In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

As part of an effort to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California, the Bureau of Mines conducted investigations at the old Badger Hill placer mine in Nevada County, Calif., to collect data and information regarding drilling and sampling methods and deposit characteristics. Sampling studies involved the collection and processing of 400 tons of large-and small-volume samples from drill holes, underground workings, surface pits, and blasthole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicated that the bulk of the gold is within 40 feet of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of truck-mounted rotary, buckett and vibratory drills, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel..

The U.S. Bureau of Labor Statistics reports that the mining industry has the highest average annual fatality rate (31.9 per 100,000 workers) among all major American industry. To address this, a major research program to reduce hazard exposure of miners with computer-assisted mining equipment was initiated by the U.S. Bureau of Mines.1 One application involves the manual process of extracting and hauling coal where operators, in the tight confines of a mine, can be struck or caught by mobile machinery. The approach to remedy this problem uses a guidance system on the haulage equipment so that it follows the machine that extracts coal. This, in essence, involves sensor-based docking of the machines. Sensors that can survive the hostile mine environment of dust, methane gas, and water, play the key role. Computer analysis of the mining machine's movements and empirical machine characterizations were conducted to establish operating requirements and spatial limitations to ensure proper loading of coal into the haulage equipment. These data served in the selection of a sensing system. Various technologies such as scanning laser systems and ultrasonic sensors have frequently been used in other applications but were found unacceptable. However, a near infrared (IR) sensor employing active targets met the requirements. The sensor has a nominal 75° conical field-of-view and a range from 0.1 to 18.0 m. For the single target mode, nominal range accuracy was 4.3% at a distance of 3.56 m. Correction algorithms were generated reducing the error to 0.6%. Airborne dust testing showed less than 0.8% accuracy (worst case) degradation at levels exceeding (by a factor of 7.5) concentrations permitted by Federal law. The sensor can track multiple active targets providing five degrees-of-freedom (DOF) measurements. Using four targets, the nominal range accuracy was 0.4% without correction algorithms. A guidance system for the haulage system to follow the mining machine does not exist commer¬cially. Such a system can reduce fatalities and injuries by current haulage mining equipment, and is a viable alternative to current haulage control.

The effect of water infusion on the flow of methane and on the production of dust was investigated at an active face in the Pittsburgh coalbed. The average total flow of methane at the face decreased by approximately 79 percent, whereas the flow from the ribs increased about 24 percent after infusion. On the day after infusion, dust concentrations appear to have been reduced; however, the presence of large quantities of rock dust obscured the results on the following days.

NIOSH researchers conducted a study to compare seat designs on underground coal mine haulage vehicles. The objective of the study was to support prior findings that NIOSH-designed seats, which incorporated ergonomic design features (e.g., viscoelastic foam padding and low-back support), are improved designs. Based on measured levels of vehicle jarring/jolting and perceived discomfort, researchers evaluated four different designs - two in-use and two NIOSH-developed, ergonomic designs. Researchers collected data using a short questionnaire, a linear, visual analog scale, and accelerometers with a data recorder. Results showed that vehicle operators favored the NIOSH seats with added adjustability, low-back support, and improved seat padding over the existing seats. In addition, the measurements indicated all NIOSH seats performed better than the existing seat, under the no-load (worse of two) conditions, in reducing peak acceleration, crest factor, and RMS acceleration. The authors summarize the data collected and operator preferences for seat designs and different foam padding arrangements.

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

There is a growing awareness among mining professionals that the human factor plays a significant role in safety and productivity. Since the 1960's, the science of human factors, or ergonomics, has been making inroads into the mining industry, and a considerable amount of research has documented human-factor-related mining problems and solutions. This Bureau of Mines report is directed toward summarizing the application of human factors to improving safety, productivity, and the general physical and psychological working conditions of miners. The aim of this report is to familiarize the readers with the role of human factors in the mining industry and the benefits that can accrue by systematically applying available human factors principles and data. The text contains 10 chapters dealing with human, equipment, and environmental factors. Each chapter builds on the previous chapter; therefore, it is recommended that the chapters be read sequentially However, if the report is used as a supplemental text, say in a mining safety course, chapters can be assigned in any order to supplement other readings.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. S. Bureau of Mines in cooperation with R. M. Lambie, chief of the Mining Department of the State of West Virginia who assigned L. W. Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

Variations in water percolation rates through saturated cohesionless hydraulic backfill (mill tailings) have been studied in relation to the many physical aspects of the system to determine the most important factors in causing these variations. A multivariable least-squares regression analysis of 135 separate tests shows that a reliable estimate of the water percolation rate through typical hydraulic backfill can be made if the bulk density (unit weight), specific gravity, and grain-size distribution are known or can be estimated. Equations for predicting percolation rate, coefficient of permeability, and seepage velocity are developed both for the range of data analyzed and for extrapolation. The prediction equations for use within the range of data studied are quite accurate, while the ones developed for extrapolation are less accurate but still give reasonable approximations of flow rates. The equations given are valid for cohesionless materials that are free of clays and micas, exemplified by classified mill tailings. The equation developed for predicting percolation rates is as follows: 1nP20 = 11.39147 + 2.853422 1n(VR X D10) + 0.1747436 VR X Cu -178.8039 D10 X D50 + 311.7034 (DSO )3, (1) where P20 = percolation rate, inches per hour at 20° C; correction factors for other temperatures are given in the text, VR = void ratio, dimensionless, D10 = effective size (diameter in millimeters of the 10-percent-finer grain size), Cu = coefficient of uniformity (ratio of the diameter of the 60-percent-finer grain size over D10), D50 = average size (diameter in millimeters of the 50-percent-finer grain size), and In = natural logarithm (log to the base e). The prediction equation for percolation rate is rather complicated, so for practical use a nomograph that simplifies the solution of the prediction equation was developed.

7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. "INTRODUCTION For the past six years the United States Bureau of Mines in cooperation with the University of Alabama, Tuscaloosa, Ala., the Missouri School of Mines and Metallurgy, Rolla, Mo., and certain operating companies of the Florida land-pebble phosphate district have conducted an investigation to determine the amenability of phosphatic sands to concentration. 4 This paper discusses briefly an investigation of the concentration of fine phosphatic sanads of the land-pebble district of Florida. The process used - namely, the tabling of material previously given a selective oiling treatment - is new in its application to the phosphate industry, although old in principle.The feed to the standard phospidate washery is a hydraulically wined mixture of phosphate pebbles, quartz sand, and clay in which the quartz sand grains are segregated in the fine sizes. Me standard method of concentrating (washing) consists of wet-screening. at about 20 mesh to recover the plus 20-mesh material. 5 Lately some of the washeries have introduced hydraulic classifiers for sizing of the screen undersize to recover the coarser spigot products, but even this additional treatment allows much of the fine phosphate to be wasted."

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

Models made by encasing strain-gage networks in epoxy are described and evaluated. With this technique relatively complex models can be constructed in which any number of gages can be located and alined precisely. Although the gages are an integral part of the model matrix, they create no important mechanical or thermal stresses. Model construction techniques and experimental data proved reproducible and reliable. In addition, the sGlution obtained with these models to the problem of the state of stress around a circular hole in a plate subject to a plane stress condition was in agreement with theoretical, photoelastic, and finite-element solutions.

This report documents work performed under Bureau of Mines Contract J0265029 to study and develop two innovative mining systems: ? An underground auger capable of augering into the right and left ribs without repositioning the machine ? A conventional mining system employing recently developed innovative machinery. The report is separated into two volumes to document the two studies separately. Volume I describes work performed and the recommended concept for a bidirectional auger. Volume II describes the studies of mining equipment performance and mining plane developed to determine a conventional mining plan offering improved productivity.

"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. On June 22, 1947, 65 days after the explosions, the red Cross and the Texas Department of Public safety repoted:,""Identified dead, 405; unidentified dead, 63; believed missing, 100; injured, 3,000; hospital¬ized, 600; still in hospitals, 37."""

A system capable of monitoring mine electrical power systems and detecting impending component failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10- to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.
