Laboratory studies had shown that the magnetite contained in serpentine asbestos ore was not uniformly distributed. Ore particles containing chrysotiye fiber responded to a magnetic f field; particles containing little or no chrysotile were essentially non-magnetic. Larger-scale tests, run with a magnetic pulley being fed various asbestos samples ranging in size from 1/4 inch to 5 inches, confirmed that magnetic separation could be used as a concentration step in an asbestos mill. Magnetic concentration was installed at the Black Lake and National mills of Lac d'Amiante du Quebec and has allowed the extraction of lower-grade ore, increasing the life of the mines. In addition, preconcentration early in the flowsheet increased the value of the feed to the fiber recovery section. An increase in fiber production was achieved, as well as a decrease in maintenance costs due to removal of flow-grade tailings early in the flowsheet. Magnetic concentration of a coarse tailings from the mill resulted in recovery of additional fiber previously discarded to tailings.

"Australia has almost twenty per cent of the Western World's low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today's standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World's uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

"Les Services TMG (Niobec) currently treat a niobium ore in the Chicoutimi area of Quebec. The mineral pyrochlore is present in a carbonatite deposit which assays 5% to 7% apatite.The ore is ground to minus 65 mesh and deslimed at 10 micrometres. Part of the carbonates are floated with a fatty acid emulsion and rejected to the tailings as a first step to ensure the proper conditions for the flotation of the pyrochlore concentrate. The carbonate concentrate is 65% minus 44 micrometres and is composed of dolomite, calcite, 22% apatite and a minor amount of silicates.A laboratory investigation was undertaken to determine the feasibility of extracting apatite from the carbonate concentrate. This led to the development of an economic flowsheet to produce high-grade apatite concentrate. The apatite is depressed with phosphoric acid, and the pH is adjusted at 4.8-5.0 with sulphuric acid. An additional amount of fatty acid is added to permit efficient flotation of the carbonates. 1n a second stage, the silicates left behind with the apatite concentrate can be removed by depressing the apatite with AIC3 while floating the silicates with a secondary amine.The results of the laboratory tests indicate the possibility of producing an apatite concentrate assaying 38.3% P2O5 (83.7% BPL) with a recovery of 66.2%. Pilot-plant tests undertaken at the concentrator yielded a concentrate of 34% P205 and recovery of 76%."

"Coal is rapidly becoming a major alternative to oil. According to the World Coal Study Final Report, total world coal trade could approach one billion tons annually by the year 2000. To facilitate the increased production and export market potential of the coal producing countries, advancements must be made to improve the transportation systems. Coal slurry pipeline systems could play a significant role in achieving these market forecasts.There are three major components to a coal slurry system the preparation plant, the pipeline and the dewatering plant. The experience and expertise gained from the Consolidation Coal Company system in Ohio, the Black Mesa system in Arizona and ETSI's Coal Evaluation Plant demonstrate that slurry pipeline technology is proven and available to meet the coal transport challenge.The costs of transporting coal by slurry pipeline can offer significant savings, as about 70 per cent of its costs are fixed. The reverse is true for railroads, where 75 to 80 per cent of the costs vary with inflation. All forms of transport-rail, barge and pipeline-will be required to move the massive volumes of coal. Coal slurry systems can provide a viable transport alternative.IntroductionThe importance of coal as a major alternative to oil is now well known and accepted throughout the world. Increasing oil prices over the last eight years have had a serious effect on national economics, particularly in those countries that are heavily dependent on oil. Coal can replace oil as the principal fuel source which could support world economic growth over the next two decades. This is the main conclusion of the World Coal Study (WOCOL) Final Report, published in May 1980.The product of that report was a result of considerable deliberation by key industry leader s and energy experts. The underlying message of the World Coal Study is that our energy and economic problems can be faced with confidence if coal use doubles by the early 1990s and triples by 2000, and if steam coal trade expand s considerably."

"The Fond-du-Lac uranium deposit is located on the northern rim of the Athabasca Basin. The uranium mineralization is, for the most part, confined to the Athabasca Group, which is underlain by pre-Helikian metamorphic rocks of the Western Craton.The deposit is characterized by a remarkable train of mineralized glacial erratics which led to the original discovery. The mineralization is present as a ""high-grade"" core and a diffuse ""low-grade"" aureole. The ""high-grade"" core occurs as a stockwork of steeply dipping pitchblende veins which strike N 50°E. Hematite, siderite and secondary silicate are also abundant. The ""low-grade"" aureole contains uraniferous goethite, argillaceous material and rare carbon buttons. Recent alteration to coffinite has taken place along the margins of pre-existing ore minerals.The ""high-grade"" core is 390 m long and 10 to 40 m wide, and is surrounded by an irregularly shaped zone of ""low-grade"" mineralization with a similar length and a width of up to 350 m.Comparing the Fond-du-Lac deposit to other unconformity-type deposits, several important differences can be noted:1. Ninety per cent of the ore is above the unconformity, in the Athabasca sandstone.2. The deposit is not associated with underlying graphitic rocks or a major structure.3. The clay-rich alteration zone is not extensive around the Fond-du-Lac deposit.Although there are differences with other Athabasca unconformity-type deposits, the high-grade portion below the unconformity suggests a common origin.The ore deposit is postulated to have been formed from uranium-bearing solutions which entered the stockwork of fractures. Following the reduction in part of these solutions by pre-existing carbonaceous matter and pyrite and/or chemical reaction with pre-existing hematite, deposition continued as a result of decreasing temperature and pressure. Subsequently, minor supergene redistribution of the uranium has taken place."

"Scientists throughout the world have observed radioactive disequilibrium in the uranium decay series. Radiometric and fluorometric determinations of U in plants from the Goldfields district and in sediments and rocks from the Beaverlodge district exhibit marked radioactive disequilibrium. The eU/U ratio in plants rooted in mineralized ground shifts from greater than unity to less than unity for those rooted in background soils. A similar shift is observed in the transition from rocks to stream sediments and to lake sediments in the Beaverlodge district.Results of a Rn-Ra-U survey of lake bottoms in the Key Lake district show that anomalous hydromorphic U from U mineralization is parallelled by anomalous Rn, even though there is much less Ra in the lake-bottom sediments than one would expect from the amount of U present. IntroductionDisequilibrium in the U decay series has been studied for many years and is observed in almost all surficial environments. Rosholt (1959) measured U, 234Pa, 23O'fh, 226Ra, 222Rn, and 210Pb in a large number of U ores and outlined six types of situations to explain disequilibrium. Davy (1974) outlines the geological significance of radioactive disequilibrium situations with respect to exploration. Levinson and Coetzee (1978) discuss possible mechanisms by which separations of parent and daughter elements are affected and suggest analytical pitfalls that may be encountered in the use of radiometric techniques when disequilibrium has occurred. Generally, it is the oxyphile and easily complexed parent 238U (with its associated isotopes 235 U and 234U) that is leached from rocks and soils at a faster rate than are the daughters, 230Th, 226Ra, 2loPb, and 206Pb. This mobilized U is adsorbed on sediments in streams and lakes, or enters groundwaters, where it is eventually precipitated under reducing conditions, occasionally in oregrade concentrations. "All ten Canadian provinces have now tabled their 1981 /82 budgets . Only the provinces of Ontario, Quebec and British Columbia made more than minor modifications to their tax structures, with both Ontario and Quebec imposing major tax increases. In the past year, the federal budget was also released in the spring. Not so this year: we have that to look forward to in the fall!This month, Tax Notes presents a brief summary of the more significant tax changes introduced at the provinciallevels in the last months.Summary of provincial tax rate changesThe tax changes in this year's provincial budgets were both up and down- but there were far more tax increases than tax cuts.At the corporate tax level, two provinces, New Brunswick and British Columbia, increased their general corporate income tax rate; the former by two percentage points and the latter by one percentage point. Quebec, rather unexpectedly, sharply cut its corporate tax rate on business income, but increased some of its other business taxes at the same time. British Columbia reduced its corporate tax rate on small business income by two percentage points and Saskatchewan by one percentage point."

"A new exploration procedure is proposed for volcanogenic massive sulphide deposits of the Abitibi belt. ""Samples"" of acidic volcanic rocks (Si02 > 60%) were compiled from the literature. From the 574 samples collected, 322 were used in each of a number of experiments. Forward inclusion linear discriminant analysis performed on the untransformed geochemical data shows a general depletion in Na20 and CaO along with an enrichment in MgO for a ""proximal"" group of samples relative to a ""distal"" one. The percentage of misclassified samples reaches 20% to 30%, but test sets shows good stability.The exploration procedure was applied to the Normetal deposit, where the authors took 160 samples during the summer of 1977. It quickly leads to the definition of targets for more detailed exploration together with a good recognition of the old known deposit.IntroductionVolcanogenic massive sulphide deposits in the Abitibi belt (Quebec) are mainly found in rhyolites or acidic pyroclastics in the uppermost portion of a calc-alkaline volcanic series (Descarreaux, 1972). The deposits are thought to have formed syngenetically by the action of volcanic hydrothermal exhalations during the waning episode of a felsic volcanic cycle (De Rosen Spence, 1976). Alteration pipes of disseminated sulphides are commonly present. Metal deposition from hot springs, initiating convection cells in a submarine environment, may have been the dominant process in ore formation (De Rosen Spence, 1976)."

"Tumbler Ridge, Canada's newest resource community, has been developed differently than have been other resource communities.Since its conceptualization, emphasis has been placed on the establishment of a traditional municipal government at early a stage as possible.Planning f or the community goes back to 1977. By then, extensive study by provincial agencies had shown a new resource town would be required to exploit north east coal. The Ministry of Municipal Affairs, in conjunction with a consultant named R.A. Rabnett began the extensive Tumbler Ridge conceptual plan.The results of the conceptual plan are evident in the organizational and planning goals of Tumbler Ridge. In every aspect from the election of officials to some financial matters, the town functions as a normal municipality. With the resource companies of the North East Coal Development within its municipal boundaries. Tumbler Ridge has been able to debenture its capital projects against its municipal tax base.The town's ability to function as a normal municipality is enhanced by its control over Crown land it has purchased from the province. This gives it further control over the development of the community and helps in establishing agreements with the resource companies and the provincial government to ensure that housing and service needs are met. While resource company representatives sit on certain municipal committees, their roles are advisory in nature.The community continues to move toward full municipal status and will have a fully elected Council by 1986.BackgroundPlanning for the development of northeast British Columbia coal resources began in 1976 under the aegis of the provincial Cabinet Committee on Coal Development. A series of subcommittees were established including a Townsite/Community Development subcommittee. The Ministry of Municipal Affairs chaired this subcommittee and continued as the lead agency for the provincial settlement planning effort over the period 1976 to 1981."

"Any study in the field of theoretical investment analysis, or practical project evaluation, must be based on the assumption of one of the commonly applied models of time and value representation, and the corresponding interest convention. The lack of clear assumptions in this regard may easily confuse both the author of the study and the reader, and sometimes even lead to inaccurate results.In the first part of this paper formal definitions of the continuous and discrete models of time and value representation are introduced; in the second part, the importance of transparent assumptions is shown using a concrete example of inflation calculation in project evaluation.IntroductionIn his recent paper, L.D. Smith(10) discusses an important aspect of mine investment analysis: inflation in project evaluation. His interesting presentation of current practices of handling inflation by Canadian and international mining companies in their feasibility studies ends, in the conclusions, with a call for clear assumptions made when evaluating mining projects.With this call, an important issue has been addressed. The lack of clearly stated assumptions, or their incompleteness, are relatively frequent with regard to the interest convention or the model of time and value representation assumed when evaluating mining projects. It is, for example, fairly common that the quantitative evaluation of a project is performed according to the discrete model of time and value representation and the discrete interest convention, and the graphical presentation, supporting this evaluation, reflects the continuous model.Sometimes such an ambivalency means nothing more than just a formal inconsistency; there are cases , however, that may well lead to a serious confusion and /or to inaccurate results . Before this can be demonstrated on a specific example, a concise description of the models of time and value representation used in the evaluation of industrial projects seems to be in order. Although these models (especially the discrete one) have been in common use in the research and practice of financial analysis for considerable period of time, they have been applied rather intuitively, and their forma] definitions are difficult to find even in the standard textbooks on Engineering Economy."

"The concept of employing a project management team to coordinate all aspects of the construction of a new resource development has gained wide acceptance. This team can be formed from within the staff of large mining companies or contracted from major engineering firms and consultants. The mandate of the project managers usually terminates on successful startup of the operation. For frontier mineral developments in the Canadian Arctic or in the developing countries, startup and the initial year of operation represents the period in which the project is most vulnerable to technical, political and managerial problems. A complete change of the management team or the retention of the construction project managers and the resulting cost combined with the breakdown of organizational accountability within the operating staff .are unnecessary management problems.Independent project management services provide the commitment necessary to sustain the continuity of management through all project phases. Efficiency and the ability to make decisions quickly are characteristics of the many successful small mining companies. These qualities are necessary in the project management group, which will be responsible for up to 90% of the preproduction costs.Continuous project management in the construction and operational phases of a mineral development are common in the iron ore industry, but remain anomalous in the base metal, energy mineral and industrial mineral fields.The Nanisivik project on Baffin Island in the Canadian Arctic is used to illustrate the advantages of total project management through construction and operation.Total project management has further potential for foreign interests and financial and utility organizations desirous of participating in the Canadian mining industry, but with no direct involvement in the construction or operating management. Participation agreements in the operating phase of a project can be negotiated to have management fees related to both the production and the profits of the enterprise."

"The fire resistance of several mine conveyor belts is evaluated using a new belt-flammability apparatus developed by the U.S. Bureau of Mines. The test apparatus, experimental details and a calculated flammability index (FI) are described.The FI values are useful for ranking the fir e resistance of mine conveyor belts. Values are determined using parameters readily measured with thermocouples, high-temperature flow probes and a methane-oxygen torch, all of which are components of the Bureau's new test apparatus. The FI varies directly with the flame-spread rate and the rate of heat release during burning and varies inversely with the critical (minimum) ignitor energy output.The fire-resistance ranking of nine different belt types using this moderately scaled apparatus is compared with available full-scale data on belt fires. This comparison shows that the ranking based on the FI is consistent with the full-scale data.IntroductionFull-scale fire hazard evaluations of mine conveyor belts are not easily related to the properties usually measured in small-scale flammability tests. The inadequacy of small-scale belt fire tests has been demonstrated in works by Mitchell, Warner and Reinke.Mitchell and Warner showed that certain neoprene (NP) and polyvinyl chloride (PVC) belts, which had been approved by the Code of Federal Regulations 30 CFR 18.65, were nevertheless capable of propagating flame over their entire length when full-scale fire conditions were simulated. Comparable results were also observed by Reinke at the Tremonia experimental mine in Dortmund, West Germany, where all belts burned in full-scale tests even though they passed the small-scale tests. Only by reducing the severity of the full-scale test could these fire-resistant belts be grouped on a pass-fail basis."

"Prairie Evaporites of the Province of Saskatchewan in a deep oil-well hole. Exploitation started in 1950 under a shroud of doubt that this huge reserve could be mined. It was fraught with almost insurmountable physical problems in penetrating the Prairie Evaporites. After 12 years of experimentation and development of new shaft-sinking methods, mining equipment and processes to treat the high-grade potash ore (sylvanite), a new era of high-risk resource development dawned in Saskatchewan.The development of 10 new mines opened up the largest known mineable potash reserves in the world and Canada became the second largest. producer of potash to supply domestic (U.S.A. and Canada) and overseas markets. A monumental program in marketing-devising new transportation systems and strategically locating warehouses-was developed in order to expeditiously service domestic and overseas customers. The year 1969/70 started a period of overcapacity and the problem of prorationing. As the market strengthened in 1974, the Saskatchewan Government applied the reserve tax to the industry. Then, they announced the setting up of a Crown corporation to acquire ownership by purchase of up to fifty per cent of the industry. During this time, potash was discovered in New Brunswick within 50 to 60 miles of a seaport, where two deposits have been explored by the same pioneers who started the potash development in Saskatchewan.With this background, the paper will examine various elements of the economics and marketing of Canadian potash."

"The separation of hematite fines (100% - 38 um) from quartz fines (100% -75 um) was investigated using coarse hematite (-212 + 150 um) as a carrier in an oleic acid collector system. Oleic acid additions, per cent coarse additions, combined conditioning time and ferric chloride additions were examined.It was found that carrier flotation is a dominant mechanism for fine hematite recovery at oleic acid levels greater than 200 g/t and coarse additions of 10 per cent. Hetero-aggregation is favoured under conditions of lower levels of oleic acid in the presence of ferric chloride and at conditioning times greater than ten minutes.Ferric chloride acts as a depressant for pre-reagentized coarse hematite at oleic acid levels below 150 g/t. At concentration levels above 500 g/t, ferric chloride interferes significantly with the success of carrier flotation of fine hematite.The sensitivity of carrier flotation to changes in oleic acid addition, ratios of fine and coarse material, conditioning time and the presence of an inorganic electrolyte emphasizes that its application is only suitable when flotation conditions can be stabilized.IntroductionThe production of fine material is unavoidable during the comminution of iron ore . Due to the difficulty of recovering iron from this fine material by various gravity separation methods, flotation can often be a more attractive process producing high-grade material at high recovery. One variation of the flotation process, that can be useful for recovering ultra fine minerals (<10 um) , is known as carrier flotation. This process involves the utilizat ion of coarse particles ( > 150 p.m) which act as flocculation centres to which the fine hematite particles (10 - 40 u.m) become attached and are carried or "" piggy-backed"" into the froth phase."

"Using the concept of economic life and marginal analysis, it can be shown that proper equipment replacement timing can save a mining company many thousands of dollars. To assist management with determining the economic life of mining equipment, a new computer package has been developed. The package, called ERG (equipment replacement guide), incorporates all important economic factors related to equipment usage, such as operating costs, maintenance costs, salvage values, depreciation, volume of work, tax credits, inflation rates, ROJ, etc. The information is used in a series of equations which balance the costs of new equipment against the total cost of old equipment. The solution of the equations determines economic life and the point in time when the old equipment should be replaced. IntroductionIn an operating mine, equipment must eventually be replaced or downgraded for a variety of reasons. Fleets of haul trucks, dozers and other major pieces of equipment deteriorate over time until the mounting costs of maintenance and repair force either a major overhaul or the ir replacement by new and more efficient pieces of equipment.The question of determining the best time to replace old equipment has been approached in many different ways. Various methods, ranging from operating experience, intuition and physical necessity to sophisticated computer models have been devised to help cope with equipment replacement decisions . The best of the se will incorporate the most important economic factors related to equipment usage, such as operating and maintenance costs, salvage values, depreciation, work delivered, the cost of capital, tax credits and, of course, the effects of inflation.Economic TheoryThe fundamentals of equipment replacement theory grew out of the interaction between economics, engineering and finance. The use of annual cost comparisons and rate-of return calculations were helpful in handling situations in which assets with different finite lives were being compared. Later developments bringing together the concept of economic life and marginal analysis helped provide additional refinements to the theory. Taylorui showed that the displacement of an aging asset with a similar, but newer, asset can be justified economically when the marginal cost of keeping the asset one more year exceeds the minimum uniform annual cost equivalent of the proposed replacement."

"Some progress has already been made in defining the parameters which will determine the performance of a guidance system in a mine shaft. Very little information is available, however, to help designers or operators predict the effects of varying these parameters in new or existing installations.The experience we have gained from monitoring a variety of installations has led to the development of a model which simulates the motion of a conveyance as it moves through a mineshaft, restrained by fixed guides.This paper presents a general analysis of the performance of the guidance system used in several installations, as well as a detailed description of the problem encountered at one mine and the steps taken to solve it.IntroductionOur company has investigated in some depth the problems that arise in the guidance of mine hoist conveyances.We have a telemetering accelerometer which we obtained to test mine hoist brakes. Frequently, during brake tests, the mine owners request us to use this instrument to measure the lateral motion of the conveyance ""to check guide alignment"". We have made such tests in shafts that have guide s of different kinds, including wooden guides, steel rail s and tubular steel guides. "Some progress has already been made in defining the parameters which will determine the performance of a guidance system in a mine shaft. Very little information is available, however, to help designers or operators predict the effects of varying these parameters in new or existing installations.The experience we have gained from monitoring a variety of installations has led to the development of a model which simulates the motion of a conveyance as it moves through a mineshaft, restrained by fixed guides.This paper presents a general analysis of the performance of the guidance system used in several installations, as well as a detailed description of the problem encountered at one mine and the steps taken to solve it.IntroductionOur company has investigated in some depth the problems that arise in the guidance of mine hoist conveyances.We have a telemetering accelerometer which we obtained to test mine hoist brakes. Frequently, during brake tests, the mine owners request us to use this instrument to measure the lateral motion of the conveyance ""to check guide alignment"". We have made such tests in shafts that have guide s of different kinds, including wooden guides, steel rail s and tubular steel guides. "Plant owners and operators, plant designers and grinding mill manufacturers are giving much attention to the design and manufacture of autogenous and semi-autogenous grinding mills, particularly the mills that have large diameters and draw power up to 10,000 hp and greater. Reliable designs giving long operating lives are required in today &apos;s ore processing plants.This paper reviews bench-scale and pilot-plant testing to determine first if the ore is suitable .to be ground by these methods and then reviews the data obtained from pilot-plant testing that is used to select the mills and the grinding circuit. The paper then discusses the use of the pilot-plant results to design the mills. The most important pilot-plant data used for mill design are power and the amount of ball charge to be used. The mill size selected is a combination of these factors. Pilot-plant data not only establish power requirements, but can be used in the selection of the type of drive, variable speed or fixed speed, and the operating procedure to be followed. This leads into the mill control circuit to be used. The total charge in the mill, the type of drive and mill discharge arrangements are needed in the calculation of stresses and bearing loads. Conclusions reached from pilot-plant work are used to obtain data for process design, and autogenous and semiautogenous mill design should be part of any test program incorporating either or both of these grinding methods."
