During the last several years the FBI has been involved with a detailed study of explosives designed to replicate formulations utilized world-wide by terrorists. In addition, numerous formulations , based on literature and internet sources were examined. During the early stages of this work, a good many of the energetic mixtures studied were based on simple ammonium nitrate fertilizer. While the use of ammonium nitrate in commercial explosives is well studied and documented, the characteristics of the mixtures produced by criminals and terrorists have been less well researched. To aid law-enforcement in understanding the properties of these poorly understood formulations, a “cradle to grave” examination of their characteristics was conducted.

The Surface Mining Control and Reclamation Act of 1977 requires that blasting be conducted so as to prevent injury to people and damage to public or private property. The three adverse effects are flyrock, ground vibrations and airblast. Blasting close to people frequently results in complaints of annoyance or damage. Federal and State personnel are responsible for evaluating the validity of the complaint. The elements to be evaluated include: reviewing blast logs, inspecting the mine, inspecting the house, measuring ground, air and structure vibrations, and predicting vibration levels. Computer spreadsheets, with their graphical capabilities, will be used to show how data can be cross tabulated to verify data accuracy. Complete statistical analyses of vibrations require more powerful software to make vibration predictions. Once all available data are gathered and verified, a decision on the complaint can be made.

A blast monitoring program conducted at Chemical Lie Company’s new lime calcining facility near Ste. Genevieve, Missouri is discussed. The purpose was to develop blasting criteria for the construction and operation of the lime plant within the quarry operated by Tower Rock Stone. Further, it was imperative to accommodate production requirements into the blasting criteria. The major concern was the effect of blasting on the curing of green concrete during the construction of the storage silos and kiln stacks. In addition to discussing the susceptibility of curing concrete to blast vibrations, the paper also details how this varies with time.

This paper presents some of the results obtained during the research work about the use of technologies and digital transformation in the process of rock drilling in open pit mines. The use of automation presents itself as a disruptive factor and a driver of improvements that provide sustainability in rock drilling. Seven main operational parameters were utilized to combine measurement while the drilling (MWD) with other information generated by the equipment during hole drilling, in six different lithologies in an iron mine, located in the central region of Minas Gerais in Brazil. Adjustments and corrections were made to the data collected in order to minimize external influences other than the rock itself, to ensure the effectiveness of the analyses. Finally, we sought to compare the performance of the drilling process in manual and automatic operation modes. Thus, making it possible to show the efficiency and impact on the sustainability of rock drilling operations in open pit mines.

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. This paper reviews previous experimental information and presents the results of new tests conducted in small blocks constructed using a commercial grout. The effect of the delay on the average fragment size, coarse fragmentation and uniformity of fragmentation is discussed. Fragmentation was coarser at extremely short or extremely long delays, while a fairly constant average size was obtained at a variety of intermediate delays. Uniformity, defined as the slope of the fragmentation distribution through the average fragment size, was poor at short and very long delays and relatively constant at the intermediate delays. Some tests attempted to minimize the effect of gas penetration by lining the boreholes with copper tubes. When this was the case average fragmentation changed marginally, while uniformity was significantly affected by delay and was typically smaller than in the unlined tests.

It has been previously documented that various weather conditions such as wind direction and speed, cloud cover and, especially, temperature inversions can significantly affect the overpressure generated by a blast event (Siskind et al, 1980; Oriard, 1999; Siskind, 2000). The overpressure can be magnified downwind and reduced upwind; a change in the regular profile of temperature with elevation can magnify or focus the sound intensity at some distance from the blast event.

"Previous work indicated that the annual per-capita consumption of raw aggregate material averages about 10 tons; half of which is produced by blasting. Given a population of approximately 320 million in the United States alone, this amounts to 1.6 billion tons of blasted material annually. It was also estimated that up to 20% of the blasted material in aggregate operations is smaller than 6.35 mm (1/4inch) in size. Thus, about 320 million tons (i.e. 1 ton per capita) of byproduct is produced annually and sold at significantly lower prices or potentially discarded in waste dumps."

Blast casting or trajectory blasting, as it is sometimes called, is an innovative mining technique that has been receiving increasing acceptance among operations of surface coal mines and quarries as a means of offsetting the rising cost of mechanical excavation of overburden with a high overburden-to-ore ratio. Many similarities exist between geological characteristics of overburden formations of phosphate beds and the formations that conceal coal seams. Both are sedimentary origin and are removed for mining in an identical manner (i.e. use of a dragline or shovel to strip or cast the overburden aside).

"Manufacturers and users of energetic material [i.e., propellants, explosives, pyrotechnics (PEP)] generate unserviceable, obsolete, off-specification, and damaged items that are characterized as reactive waste. These items must be safely treated and disposed of or reclaimed/recycled, thereby controlling existing waste inventories at manageable levels. The most commonly used disposal and treatment method, particularly at U.S. Department of Defense (DoD) installations, is open burning/open detonation (OB/OD). However, regulatory constraints and the inability of operators toobtain permits required for treating these waste has led to the recent reductions and limited use of OB/OD treatment at many installations."

During the last few years, there has been a flood of local, state, and Federal government regulations concerning blasting. Many of the laws and regulations were written by individuals who know little about explosives, the purpose of blasting, or blasting vibration and damage. I feel that the special interest groups responsible for some of these regulations are not trying to regulate blasting, but to stop it completely by unreasonable, non-flexible, regulations. The most recent being the Office of Surface Mining regulations that are already spreading to the quarry industry and will, no doubt, spread to all blasting involving disturbance of the surface.

Massive blasting technique is an interesting alternative to optimize mining’s performance by enhancing digging rates and overall operation’s activities, especially when a reduced operational bench width is available. The exploitation of a huge bench through multiple blasts would mean a potential reduction in productivity and higher operational difficulties. In such hard circumstances, combined with complex geotechnical conditions, a full ground vibration analysis for near and far field vibrations are required in order to safely design and conduct the blast. In this paper, a comprehensive case study will be discussed to show how the application of massive blasting techniques was safely implemented in very complex geotechnical conditions. The proposed solution was based on performing a full ground vibration study to optimize blast design parameters, such as charging and timing, in order to fire the complete bench blast in a single shooting event, without compromising the slope stability. Thus, a massive blast with an approximate tonnage of 6.0Mt was successfully designed and blasted, attending all safety and stability criteria defined by the geotechnical and drilling and blasting departments of Minera Escondida.

Rules of thumb are ubiquitous in blasting. Typically presented as ratios, they assist with the initial assumptions of blast design and provide guidance for best practice. Examples include the blast hole diameter as a function of bench height, and stemming length as a function of hole diameter. The most common rules of thumb were developed in mid-20th century and it is important for a blaster to know if the rules of thumb are still reliable.

A series of small-scale crater tests were performed in concrete and sand in an effort to understand the cratering process in large-scale field blasts. The surface orientation of these tests varied from flat to a 30° slope. In comparison to previous crater experiments in competent oil shale, the crater tests in concrete produced craters similar to those in oil shale after scaling the measurements for differences in the mass of explosives among the experiments. Material strengths and the degree of brittleness had a significant effect on the size and shape of the crater. The small-scale sand tests resulted in some crater features that were similar to large explosive tests in alluvium and soil.

The publication, RI8507, from the U.S. Bureau of Mines established an envelope equation that related scaled-distance to peak particle velocity in an attempt to predict ground vibration in the design phase of a blast. This has been further modified by Oriard, Dupont, Konya & Konya, and others to develop more refined prediction models for specific situations to obtain better predictions. While these equations can be an ideal starting point for a greenfield blasting project or a project with no given information, these equations can have errors.

Avalanches are commonly mitigated through the use of explosives at ski resorts and above transportation corridors. Surprisingly, very little research has been conducted on snowpack response to explosive inputs, and efforts to model this response have been limited. The purpose of this ongoing research project is to ascertain an understanding of the dynamic snowpack response in relation to explosive size and height above the snowpack, coupled with snow conditions, to enhance avalanche control. A system of sensors and computer-controlled data acquisition components has been created to record the movement of snow resulting from the charge detonation. The system records acceleration vertically and radially within the snowpack at two distances from the point of detonation as well as blast air pressure at one location during explosive events. The data at two locations allows inferences to be made about the transmittance and attenuation of shock waves through the snowpack radially as well as vertically. The data shows that raising charges above the surface results in increased snowpack dynamic response when compared to surface detonations. Applying power function regression to accelerations for individual charge elevations, it was determined that both radial and vertical rates of attenuation were not dependant on charge elevation. Additionally, raising the charge also resulted in increased dynamic response at depth within the snowpack

Introduce self – thanks for having me.Indiana program – spent first 15 years of program telling folks how smart we are and to trust us. “We are from the government and we are here to help you.” How well would that go over with you if the IRS invited you in for an audit and that was their openning? Our audience was the same way – not thrilled or inspired. We decided we were the problem – being nice guys just was not enough. We had to learn to communicate with people who did not know us. I am here to share a few things we have learned – and are still learning.
