Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

"Many of the hoisting slopes at the mines in the State of Washington are driven on extra steep dips. To facilitate hoisting they are driven wide enough to provide two tracks. The cars are handled by high-speed, first-motion electric hoists and the trips run in balance.The State mining laws a provide that special man-cars be provided on slopes of 20° or more and that no one be allowed to ride while any loaded car is being hoisted in any slope in a mine. Obviously, in addition to the fact that it is more or less hazardous to ride while an empty trip is being hoisted, considerable hoisting time is lost during the day if some one has to ride the trips in the slope.Owing to the locations of pumps and various types of equipment, more or less travel is required up and down the slope. Not only to provide a proper safety factor but also to comply with the law, some other means of transportation in an¬other passageway is desirable. This is sometimes recognized in large mines by pro viding separate hoisting shafts, or slopes, and necessary equipment, which are use for transporting men and material. The handling of material in itself would justify the system in most large mines.The following description of an automatic electric man-hoist was prepared from data furnished through the courtesy of Mr. Thomas Murphy, superintendent of the Northwestern Improvement Company's mines in the Roslyn-Cle Elum coal field.The special features of this hoist are that no hoistman is required and its operation is always under the control of the person or persons riding the trip.The hoist was installed at mine No. 5, Roslyn, Washington, to provide a means of entering and leaving the mine on idle days or at night when no hoistman was on duty and to make it unnecessary to use the main hoist for a man trip during working hours. It has been in operation for about two years and has given very satisfactory service.The hoist, with all accessories, is housed in a concrete building 200 feet back from and in direct line with one of the main airways. One car with a capacity of six men operates over a distance of 1,200 feet on a 38° pitch.The wiring details of the electric circuits which control the operation of the hoist are shown in Figure 1-a.The hoist is driven through a worm gear by a 500-volt shunt-wound direct-current motor at a car speed of 120 feet per' minute. A gravity friction brake with magnetic release is mounted on the- motor shaft and is wired in multiple with the motor field coils. The hoist drum is also equipped with emergency friction brakes, which operate by gravity and are released, in case of overspeed, by the governor geared direct to the drum shaft. When these brakes set the control circuit is opened at contact 2E-2C and the motor stops.If the descending car meets some obstruction and is stopped, the hoist continues to run and unwind the rope. To guard against this occurrence, a weighted sheave wheel rides the rope 4 feet from the drum, and if the rope becomes slack the rider drops downward and opens the contact 2C-2E which stops the hoist.Limit switches, S1 and S2, are located on the hoist indicator, which is connected to the drum shaft through sprockets and chain. The pointer P indicates the position of the hoist at all times."

The U.S. Bureau of Mines evaluated the performance of a catalyzed diesel particulate filter (CDPF) and a CDPF combined with a diesel oxidation catalyst (DOC) at two metal mines. This report describes the results from the two field evaluations. The CDPF-DOC was installed on a load-haul-dump (LHD) powered by a 175-kW, prechambered, turbocharged engine. This system reduced diesel particulate matter (DPM) concentrations by 71±28 pet, as determined by size-selective sampling with gravimetric analysis, and by 71±29 pet, as determined by respirable combustible dust (RCD) analysis at the vehicle operator's location. The CDPF was installed on a diesel-hydraulic, roof-bolting jumbo, powered by a 172-kW engine. The CDPF reduced DPM concentrations by 72±21 pet, as determined by size-selective sampling with gravimetric analysis, and by 62±25 pet, as determined by RCD analysis at the vehicle operator's location. Underground evaluation was more difficult because of frequent movement by the roof-bolting jumbo, variation in daily workload, tremendous fluctuation in ventilation airflow rates, and use of a high sulfur diesel fuel, which promotes the formation of sulfate particles, decreases filtration efficiency, and hastens the deterioration of the catalyst.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.

Nine high-volatile bituminous Utah coals were carbonized singly and in blends with low-and medium-volatile bituminous coals. Of the 9 coals, 2 are in commercial use as the base coals in blends that produce industrially accept-able metallurgical coke, while 7 are regarded as weakly coking and are not used commercially in coking blends. The carbonization tests were made in a la-inch diameter, cylindrical retort, using 50-pound charges. Sunnyside coal blended with autogenous char generally produced larger and stronger coke than was yielded by straight Sunnyside coal. The volatile matter of the char and the concentration of the char in the blend appear to be important parameters influencing coke size and strength. A blend of 10 per-cent autogenous char of 7.2-percent volatile matter with Sunnyside coal yielded coke that was larger, stronger, and of higher apparent specific gravity than coke produced from an industrial coke oven blend consisting of 15 percent medium-volatile coal and 85 percent Sunnyside coal.

"The Jewell tunnel property, situated 3/miles north of Garfield, Chaffee County, Colo., was examined by an engineer3 of the Bureau of Mines in June 1943. Field work began September 16, 1944, but was recessed from December 26, 1944, to gay 15, 1945, because of heavy snows, and was suspended July 12, 1945, when rehabilitation of the New York tunnel workings was completed to the point desired.In its program of exploration of Mineral deposits, the Bureau of Lines has as its promary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as seen .as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.For their supervision of the project and their help in revising the report, particular acknowledgment is due Wm. P. Huleatt, district engineer, Denver, Colo., and Paul T. Highway 50 westward for 18 miles to the village of Garfield, near Monarch Pass, then northward for 3 miles by a very steep mine-access road up Taylor Gulch (fig. 1).The highway to Garfield is accessible throughout the year, but the access road from Garfield is generally impassable from December until June because of snow."

This Bureau of Mines publication presents an analysis of information related to the transportation of bituminous coal by unit trains and slurry pipelines. Even for short hauls from mines to markets, transport costs frequently account for between one-third and one-half of the delivered price of coal. Minimizing these costs has become an even more critical objective for hauls from the western mines than for hauls from farther east. Factors related to minimizing costs and transporting the western coal receive special attention. Although no general rule of preference is likely to be developed that can be applied to all shipments, both rail and pipeline service will be needed on an increasing scale. The study should provide useful background information and analysis for government and industry in approaching investment decisions in the mining and transportation industries.

Costs of producing lead from various known resources in the United States are developed by the Bureau of Mines to define the future availability of domestic lead at various price levels. It is estimated that 60 million tons of primary lead (75 percent of the total resource) is available at $0.20 or less per pound; 72 million tons (90 percent of the total) is available at $0.50 or less per pound; and the 79 mil- lion ton total estimated resource can be obtained at a price or $1.82 or less per pound. The supply available at $0.20 per pound or less will meet demand for over 78 years at the 1970 annual consumption rate of 763,000 tons.

To improve productivity and cut costs, modern underground mining operations have become more mechanized. This mechanization has increased the usage of fuels, hydraulics, and electrical equipment associated with diesel-powered vehicles, thereby also increasing the hazards of underground mine fires. The Bureau of Mines evaluated the fire hazard problem and assembled prototype components for a system that would automatically sense and extinguish fires on mobile underground equipment. The prototype system and alternative designs were in-mine-tested and proved effective. This report summarizes this technology, which can cost effectively help solve the problem of fire hazards on underground vehicles.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the thirteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The description of the deposits developed is followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated and a table for each half township is given with the discussion covering that area.

The National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory (PRL) is conducting research to reduce the noise exposures of roof bolting machine operators and to prevent additional cases of Noise Induced Hearing Loss (NIHL) thru the development of engineering noise controls. This paper describes and evaluates an engineering noise control for the roof bolting machine, namely the collapsible drill steel enclosure. The results of the evaluation demonstrated that using the collapsible drill steel enclosure provided a 7 dB(A) reduction in sound pressure level at the operator?s position of a roof bolting machine.

Isometric strength is defined as the capacity to produce force or torque with a voluntary isometric (muscle[s] maintain[s] a constant length) contraction. The key thing to understand about this type of contraction and strength measurement is that no body movement occurs during the measurement period. The tested person's body angles and posture remain the same throughout the test. Isometric strength has historically been the type most studied and measured. It is probably the easiest to measure and to understand. Some strength researchers feel that isometric strength data may be difficult to apply to some "real life" situations because in most real circumstances people are moving - they are not static. Other researchers counter that it is equally difficult to determine the speed of movement of a person or group of persons doing a job (each moves in his or her unique manner and speed across the links and joints of the body). Thus, dynamic strength test data collected on persons moving at a different speed and/or in a different posture from the "real world" condition will be just as hard to apply. In truth, neither is better - they are different measurements. Both researchers and users should collect and use data that they understand and that fits their application. Workplace Assessment When a worker is called on to perform a physically demanding lifting task, the external load produces moments - tendencies to produce motion, also called torques - about various joints of the body.(1) Often these moments are augmented by the force of gravity acting on the mass of various body segments. For example, in a biceps curl exercise, the moment produced by the forearm flexors must counteract the moment of the weight held in the hands as well as the moment caused by gravity acting on the forearm's center of mass. To perform the task successfully, the muscles responsible for moving the joint must develop a greater moment than the combined moments of the external load and body segment. It should be clear that, at each joint of the body, there is a limit to the strength that the muscle can produce to move ever-increasing external loads. This concept forms the basis of isometric muscle strength prediction modeling.(1) The following procedures are generally used with this biomechanical analysis technique. First, workers are observed (and usually photographed or video-taped) as they perform physically demanding tasks. For each task the posture of the torso and the extremities are documented at the time of peak exertion. The postures are then re-created using a computerized software package, which calculates the load moments produced at various joints of the body as the task is performed. The values obtained during this analysis are then compared to population norms for isometric strength obtained from a population of industrial workers. The exingencies of a world war have brought home to the American public, especially the people of the. Eastern States, the urgent need for conserving fuel. Transportation problems in the East have created an unprecedented situation wherein fuel-oil supplies are greatly restricted, and the consequent increase in demand for coal further complicates the problem of transporting and storing that commodity. People should awaken to the need for utilizing every possibly means of conserving to fuel, even to the extent of reducing the temperature in their homes.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

"The chromite deposits of Red Mountain, 10,miles southeast of Seldovia, Alaska, are in an intrusive of ultramafic rocks. The earliest reference to the deposits was made by U.S. Grant3/; J.B. Mertic, Jr. 4/ made a brief examination in 1917; and A.C. Gill5/ spent 7 weeks studying the ore bodies and geology of the region in 1918. The Federal Geological Survey had a field party in the region from July until September 1940 and the Red Mountain area was mapped and geological data were assembled by P.W. Guild.6/A preliminary investigation of the Kenai chromite deposits was made in July 1941 by R. S. Sanford,7/district engineer of the Bureau of Mines, accompanied by P. W. Guild, assistant geologist of the Geologi¬cal Survey. This was followed by surface sampling and core drilling, which were completed in September 1942 under the direction of John W. Cole,8 associate engineer of the Bureau of Mines. G. O. Gates, associate geologist, and A, B. Unkelsbay, junior geologist, of the Geological Survey, logged cores and interpreted geologic features revealed by Bureau of Mines drilling and trenching.9/J. C. Roehm, associate engineer of the Territorial Department of Mines; examined the Red Mountain area in august 1941.10/Additional exploration of other deposits in. the Red Mountain area was completed during the summer of 194. Work consisted of surface sampling, core drilling, and mapping. G. O. Gates, associate geologist of the Geological Survey, spent 4 days in August investigating results of the Bureau of Mines program.Throughout the exploratory work conducted by the Bureau of Mines the cooperation of Red Mountain Chromite, Inc., and especially of John Blodgett, Jr., and Collis 2, Druley, president and superintendent, respectively, was greatly appreciated. Use of their camp in the Windy River cirque and shops at Kasitsna Bay facilitated the Bureau of Mines program."

This manual covers the operation and lubrication procedures for the Eimco Pumpable Roof Bolting Machine. This machine meets U. S. Bureau of Mines Schedule 2G Approval. This manual is divided into three major parts: 1. Machine dimensions; 2. operating instructions and; 3. Lubrication. Whenever front or rear, right or left arc mentioned it is assumed that the reader is standing behind the machine looking toward the boom. The boom is at the front of the machine. Safety When leaving machine parked on an incline turn wheels into the rib or block wheels. Do not run over power cables. Make sure your power cable is up out of the way so others can't run over it. Machine has a fire suppressor system for the power unit. The remote actuator (pressure cylinder) is located at the operator's station. Components and service procedures on page 59.

Separation of the slightly soluble minerals (Ksp? 10-10), one from the other is one of the more difficult tasks confronting flotation engineers. This study has focused on means of separating such prominent members of this class as scheelite, fluorite and calcite from one another. Some experimental work has also been done on the minerals magnesite, dolomite and apatite. Carboxylic acid-type collectors are commonly used industrially to float all of these minerals. Thus, the problem at hand is to ascertain means of achieving selectivity between minerals known to respond rather similarly in flotation. Four techniques have been proposed for the separation of minerals of this class from each other: 1. Control of potential determining ions 2. Use of stereo-specific collectors 3. Use of flotation rate differences 4. Use of selective activating and depressing compounds. This study was directed toward a cursory evaluation of each of these techniques, and each was found to be a possible method of achieving selectivity. Stereo-specific collectors -- those whose parking area may closely match the available adsorption site on one mineral but not on another -- are a possible means of achieving selectivity between scheelite, fluorite and calcite. Stereo-hindered carboxylic acid salts and sulfonates all show selectivity between the three minerals tested. Separations also appear to be possible by the controlled use of the lattice ions (e.g., Ca and [W0=4] for scheelite, CaW04), H+, [OH-, C0-3 and HCO=3]; all of them ostensibly potential determining in the systems studied. Flotation rate differences of the minerals as a function of pH under conditions of starvation collector usage also showed promise. Scheelite and fluorite float most rapidly with sodium oleate in slightly acidic (pH 4-7) solutions whereas calcite floats most rapidly near pH 10. Use of Mn++, Pb++, or other heavy metal hydroxy complexes as activators was seen to effect each of the slightly soluble minerals differently. This is in sharp contrast to the oxygen containing, relatively insoluble minerals, where all minerals respond in a similar manner to such activation procedures. Results indicate that all four methods outlined above may potentially be used to achieve flotation separation of the slightly soluble minerals. More extensive research should be undertaken to detail the spcific applicability of each of the procedures and to make a more complete evaluation of the effect of collector type and concentration, mineral type, pH and size effects.
