The future of the Tasmanian mineral industry can only be estimated from a knowledge of the past, and armed with this knowledge an orderly plan for the future can be developed. Brief mention is made of the major historical developments through to the present day, with past and future development areas clearly mapped. Areas of importance which have been discussed are divided into the mining of metals, fossil fuels and non-metals; and the process- ing and extractive industries. Discussion then follows on the current general non-insular pressures on the mining industry, the energy crisis, scrap, world shortages, new techniques, inflation, and the effects of exploration on the environment. This is then followed by a discussion of the advantages of Tasmania as a mining state and a cataloguing of the present exploration and some possible areas of future development. From this a suggested plan emerges for the future development of the Tasmanian mineral industry, to incorporate the latest technological advances and by planning to meet the challenge of survival and growth in a turbulent environment.

The New South Wales Department of Mineral Resources objective is to use data and information to undertake a detailed analysis of incidents and accidents to identify risks so that the predictable can be foreseen and avoided. The Department of Mineral Resources has established a computerised database called COMET (COmmon Mines EnvironmenT) to capture information on accidents incidents, inspections, audits and accreditation in improving safety and environment performance. This data together with data from Coal Mines Insurance and WorkCover NSW is being used to provide trend and comparison information. The NSW Injury Risk Management Research Centre at the University of NSW has been engaged by the Department to collate and prepare a detailed analysis of the data. Through this process, five areas have been identified for further research. These being: electrical energy, mechanical equipment, work environment, hours of work, and contractors involvement accident and incidents. The paper covers: the establishment of a mix of performance measures for the industry to indicate whether the safety performance is improving; the provision of data to provide useful comparisons and benchmarks against which companies can compare performance; the development of positive performance measures; the findings and outcomes of the detailed analysis of electrical energy; shocks; the provision of information to industry; an outline how the data is being used to determine departmental; operational priorities; and future plans to undertake research into the other areas identified.

The object of this paper is not to describe any particular type of engine in close technical detail but rather to give a general picture of past and present practice in this important section of the industry. The subject involves the study of almost 600 years of coal mining history which has fluctuated from stagnation to extremely rapid progress.Up to the year 1300, coal was obtained from outcrops and exposed beds, but this easily worked source soon gave out, so by that time shafts had to be sunk to the coal seams, and coal mining proper commenced its career.These early shafts were very shallow, and winding equipment was not a matter for much concern. Raising coal was generally achieved by human labour, which was called "coal bearing." Coal was loaded into baskets. strapped to a man's back, and carried from the underground workings to the pit bottom. The unfortunate individual then climbed ladders to the top of the shaft, unloaded the basket, and descended the shaft for the next load. Men, women and even children, were employed as the mine expanded, and were generally bound to the colliery for life, performing daily work which would now be regarded as slavery. This primitive method of raising coal to the surface was slow, inefficient and highly dangerous, yet for want of a better method it continued until in 1602 it isrecorded as having been abolished in Wales, one of England's great coal districts. It was not until 100 years later, however, that it was abolished in the northern coalfields, and the colliers were freed forever from their dreadful life.WINDLASSThe first step towards winding coal was the introduction of the windlass. The Taharoa ironsand deposit is 1600 hectares in size and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The sand predominantly contains heavy mineral-rich sediments, quartz, and feldspars. One hundred and two samples were collected from all areas of the mine, from the stockpile, black sand areas, tailings and Te Akeake Sands. Samples were collected with the primary focus on the next predicted mining path and secondly on gaining a good geographic spread throughout the mine. All samples were analysed for the dry, wet and particle density, the porosity and the magnetic, non-magnetic and clay minerals content.Stockpile samples had an average magnetic mineral content of 92 percent. Dry, wet and particle density values for stockpile material exceed all values from untreated ironsand samples with average values of 2.8g/cm3, 2.9g/cm3 and 4.4g/cm3 respectively. Black sand samples from the mine came from various areas such as the central area, the forest, the southern area and the benches. All black sand samples are remarkably consistent, with dry and wet density values between 2.3 û 2.5g/cm3 and particle densities that range from 3.7 to 3.9g/cm3. The porosity values are comparable to all other areas of the mine (average 37 per cent). The tailings and Te Akeake Sands have different physical properties due to their different mineral contents. The dry, wet and particle densities are all lower than that of all other areas with averages of 2.1g/cm3, 2.2g/cm3 and 3.3g/cm3 respectively. These lower values reflect the lower magnetic mineral content (average 18 per cent) and the associated increase in non-magnetic mineral content (average 78 per cent).

Over a 4 hr period of steady plant operation samples were taken at regular intervals from points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc, and gangue minerals, size by size throughout the whole circuit.Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments showed that the main grinding circuit had some reserve capacity.In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 microns had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slow floating and were responsible for approximately half the lead losses in the final zinc concentrate and one-third of the lead losses in the final tails.All sizes of zinc values between 100 mesh and 7 microns floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the minus 7 micron fraction.The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

To provide suitable backfill material for the cut and fill mining method being used to extract ore from the C.S.A. mine, flotation tailings are deslimed in single stage cyclones. The sand fraction is stored on the surface in unagitated storage bins before being pumped underground, while the slime portion is thickened and pumped to a residue dam. Design and operating details of the sand preparation and storage sections are given.The initial preparation of a stope for filling, consists of laying percolation and decantation drainage pipes on the sill floor. Preparation for fllling of subsequent lifts consists of rearing up the ventilation pipes at the ends of the stope, preparing the decantation system, and building a barricade or wall. The fill is carried to, and discharged into, the stope through 4 in. diameter pipes and filling of any section is carried out 24 hr/day normally without supervision. The fill is retieulated underground to the 1200 ft level through rubber lined pipe installed in the upcast shaft. Boreholes of 3 in. diameter drilled from the1200 ft level convey fill to the 1800 ft level. The mine drainage system is basically designed to handle the water associated with hydraulic filling. A system of primary and secondary sumps has been installed to handle the percolation and decantation drainage from stapes and to allow settling of fines before the water is fed to the main pump station.A programme of investigation into the properties of the emplaced fill is in progress. Results to date indicate that the fill as presently placed and drained, will not cause any problems in the mining of vertical orebodies by cut and fill methods for lifts in excess of 300 ft.

Nickel-iron sulphide mineralization at Nepean, Western Australia occurs within a small Archaean greenstone outlier in granite south of the main Coolgardie greenstone belt. Individual sulphide ore bodies are situated near the foot- wall contact of simply-differentiated en echelon ultramafic sills that have intruded a sequence of sulphide-bearing metasediments and amphibo- lites. The paper describes a detailed section through the No. 2 ultramafic sill and its associated sulphide ore zone, which gave Metals Exploration N.L. the first significant nickel discovery in the Nepean area in 1968. The sill is variable in thickness up to 30 m along a strike length of 600 m, and is truncated to the north by pegmatite intrusion and pinches out to the south. The body has border zones of pyroxenetic composition, now represented by felted aggregates of chlorite and amphibole, and a central peridotitic core in which olivine and orthopyroxene are concentrated towards the base. Textures within the peridotite are dominated by large lath-shaped olivine grains and their serpentine pseudomorphs, which delineate triangular areas composed of talc, chlorite, and amphibole. Orthopyroxene occurs in large ovoid patches and is often replaced by Talc.

Ordinary kriging and non-linear geostatistical estimators are now well accepted methods in mining grade control and mine resource estimation. Kriging is also a necessary step in the most commonly used methods of conditional simulation used in the mining industry. In both kriging and conditional simulation, the search volume or ækriging neighbourhoodÆ is defined by the user. The definition of this search can have a very significant impact on the outcome of the kriging estimate or the quality of the conditioning of a simulation. In particular, a neighbourhood that is too restrictive can result in serious conditional biases. The methodology for quantitatively assessing the suitability of a kriging neighbourhood involves some simple tests (which we call æQuantified Kriging Neighbourhood AnalysisÆ or QKNA) that are well established in the geostatistical literature. The authors argue that QKNA is a mandatory step in setting up any kriging estimate, including one used for conditioning a simulation. Kriging is commonly described as a æminimum variance estimatorÆ but this is only true when the neighbourhood is properly defined. Arbitrary decisions about searches are highly risky, because the kriging weights are directly related to the variogram model, data geometry and block/sample support involved in the kriging. The criteria to look at when evaluating a particular kriging neighbourhood are the following: the slope of the regression of the ætrueÆ block grade on the æestimatedÆ block grade; the weight of the mean for a simple kriging; the distribution of kriging weights themselves (including the proportion of negative weights); and the kriging variance. Outside of the technical geostatistical literature, there is little in the published domain to describe the nature of QKNA and no practical presentation of case examples. In this paper we attempt to redress this by setting out the calculations required for QKNA and defining some approaches to interpreting the results. Several practical worked mining case examples are also given. Finally some comments are made on using the results of QKNA to assist with block size selection, choice of discretisation and mineral resource classification decisions.

Stratiform lead-zinc mineralization in the Soldiers Cap Group and Kuridala Formation of the Mount Isa Inlier is closely associated with iron-rich sedimentary units or "iron formation", and has many similarities to the Broken Hill deposit in New South Wales. Both the Soldiers Cap Group and the Kuridala Formation have been intensively explored for deposits of this type since the early nineteen- seventies. A mineralized belt of at least eight significant prospects has been identified, of which the Pegmont deposit is the largest and best known example. In most cases the mineralized horizons contain banded galena and sphalerite within a gangue of predominantly quartz-garnet- pyroxene-amphibole rock, sometimes containing a variety of other metamorphic silicates, and apatite. Chemically, the mineralized horizons are distinguished by higher than usual levels of one or more of total Fe, MnO, CaO and P205. Interpretation of patterns of mineral- ization within the belt is based on the Pegmont deposit, where a model of base metal sulphide deposition within restricted basins of iron-rich chemical sediment has been developed (Stanton and Vaughan, 1979). Broadly, the model envisages the deposition of higher grade lead-rich mineralization in the basin centre position, lower grade zinc- rich mineralization in a basin intermediate position, and much weaker copper-rich mineralization in a basin edge position. These three positions reflect a laterally continuous arrangement of silicate microfacies within the original iron-rich sediment.

Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

Flash flotation is a process that is included in many new mineral processing plants as part of the grinding circuit. Some of the valuable minerals can often be liberated at coarse sizes and will remain in the recirculating loads of the mill until they are reground small enough to report to the cyclone overflow. In addition, minerals of high density report to the cyclone underflow despite being fine in size. This can lead to overgrinding and makes the recovery of valuable fines by flotation difficult. Flash flotation is used to remove the readily floated coarse particles as early as possible and can therefore prevent overgrinding. It thus has the added potential to improve materials handling of the concentrates in such processes as filtration. The merits of including flash flotation within an integrated comminution-conventional flotation circuit is not easy to determine experimentally. Simple batch flotation tests are unable to provide any measure of the possible or probable improvements that are likely to occur from this circuit configuration. As a consequence expensive pilot plant programs are resorted to, to provide the information that will justify the inclusion of flash flotation into a comminution-flotation circuit. Those who have been involved in such pilot plant programs will know of the difficulty in stabilising the circuit as well as selecting the appropriate operating parameters (eg amount of concentrate to be removed in both the flash flotation and conventional flotation circuits). The interactive nature of this circuit (grinding, classification and flotation) is the root cause of these difficulties. Computer simulation, based on information derived from laboratory batch test work or plant and laboratory data, offers an alternative means by which an initial assessment of the merits of a flash flotation circuit can be determined. It can also provide the basis and focus for pilot plant testwork. Recently MacKinnon, Yan and Dunne (2003) developed a model that allows the performance of a flash flotation to be obtained within a closed circuit grinding operation. This paper provides details of an extension of this model to incorporate the interaction of flash flotation on the downstream conventional flotation circuit and allows æwhat ifÆ scenarios to be explored. Details of the laboratory batch test work methodology and the pertinent data derived from these tests that are used in the models and simulation are provided.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

Petroleum exploration in the Australian arid zone has been proceeding at an ever-increasing pace, subject to financial fluctuations, since the 1960's. The impacts of petroleum exploration in the arid zone are less than they would be for corresponding operations in. e.g. a forest area: in this context, Australia is fortunate in that its major petroleum producing (and prospective) , basins are offshore or in the arid zone. In addition. the other major sources of impact in the Austrlian arid zone, namely pastoralism, tourism, and rabbits, tend to be concentrated around areas of particular conservation significance, whereas petroleum exploration is not. Despite this, the cumulative impacts of exploration are sufficient to have caused concern to government regulatory authorities and some sectors of the general public. Exploration is now subject to a range of environmental constraints with various degrees of legal enforceability. To enable exploration to continue without public opposition, the industry, and government agencies charged with regulating or supervising it, must demonstrate that the net benefits of exploration exceed net costs, including environmental costs. One particularly simple and cost-effective technique for increasing the net benefit/cost ratio of exploration is to reduce the net environmental costs by minimising and mitigating the impacts, both primary and secondary, of seismic acqisition. This is best achieved by a combination of preventive and restorative techniques: careful line positioning and low-impact (or zero) line clearance, coupled with simple rehabilitation of bladed lines. Line clearance without bulldozer blading - e.g. by rolling or simply pegging and trafficking, perhaps with tracked rather than rubber-tyred vibroseis - is one promising approach currently coming into use. Rehabilitation by grading soil banks ("windrows") back on to bladed tracks, though not yet in widespread use, has proved very successful in the limited areas where it has been applied to date.

Geometallurgical modelling is now a hot topic in deposit evaluation and in optimising mine performance; however, its history is long and varied. Historically metallurgical sampling has frequently suffered from a lack of data due to the cost of producing representative bulk samples. In the early 1990s geometallurgical modelling similarly suffered from a lack of data due to complex, time consuming and expensive sampling techniques. More recently, simple and relatively cheap tests for geometallurgical variables such as hardness, grindability, throughput, SAG power index, bond work index, crushing index, mineral recovery and concentrate grade have become widespread. The cheaper sampling has resulted in relatively large geometallurgical databases. However, most of the geometallurgical variables sampled are implicitly (and incorrectly) assumed to be additive when modelled by traditional geostatistical techniques, often leading to ill-informed and costly decisions. Geometallurgical variables are mostly non-additive so the current geostatistical challenge is to develop new approaches to dealing with this type of data. This paper briefly describes a historical case study of geometallurgical modelling of the George Fisher Pb-Zn mine completed in the mid 1990s, then outlines some of the current misconceptions of geometallurgical data and modelling techniques regularly applied to it, and finally discusses some recent developments in geometallurgical modelling, with examples from a number of current clients indicating the direction forward.

The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. Comminution is the most power-intensive process in the technology for ferrous quartzite concentration. That is why improving comminution efficiency leads to the most appreciable economic effect on the concentration process. The trend towards reducing the lump size of crushed ore before charging the mill is considered to be of major importance in improving comminution efficiency. A considerable number of investigations have been performed in this direction. At the same time, a strong interest is also maintained in the increase of comminution efficiency due to optimisation of process taking place in the mill. Recently, investigations of the power intensity of the breaking process inside the mill have been carried out at the Krivoy Rog Mining Institute. It was ascertained that the routine conditions of comminution at a low mill ball charge ratio resulted in an unnecessarily high power consumption due to the force of impact of falling and milling bodies far exceeding the power required for comminution. For example, the power value for falling balls of 60 - 125 mm in diameter reaches 0.3 kNm, and the force and stress due to ball contact with the lining reaches 60 kN and 250 MPa respectively. These values exceed the force required for comminution by a factor of ten. Analysis of the mechanism of ore particle size reduction during comminution in the ball mill indicates that the size reduction is due to impact load, attrition load, and static load. The efficiency of size reduction is very low. During comminution in the ball mill, impact loads prevail and amount to 85 - 90 per cent of the total load. In this situation, not more than 10 - 15 per cent of destruction is due to attrition.

Zircon is the second in abundance among the heavy minerals occurring in the beach sand along the coastal belt of Bangladesh. In this study a detailed characterisation of Bangladesh zircon extracted at the pilot plant of the Bangladesh Atomic Energy Commission at CoxÆs Bazar has been attempted using chemical analysis, X-ray diffraction and optical microscopy. From the chemical analysis it is found that Bangladesh zircon has a purity of 95.88 per cent. The main impurity in Bangladesh zircon is titanium oxide (3.01 per cent). This is followed by iron oxide (0.42 per cent). A number of other oxides are also found. Microscopic study revealed that Bangladesh zircon has an elongated, prismatic shape with pyramidal termination in about half of the grains while the rest are more or less rounded. Some fractured and irregular grains are also found. Bulk sample of Bangladesh zircon in the as-received condition shows a yellowish brown color. However, individual zircon grains are seen to be almost colourless and transparent under polarised light. XRD study confirmed good crystallinity in the sample. Under the microscope it is found that zircon grains constitute 94 per cent while total impurities amount to six per cent in Bangladesh zircon. This result agrees fairly well with the chemical analysis results. Microscopic study identifies oxides of titanium (both rutile and ilmenite) to be the main impurity, in conformity with the findings of chemical analysis. Further, monazite was also identified as an impurity under the microscope. An iron bearing coating is also found on a few zircon grains. Most of the impurities found in Bangladesh zircon exist as discrete minerals.

ERM Consultants Pty Ltd was established in 1980 for the purpose of introducing a disciplined coal technology and power station planning service, to support Australia's efforts in establishing a major export steaming coal industry. At that time, major coal exploration programs were mounted on more than 50 potential export coal deposits with proven open-cut reserves to export 200 Mt/a of coal. The fact that Australia achieved an export trade of only 30 Mt/a, equivalent to the energy requirements for a population of around 5 million people, illustrates the very small achievement to date. The main reasons for this small export steaming coal growth have been: 1. Failure to convince potential overseas coal buyers of the benefits of coal-fired power generation, and the ability of proper power station design to overcome environmental problems, and achieve reliable operation and long life when burning Australian coals. 2. Failure to promote Australian power engineers to advise on the use of Australian coals, resulting in Northern Hemisphere power station experience dominating in market countries. 3. Failure of governments to draw on privately practising Australian power engineers and coal technologists in technical workshops, presentations and assistance to overseas countries, to ensure that personnel whose business it was to serve the follow-on needs of countries were readily available. The result of these failures has been that: 1. Only a fraction of prospective overseas coal-fired power projects have proceeded. 2. Australia has had no influence in the design of overseas power stations to ensure that potential customers would be confident that Australian coals could be reliably burnt in their boilers.

It may at first sight appear somewhat presumptuous for the writer to attempt to discuss a subject in which he cannot pretend to possess any special scientific training; but a sufficient apology can surely be found in the fact that a very large percentage of the accidents from explosives occurring in metalliferous mines is traceable to the ignorance of the characteristics of these compounds by the miners who have to handle them, and to their deliberate disobedience of the rules laid down for their guidance by the manufacturers, the government regulations, or the special rules of the mines.The only method which promises any possibility of improvement upon these conditions is to substitute reason and understanding for the rule-of-thumb principle which says "you should do this" or "you should not do that." In the one case his own knowledge and intelligence enables the miner to avoid any dangerous practice in the other his inclination prompts him to do anything which will save time, provided he is not found out or at best trusting to his memory to tell him what is dangerous, without the reasoning which makes that memory easy.Another evil of rule-of-thumb knowledge is that, from its very nature, it prevents adaptability, and so we find that old miners, who learnt blasting in the days of black powder, cannot understand why high explosives do not require heavy tamping, or because copper bars are permitted in tamping powder they should not be used with other explosives...
