OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

Iron and steel scrap has accounted for 45 to 50 percent of the metallics used by the steel industry. In an electric furnace which utilizes a 100-percent cold charge consisting of about 99 percent scrap and 1 percent pig iron, sensible heat from molten pig iron is not present as it is when hot metal is charged to open hearths and converters. A study of means for more efficient utilization of iron and steel scrap in steelmaking indicated that the time and fuel requirements to melt scrap were important cost factors, particularly in arc-furnace steelmaking. A process to preheat scrap economically prior to charging into the arc furnace has been developed, utilizing efficiently the heat from combustion of fossil fuels as a substitute for electric-arc heating in the initial stage of arc-furnace steelmaking. Scrap is loaded into a portable vertical cylindrical furnace body that is open at the top and has a perforated dropout door at the bottom. In the heating operation, the furnace body containing scrap is placed upon a hollow base connected to a flue, and then the burner and combustion-chamber unit is lowered on top of the furnace body. The stream of hot-combustion products flows down through the bed of scrap imparting heat to it, and the cooled gases exhaust through the flue. After the heating operation the furnace body containing hot scrap is transported to the arc furnace for charging. Thus, the furnace body serves as a charging bucket for top-charged arc furnaces, enabling this preheating process to be integrated into existing material-handling patterns in many arc-furnace plants.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. The National Institute for Occupational Safety and Health (NIOSH) has investigated engineering noise controls to reduce sound levels in cabs on air-rotary drill rigs. A recent investigation revealed that some drillers are exposed to A-weighted sound levels exceeding 85 dB even though a cab is used. NIOSH studied the in-cab sound levels of one such rig. First, preliminary tests were conducted in a controlled environment using accelerometers and microphones with spectral analysis to identify the dominant noise sources for in-cab sound levels. The results indicate that vibration transmitted from multiple hydraulic pumps to the control panel produces a dominant spike in the sound level spectrum in the 400 Hz 1/3-octave band. Next, field tests were performed in a production environment to evaluate noise controls to reduce in-cab sound levels. It was found that utilizing hydraulic noise suppressors reduces the structure-borne noise transmitted to the control panel. Further, using hydraulic noise suppressors and enhancing soundproofing reduced the in-cab A-weighted sound levels by as much as 4 dB.

This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world's fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

Three-dimensional time-lapse velocity tomograms were generated to image stress redistribution around a longwall panel to produce a better understanding of the mechanisms that lead to ground failure. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Most similar studies have utilized active sources including longwall shearers, controlled explosions, and hammer blows. These active sources generally require a person to initiate and measure the location and time of the source, and are not conducive to continuous monitoring. This method utilizes mining induced microseismic events as passive sources and lends itself well to continuous monitoring. Two event location methods were compared in order to move toward quantification of tomographic results in terms of ground conditions. Additionally, LAMODEL was utilized to determine the expected stress distribution around the longwall panel and compare these images to the velocity tomograms. Eighteen tomograms were generated, one per day, and high velocity regions in the set of tomograms generated from the initial location algorithm correlated with abutment stress redistribution predicted by numerical modeling. This research is significant as it has the potential to improve safety in underground mines and is the only example of long term passive velocity tomography implementation for the purpose of inferring stress redistribution around an area of active mining. Though still immature, this technology has the potential to allow mine personnel to image areas of active mining on a regular basis and detect areas with anomalous velocity distributions indicating potential safety hazards.

Electrowon tungsten powders were investigated with respect to consolidation, fabrication, and mechanical properties. Sheet, 0.03 inch thick, was produced and its tensile strength measured between 250° and 1,935° C. The large particle size of electrowon tungsten effectively precluded sintering to a density sufficient to allow hot working to sheet or bar. The powders were consolidated by die pressing to 70-percent density, sheathing in molybdenum, and high-energy-rate extruding to either round or sheet bar of 100-percent density. The material was then rolled conventionally to sheet. The mechanical properties of the sheet prepared from the electrowon powders compared favorably with those reported in the literature for sheet prepared from commercially produced hydrogen-reduced powder.

Whole body vibration is known to affect movement accuracy [1], however little is known about changes in the organization of movement and movement strategies used to limit the influences of perturbations. The specific aim of this work is to analyze the motion and coordination of upper body segments of seated operators performing reaching tasks under whole-body sinusoidal vibration exposure and simulated vehicle ride motion. The long-term objective is to model reach coordination and predict the dynamic behavior of the upper body motion under vehicle vibration exposure. Method The reach task consisted of pointing with the right hand index finger to targets located on touch screens placed in front of the subject, 45° overhead and 90° to the right in the mockup cabin of an HMMWV placed on a 6 DOF ride motion simulator. The task was performed under stable (no vibration) and vibration (sinusoidal vibration or simulated ride motion) conditions. A motion capture system was used to record kinematic data of reflective markers to recreate body link trajectories. Joint angles (torso, shoulder and elbow; Figure 1) were then computed using quaternions. Coordination between body links was defined as a) the joints angle-versus-angle relationships between the upper arm and lower arm, and b) the joint motion onset relationships between torso, upper arm and lower arm in the time domain. Results Angle–versus-angle relationships. The relationship between upper arm vs. lower arm angle and torso vs. upper arm angle for a far forward reaching movement in the stable (solid lines) and vibration conditions (dotted lines) are illustrated in Figure 2. Fig 2A compares the control condition with a 4 Hz lateral vibration while Fig 2B compares the control condition with a 6 Hz vertical vibration. It appears that under vibration exposure the reduced upper arm extension is compensated by an increase in torso flexion. This effect is seen in the last phase of the movements (encircled areas). In addition, the lower arm extension is delayed under 6 Hz vertical vibration (Fig 2B left panel). Time of joint motion onset. The preliminary investigations of Bureau of Mines engineers, as well as those of other investigations4/ have shown that, the velocity of sound depends on the pressure if it is dependent to such an extent that a measurement of the velocity might be used as a means of determining the pressure, a sonic method of measuring the pressure on rock mine columns is possible. Briefly the method would require, first, laboratory determination of the variation of the velocity of sound with pressure in samples of rocks taken from mine pillars to establish a. velocity-pressure relationship for the type of rock and, next, measurements of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. Obviously the success of the method depends on the extent to which the velocity of sound varies with pressure in rock.

The performance of an adiabatic calorimeter for measuring heats of oxidation of coal is assessed and suggestions made for its improvement and calibration. The use of magnetic analysers for measuring small oxygen deficiencies in air is described and three different methods of measuring the output for such a meter are characterised. The occurrence of spontaneous heating in an 800 tonne heap of Wyoming coal is briefly described. The major part of the report deals with the oxidation of Pittsburgh seam and Wyoming subbituminous coal and describes an experiment in which 1 tonne of Wyoming coal is stored in a 5 metre long insulated container whilst air was passed through. Temperature rises, rates of oxygen absorption and gas compositions of the air stream were measured. The report relates the results of these-experiments to a theory of spontaneous heating developed by Stott and Quan which stresses the importance of the moisture content of the coal and the relationship between the heat necessary to evaporate this water to the heat available from coal oxidation. The work was carried out over a five month period and the emphasis is on demonstrating the effects of moisture transfer and confirming the theory of Stott and Quan.

The U.S. Bureau of Mines, in cooperation with a southwestern Pennsylvania coal mining company, BethEnergy Inc., Mine No. 60, Eighty-Four, PA, recently assessed the feasibility of using pre driven recovery rooms (open entry recovery) when longwall mining to increase the productivity of the coal extraction process. Two recovery entries, one 200 ft long and another 600 ft long, were supplementally supported with bolts, channels, and wire mesh, and either fly ash-cement piers or fiber cribs, then mined into by the longwall face. The recovery entries showed little deterioration as the supports provided adequate resistance to the front abutment loading. Compared with conventional recovery methods, the fullface recovery room allowed for panel extraction to be completed nearly 17 days faster and to reduce face equipment move time by 1-1/2 days. The potential productivity increase accompanying recovery rooms is greater than the cost of supporting a fullface recovery room. The fullface recovery room provided over 18 additional production days and the opportunity to mine nearly 68,400 st of coal per year per panel mined.

As part of a study on high-temperature ceramic materials, the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of yttrium, lanthanum, and cerium were analyzed thermogravimetrically. The temperature ranged from room temperature to 1,500° C. Each salt was decomposed by heating at a rate of 2.5° C. per minute, and some of the salts were subjected to additional rates of 5° C. per minute or 10° C. per minute. The decomposition sequences have been identified, and the temperatures of formation of intermediate compounds and of the oxides have been determined. The minimum oxide formation temperature of a given lanthanum salt exceeds that for the similar salt of yttrium, and both exceed that for the same salt of cerium except for one cerium carbonate. Variation of the heating rate indicates a thermal lag in the materials and produces the shift of formation temperatures to higher values and loss of resolution in the weight-loss distribution as the heating rate increases.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% (Gigliotti et al., 1991). To effectively determine worker noise exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop measurement methods and test procedures for identifying noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. The measurement system that was used to analyze the noise sources around a stageloader used stationary dosimeters in a documented repeatable pattern to record the sound pressure and dose levels. A time-motion study of the cutting cycle and stageloader operator’s work cycle was done to correlate the sound levels at measurement locations and the resulting operator’s daily dose with significant noise events. Results from the underground measurements show that the highest sound levels recorded were at the stageloader discharge segment and tailpiece controls, where sound levels remained about the same throughout the test.

Since mid-July, most domestic producers have been marketing 99.5 percent unalloyed aluminum ingot at 53-57 cents per pound. Dealers in the United States have recently quoted ingot at 52.3-52.8 cents. On October 2, London Metal Exchange will trade aluminum, selling contracts on a cash and a 3-month basis. New York dealers were quoting August ingot at 52.3 52.8 cents. The Bonneville Power Administration announced that, effective December 20. 1978, electric power rates charged primary aluminum producers in the Pacific Northwest would be increased The increase (equivalent to about 4 cents per pound of aluminum produced) will raise the average rate to about 8.7 mills per kw-hr compared to 3.2 mills per kw-hr.

This handbook describes effective methods for the control of methane gas in mines and tunnels. It assumes the reader is familiar with mining. The first chapter covers facts about methane important to mine safety, such as the explosibility of gas mixtures. The second chapter covers methane sampling, which is crucial because many methane explosions have been attributed to sampling deficiencies. Subsequent chapters describe methane control methods for different kinds of mines and mining equipment, primarily for U.S. coal mines. These coal mine chapters include continuous miners and longwalls, including bleeders. Coal seam degasification is covered extensively. Other coal mine chapters deal with methane emission forecasting and predicting the excess gas from troublesome geologic features like faults. Additional coal chapters contain methane controls for shaft sinking and shaft filling, for surface highwall mines, and for coal storage silos. Major coal mine explosion disasters have always involved the combustion of coal dust, originally triggered by methane. Thus, a chapter is included on making coal dust inert so it cannot explode. Methane is surprisingly common in metal and nonmetal mines around the world, as well as in many tunnels as they are excavated. Accordingly, a chapter is included on metal and nonmetal mines and another on tunnels. Proper ventilation plays the major role in keeping mines free of hazardous methane accumulations. The ventilation discussed in this handbook, except for the chapter on bleeder systems, deals only with so-called face ventilation, i.e., ventilation of the immediate working face area, not ventilation of the mine as a whole. The omission of whole-mine ventilation was necessary to keep this handbook to a reasonable size and because a huge amount of excellent information is available on the subject.2

The U. S. Bureau of Mines has undertaken the development of mineral industry cost escalation factors to enable the estimation of mineral development and extraction costs for mineralized sites in Alaska throught the use of the Bureau's Cost Estimating System v2.0 (CES 2.0). For the purposes of this document, all calculations are based on, and reflect the economic environment in Alaska in July 1992. The greater cost of mining in Alaska as compared to the contiguous-48 States can be estimated for Alaskan mining operations through (1 ) the analysis of capital and operating costs for analogous mine and mill plants in operation in the contiguous-48 States; (2) the hypothetical relocation of mine and mill plants from their actual location(s) to Alaska by making engineering modifications to the mine and mill plant design as required by the Alaskan site characteristics; (3) calculation of the cost of the required engineering modifications and; (4) the escalation of all costs to a level representative of the economic environment in Alaska at some specific point in time.
