming because of the continued depressed prices for major metals. Governments in foreign producing countries have been concerned with maintaining employment and continuing foreign exchange flows through mineral exports. Consequently, the excess of supply in the face of shrinking demand brought downward pressure on metal prices in general, except for the precious metals. On the domestic front, this situation means U.S. mining companies must become even more cost efficient. The major trend in the mining industry in 1983 was to cut costs further, reduce or stabilize total production, reduce outlays for major capital equipment, modify existing systems and equipment, and streamline operations. Most of the accomplishments reported herein reflect this trend.

This Bureau of Mines report describes in detail the design and operation of a test apparatus for measuring the sound power levels of drills used by the mining industry. The two major components of the test apparatus are a computer-controlled automated drill test fixture (ADTF) and a large (45,000-ft3) reverberation chamber that houses the ADTF. Design specifications and performance capabilities of the ADTF and the reverberation room are given. Initial test results for three types of drills--a pneumatic percussion drill, a hydraulic percussion drill, and a pneumatic rotary drill--are given to illustrate the types of experiments that can be conducted with the test appartus.

Improve surface mine haul-age truck safety and efficiency by providing a means for sensing the weight and distribution of the truck's load. Approach The safety hazards and the economic implications of overloading mine-haulage trucks were analyzed to determine the net effect of that practice on mine operations. The analysis indicated that: Ten to 25 pct overloading is typical; Higher haulage, tire, and maintenance costs occur due to overloading (a 20 pct overload was estimated to increase operating costs 7 pct per ton); Ten to 15 pct of haulage? truck injuries and fatalities are attributable to overload conditions, at a cost over one million dollars per year to the mining industry. Vehicle-weighing technology that conformed to the performance specification for an off-highway haulage truck overload detection system was selected for in-mine testing. How It Works Normally, volumetric estimates are made during the loading sequence which do not account for the varying ore density. Hence, the actual weight of a load is never precisely known. By providing a precise measurement, an overload detection system will not only indicate vehicle overloading, but will also show under-utilization of the truck. One system tested by the Bureau of Mines was the ?Load Analyzer" manufactured by Pactronics Corporation in California. This system consists of a meter-type analog readout for the cab console and three "Electrosensors" (linear variable differential transformers) attached to the main frame. Using conventional welding and brazing techniques, two sensors are attached between the front members of the engine sub-frame and the top of the left and right trailing arms (one sensor per arm). The same techniques are used to attach the third sensor to the rear centerline of the truck. between the main frame cross member and the A-frame. The readout unit on the cab console indicates by color-coding whether each sensor loading is under (green), at (yellow), or over (red) the pre-set rated load. The three-sensor configuration with in-dependent readouts also detects uneven distribution of the load.

This is the first of a series of reports dealing with development of a method of strengthening bituminous-coal-mine roof. Later reports will describe the progress made with injecting high cohesive and adhesive bonding agents into bedding planes and mine tests of roof strata strengthened by the bonds formed. The concept of strengthening roof strata in coal mines by inserting steel rods in the form of bolts has been widely accepted by the coal industry. The benefits of increased production and safety derived from this type of roof support has more than justified the increased cost of roof bolting. However, not all coal-mine roof structure is amenable to this type of support, and failures occur owing to the heterogeneity and variable character of mine-roof strata.3/

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses.
