A determinatioil of the hydrogen content of molten steel by means of the Vacuum-extraction method, as reported here, consists in first casting a sample of the bath in a bomb, so that the gases evolved during solidification are trapped for analysis. A portion of the cast steel sample is then prepared and heated at a temperature of 600" to 800°C. under high vacuum, and the gaser given off during this vacuum extraction (which are shown to be hydrogen), are collected and measured. Analysis of the gases evolved on solidification and the gases in the solid sample enables an accurate determination of hydrogen in the molten steel. Fig. I shows the bomb and accessories that have been found suitable for trapping the gases evolved on solidification. The bomb is made of scamless steel pipe, approximately 7 in. long by 136 in. i.d., and welded at the bottom. An ordinary pipe cap has a vacuuni-type metal stopcock threaded and brazed in its upper end. This pipe cap fits onto the bomb by means of machined threads. A flange is brazed to the pipe at the point where the cap starts to tighten up, and a rubber gasket is placed between the flange and cap. Heavy vacuum grease is used between the flange and gasket and the gasket and cap. The weight of the complete bomb and it? interval volume is known before the sample is cast. In practice, a sample of about 400 grams of steel is poured into the bomb, the funnel quickly swung out of the way, the bomb cap spun down the threads and tightened against the gasket, and the bomb set in a pail of water to keep the gasket and vacuum grease cool. It is estimated that at least 80 per cent 01 the gases evolved from the liquid sample during solidification are trapped in the bomb."

I) The Object of the Present Experiment. When the oxygen chemical potential in the gas phase is changed, the oxygen chemical potential in the liquid metal or in the liquid oxide phase will be subsequently changed. The object of the present experiment is to develop a method of measuring the change in the chemical potential of oxygen in liquid metals and in liquid oxides with respect to time, when the oxygen potential in the gas phase changes. II) The Experimental Method. The following types of the oxygen concentration cells with the solid electrolyte of Zr0z-CaO are used: KAZUHIRO GOTO, MemberAIME.MINORU SASABE,and MAYUMl SOMENO are Associate Professor, Research Associate, and Professor, respectively, Department of Metallurgical Engineering, Tokyo Institute of Technology, Meguro-ku, Tokyo, Japan. Igas phase liquid Ag or Pb ZrO2-CaO electrolyte!, The measured reversible electromotive force can be expressed by the next equation, provided that the transference number of the oxygen anion in the electrolyte is unity: E = RT/nF log (at electrode I)/P~ (at electrode 11) where is the electromotive force, R is the gas constant, T is absolute temperature, n is valence of oxygen anion, and Pq is the oxygen pressure at the electrodes. As shown in the previous work1 of the authors, the electromotive force is determined by the difference in the chemical potential of oxygen at the vicinity of the interfaces between the solid electrolyte and the electronic conductors used for the two electrodes. Fig. 1 shows the two kinds of the cell assembly used to measure the change of the chemical potential of oxygen in liquid metals and liquid oxides with respect to time. DuRing the winter of 1868-9,I was called upon by Professor F. H. Storer, to put up the Bunsen filter pump in the chemical laboratory of the Masschusetts Institute of Technology. As the laboratory is on the lower floor, it was found necessary to use a great deal of cumbrous pipe and apparatus to get the necessary column. It was then suggested that if an instrun~ent could be devised which would make use of the hydrant pressure in the service-pipe, it would do away with the objectionable features of the Bunsen pump. After using the Bunsen pump for some years, the jet pump to be described in this paper was devised, and it has since been adopted by Prof, Wing in the quantitative laboratory of the school. I am much indebted to Prof. Wing for his aid in starting the manufacture in brass of these jet pumps, whieh are now to be had in Boston. The jet pump much resembles the Giffard injector in form. It, differs from it in the fact that water is the impelling fluid, and air the impelled, while with the injector steam is used to impel water. The principle of condensation of steam, which is availed of in the injector, is entirely wanting in the jet pomp. The jet pump consists in a water jet, w, (see figure), a constriction or waist, a, and a waste tube, o. The success of the jet pump depends on the follow ing conditions: 1. The relation between the sizes of sectional area of a and w. ' 2. The proximity of n and w. 3. The form and angle of the two hollow cones whose vertices make the constriction a. 4. The relative size of sectional area of w and o. 5. The zigzags, or an equivalent means of making foam. MY first reflection on the subject assigned to me by the officers of this symposium was that a critical description of these lesser characters in the cast of inanimate actors now before us under the title "The Role of Metals in New Transportation" would be about as well received as the description of a horse race in terms of harness buckles and jock-ey's buttons. The word "new" in the title of this symposium seems to shout strong aluminum and stainless steel, unless we transfer our attention to transpor-tation on another planet where the strength-density ratios may require very different engineering treatment. To load a speaker with the "heavier nonferrous metals" amidst the airy consideration of flying or 20th century gliding along the earth and through water, like Hermes, the messenger of the immortals, and expect an instructive or enlivening flight into the area of current exploitation and popular interest in transportation would, of course, require the performance of a miracle or at least the exhibition of genius to which I can lay no claim. But copper and nickel, headliners in other classifications, are also indis-pensable as components of the important new structural materials of transportation, and together with lead, tin and zinc perform many minor or contributory functions in this field that may indeed be con-sidered well-nigh indispensable. A complete and well planned fabric of classification, explanation and critique of even these secondary functions would take much time, and I cannot hope in the 25 minutes or so alloted for the purpose to offer more than a rambling treatment, in which a thread of continuity will be sought by anchorage to one after another of the following attributes or appurtenances of the moving vehicle: 1. The machinery and accessories. 2. The framework and superstructure, and the line or travelway. 3. Light, heat, power, water, sanitary and housekeeping services. 4. Embellishment, or style.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

At the session of the Bethlehem, Pa., meeting of the Institute, held in the Durham Cave, at Durham Furnace, on the afternoon of May 20, 1886, I exhibited some specimens of a fibrous white efflorescence which had exuded from the pig-iron at that time being made at Durham Furnace. As some of the members expressed an interest in the matter, I promised to have complete analyses made, and to report the result in a paper to the Institute. The presentation of the paper has been long delayed, but there appears to be no other literature on this subject, and it may still be of interest. The efflorescence was found to exude from the pig-iron where the pigs were broken hot from the sow; the entire fracture of both pigs and sow often being entirely coated with this material. Sometimes there was only a white surface, as if the ends had been daubed with white paint; but in most cases the material was found in small globules and in thin sheets. If the iron had been broken a little too hot, arid in consequence had " bled " on separating from the sow, some of the efflorescence would be found deposited 011 the iron-drippings, and on the incrustations of sand in the pig-bed. The globules were irregular in shape, some of them equivalent in mass to spheres three-eighths of an inch in diameter, but most of them much smaller. The thin sheets were also irregular in shape, and, although they were not porous, were often riot thicker than a spider-web. Some of them were produced by the peeling-off' of the thin coating on the pigs above referred to. They were opalescent in appearance, and some of them had an area equivalent to two square inches; but the largest pieces would fall apart in handling. Several ounces of the efflorescence could often be picked up, or scraped off the pigs, after each cast.

This paper deals primarily with an investigation of ball-mill liners that was conducted by the writer over a period of six years at the Mammoth mill in Arizona. The investigation covered a wide variety of designs of liners in both primary and secondary mills. The comparative results are presented herein as evidence of the extent to which design influenced liner life and mill performance. Flowsheet The feed to the Mammoth mill was a complex, oxidized, gold-silver-lead-molybde-num-vanadium ore with rhyolite, andesite and granite as gangue. Although the ore varied between stopes, the long-term average in character remained substantially the same. Capacity was 560 tons per day.† Fig. I shows an abbreviated flowsheet of the grinding section of the mill. Primary Ball Mill A 3-ft. Symons shorthead crusher in open circuit crushed to 1/4-in. maximum one-way dimension the feed to the 5 by Io-ft. Marcy open-end ball mill. The mill rotated at 80 per cent of critical speed and was charged with 4-in. forged steel balls. Cast balls were used for a few months at a slight reduction in ball cost, but breakage of the large balls reduced the ball size and grinding capacity to a point where the over-all costs suffered out of proportion to the saving in cost of balls. For metallurgical reasons, the finished product of the mill was maintained at minus 8-mesh. This coarse product, plus the very abrasive ore and the absence of fines in the feed, caused abnormally rapid wear of the mill liners. The resultant high operating cost led to the most extensive phase of the investigation. In order to clarify the difference in design of the various types of liners used, Fig. a shows the profiles with the arrangement in which grinding balls of maximum size would lie on the face of the liners. In order to render my descriptions more intelligible, I have compiled a general map of this section of Alaska, showing accurately the relative positions of the most important districts where valuable deposits of minerals have been discovered (page 819). Upon inspection of this map, it will be observed that the chief metalliferous belt in this mineral field is in close proximity to the mainland shore, the trend of which it follows for more than a hundred miles in a northwest and southeast course, while the mineral croppings on the adjoining islands are much shorter in extent, and more irregular with respect to their strike and continuity. This principal metalliferous zone, which I will call the main-land system of lodes, contains gold, silver and lead, besides traces of copper, zinc and iron, gold being found extensively in a free state and also associated with sulphur, and with many of the sulphides of iron, lead and other substances. On the line of this belt, as shown on the map, there are a number of distinct mineral districts. Beginning at the southerly extremity, they are named as follows: Sumdum, Snettishham, Grindstone Creek, Sheep Creek, Gold Creek, Lemon Creek, Montana Creek and Berners Bay districts, each deriving its name from the hay or creek on which it is situated. Harris mining district, as legally organized under the local customs, rules and regulations adopted by the miners of Juneau, embraces, within its exterior boundaries, Grindstone, Sheep, Gold and Lemon Creeks, and all of Douglas Island. The limits of this immense metalliferous horizon are becoming definitely known through the exposures made by prospectors. The belt, as now recognized, varies in width from one to several miles, the lateral measurement being greatest at Juneau in Harris district, where the famous Treadwell mine, with its slate foot-wall, marks the westerly boundary of the zone, while the eastern side of Silver Bow Basin, with a granite hanging-wall, defines its easterly border.

For some time I have been using with great advantage, for the purpose of determining rapidly and accurately the chemical composition of gases from Siemens producers, an apparatus arranged generally like that proposed by Prof. Eggertz; * and I now take pleasure in laying before the members of the Institute a description of the apparatus and its use, hoping that some of them may find it. of practical advantage. At the end of the paper are given some results obtained and heat calculations, with the necessary data for the same. COLLECTION OF GASES. Fig. 1. Shows the arrangement for taking a sample of gas. The funnel F, which may be made of tin plate, is made to fit the test-hole. The gas passes up through the funnel and through the rubber-tubing with the glass tube K, filled with asbestos for retaining dust,, and is drawn into the upper flask by means of water flowing from the same into the lower flask. The upper flask must be completely filled with water from the beginning, so that no air remains. When filled with gas the screw-compressors are securely fastened on, and the flask disconnected from the funnel and receiver. Quart flasks, with openings at the bottom, are very suitable, and easily obtainable. COMPOSITION OF THE GASES. The ingredients found in producer gases are: carbonic acid (CO2), oxygen (0)) ethylene (C2H4), carbonic oxide (CO), hydrogen (H), and marsh gas (CH4). The nitrogen is taken by difference. CO2,O,C2H4, and CO are determined by absorption in various liquids and by observing the resulting diminution of volume. H and CH4 are determined by combustion with oxygen. Carbonic acid.—For this gas is used a solution of 16 grams of potassium hydrate in 100 C.C. of water. 4 or 5 C.C. of this solution absorb 100 C.C. of CO2.

(communication to the Secretary) : Mr Hartman says (p. 4 of the pamphlet) that the penetration of air into the crucible of the blast-furnace " is, of course, a function of the diameter of the nozzle." To this I would emphatically take exception. Fig. 1 represents a vertical ideal section of tuyere, cruciblewalls and charge, immediately at the tuyere, in which the currents of air are represented, both in quantity and in direction, by the tortuous black-lines emanating from the nozzle-opening and passing through channels of the least resistance. As an electric current, flowing by various conductors to a common point, is carried in quantity inversely as the resistance of those conductors, so here the air ramifies through the most open cavities or channels, relatively little of it passing where the resistance due to fine materials is great. This figure represents the course of currents in the vertical plane only. As a matter of fact, they pass away in every plane, as opportunity offers. The effect of blocking or decreasing the area of the nozzleopening would certainly only decrease the quantity of air entering by that particular tuyere, without assisting penetration. The large channels (b, b, Fig. 1, for example) would still carry the larger part of the air, while again the smaller channels (a, a, a) would continue small and take no larger percentage of the air than before. These channels momentarily change, however, with the slow descent of the coke. Further on (p. 5), Mr. Hartman describes the dispersive effect of a single lump of fuel. He has only to conceive the entire spaces before the tuyere-nozzles as filled with such lumps, in order to parallel the condition of affairs I have just explained. It is where the large pieces of the charge come down, that the mass is the most open, and the blast passes most freely. On the other hand, wherever the fine ore collects combustion proceeds slowly, because of the smaller supply of air. The

One of the problems arising from the use of modern machines and systems in coal mining is increased emission of explosive gases into the mine passageways. Interest in degasification of coal seams has grown. The authors summarize the results of coal permeability tests done at Virginia Polytechnic Inst. on one of the fundamental aspects of the problem. There are undoubtedly many factors that affect the emission of gas from coal but the permeability of coal to gas flow would seem to be fundamental. However, there is very little information on coal permeability to gas flow available in the U.S. at the present time, despite the fact that such knowledge would appear to be significant in any degasification effort. Studies made recently in the mining engineering laboratories at Virginia Polytechnic Inst. have determined values of permeability on 1-in. cubes of selected coals. COAL PERMEABILITY The permeability values given in this paper are based on adaptations of Darcy's law formulated by Henry Darcy in I856 from experiments with fluid flow in porous media.' Using air as the gaseous fluid, they were obtained by employing similar methods as are used to dete1:mine the permeability of petroleum and gas reservoir rock specimens. Permeability is. a measure of the ease with which fluids flow through a porous substance, and it is governed by the connected pores within a porous medium. If a few large-sized pores, fractures or channels are present within the medium, the medium can have great permcnability without significant porosity. It is reasonable to assume, therefore, that the permeability of coal, due to its structure, is based on fractures connecting the pore space left as the result of some degree of devolatilization or other changes of the substance from which coal was formed. The results of this irvestigation tend to validate this assumption in that the values obtained indicate a close relationship between the rank and permeability of coal. COALS TESTED AND PROCEDURE The coals whose permeability values were determined in this investigation are given in Table I.

THE object of this experiment was to obtain a usable set of field curves for determining the susceptibility of rocks with the vertical magnetometer. The need often arises for determining the susceptibility of rocks in the field in order to interpret magnetic anomalies obtained. This is particularly true when diamond drilling has been done and the relation to the surface rocks of the samples taken is desired. Many methods of measuring rock susceptibility have been developed, but in general they require careful shaping of the sample or pulverizing it in addition to delicate laboratory measuring instruments designed for the purpose. The requirements for a practical method for the determination of susceptibilities are as follows: I. There should be as little alteration as possible of the specimen. 2. A minimum of time should be required in the preparation of the specimen and the calibration of the equipment. 3. The equipment used should be portable. 4. An accuracy within the limits of the survey at hand should be obtainable. 5. A means of measuring the remnant magnetism should be available. LABORATORY PROCEDURE With these ideas in mind, the problem was approached in the manner in which Koenigsberger1 developed his method using the principle of the electrical theory of images of Lord Kelvin and applying it to the magnetic case. This solution of the problem states that the apparent change [ ] in the magnetic field intensity due to the proximity of a specimen is given by: [ ] Where k is the susceptibility of the specimen, m the strength of the pole of the needle, and a its distance from the surface of the specimen, as shown in Fig. I.2 This relation is true only for an infinite body and corrections are necessary for a finite body. Koenigsberger used in his work a variometer of special design. He suggested that a Schmidt vertical balance or horizontal magnetometer, as well as some other instrument, might be used. The various modifications of the art of photography have become within the last few years the indispensable allies of every art and science. But, before the introduction of the process which is the subject of this paper, there was, so far as I am aware, no satisfactory means by which certain photographic negatives could be made to yield, without the intervention of the skilled draughtsman, electrotypes suitable for surface-printing. I refer to negatives taken from originals, such as natural objects, or or lithographs, in which the lights and shadows are not represented exclusively by lines and dots, such as can be photo-engraved. The greater usefulness to engineers and manufacturers of electrotypes as compared with lithographs is evident. The electrotypes can be kept indefinitely and used in the production of many thousand copies. They can be duplicated at trifling cost. They can be placed for printing together with the " forms " of type, or included in these, upon an ordinary press. Finally, they are cheap, when made mechanically from a suitable original. Various methods have been adopted for the preparation of such a secondary original (as it might be called) in cases where the first original is unsuitable for photo-engraving. Thus, for instance, portraits have been produced in electrotype from ordinary photographs as follows: A large negative is made of the original (say a carle de visite of a person deceased), and a proof taken, but not " fixed." Over this proof a skilled artist draws the portrait with a pen, producing a picture which resembles a line-engraving. The photographic proof, which has served merely to guide the artist, is now obliterated, and the pen-and-ink drawing is photo-engraved. Electrotypes thus produced often retain the likeness in a wonderful degree, and give spirited and satisfactory pictures. 1 may instance, as examples, which many will recollect, the portraits of our deceased members,

THE photograph, Fig. 1, shows the apparatus a little less than half size, consisting of a filtering-flask fitted with rubber stopper, through which passes a bent glass tube, and an extraction-thimble fitted with rubber stopper through which passes a glass tube of 0.2-5-inch bore. Both tubes are connected by a short piece of rubber tubing. A section of a thimble is shown in the photograph; the tube extends to within in. of the tapered end. The object of using the thimble is to remove the acid from the beaker after all the copper has been precipitated. Time is saved, the copper is not exposed to the acid alone, and there are none of the losses attending ordinary filtration. I have accomplished these results by means of a piece of perforated platinum fastened in the end of a 0.25-in. bore glass tube and a filter-mat of asbestos, but after my supply of proper length fiber became exhausted I could not replenish it even after purchasing 14 lots from four different dealers. The above apparatus may be used to remove at least seven-eighths of a supernatant liquid from a settled precipitate without disturbing the latter. The application of the thimble is best shown by partly out-lining the assay for copper, as follows: Dilute the acid solution of copper and other sulphates to 150 cc. in a 200-cc. Jena beaker, place on a hot plate, add 2 drops of concentrated HC1, then place a strip of aluminum in the beaker (this may be bent or straight, as desired). Connect the apparatus, as shown in Fig. 1, with a filter-pump having a, strong suction. When the copper is precipitated, remove the beaker from tine hot plate and insert the extraction-thimble alongside the strip of aluminum. The acid solution will be drawn through the porous tube. Sulfur is the 13th most common element in the earth's crust, constituting approximately 0.05% of the total. It occurs naturally in its elemental form, as metallic sulfides, nonmetallic sulfates, and as combined or free sulfur in natural gas, crude oil, and coal. COMMERCIAL SOURCES Most of the sulfur that is consumed is converted into sulfuric acid before use; therefore, it is not necessary to recover sulfur solely in its elemental form. Processes for recovery are peculiar- to the types of reserves being processed. The major commercial processes as well as the general geographic locations where the appropriate reserves occur are listed in the following. It should be noted that the sulfur values may be recovered as the primary product, as a coproduct with other materials, or as a byproduct. Elemental Sulfur 1) Frasch mining is used for subterranean deposits of elemental sulfur around the Gulf Coast areas of the United States and Mexico. Generally, but not exclusively, such deposits are located in salt dome structure. 2) Autoclaving, flotation, or solvent extraction of surface deposits of elemental sulfur is practiced throughout the world. 3) Extraction and conversion of hydrogen sulfide from sour natural gas into elemental sulfur is done principally in Canada, France, and the United States. 4) Conversion of metallic sulfides from pyrites into elemental sulfur is done via the Outokumpu process in Finland. 5) Catalytic cracking and hydrocracking of sulfur-bearing crude oils to produce elemental sulfur is done worldwide. Desulfurization of refined petroleum products also yields elemental sulfur. 6) Recovery of elemental sulfur from sulfur-bearing oil sands (Athabasca tar sands) has been initiated in Canada. 7) As of this writing (1970), a plant has been constructed for the thermal decomposition of gypsum to produce elemental sulfur in the United States. Sulfuric Acid Sulfur values in the form of sulfuric acid are recovered via: 1) Recovery from smelter gases throughout the world. 2) Roasting of pyrites throughout the world with iron sinters as a byproduct. 3) Roasting of anhydrite with cement as a coproduct, primarily in Europe. 4) Processes currently are being developed for recovery of sulfuric acid from combustion gases resulting from the burning of high-sulfur-content fuel. Other Sulfur values also are recovered from waste products which normally occur in highly industrialized areas. Some examples are: coke-oven gases, sludge sulfuric acid, and pickling liquors (ferrous sulfate).

I AM indebted to The Kaolin Co. of West Cornwall, Conn., and particularly to its engineer, Mr. M. Wanner, for permission to make public, through the Transactions of the American Institute of Mining Engineers, the interesting results of his experiments, having in view the winning of kaolin from deep deposits without shaft-sinking or removing of the overburden. So far as I am aware, nothing like it has been accomplished heretofore, although it reminds one of the methods successfully employed in Louisiana for the winning of sulphur from deep beds by the sinking of pipes one within another, injecting superheated steam under pressure through one pipe, the heat of the steam liquefying the sulphur and the pressure forcing it up through the other pipe to bins at the surface. The kaolin-deposit at Nest Cornwall is an alteration in situ-that is, it is not sedimentary. A series of clay-veins dipping about 500 from the vertical, lie between a foot-wall of limonite and a hanging-wall of gneiss and hornblende schist. The clay-veins alternate with veins or seams of more or less broken quartz, and unaltered feldspar. The deposit, which occurs at a point about 600 ft. above the Housatonic river, was opened five years ago, and about 5,000 tons of a superior grade of washed kaolin has been extracted from open pits and sold. It soon became evident that this node of extracting the product would prove unremunerative, by reason of the dip of the vein and the intercalary strata and lenses of -quartz, and a more satisfactory method of working the deposit was sought. It is well understood, that, in the preparation of all clays for market, especially residuary kaolin, the most important as well as the most difficult step is the washing of the crude product. THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

T. M. Drown, South Bethlehem, Pa.: Mr. Thackray's paper shows in a striking way the high degree of rapidity and ac curacy exhibited by the chemists of our steel-works in ordinary everyday practice. That determinations made in an hour should present only slight differences in the third place of deci male is certainly matter for surprise and congratulation. This remarkable result has been due, perhaps, in part, to a remark able cause. The managers of works, ignorant of all the diffi culties of the laboratory, have demanded "the impossible " of their chemists—and the chemists have done it! Andrew A. Blair, Philadelphia, Pa.: Mr. Thackray's paper is extremely interesting, especially in its bearing on the question of a standard method for the rapid determination of phosphorus in the laboratories of steel-works. Before discussing the re sults in general, I desire to explain the results obtained by me under method A'. This is the method which I have used in the work of the sub-committee on Methods of the Interna tional Steel Standards Committee. It may be described briefly as follows: Solution in nitric acid; oxidation of carbonaceous matter by permanganate; precipitation of phosphoric acid by molybdate solution; reduction of molybdic acid in the reductor, and titra tion by permanganate. This method was used apparently by only three chemists, Dr. Dudley, Mr. Crowell, and myself. In determining phosphorus by this method, among the most essential points to be considered are the ratio of iron to molyb dic acid, or the reducing action of zinc on molybdic acid as compared to its reducing action on iron, and the ratio of molyb dic acid to phosphorus in the ammonium phospho-molybdate obtained by precipitation from the solution of the steel. In regard to the first point, the usually accepted ratio is 1 to 0.90756, or, as it is roughly stated, 0.9076, which is based on the assumed reduction of the molybdic acid to Mo12019,. This

Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation. Establishing these concepts is the function of the law-making agencies and might well be left to them for discussion except that the mechanical processes that give them form and substance must first be developed by the engineer. A Substitute for the Capture Rule Much has been written on these subjects, but the most concrete statement that has come to the attention of this writer is the following from an article by Charles G. Haglund in the Kentucky Law Journal of May, 1934: The Oxford1 case is not only authority for the proposition that it is competent for the legislature to modify the old property law of capture with respect to oil and gas but that it may also delegate such authority to a subordinate body.
