TWELVE years ago, a meeting of coal-mine operators, mining engineers, oil and gas operators, Bureau of Mines engineers, geologists and state mine inspectors took place in Pittsburgh, Pa. for the purpose of discussing, and solving if possible, the problems in connection with the drilling of oil and gas wells through or near coal mines and through the future coal reserves. Proposed regulations were drafted and presented at that meeting by 0. P. Hood and A. G. Heggem of the Bureau of Mines.1There was considerable discussion of the various articles, practically all of which appear in Bulletin 65, but unfortunately the interest aroused at that meeting was short lived. Practically none of the important coal-, producing states gave the matter the consideration it should have received at that time. REASONS FOR AGAIN RAISING THE QUESTION Notwithstanding the marked progress in, safety work, coal mines still have an unenviable reputation for mine explosions. Our mining laws have become stricter and the enforcement, especially in Pennsylvania, more sternly carried out, but what good will come from a rigid carrying out of the mining laws if some source of danger exists all around the mines, over which the operators have no control? It is hardly necessary to recite all the cases of natural-gas explosions published in Bulletin 65, but with some of them I am especially familiar. In 1912, while making one of my usual Sunday visits to the Miners' Hospital, at Fairmont, W. Va., my attention was called to a patient in a horribly burned condition. He was swathed in bandages so that no part of his face and hands were visible. He had not then been informed that his two sons, mere boys, had died of the burns they had received in the same accident. This explosion was due to natural gas leaking into a country mine at Peora, Harrison Co., W. Va.

The Porcupine gold area, located on the Hudson Bay slope of northern Ontario, has produced over $100,000,000 in gold and has paid more than $28,000,000 in dividends, since the first real production in 1912. The character of the ore has been studied by the geologists of the Bureau of Mines of Ontario, the geological staffs of the operating mines, and engineers commissioned to examine properties there. What information the Government has is free to everybody; the geological staffs of the several properties also give to the visiting engineer what information regarding ore deposition they possess, and the author wishes to express his indebtedness to the geologists of the Ontario Bureau of Mines and the staffs of the operating mines for their free discussion of geological questions. This paper is based on the examination of several properties, various petrographic reports, not only on specimens from Porcupine but from elsewhere in northern Ontario, and interviews with Government and mine staff geologists. The petrographic work has been done by Prof. R. J. Colony, of Columbia University. Geological History The geological history of the district may be summarized as follows: The outpouring of great floods of lava accompanied by beds of tuff, flow following flow; the contacts of different flows can be seen in various parts of the camp. This period mas followed by an uplift and the production of the Temiskaming sediments by erosion. Later, dynamic action turned the sediments and underlying lavas on edge; this was followed by the intrusion of igneous rocks—in the Porcupine area the quartz porphyry, which is of such great importance in connection with the gold deposits. Doctor Burrows says: "The intrusions of quartz porphyry have in some way influenced the deposition or location of the gold but it is not likely the porphyry has been the source of the gold-bearing solutions." This statement of Doctor Burrows I indorse. The formation of non-gold bearing quartz veins followed the intrusion of the porphyry. These veins occur along or near the contact of

THIS paper is based upon 12 years' experience in the Southwest, including three years that were spent in constant traveling as examining engineer for the Phelps-Dodge Corporation. The material was gathered during rather extensive work in Bisbee, Clifton-Morenci, Globe, and Tombstone, and also on short and rapid trips into most of the mining camps and prospect fields of New Mexico, Arizona, the desert country of California, and as much of Sonora as was safe at the time. My methods of observation and my deductions are not put forward as new or scientific; they are simply rough field methods, based upon short notes, rough sketches, and largely upon memory, which I have found useful for coordinating geological data for the purpose of passing quick judgment on mining possibilities in certain districts exhibiting uniform characteristics. The opportunities for observation have been better these last few years than ever before, clue to the unprecedented activity in mining, which has caused the reopening of hundreds of old mines and the starting of even more numerous prospects all over the mining States. POSSIBLE SYSTEMS OF CLASSIFICATION By Geological Provinces There are a number of well defined geological provinces in the territory under discussion, and a study of their individual features is of interest. The following are a few of those that axe most striking in their uniformity. 1. The "Desert province," extending roughly from. Wickenburg, Ariz., to and beyond Barstow, Cal. In its north-south extent it reaches up to the Colorado River and clown into Sonora, but overlaps other provinces. It is characterized by a worn-down basement of schistose and granitic rocks, on which rest remnants of Paleozoic and pre-Paleozoic sediments, including very old limestones. The sediments are disrupted and contorted. Alteration in the mineralized areas is very prominent, especially in the schists and limestones. Cenozoic volcanic rocks, principally of semi-basic composition, have been intruded into this complex and sometimes cover it as lava flows.

One of the most unexpected and unusual mining disasters which have ever been recorded in the Pennsylvania anthracite region, or, in fact, in any coal-mining district, occurred in the northern anthracite field near Nanticoke, Luzerne County, about 10 o'clock on Friday morning, December 18, 1885. This accident caused the death of twenty-six persons, a larger number than had perished in any catastrophe in the anthracite mines since that which occurred at the West Pittston mine in 1871. The Nanticoke disaster resulted from a " cave-in " in the roof of a portion of the Ross coal-bed workings from Slope No. 1 of the Susquehanna Coal Company, by which a large body of quicksand, gravel, rock- and coal-boulders, and water broke through the roof of the mine, filling up a large extent of the workings, until not only the water, but also the rock material, flowed out at the mouth of the mine. Immediately over the point where the "cave-in" occurred, was located a large pile of refuse coal and slate, taken from Slope No. a. After the occurrence of the accident, I made a very careful examination of the ground in the vicinity of the "cave-in," in conjunction with a study of all the maps, sections and other mining data in the possession of the Susquehanna Coal Company, which were placed at my disposal by Manager Irving A. Stearns. The accompanying map, Fig. 1, was compiled from the Company's map, and from special maps made by the Geological Survey under the direction of my assistant, Mr. Frank A. Hill. This map shows the relative position of the mine-workings, the surface features and the "cave-in," and other points to be specially referred to hereafter. THE CHAIRMAN (DR. A. R. LEDOUX).-If there ever was a question in the mind of anybody as to whether there are some mining engineers, I think if they would look in the door tonight they would decide there are. We meet here tonight not only to enjoy a smoke and other incidentals which are permitted us in these days, but with a more serious thought in our minds, because that flag, with its 540 stars, only begins to show the number of our membership that are serving the country. We are thinking of them, and when we consider how many of those men are also citizens of one or another of our allied countries, we can imagine that many are tonight thinking of us and perhaps have received, even at the front, notices of our annual meeting and are wondering what we are doing tonight; so our thought this evening will be going out to them, going out to those of our number who are serving in the khaki or in the blue, or in other activities denied to some of us for one reason or another; but, gentlemen, there is one thing we will do now, we will rise and sing together r the Star Spangled Banner. Gentlemen, not only are American citizens here tonight, not only representatives of our country on the Speakers' platform, but. there are representatives of our Allies, and we are going to have the privilege of listening to one or two of the latter, a citizen of the great British Empire and a citizen of France. The Choctaw coal-field is a direct westward extension of the Arkansas coal-field, but its coals are not like Arkansas coals, except in the country immediately adjoining the Arkansas line. From the base of the coal-bearing rocks up to the top of the coalmeasures, I find a total thickness of at least 8500 feet. This great mass of coal-bearing rocks consists of an alternation of slates, shales, sandstones and coal-beds, with their accompanying under-beds of fire-clay. Only one small bed of limestone was observed. This occurs near the middle of the series; it is about eighteen inches thick, and quite arenaceous. The formation is naturally subdivided by seven or eight thick beds of sandstone, varying from 50 to 200 feet in thickness, the outcropping edges of which form a series of more or less bold " hogback " ridges, the interbedded shales and slate forming the intervening valleys. The base of the coal-series is a massive sandstone, ranging from 100 to 200 feet or more in thickness, lying immediately beneath the Grady coal-bed, which is the lowest known coal. In the district embraced between. the Missouri, Kansas and Texas railroad and the Arkansas State line, this sand-rock usually forms a bold semi-mountainous ridge. This is the ridge through which the St. Louis and San Francisco railroad passes at Bryan station, where the Grady coal-bed is opened and worked, from which point it can be traced westward without difficulty, passing about three miles north of Le Flor on the same railroad, thence west to the " Little Narrows " (which is merely a gap in the ridge), 'and beyond to a point two miles west of the Thompson-McKinney place, where it swings abruptly north for a mile or more, only to resume immediately its westward course, forming for some miles the northern boundary of the valley known as the " Boiling-Springs Prairie," beyond which it trends somewhat

Bolivia does not yet have any production which is being marketed. It does have a potential production, however, from wells which have been completed by the Standard Oil Co. of Bolivia, a subsidiary of the Standard Oil Co. of New Jersey. No other company is active in drilling and development work to date. The total potential production from wells now completed is about 6000 bbl, daily. Wells Completed Completions during 1928 and their initial daily productions. if any, were as follows: Camatindi No. 1, 350 to 1000 bbl.: Camiri No. 1, 500 bbl.; Sanandita No. 3, 100 bbl.; Tatarenda No. 1, dry hole, and Bermejo No. 2, deepened 50 ft. made 1000 barrels. The most striking development of the year was the Camiri No. 1 well which, after just entering the sand, made 500 bbl. per day of 52" B. oil. This well is the northernmost good producer which the Standard has brought in to date. Oil from this well is used without refining in the tractors and trucks of the company. A small topping plant has been installed from which high-grade gasoline is obtained for use in motor cars and some is being produced for the use of air plants stationed at Villa Montes. The results for Sanandita No. 13 were somewhat disappointing since Sanandita No. 2 was rated at about 3000 bbl. Tatarenda NO. 1, located on a large unbroken structure, was drilled to 4000 ft. and abandoned as a dry hole. Bermejo No. 2 was deepened 50 ft. to 2085 ft.. and on a 10-day test averaged 1000 bbl. per day. This well is on the border between Bolivia and the Argentine. Wells Drilling The wells drilling are Camiri No. 2, Sanandita No. 5, Machareti No. I and Bermejo No. 5. This is the smallest number of drilling wells which the Standard has had for several years but is principally due to

PENNSYLVANIA will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., .that Cola Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Vir-ginia and southeast Ohio, gives 25,000,000 barrels. GEOLOGY AND STRATIGRAPHY In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-southwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting.

Nearly all men are too busy with their own affairs to keep informed of the progress in other lines. From time to time we read statistics showing the development in some industry that astonish us; but the feeling of surprise soon fades: to be followed by others that likewise pass away. A short resume of what has been done in one line may be of interest. Down to late in the fifties the ore-product of Lake Superior mas handled over a mule-tram-road to Marquette; now the Duluth, South Shore and Atlantic, the Chicago and Northwestern, the Wisconsin Central, the Duluth, Superior and Western, the Duluth, Mesabi and Northern, the Duluth and Iron Range and the Lake Superior and Ishpeming railroads serve the shippers. Down to nearly 1870 a 700-ton ship was an enormous craft, the loading of which required two days; the unloading being seldom accomplished in that time. In 1871 the largest ore-barge carried 1050 toils and made twelve trips per season. Now the cargoes reach 5000 tons, the loading requiring less than three hours, and the unloading ten hours. Now the mines cover more land than was familiar to even the " timber-cruiser " when the Jackson mine was opened. The annual shipments have grown from a few thousand to 10,000,000 tons, and the ability of the mines to produce is not taxed. Lake-freights are at one-eighth, and rail-freights at one-quarter, of early prices. The deeper waterways, commodious locks and large ships of to-day are in a greater measure due to the movement of ore than to any other cause. Great savings have been made in each detail of each department. The only item of cost that has not been lessened, I am glad to say, is the money paid to men. Mass production methods, although increasingly important for economic reasons, create new hazards, remove many hazards, and improve health and safety by reducing exposure and obtaining better supervision. Such methods must be efficient or be discarded. Skilled workmen are required who must be trained to utilize equipment that replaces picks, shovels, and explosives. The effects of working conditions on the health of workmen have long been evaluated in noncoal mines. Studies and action programs relating to environmental health hazards in the mineral industry have placed particular emphasis on dusts. The anthracite industry is conducting an action program on the problem of dust. Segments of the bituminous industry are now conducting similar investigations. An industrial hygiene survey of coal mining in the State of Washington has been conducted and the results published in 1949. (State of Washington, Department of Health, I. H. Bul letin 4.) Chest X rays were obtained from miners in the six major coal-producing counties. State Health Department mobile X-ray equipment was set up at most large mines. Participation was on a voluntary basis, and response was obtained from 70 percent. Important in successful mining safety programs are training programs for supervisors and workmen alike. These programs recognize that the employe is the focal point in injury prevention and are planned and function around him. During the war, industries had to compete with each other for workers and to obtain and hold good workers, working conditions had to be made attractive. The average age of the mine worker increased, and, contrary to what many expected, mining injury rates decreased rather than increased. To attract competent workers, risks to life and limb, as well as laborious tasks, have to be reduced, and an experienced worker is indispensable for safety. Young men are returning to modernized mines. Mass production methods and equipment are more to their liking; jobs are more remunerative, demand action, and require special training and skill that give them the mark of a craftsman. Such workmen can be taught safe methods.

WHEN examining a coal property it is customary for the engineer to take channel samples at several coal faces. In doing so the extraneous matter, or partings, which can be removed by hand, or mechanically, with the facilities at hand, or proposed, is rejected. Where there is doubt concerning a stratum it is usually rejected from the main sample but part is taken for separate analysis. The samples are forwarded to a chemist for proximate analyses and determination of British thermal units, and, sometimes, ash fusion. Consideration is given all available commercial analyses but frequently the owner presents only the favorable ones. From the results thus obtained a general evaluation is made, monies are loaned or expended, markets are determined, and realization is estimated. In many instances, such grades are not substantiated and it is time we looked deeper for a basis which will prove more practical. Institute committees are working hard on analytic and use classifications and much valuable information has already been assembled and distributed. However, no single grade can be applied to any particular bed or region. Much study has been given the Pittsburgh No. 8 seam, yet that bed is subject to material differences in a single section; i. e., some strata of a face may differ from others in structure and analysis, particularly in sulfur content. From some localities it yields a good carbonization fuel, while in others it is chemically unfit for such use. Traveling south to the Logan, W. Va., field we find the Cedar Grove (Island Creek) seam a hard, gray splint coal. In the same field, and not far distant, the same bed changes, both structurally and chemically, and consists of excellent gas coal. In Illinois the moisture content of a bed may vary greatly in different localities. We have seen mines in which part of the coal is excellent for special purpose use but is spoiled by the product from another part of the same mine.

Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

IN a previous paper1 the author discussed the problem described by the title of this paper, outlining and reviewing the Gish-Rooney method, with comparison and brief analysis of the interpretation techniques of Roman2 and Tagg.3 Some aspects of the simple type of two-layer system were reviewed from various sources.4,5,6 THE TWO-LAYER PROBLEM For the configuration shown in Fig. I, and for any electrode separation A, the apparent resistivity is a function of the relative depth [HA], the overburden resistivity pi, and a factor K defined by the equation [ ] where p2 is the resistivity of the lower bed, Thus, by the known theory of electrical images, [ ] THE MULTILAYER PROBLEM As the number of isotropic, homogeneous, horizontal layers increases, the difficulties of interpretation multiply. The theory becomes much more involved, and in view of the state of our knowledge, the general problem is virtually impossible of exact solution. However, certain types of [ ] multilayer problems can be worked out in terms of two-layer theory. Hummel,7 Pirson,8 Tagg,3 Watson,9 and others have pointed out the possibility of building up approximations of multilayer resistivity curves with suitable combinations of two-layer curves. Many three-layer curves can be constructed in this way to a good degree of accuracy, and special types of four-layer curves can be approximated. It is very likely that as the number of layers increases, the method of combination will not give good approximations except in very special cases, In the analysis of actual field data, the author has found that many obviously multilayer curves can be solved partially with a good degree of accuracy, using the theory that thin adjacent beds may be considered as one layer or zone, and applying two-layer theory to the extremities of the field curve. COLUMBIA UNIVERSITY The Equilibrium Position of A 1.—Some of the most important data on this subject are collected in Table I. Definition of Ae 1.—-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.—In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are : 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformatioil begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings. 3. Because of the extraordinary degree of lag in the immediate neighborhood of Ae 1, as proved by Brayshaw, little weight should be attached even to the most conclusive evidence that the transformation has not occurred on reaching, or even staying at, a given temperature, because that failure to occur may always be due to lag. Evidence that the transformation has occurred, or has even begun, at a given temperature deserves incomparably greater weight. In other words, the temperature may pass beyond Ae 1 without inducing the ' transformation, but the transformation cannot be induced except by

LARGE quantities of fine anthracite with associated impurities are discharged with the waste water from the coal-cleaning plants in the Pennsylvania anthracite region. Furthermore, for many years this fine material has accumulated and formed silt banks. The difficulty of removing the impurities from the fine material and the lack of adequate markets are responsible for the waste of this material. In view of a larger demand for fine coal, mainly for pulverized fuel, the Lehigh Navigation Coal Co. Inc. decided to investigate the froth flotation process for recovery of fine coal from these waste solids. A test plant was constructed and operated for six months during 1942 in order to determine the practicability of recovering coal from the waste water of a cleaning plant (breaker) by froth flotation, and to obtain operating data for designing a commercial plant if the results were favorable. PRELIMINARY INVESTIGATION Before the pilot plant was constructed information was obtained by field and small-scale laboratory tests to serve as a guide in the design and operation of the pilot plant. Size and ash analyses of a representative sample of the material discharged in the wash water from a cleaning plant are given in Table I. [ ] The refuse content increases progressively as the size of the particles decreases. The larger particles (+35 m.) are low in ash content and could be marketed without cleaning. Since these solids are discharged from the breakers with 90 to 95 per cent water by weight, the first step in the recovery of the coal was that of reducing the quantity of water so that water in excess will not have to be handled. Furthermore, it was found that the removal of most of the minus 200 mesh high-ash material was desirable to permit the most efficient flotation of the coal. Classification tests were run and showed that a hydroseparator overflow rate of 12 ft. per hour was sufficient to eliminate much of the minus 200-mesh material while allowing the coarser material to settle and be thickened.

IN discussing the influence of a content of gases on metals and alloys we should probably first consider the physical and chemical conditions under which these gases may be present. By a chemical analysis, such as the total extraction of gases from the liquid metal by melting in a graphite crucible in vacuo, we find only the sum of gaseous chemical elements contained in the metal in any form and no reference is made to the special form under which they have been present previously. CONDITION OF GASES IN METALS In considering. gases in metals we may first turn our attention to gases simply dissolved. Because the solubility of almost, any gas decreases suddenly at the freezing point, most of them are released during solidification, developing rise of ingots and blowholes. If only a little gas is dissolved in the molten metal the size of such blowholes may be miscroscopical, or even submicroscopical, resulting in, a certain reduction of the notched-bar impact test values. Hydrogen is believed to become less soluble as the temperature is lowered and therefore increasing quantities of this gas may be evolved during cooling between the freezing point and room temperature, leading to unsoundness of the ingot at weak spots; i.e., at the grain boundaries. This gas at the grain boundaries probably is present at high pressure and therefore impairs the mechanical properties to a degree similar to that found in the hydrogen embrittlement of copper. Usually we may trace such gases by observing rising ingots, or at least by the formation of a characteristic pattern of small grooves upon etching. Another condition of gases present within metals is that of chemical compounds, the most common being oxides and mostly present as slag inclusions of various kinds. If such oxides are insoluble in the liquid metal and emulsify with it, we find microscopical or submicroscopical slag inclusions distributed homogeneously throughout the metal and spread through the whole mass of the crystals. The milling of silver ores has arrived at a great degree of perfection in the mining districts of our Western States and Territories, and I hare thought the record of the practical results obtained at the present time, in a few of the principal districts, would prove of value arid interest to many of our members, both at home and abroad. An American silver mill is composed, in descending order from where the ore is dumped, of: 1st. A rock-breaker, usually of the Blake or Alden pattern; 2d. The battery of stamps, the number of which varies from 5 to 120, generally in batteries of 5 or 10 heads, so arranged that a single battery may stand while the others are running; 3d. The tanks where the crushed ore settles (if it is a met stamping-mill), or of a drying-floor if the crushing is done dry; 4th. Amalgamating pans ; 5th. Settling pans ; 6th. Agitators or pans in which mercury escaping in the tailings is caught; 7th. Blanket sluices, over which the tailings run, and where mercury and unamalgamated sulplides are saved. A reference to the engravings (see plate), which show one of the latest forms of an 80stamp silver-mill run by a turbine water-wheel, will show clearly the arrangement of the several parts. THE ONTARIO, UTAH, SILVER MILL. One of the best examples of a silver-mill, and at the same time one of the most successful concerns in the West, is the mill of the Ontario Silver Mining Company, near Salt Lake, in Utah. This mill treats the ore from the Ontario mine, ore which at present is very base, being composed of zinc, lead, and silver sulphides and silver chloride in a quartz gangue. This ore has become baser as the mine attained greater depth, though the vein holds its own, or rather increases, both in thickness and richness. (written discussion ?).-The two papers on coal-mine costs and pride fixing that Mr. Norris has contributed to the Transactions possess as much general interest and are of as much value to the coal-mining industry as any papers that have been presented in recent years. Until recently one of the troubles with the coal business, and especially the bituminous branch of it, has been that because of the lack of a uniform system of cost accounting (many operators, I regret to say, not having had any system at all), the industry as a whole may be said not to have known where it was at. The system adopted by the Federal Trade Commission may not be absolutely perfect but it has accomplished something in that it has compelled a uniform method of reporting and tabulating costs giving results of these compilations which are comparable. The Institute and the coal-mining industry owe a vote of thanks to, and of confidence in, Mr. Norris and his two associates on the Engineers Committee of the Fuel Administration, Messrs. Garnsey and Allport, for the great work they have done in interpreting the results compiled by the Federal Trade Commission, not to speak of the personal sacrifices made by them in giving their services to the government. Those who have read Mr. Norris' paper will probably join me in wishing he had brought out a little more fully the real meaning of the charts so far as they indicate the difference between the cost of producing a ton of anthracite and the price the operators receive for their product. Mr. Norris could have done this more satisfactorily than anyone else. It seems to me that particular attention should be drawn to the fact that, according to these charts, and the tables accompanying them, not less than 25 per cent. of the total output of anthracite, whether "company" or "individual," during the period covered by Mr. Norris' paper,

Discussion * of the paper of H. M. Chance, presented at the butte meeting, august, 1913, and printed in bulletin No. 79, July, 1913, pp. 1315 to 1341. George H. Ashley,+ Washington, d. C.:-Mr. Chance's long practical experience in reporting on coal lands admirably fits him for a discussion of the value of such lands. On behalf of the government geologists, I wish to express my appreciation of Mr. Chance's friendly, constructive criticism of the government method of valuing coal land in the first part of his paper and, at the same time, to reply to some queries he makes. All admit that coal has no " intrinsic "-monetary value, in the sense that a pound of coal of certain chemical and physical characters is worth " intrinsically " so many cents or fractions of a cent. The term has, however, been found very useful as including those natural factors of coal value, among which are its position and location in the earth, that affect its sale price in contrast with the other cost elements involved in the labor and capital necessary in mining, preparing, transporting, and selling the coal (extrinsic factors). Mr. Chance, while recognizing the " dual origin of value," does not offer any better terms. The survey agrees with Mr. Chance in his definition of coal conservation, that it means the fuller utilization of the heat contents of the coal, and the more complete recovery of the coal from the ground. Coal land withdrawals have not been made to keep such lands off the market, but to prevent their acquisition as non-coal lands before they could be classified so as to be disposed of under the proper law. Nor has the pricing of the more valuable coal lands above the minimum been to raise money for the reclamation fund, to which the money goes, but primarily to discourage the alienation, for holding or speculation, of coal lands not intended or needed for development, and, secondarily, to secure to the people the ?unearned increment," which they are certain in any case to be charged.
