"This paper describes the use of terrain and soil information in the planning of mine developments, particularly in satisfying many of the existing provincial regulatory requirements. It is also noted that, if properly used, this will provide a solid data base for cost-efficient and environmentally acceptable land use.IntroductionIn planning the development or expansion of a new or existing mine, engineering alternatives are judged on many factors, one of which is the environmental influence. Ecological investigations, ensuring consideration of a rational approach to managing land use and environmental impacts, should be carried out prior to a final decision being made on mine development. The Pit Slope Manual (CANMET, 1976) suggests that both baseline aquatic and terrestrial data be collected and interpreted in such pre-mining surveys. In British Columbia, planning procedures now exist which incorporate biophysical studies to help identify, assess and manage major environmental impacts associated with mine development.Methods outlined in the Guidelines for Coal Development (E.L.U.C., 1976) have been successfully applied in recent years. Following this example, the Inspection and Engineering Division of the B.C. Mineral Resources Branch prepared guidelines to help expedite the development of new base metal mines (Procedures for Obtaining Approval for Metal Mine Development; Ministry of Energy, Mines and PetroleumResources, 1979).The metal-mine guidelines require the proponent of a new mine development project to prepare a two-stage assessment proposal which systematically moves from a preliminary feasibility study (Stage I) to a final project design (Stage II), including application for regulatory approvals. One purpose of the Stage I report is to provide a description of the existing environmental conditions that could be affected by the proposed development. A preliminary environmental impact assessment should also be reported. The Stage II report will contain detailed assessment and management of environmental impacts."

"There has been a consistent move in recent years to continuously cast small billets while utilizing ceramic stream protection between tundish and mould. The need to have ceramic stream protection has developed from a need to improve billet surface quality by submerged pouring. The need to protect the ladle to tundish stream in conjunction with tundish to mould protection is explained.The continuous casting of thin slabs is at the development state and will require a great deal of ceramic development to ensure the economic viability of the project. An insight is given to the main problems.IntroductionDuring the early development period o f the continuous casting of steel in the late 1940s and 1950s, much of the work was carried out on small cross section products. For example, the continuous casting of 50 mm square billets was carried out on a production scale in the United Kingdom at Barrow. Slab casting was initiated on a production basis on 100 mm thick stainless steel slabs at Atlas Steel, Weiland, Ontario. In the case of slab casting the thickness increased gradually until it was similar to Slabbing Mill feedstock , i.e. in the range 200 mm to 250 mm , although stainless steel continued to be lower at around 185 mm thick.For billets , a significant proportion of steel is now cast at around 100 mm square which creates specific difficulties when casting with a submerged pour - mould powder practice. The move back to smaller cross sections is further emphasized by the current interest in "" Near Net Shape Casting"" . If this move continues, then significant development will be required to create the refractories used between tundish and mould in the continuous casting process.Two specific areas which will receive attention are; (I) the casting of small cross section billet s; and (2) the casting of thin slab."

"IntroductionThe stages of development for bringing a mill into production demand that a flowsheet for the process be developed at an early stage. Detailed engineering of the mill may then proceed without duplication of engineering effort on alternative processes. In the case of gold and silver mills, several process alternatives exist which must be evaluated before the flowsheet is finally fixed. The recently developed Carbon-in-Pulp process has added to this choice.Clearly, the major factor in determining the most suitable process is the amenability of the particular ore to a given treatment. Other factors that will also influence the choice are location, climate, power and water supplies, and available capital.Gold and silver milling processes can be divided into three main types:Gravity Concentration;Flotation;Cyanidation.Combinations of the three are frequently used; i.e. flotation followed by cyanidation of the concentrate, or gravity concentration in the grinding circuit with cyanidation of the classifier overflow. The following are the salient advantages and disadvantages of the three main alternatives.Gravity ConcentrationGravity concentration is suitable for free-milling gold ores, i.e. ores in which the gold is relatively coarse and free from sulphides. It should be noted that just because an ore is high grade, it is not necessarily free milling.Gravity concentration methods include jigs, shaking tables, spirals and more recently Reichert cone concentrators. All methods exploit the density difference between gold, which has a specific gravity greater than 15, depending on how it is alloyed, and the gangue, which usually has a specific gravity range of 2.7 to 3.5.A concentrate grade of several hundred ounces per ton might be produced, but recoveries by gravity alone are generally low in comparison to other methods. For this reason, gravity circuits are usually used in combination with flotation or cyanidation circuits."

"RESUMELe gisement Silidor représente la dernière découverte effectuée dans le camp minier de Rouyn-noranda (fin 1985). Située à 5 km à I' ouest-nord-ouest de Rouyn-Noranda, ce gisement aurifère doit être mis en exploitation au cours du mois d’avril 1990. 11 est constitué par plusieurs facies minéralises comprenant une tonalité, un dyke mafique, une brèche carbonatée et par une veine de quartz. L’or se présente en particules très fines associées ou non à la pyrite. La zone d’altération hematitisee se développe sur une largeur de 30m environ de chaque cote de la veine. Une première étude structurale montre que la minéralisation s’est mise en place le long d’une zone de tension, orientée NNW, résultant de I' interaction de deux zones de cisaillement dextre orientées N270° et N300°. Les réserves diluées sont évaluées jusqu’ à 700 m de profondeur, à 4,78 Mt à 5,4 g/t Au. ABSTRACTThe Silidor ore deposit, located 5km WNW of Rouyn-Noranda, is the latest discovery made in the Rouyn-Noranda mining camp. Discovered at the end of 1985, this gold deposit will begin production in the spring of 1990. The deposit comprises several facies including a tonalite, a mafic dyke, a carbonated breccia and quartz vein. Gold is present as very fine grains, associated or not with pyrite. A 30m wide hematized alteration zone is developed on both sides of the structure. A structural analysis shows that the mineralization took place along a NNW oriented tension zone that resulted from the interaction of two dextral shear zones, oriented N270 and N300 respectively. The diluted ore reserves are estimated at4,78 Mt at 5,4 g/t down to a depth of 700m."

"This paper provides an overview of the use of uranium and coal in Ontario Hydro's generation program. The dynamics of available supply sources including mining and transportation infrastructures and regional considerations are described. Included is a discussion of needed procurement strategies, both in place and planned, to meet fluctuating fuel requirements while ensuring adequate supply security and cost effectiveness. IntroductionDuring the first half of this century, Ontario Hydro or the Hydro Electric Power Commission of Ontario, as it was then known substantially supplied all of the province's electricity needs from a large number of hydraulic generating stations. Although hydraulic power still provides a very significant part of Ontario energy requirements, this paper will concentrate on the role of uranium and coal in their generation program. To provide a perspective on the importance of these two fuels, Figure I shows the approximate value of each for the past few years in relation to Hydro's total operating costs. The trend toward increasing nuclear output and a corresponding decline in coal use is also clearly illustrated.Figure 2 shows the currently installed capacity of their three main energy sources, hydraulic, nuclear and coal and the 1986 production totals for each, followed by Table I which compares the average operating or running cost on the basis of dollars per megawatt hour for each type of plant. It demonstrates dramatically why Ontario Hydro base load s its hydraulic and nuclear plants, and why coal has become the swing fuel on the system. Although they have a 1200 megawatt plant in Toronto with natural gas-burning capability, and a 2000 megawatt oil-fired station near Kingston, both are presently mothballed and have not been considered in this paper.This paper starts with a user's perspective of the nuclear fuel supply situation which will be discussed in relation to the usual considerations of security, flexibility and cost."

The latest chapter unfolded this summer when the Commodity Tax Review Group released its important report. Whatever sales tax changes, if any, are finally adopted will have profound effects on many aspects of doing business. The capital-intensive mining industry will not escape these effects.IntroductionThe Federal Sales Tax Review Committee, established by the Minister of Finance earlier this year, has published a report that is sharply critical of the government proposals to shift the incidence of federal sales tax from the manufacturer level to the whole sale level (sales to retailers). The Report recommends a continuance of the present manufacturer's tax, for the present, but with significant changes that would increase the tax cost on certain imports, smooth the administrative machinery and make appeals and determinations more open and equitable. For the longer term, the Report recommends a shift of the tax base to the retail level.Reform of the federal sales tax system has been under consideration for several decades. Mineral exploration assessment file information has long been considered a useful resource for developing mineral exploration strategies, and one of the most common data sets fled in assessment reports is ground magnetic surveys. The new Earth Resources and Land Information System database (ERLIS) now provides a method for rapidly accessing all references to a specific area through a series of raster images. The ERLIS provides access to the Assessment File Research Imaging (AFRI) database which comprises geo-science mineral exploration assessment file data, Mineral Deposits Inventory (MDI), together with provincial aeromagnetic data from the Ontario Ministry of Northern Development and Mines(MNDM). Conversion of the raster images of ground geophysical data to vector data files together with the concatenation of grids from adjacent claims provides a method for constructing high resolution magnetic regional images. The value of this resource is demonstrated through the construction of a single composite magnetic image derived from eight assessment file grids for an area south of Kirkland Lake, Ontario, within Pacaud and Catharine Townships. The composite grid of magnetic data provides a map with resolution that is not achieved by currently available Ontario Geological Survey airborne data sets. Details contained within the new high resolution image, permit the differentiation of lithologies and their boundaries, fault orientations and the location of alteration zones with magnetic response.

If these hopes materialize, the Sydney coal field will once again be regarded as a valuable asset in our national inventory of energy and metallurgical coals. The economic possibilities for the Sydney collieries depend on performance at the pits and in the market place. Because this audience is already well informed about colliery planning, I would like to start with an assessment of the modern coal market insofar as it may relate to the Sydney field. Since 1950 we have seen a vast growth in the population and industrial empires of the western world which has resulted in an enormous and escalating demand for energy. If the energy supply pattern of the first 50 years of this century had been followed, this would have led to an immense demand for coal."

"INTRODUCTIONAn interim report covering an uncompleted project on revenue mill optimization was presented at the invitation of Mr. C.S. Stevens, the Secretary of the Canadian Gold Metallurgists. The work described summarizes the preliminary work carried out at the Noranda Research Centre on computer mill optimization and is an attempt to arrive at a model of a circuit using the ""black box"" approach and hence by using economic factors related to concentrate dollar value to maximize revenue. The help and cooperation of Mr. J.D. Wild, Mr. M.J.S. Bennett of Noranda and Dr. A. Bobkowicz of McGill University is gratefully acknowledged.DERIVATION OF MODELHistorical data from the Normetal mill were used for the study. Normetal ore contains chalcopyrite, sphalerite, gold, silver, pyrite and pyrrhotite. For simplicity, data were chosen for days when only two concentrates had been derived, a copper concentrate which also contains the gold and silver, and a zinc concentrate. In these periods when pyrite concentrate was not produced, its circuit was used as an extra zinc scavenger unit. Figure I is a schematic drawing of the circuit and Table I explains the nomenclature.The mill had been operated to obtain a fixed grade of copper and zinc in the copper and zinc concentrates respectively, at the same time insuring acceptable recovery levels. The target grade for the copper and zinc concentrates had been derived by manual calculations based on past experience. The data used were 170 sets of daily mill reports, a sample of which is shown in Table II. The data consist of daily tonnages of feed, concentrates and tailings and their average compositions obtained by taking samples every twenty minutes from each stream and analyzing the daily composite samples."

"The mill at Mattagami Lake Mines treats 3,850 tons per day. The mill feed is a heavy sulphide ore. It is composed ofPyrite & Pyrrhotite - 40%Marmatite - 17%Chalcopyrite - 2%Magnetite - 10%Talc and other Silicates - 31%The sulphides are intimately associated with each other and often finely disseminated throughout the siliceous gangue. An abundance of middling particles exist in the circuit and a delicate balance has to be maintained between concentrate grades and metal recoveries.The metal content of the mill feed fluctuates between 0.4 to 0.7% for copper and 6 to 13% for zinc.The flow sheet of the concentrator is shown in Figure 1.Eight sample streams have been selected for on-stream analysis, namely1. Daily field management of earthmoving operations requires quick and regular decisions for allocating available equipment to different jobs on a project. A general foreman?s day starts with matching several activities with a suitable set of available equipment to achieve the highest productivity and lowest unit cost. Usually, this decision-making process needs to be quick, and depends to a great extent on the foreman?s experience, which varies from one individual to another. Many analytical solutions with various degrees of sophistication and optimization exist to address such decisions. However, adopting any of these solutions is contingent on how accessible and easy-to-use the solution is. This paper discusses the development process of a webaccessible solution for evaluating earthmoving fleet composition and allocation scenarios. The solution relies on discrete event simulation and an optimization backend engine, but introduces the user with a simplified and easy-to-use interface that is accessible from any mobile device, and is customized to specific user?s needs. The developed system gathers most equipment and site-related input data from a company?s information systems to minimize user input. The user mainly needs to formulate equipment and job combinations and allocation scenarios (e.g. soil type, quantity, and hauling distance), according to equipment availability each day. Then the system will evaluate the productivity and unit cost estimates for each scenario, allowing the user to choose the most suitable one. It may also be used to automatically recommend the optimum solution given an available list of equipment. The paper presents the process followed in prototyping the proposed system in collaboration with a major Canadian earthmoving contractor, and customizing it to the user needs within the company. It also describes the overall structure of the developed system and its core simulation model.

Introduction Baffin Island is still too in-accessible to be of interest to the mining industry. However, twenty years ago few people dreamed of mining iron ?ore in Labrador. A journey by air to the most remote places in the Arctic is today no more remarkable than a trip to Europe, and the technical difficulties of mining minerals of high value are not insurmountable. Some ?observations concerning the geology and mineral possibilities of Baffin Island, the largest of the Arctic islands, may therefore interest the members of the Institute, in spite of problematic practical value of the subject. The following short account is mainly based on observations made during the Baird Expedition of the Arctic Institute of North America last summer 1950), and on information available from earlier expeditions. Early Work Baffin Island was one of the first parts of Canada to attract prospectors. Frobisher sent a shipload of rocks, which he believed contained precious metals, from Baffin Island to England. This attempt, however, was a failure and no further serious prospecting work has, so far as I know, been done. During the past few years geological mapping has been carried out by the Geological Survey of Canada (Fortier. Davison, 1949-1950) in the southern parts ?of the island, along the coast of Hudson strait. In 1942, Weeks mapped the coast from Pangnirtung to the head of Cumberland fiord, and Netteling river up to Netteling lake. In the northern parts of the island, only scattered observations have been made ?by Bell, Watkins, Baird, and others.

The use of special-purpose lubricants, fuels, antifreeze, rubber compounds, and alloy steels have reduced the cold-weather hazards. In some areas, high-cost cold-weather protective heating devices are being eliminated with experience.

"The Highvale Mine in Alberta is owned by TransAlta Utilities Corpora/ion and operated by Mana/fa Coal Lid. It is the largest coal mine in Canada and in 1982 supplied 8.6 million 1onnes of sub-bituminous ""B"" coal to TransAlta's Sundance Ceneraling Plan/. Annual produclion is scheduled to increase in 1983 when the firs/ unit of the new Keephil/s Generating Plant comes on stream and is expec/ed to exceed 11 million tonnes by 1985 when the second unit is commissioned. Coal is mined from several pits in a multi-seam operation. Comprehensive maintenance, drainage and environmental programs form a major part of the operation.IntroductionThe Highvale Mine is located eighty kilometres west of Edmonton, Alberta on the south shore of Lake Wabamun (Fig. I). The mine is owned by TransAlta Utilities Corporation (T.A.U.) and is operated by Manalta Coal Ltd. In 1982, 8.6 million tonnes of coal were supplied to T.A.U.'s 2100 MW Sundance Generating Plant, making it the largest producing coal mine in Canada. By 1985, with two 375 MW units on line at T.A. U .'s new Keephills Generating Plant, annual production is estimated to exceed eleven million tonnes. The generating plants accept crushed unwashed coal from the mine via the coal handling plant system conveyor belts. The coal is classified as sub-bituminous ""B"" and has an average heating capacity of 18.6 MJ I kg.HistoryPrior to 1943 only small scale mining took place in the Highvale area. Between 1943 and 1961 two strip mining companies, Mount Royal Collieries and Continental Collieries operated on the present mine site. Both operations excavated coal along the south shore of Lake Wabamun."

This paper will discuss two comparatively unrelated subjects; first, a general review of the advances made at the more important properties in the last year; and second, a statement of the conditions controlling the deposition of the copper ores in the Rouyn area, as determined by last summer's field work. FIRST PART Development has been very rapid since I stood before the Institute one year ago to discuss this same subject. Then, there were many properties on which gold had been discovered, any of which might develop into a mine. Further work has eliminated the most of them as possible mines, or at least has shown that before they can attain that status further discoveries must be made on them. Then, all gold veins held forth much the same promise; now the indications are that one particular type of gold vein is of greater prospective value than others. Then, all eyes were turned toward gold as the metal of prime economic importance; now copper has taken the centre of the stage, and gold is distinctly in the background.

"The results of a chemical and mineralogical study of eighteen opaque-oxide occurrences are discussed and the detailed chemical, metallurgical and mining feasibility study of a vanadium-rich magnetite deposit is summarized. A plot of the mol-percentages in the system FeO- Fe2O 3-TiO2 indicates that the deposits fall into two distinct groups: some contain hematite with ilmenite, and some others have magnetite with ilmenite (titaniferous magnetites). The plot also suggests that the two types of deposits were crystallized from liquids of different compositions. Each group has its distinct structural features. Vanadium is present in all of the studied specimens, however concentrations of economic importance have so far been found only in the titaniferous magnetite deposits. The vanadium content of the oxide concentrations of the Dore Lake Complex is the largest among the studied occurrences. Analyses of the concentrates of the drill-core sections show a compositional variation across the orebody; a continuous increase in the tenor of Ti02 and a decrease in the vanadium content upward in the layered sequence is found. Concentration tests on several tons of samples indicate that about 80 per cent of the vanadium is recovered in the magnetite concentrate."

Experiments with some selected Nova Scotia coals and a single sample of American anthracite, reconstituted in granular form with lower sulphur and ash contents by spherical agglomeration methods, are described. The effect of different bridging liquids, grinding times, gangue depressents and modes of agitation on the final product are discussed. The application of agglomeration techniques as a means of drying wet coal fines is also noted.

Anode effects are a phenomenon of the aluminium electrolysis process which produce potent greenhouse gases called PFCs (CF4, C2F6). With concerns surrounding global warming, and increasing regulation of GHG emissions, anode effects have become a significant sustainability issue for aluminium producers. In modem smelters, sophisticated computer control and automated alumina feeding systems allow for very tight control of the alumina concentration in the electrolyte and thus very low anode effect frequencies. Older smelters, however, do not have these systems and must either invest heavily to obtain them, or find other, innovative ways to reduce anode effect frequency. This paper will present the integrated approach to anode effect reduction used in the Vertical Stud Soderberg (VSS) potlines at Kitimat Works. Through an innovative combination of simplified signal analysis, modified alumina feed control logic, anode effect prediction, and anode effect prevention using a pager based communication system, Kitimat W arks has been able to make significant reductions to its anode effect frequency.

"This presentation will provide an overview and understanding of Mine Safety and Health Administration (MSHA) and Ontario Regulations for Mines and Mining Plants. It includes discussions on the history and practical development of the standards and an overview of engineering best practices from a construction, maintenance and operational viewpoint. INTRODUCTION Ontario is one of the safest mining jurisdictions in the world and has some of the most comprehensive regulations for the construction, operation and maintenance of a mine. In the USA, several operators have adopted some or all of the practices prescribed by the Ontario Regulations as an internal procedure. Experience has demonstrated that these plants are indicating less unplanned downtime and fewer issues with MSHA inspectors in their hoist plants. HISTORY AND THE REGULATIONS Both Canada and the USA have had some form of laws governing the operation of mines since the late 1890s. The paths of legislation have run in reasonably parallel lines, continually improving the health and safety conditions in the mining industry. Ontario Mine Health and Safety In the 1970s the accident rates in mining were higher than any other industrial sector; this prompted a Royal Commission on the Health and Safety of Workers in Mines (the Ham Report). The recommendations of this report, published in 1976, generated several changes in the regulations regarding worker safety in mines. Following the release of the Ham report, the Occupational Health and Safety Act (OHS) was passed by the Legislature in 1978. The Act is a set of comprehensive laws governing almost all Ontario workplaces, and it replaced separate laws governing different industrial sectors. OHS is enforced by the Ministry of Labour (MOL), and this discussion will focus specifically on Ontario’s Occupational Health and Safety Act, R.R.O. 1990, Regulation 854, Mines and Mining Plants, Part X Mine Hoisting Plant (Ontario Regulations). USA Mine Health and Safety A coal mine explosion in West Virginia and medical studies on occupational disease led to the 1969 Federal Coal Mine Health and Safety Act (Coal Act). The Coal Act was the most comprehensive and stringent Federal legislation governing the mining industry to date. The Mining Enforcement and Safety Administration (MESA) was formed, following the 1973 Act, as a new departmental agency to assume the enforcement of safety and health in mines. The Federal Mine Safety and Health Act of 1977 (Mine Act) transferred enforcement responsibilities from the Department of the Interior to the Department of Labor and named the new agency the Mine Safety and Health Administration (MSHA).
