Rare earth elements (REEs) are a group of lanthanides elements which have been widely used in the electronic, petrochemistry, metallurgy, and defense industries. Their demand has increased sharply in the past decade with the boom in electronic device production. Some countries now consider them strategic metals for the future and it has been forecasted that REEs may become a dominant contributor to global economy. In the wake of REE exploration, mining and processing, concern has grown over occupational and community health issues and risks. A portion of available literature on this topic however is written in the Chinese language, and thus research information related to health and REE mining is not readily accessible to mineral development planners in countries such as Canada, where REE mining is now evolving. As REEs also represent an important commodity, primarily stemming from Chinese production, it is important to begin to understand the potential health costs related to this mining sector. There are two main objectives of this paper. The first is to present an overview of REE mining with a focus on geological characteristics, global production and uses with particular attention to the main producer: China. The second is to present the results of a literature review (using both Chinese and English sources) on REE mining and health and identifies key occupational and community health issues that require consideration. This paper concludes by identifying some critical issues this sector needs to address to ensure the sustainable development of this mining activity.

"A correlation has been established between the oxygen demand of Brunswick Mining and Smelting ore and flotation results at the bench, pilot plant and operating plant scale. A method of dete""1llining the aeration requirement of sulphide ores on the basis of this correlation is presented. It is shown that abraded iron from grinding media plays an important role in aeration and flotation. Laboratory grinding must therefore be conducted under controlled conditions with suitable grinding media in order to obtain the true aeration requirement of the ore.A method of evaluating aerator efficiency, also based on oxygen demand measurements, has been used successfully at Brunswick Mining to design pilot plant and full-scale aeration systems.1. IntroductionPre-flotation aeration of sulphide pulps has been practiced in the Noranda Group for many years to help in the depression of pyrite and pyrrhotite and to promote chalcopyrite and/or galena. Recently, two out of three parallel circuits at the Brunswick Mining and Smelting Corp. Ltd. concentrator have been converted on a test basis to a new flowsheet incorporating aeration as a basic step. Among other benefits, a substantial decrease in the middlings load has been achieved as a result of improved pyrite rejection. There has been increasing interest in other organizations in the potential advantages to be derived from' aeration in terms of improved metallurgy and/or decreased reagent consumption."

The electrocatalytic behaviour of gold in aqueous media is surprisingly complex and a novel view of gold electrode surfaces is proposed to explain the observed electrochemical responses. The metal surface is considered as a chemically (or redox) modified electrode, with equilibrated, low energy, surface gold atoms functioning as a relatively inert support and low coverage, high energy, protruding gold atoms (or minute clusters of same) functioning as electrocatalytic redox mediators. The protruding atoms are viewed as surface active sites and the complex electrocatalytic behaviour is attributed to the basic instability of the mediators, the diversity (and poor control) of same, and the acid/base (or hydrolysis) behaviour of the oxidized states of the mediators. It is assumed that major advances in the application of gold in the heterogeneous catalysis of gas phase reactions will be accompanied by similar advances in the use of gold in the electrocatalysis area; however, this will require considerable work of both a practical and theoretical nature.

"THE WORLD'S coal resources represent the largest component of non-renewable energy resources. Coal is now regaining Its position following a temporary decline, particularly in North America during a period of about a quarter of a century. This period provided the opportunity to improve both surface and underground mechanization, thereby increasing the productivity and improving conditions for humans in the mines. Similarly, in preparation, improved cleaning of coal from various impurities including sulphur was achieved, to meet the more demanding requirements for coking coal. Progress was also made in combustion, particularly related to the reduction of pollution. Canada participated in most of these developments, despite the country's strong commitment of the use of hydrocarbons during this period. _Bearing in mind the vastness of this land (3.85 million sq. miles) by comparison with countries like U.S.A., U.S.S.R., and China, Canada's coal resources estimated to date are not large and they are scattered. The original evaluation of 1913 estimated the ""reserves"" from seams over one foot in thickness and a limiting depth of 4,000 ft at 1.2 trillion metric tons. D:. ~.R. MacKay, in his evaluation for the 1946 Royal Commission on the coal industry, known as the Carroll Commission, reduced the ""reserves"" to 99 billion short tons. The increased knowledge now available would indicate that the 1913 estimated was too liberal and the 1946 estimate too conservative but both were closer to a resource than to a reserve designation. Some adjustments of Dr. MacKay's estimates were made in 1970 by B.A. Latour of the Geological Survey of Canada and L.P. Chrismas of Energy, Mines and Resources Canada (EMR). In the last decade the Alberta Energy Resources Conservation Board has developed its own methods of evaluating coal resources and reserves. A methodical approach of exploration and evaluation was carried out by Saskatchewan jointly with the federal government of the lignite resources of Southern Saskatchewan. A similar joint program is in progress in Nova Scotia. Meanwhile, the industry itself carried on an extensive exploration program on the outcrops of promising projects in the Inner Foothills belt of Alberta and British Columbia in preparation for surface mining on a very large scale, with some development of hydraulic mines. All these activities have been reflected in the increase of the country's resources and reserves, which now fortunately are separately defined. In 1979 EMR issued Report E.R. 79/9(1>; the data were developed in 1978 and provided to the World Energy Conference Organization<2>. In 1980 the World Coal Study (Wocol), an international group that included Canada carried out a study which updated the W.E.C. data, indicating some reduction of the 1978 figures; quantities were reported in million metric tons of coal equivalent (C.E.)*(Jl."

"Hat Creek coal was treated by the liquid solvent extraction process in a continuous plant at the U.K. National Coal Board Coal Research Establishment.Extraction levels of over 80 per cent dry-mineral-matter-free (dmmf) coal were achieved.Total light oil yield was around 47 per cent of the dmmf coal. The light oil was shown to be a good feedstock for secondary refining into gasoline, jet fuel and diesel fuel.In spite of the high mineral matter content of the coal the solid residue was successfully removed from the coal extract by filtration.IntroductionBritish Columbia Hydro (BCH) and the National Coal Board of Great Britain (NCB) undertook a joint project to test the Hat Creek coal from British Columbia in the NCB&apos;s coal liquefaction process designed to produce transport fuels and feedstocks for the chemical industry by the liquid solvent extraction of coal(1), In this process most of the coal is dissolved in an aromatic solvent and the residual solids consisting of mineral matter and undissolved coal are removed by filtration. The resultant coal extract solution is fed to a hydrocracker for conversion to light liquid products and a fraction suitable for recycling as solvent. The light liquid products can be converted to gasoline and diesel fuel in a secondary refining stage.The dissolution of the coal is effected by heat-treating a slurry at a temperature in the region of 400°C which causes some bonds in the coal to rupture with the formation of radicals(2,3). These radicals are stabilized by hydrogen transfer from the hydroaromatic groups in the solvent, resulting in a reduction in the molecular weight of the coal. In the absence of donor groups the radicals combine to form an insoluble high molecular weight product(4). From studies of the kinetics of these reactions it has been shown that the formation and stabilization of the radicals is rapid at temperatures around 400°C(2,3). The dissolution of the depolymerizing coal is, however, relatively slow and the need to ensure complete dissolution in order to achieve a high extraction restricts the selection of digestion time(5). Further, it is important that digests do not contain depolymerizing coal as it may re-form under the applied stress in the filter cake inhibiting flow through the bed and resulting in low filtration rates(6).Thus, in practice relatively long digestion times are generally required in order to ensure complete dissolution of the depolymerizing coal, while it is also important to avoid depletion of the hydrogen donor groups in the solvent which would lower the rate of hydrogen donation to the coal and thus reduce the extraction yield and adversely affect the filtration(7). Clearly it is desirable to optimize the digestion time and temperature with regard to the extraction yield and filtration properties.The precise control of the distribution of products from the hydro-cracker is important for the composition of the recycle process solvent. The principal functions of the solvent are to provide a source of donatable hydrogen and a vehicle for the dissolution of the depolymerizing coal. Hydrogen transfer from the solvent, achieved by the conversion of hydroaromatic to aromatic groups, stabilizes the radicals formed by thermal cleavage of some of the bonds in the coal resulting in a progressive reduction in the size of the coal molecules(8,9) and dissolution in the solvent. The combination of radicals would result in the formation of insoluble material and a reduced extraction yield of the coal(4). Thus to achieve a high extraction yield the solvent should contain sufficient hydrogen donor groups to prevent extensive radical combination. The composition of the solvent should also be controlled to allow dissolution of the depolymerizing coal and to prevent precipitation of this material during the subsequent processing of the coal digest and extract solution. "Real-time, on belt analysis of minerals is becoming increasingly important and critical in modern operations, especially in the mine-to-mill. Prompt gamma neutron activation analysis has long been utilised for real-time elemental analysis in bulk materials, with Scantech's GEOSCAN being the instrument of choice in the minerals sector. Working in the minerals space for 15 years, the GEOSCAN has been successfully implemented in a wide range of minerals applications including iron, copper, lead-zinc, manganese, phosphate and more, and it caters for the very high demands and increasing requirements of a contemporary processing facility. An area of focus has been on increasing the analysis frequency to allow for rapid analysis results with the same high degree of accuracy typically expected of the GEOSCAN. This paper discusses the underlying research and technology that has enabled such rapid analysis and presents a range of examples using a thorough statistical approach on real production material, demonstrating achievable accuracy over a short analysis time, and dispelling common myths about the speed of the technique. Potential applications are discussed to conclude the paper.INTRODUCTION Technology and the information it can provide plays a critical role in the evolving modern mineral processing landscape. The importance of technology to analyse various features of ores and concentrates being processed is obvious, and recent years has seen the advance of numerous technologies to provide a variety of real-time measurements on conveyed material flows. Metallurgical characterizations of the collective (Cu/Mo) and selective flotation plants were carried out in Minera Los Pelambres, Chile. The selective plant allows the valuable minerals of Cu and Mo to be separated. The evaluation involved two surveys consisting of metallurgical sampling as well as residence time distribution (RTD) measurements to determine load distribution. The RTD data were obtained in real-time by means of the radioactive tracer technique. In addition, metallurgical data was reconciled and supported by effective residence times. In the collective plant, a performance comparison of parallel rougher circuits was carried out, which included a bank of six mechanical cells of 250 m3 and banks of nine mechanical cells of 130 m3. In the selective plant, the Cu and Mo evolution along the plant was evaluated. The results in the selective plant allowed for performance evaluation of mechanical and pneumatic cells in primary flotation. In both plants, mineral losses were evaluated and their relationship with circuit configuration (cell types and circuit layout) was determined. The metallurgical characterization was a powerful tool to evaluate circuit performance and to detect improvement opportunities at industrial scale.

In the year 1992, T.A. Utigard published a paper titled "The measurement of the heat-transfer coefficient between high temperature liquids and solid surfaces." In that work, he instrumented an agglomerate of materials with thermocouples to infer the heat transfer coefficient of a high temperature liquid on a solid. The purpose of that research was to help in the design and operation of metallurgical reactors. Since that time there have been many researchers that have worked to characterize heat, mass, and momentum transfer phenomena in high temperature metallurgical processing operations. This paper presents results from the author’s experience with instrumenting thermocouples in copper elements coated with carbon to infer velocity of high temperature liquid metals. It also presents a methodology to determine velocity of a high temperature liquid by inferring the local heat transfer coefficient at a solid-liquid interface

"Hot-dip galvanizing is a common procedure used to protect structural steels from corrosive environments. However, in a construction project involving welded structural steel platforms by a Canadian steel structures company, numerous connections were found with large cracks in the welded corner joints and T-joints after galvanizing. Historically, in other similar projects by the same industry partner, cracking did not occur making this an unforeseen and new phenomenon. The project explored the mechanical properties of the base material, the thermal stresses induced by the hot-dip galvanizing, and the fracture surface of the cracks. A key feature to note, the fracture surface showed intergranular cracking with no plastic deformation. Lab testing showed the base material exhibited intergranular brittle behavior when heated and fractured at the galvanizing temperature. The transition to a brittle fracture mode is due to temper embrittlement and the segregation of elements in the grain boundaries.INTRODUCTION Galvanization is a common practice for protecting steel structures from the corrosive environment. Hot-dip galvanizing is the most common approach to bonding the zinc layer to the steel, and it is highly cost effective. In the case of welded structures, it is common to do the hot-dip galvanizing process after welding. This is so the protective layer can be applied to the structure as a whole and over the welds. In a recent construction project carried out in industry, a steel frame platform structure measuring approximately 3 m x 7 m was galvanized after welding fabrication. The structure was built of CSA G40.21 350W and CSA G40.20/G40.21 300W plain carbon steels and welded using a metal core arc welding process for the flanges and a flux core arc welding process for the webs of the beams. Due to their size, the platforms underwent a double-dip galvanizing process meaning half of the structures were submerged in the molten zinc path while the other half was exposed to the ambient air. This was repeated for the remaining side. Shortly after the galvanizing process was completed, numerous large cracks were found in the welded joints. Given there was no history of weld cracks after galvanizing in previous similar frames that were double dipped, this failure posed a new and curious problem."

"The Orostar and Scadding were two small gold mines owned and operated by Orofino Resources Limited. Conventional statistical treatment indicates an identical arithmetic mean grade of 0.22 oz/T Au for both mineable reserves. Further, the deposits are both shown to have cut weighted average reserve grade of 0.21 oz/T. Orostar mined out at 0.206 oz/T and Scadding at 0.156 oz/T Au. The combined exploration and development database contained 1394 fire assays, more than enough for statistical confidence in a normal distribution. Therefore this study was initiated to determine, if possible, why the mill head grades were lower than the averages and to experiment with several methods to determine whether a reliable statistical mill head grade estimation method would emerge. Despite the identical reserve grades, distinct differences in the grade distribution histograms are present. By studying the arithmetic and log-normal grade distributions, with some attention to South African practices, this paper reports on those differences which may account for the considerable divergence in the mill head grades. Furthermore, this study casts considerable doubt on the industry standard method of cut weighted averages.The global mill head grades of the two deposits have been derived from the arithmetic average grades by graphic means. This precise method of mill head grade prediction, if applied to complex orebodies, could permit selective grade control and result in direct cost savings by allowing the operator to detect false value stopes, benches or levels and emphasize reliable regions of not only gold mines, but also uranium or base metal deposits."

"Gentlemen, one week ago, I attended the University of Minnesota's Annual Symposium on Mining, in Duluth. A good part of this symposium was dedicated to mill linings of rubber.At this symposium, three mining companies published results from long time full scale tests with rubber linings in mills at four different mines. These were the Republic and Empire Mines of Cleveland Cliffs Iron Company, the Groveland Mine of Hanna Mining Company and the Eagle Mountain Mine of Kaiser Steel Corporation. These papers will be printed in due time and I will not endeavour to relate their full contents, let me only say that in three of the plants, the linings were found to be very economical compared wi.th steel, and that these three are converting over completely to rubber linings, while the fourth, Empire Mine, reported no economical results as far as the shell lining goes, whereas the grates showed promise of becoming economical. The authors of the Cleveland Cliff's paper, however, stated that design improvements in the rubber lining possibly could result in an economical lining also for Empire Mine.That rubber linings in mills, in most cases, show better wear life than steel linings, is known by most of the audience. But, one thing that has not before been disclosed by the endusers is the effect of rubber linings on the grinding economy. All three papers mentioned above reported no change in capacity or grind and two of them reported a decrease in power consumption per ton ground. Hanna Mining reported an average decrease over a three year period for one mill of over 10%. This, of course, puts the economy of a rubber lining in a completely new light. Finally, a point of interest at this meeting was that all three papers emphasized the design aspect, Thus the industry has acknowledged what I believe to be a very important fact - the design of a lining is often more important than the material it is made of."

"The Quebrada Blanca Copper Mine is an open pit copper project located at 4200 m elevation in the Chilean Andes. The deposit is a world-class supergene enriched porphyry with a mining reserve of 89 Mt of 1.3% copper. The supergene zone will produce 6.3 Mt of ore per year for more than 15 years to produce 75 000 t of cathode copper per year.This paper will review the project geology the computer model ling of the deposit, the mine planning process and the property production scheduling. With copper production .fixed by the onsite electrowinning capacity, the planning and scheduling aspects to optimize the project NPV will be discussed. Some of the logistics, equipment. personnel and process difficulties of operating a mine at 42()() m elevation will also be described. IntroductionProject DescriptionThe Quebrada Blanca Copper Mine is an open pit copper project located in the northern part of the Chilean Andes. The project is based on the supergene enriched portion of a porphyry deposit which has a mining reserve of 89 million tonnes at 1.3070 copper. Below the enrichment blanket, the protore represents a further resource.All ore will be leached, the higher grade material will be crushed and stacked for thin layer heap leaching, and the lower grade and oxide material will be dump leached as run-of-mine material. Solvent extraction and electrowinning will be used to produce 75 000 tonnes of cathode copper per year. Power will be supplied by a 40 MW on-site diesel generating plant with the waste heat being used for process heating. The leaching operation will operate in excess of 15 years and may be followed by open pit mining and conventional ore concentration of the underlying primary sulphide mineralization.Because of the dry location water will be piped 37 km from a ground water source at the Salar de Michincha. Water requirements will be approximately 1.5 million m3/year. The operation will eventually employ approximately 550 people on a 7-day-on, 7-day-off rotation with two twelve-hour shifts per day with an on-site camp. Busing will be provided to the port city of Iquique."

"The material presented in this paper will be subject to modification as new data become available, but it is presented in the hope that it will inspire more intensive mineral exploration and geologic studies of what appears to be one of Canada's richest mineral provinces. A metallogenic province 400 by 150 miles in extent, lying mostly northeast of Tintina trench, encompasses most of the base metal deposits of Yukon, as well as deposits of other metals. Its main features are northwesterly trending arcuate fold belts, with several orogenic axes, which include most of the metamorphosed rocks, granitic intrusives and mineralization; and which are modified by regional uplifts, northwest-striking fault trenches, and lesser transverse folding and faulting.The main base metal occurrences and their regional controls are summarized briefly. Most of the replacement-type deposits are localized in late Proterozoic to early Paleozoic rocks, particularly Lower Cambrian -probably because these are the most physically and chemically favourable hosts encountered in an appropriate temperature and pressure environment; perhaps because of early age of deposition. Most of the deposits also occur near heat sources or intrusives with associated structural uplift, which has, moreover, served to expose the older rocks. They also tend to occur near known or suspected regional fault trenches, such as Tintina, Macmillan and Hess, although this relationship may be fortuitous. In detail, they may be localized in fold axes, flat-lying beds or other appropriate structural traps. Vein-type deposits are fracture-controlled and localized by dilational localfties, the competence of wall rocks and ""damming"" effects.In the Anvil district, large stratiform iron-zinc-lead replacement deposits lie parallel to gently plunging flex-ures in phyllite in a zone parallel to the Tintina trench, along the southwest flank of the arch-like Anvil batholith. About 80 million tons of massive sulphide ore probably existed before erosion of the Faro orebody, the Vangorda deposit could have been of similar magnitude before erosion and much more tonnage probably remains to be discovered in the district. The Anvil deposits may differ from others found to date in Yukon, but resemble the Sullivan orebody of southeastern British Columbia in their large size, localization in essentially non-limy peptic to arena-ceous host rocks of Proterozoic or early Paleozoic age and proximity to the Rocky Mountain -Tintina trench sys-tem. These features suggest an origin from primordial subcrustal sources.More major ore deposits, not only of lead, zinc and copper but probably of other metals as well, will no doubt be found in similar environments in Yukon or Alaska. Thus, the base metal province of Yukon offers challenging opportunities for prospecting, development, field studies and basic research."

Kemess South Mine ended operations in March 2011. Final reclamation works began during operations in 2008 in anticipation of closure. The focus of reclamation during mine operations was on the inactive areas of the tailings dam, waste rock dumps, and expended borrow areas. The general reclamation strategy for the Kemess Mine site marries long-term erosion control with successional reclamation principles. For disturbed areas, this requires application of growth media, proper preparation of surfaces, and introduction of native pioneer plant species to initiate successional processes of recovery. Tailings are retained behind an earthfill dam of approximately 140 m in height, with a crest length in excess of 1 km. Reclamation activities at the dam have included placement of growth media, specialized surface preparation and construction of diversion ditches. The final closure spillway is currently being constructed, with completion scheduled for summer 2011. The two main waste rock dumps contain segregated non-acid generating (NAG) waste rock and potentially acid generating (PAG) waste rock. Resloping of the NAG dump for long-term stability commenced in 2009, followed by placement of growth media and ground preparation. The PAG waste rock will be fully relocated into the expended open pit for final, permanent subaqueous disposal.

"IntroductionThe Kitsault molybdenum mine is located 600 m above sea level on Lime Creek at the head of the inlet of Alice Arm, 140 km northeast of Prince Rupert, British Columbia (Fig. 1). The area of the mine is characterized by rugged topography and deeply incised creeks which drain into the Portland Canal - Observatory Inlet fjord system. Access is by air service or boat from Prince Rupert, or by secondary road from Terrace.HistoryThe deposit was first staked in 1911, at which time the main feature of interest was a polymetallic vein with values in silver located southeast of the molybdenum deposit (Woodcock and Carter, 1976). Turnbull (1916) was the first to describe the extensive zone of crisscross quartz stringers with Mo~ on the banks of Lime Creek which, although it clearly had the potential to contain a major deposit, was not then believed to be of commercial value.Following sporadic work through the 1920s and early 1930s, the ground lay idle unti11959 when Kennco Explorations (Western) Ltd. commenced a program of systematic diamond drilling on the stockwork-type mineralization adjacent to Lime Creek. In late 1964, Kennco announced the presence of an orebody of 36 million tonnes averaging 0.230Jo Mo~ which was to be put into production at a rate of 5450 tonnes per day under a new subsidiary, British Columbia Molybdenum Ltd., at a forecasted capital cost of $20 million (revised to $30 million).Between January 1968 and April 1972, 10.4 million kg of molybdenum were produced from 9.3 million tonnes of ore, at an average mill recovery of 90%, and with an average mill head grade of 0.206% Mo~. The ore was mined in an open pit with a waste to ore stip ratio of 1.5 to 1. The. operation was terminated in 1972 due to weak molybdenum prices and escalating costs.In May 1973, the deposit was purchased by Climax Molybdenum Corporation of British Columbia, Limited and in 1979 transferred to affiliate Amax of Canada Limited. In early 1979, following completion of detailed feasibility studies, Arnax commenced construction of the 10 900 tonne per day Kitsault mine and mill complex based on a mineable open pit reserve of 95 million tonnes at an average grade of 0.192% Mo~, sufficient for a mine life of 25 years. The original capital cost estimate was $143 million; it subsequently escalated to approximately $200 million."

"Automatic driving at high speed of an underground truck was tested at Brunswick mine in September 1995. Modifications to the truck included: a remote interface to control actuators, front and back video cameras to follow a roof mounted optical guide and proportional hydraulic controls on the steering.The mathematical model of the hydraulic system was adjusted using least square regression. The steering data, used in calculating the regression parameters, were acquired from the moving truck. The automatic steering control used three measured variables: lateral deviation, angular deviation and steering angle. Lateral deviations are obtained using the cameras, which are in continuous view of the guide, while steering angles are acquired from an extensiometer placed at the articulation point of the vehicle. Gain scheduling was used to compensate for vehicle speed and available hydraulic flow. Non-linear characteristics of the modeled hydraulic system were offset using open loop compensation.Speeds up to 23 km/h in forward direction and 13 km/h in reverse were achieved deviaduring continuous testing along one of the mine’s production drifts. Proportional steering was essential in achieving high speeds, as it enabled more precise positioning of the vehicle’s steering direction while reducing the abuses on cylinder and cylinder pins via diminished oscillations about the optical guide at high speeds."
