The southern portion of the Swan Coastal Plain, a geomor-: phological element formed since late'Tertiary times, contains commercially exploitable accumulations of ilmenite, zircon, rutile'and monazite associated with a series'of raised'shorelines. The hazard posed by underground mine fires is illustrated in the first part of this paper by means of a review of experiences in four mining countries over the last three decades. This brief review indicates that while much progress has been made generally in preventing fires and providing means of protection to miners, the possibility of disasters occurring must continue to be regarded as very real. Based upon recent investigations by the South African mining industry, an integrated strategy for providing protection to personnel in the event of a fire is outlined in the second part of the paper. The main, complementary, elements in this strategy are the prevention of ignitions, the limitation of fires, provision of protection systems and equipment, training for emergencies, and effective implementation of safety measures. Some comments are made on important aspects of these elements and on possible further developments.

 Increasing concern about the impact of alluvial mining discharges on the water quality of some West Coast rivers lead to a joint West Coast Gold Miners Associate, Trade and Industry funded study by Water Technology (NZ) Ltd. The objective of the study was to assess the treatability of West Coast alluvial gold mining discharges and to develop simple treatment systems which could be effectively adapted to a variety of sites in the region.   The approach was to apply standard water treatment techniques to field situations using low cost technology. Initially the various types of alluvial gold mining operations were identified then after preliminary site investigations and laboratory studies were carried out, site pilot plants were set up. The results of the trials particularly those using chemical aids were encouraging and it was found that chemical aid performance was largely dependent on the degree of mixing at and downstream of the chemical addition point. Design alterations to settling pond configurations in conjunction with optimised chemical addition yielded dramatic results in the form of reduced effluent turbidities.   A generalised approach to effluent treatment was developed and some of the specific 'mix and match' requirements were identified for different types of sites. The general conclusion is that improved physical treatment combined with good plant management and operation and (where necessary) chemical treatment, will produce water of acceptable discharge quality.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

In this paper is given a general description of the Black Star copper orebody, its relation to the lead orebodies and the controlling factors in the mineralisation.Copper ore, in the form of chalcopyrite, was first noted at Mount Isa in 1930 during the surface drilling campaign to prove the downward continuation of the silver-Iead-zinc orebodies.Details of the occurrence are set out in table 1.Other sub-commercial widths were also disclosed and examination of these occurrences showed that commercial mineralisation could not be expected within 800 ft. of the surface. It was therefore decided that further exploration was not warranted until underground workings had advanced to this horizon.Detailed surface mapping showed two small outcrops of the host rock of the copper orebody. One occurrence, 50 ft. x 75 ft., was of quartz, with leaching suggesting former dolomite. Another outcrop, further north and west of silicified shale, with low grade oxidised copper, has recently been found. Over the last ten years at Risdon, zinc production capacity has almost doubled. This has resulted in modifications, many of which have affected zinc deposition operating conditions in the cells. Some of these changes appeared to have affected average current efficiency to such an extent that a special investigation was initiated, using multiple regression analysis to assess historic cell unit operating para- meters. The study highlighted the importance of certain parameters in maintaining maximum current efficiency for zinc deposition from !Risdon purified solutions under conditions of !changing current density, acidity and zinc con- centrations. Maximum current efficiency was obtained only within a zinc to acid ratio in cell electrolyte of 0.45 - 0.55 and a residual zinc concentration greater than 48 g.1-1, irrespective of actual zinc concentration or The investigation also established: ieters giving minimum power consumption at termined current density; the effect of ntration changes in common impurities on nt efficiency; the existence of high s of some impurities in solids precipit- in the cells and pure solution tanks.

What is the best circuit to comminute primary crusher product to make beneficiation feed? Finding the best circuit to crush and grind minerals to beneficiation sizes is a complex problem that can lead to interminable discussion. Conclusions reached can be questioned. This will continue as long as the technology of comminution continues to expand, and is a mixture of many technical and economic factors in what is not a precise science. Laboratory and pilot plant procedures now exist that can help process engineers make sound decisions on which circuits are the best for crushing and grinding the specific ore being studied. It is the aim of this paper to discuss such procedures so a better under- standing of key decision parameters is avail- able, and to update comminution testing which has seen a. period of change in which new procedures have been introduced.

The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

Corporate governance has never been more topical. A glance at any major newspaper or business publication will reveal a litany of corporate failures based upon the governance of the organisations involved (eg Byrne, 2002; Hayes, 2002; The Economist, 2002). The increased compliance requirements and speculative nature of our industry means that corporate governance systems are, if anything, more important than in the general business community (Arthur, 2001). Rather than focus exclusively on the contribution of governance to corporate failure within the mining industry, however, our objective in this paper is to examine how boards can add value to the corporations that they govern. In order to highlight how a board can add value to a company, we commence by outlining the role of the board in the modern corporation in general and the mining industry in particular. We then introduce the concept of shareholder value and identify the steps on which a board needs to focus to enhance shareholder value through value tracking processes. Our discussion pays particular attention to the importance of organisational culture to the companyÆs activities and utilises three case studies from the mining industry. We conclude with an overview of what mining boards can do to enhance their culture and drive performance changes for the benefit of the companies they govern.

The correct selection of equipment to use in a mine is a problem which constantly faces the mining engineer. In some cases a wide choice of equipment with different operating characteristics is available. If this equipment is to be used to assist in moving the ore it may be possible to build a computer simulation model to predict how it will perform. Typical problems that lend themselves to this type of analysis are presented. The computer models are constructed using a recent form of the GPSS computer language, namely GPSS/PC for the personal computer. This language allows the programmer to construct models in a very short time and at a low cost. Of great importance is the easy way in which it is possible to change the models to answer any of the "what if?" questions the engineer may pose.

"An extensive research program has been undertaken over recent years to reduce the risk of fires and explosions in underground coal mines. The research projects have integrated extensive field studies and computational fluid dynamics (CFD) models of goaf gas flow behaviour to develop optimum proactive strategies to prevent and control spontaneous combustion and fires ingoaf areas. The research has developed a fundamental understanding of the air and gas flowbehaviour in goaf areas and provided a detailed understanding of the eff ects of various geological,ventilation, operational and inertisation design parameters on goaf gas distribution. The researchinvestigations have also provided a better understanding of the flow behaviour of gases from the heating in the goaf areas and the effect of various gas and spontaneous combustion controltechnologies and strategies. Field studies conducted at a number of underground coal mines have shown that the proactive strategies were successful in reducing oxygen ingress into the goaf areas and in reducing the risk of fires and explosions in the underground coal mines. The results of various research investigations and guidelines for reducing the risk of fires and explosions in underground coal mines are presented in this paper."

Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

The laws of detonation wave velocity variation in propagation process along the charge under channel influence are investigated widely in this paper. The result is obtained by blasting experiments. Bore hole is simulated by plastic tube or steel pipe (with outer diameter 45 nun, inner diameter 40 or 41 mm). Blasting experiment is carried out with a cylindrical charge of 32 mm diameter. The author analyses the characteristics of energy distribution along the charge under above-mentioned conditions. Reasonable initiating position and initiating direction are also analysed. A double-direction initiating method which consists of several initiating charges is put forward. The blasting effect of this initiating method when used in underground mining is stated out.

Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

The 6000m long King Headrace Tunnel will be driven through hard Owen Conglomerate in the Eastern third and feldspar porphyry in the Western two thirds, with the anticipated hardness up to 350MPa unconfined compressive strength. Since the Commission had not driven a long, large diameter tunnel for some twenty years, major research was undertaken to assess the current tunnelling trends. Tunnel boring machines were compared with drill and fire equipment. Rail equipment was compared with rubber tyred equipment. Tenders were called with tenderers invited to submit alternatives if desired. Commissioning and production excavation using the equipment is discussed with the final conclusion being that the individual items of equipment purchased combined to make an efficient hard rock drill and blast system capable of progressing through all rock conditions likely to be encountered on the King and Anthony Schemes.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. In this way, they will develop it and improve results after the outside help has been withdrawn INTRODUCTION In early 1979, PA proposed a programme to improve engineering availability of the Mt. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). The ore truck workshop was also responsible for 75 tonne trucks used as water trucks and general purpose vehicles. The need for action was clear. The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.
