Alfred E. Hunt, Pittsburgh, Pa. (communication to the Secretary): Mr. Blue's statement (page 576) that, " owing to the presence of iron and other impurities, makers of aluminum. assert that native corundum is unsuited for the production of that metal," is somewhat incorrect, at least so far as it may refer to any objection made by the officials of the Pittsburgh Reduction Co. to the Canadian corundums. We recognize corundum as among the richest and purest of the ores of aluminum, and the material furnished from Canada would offer for us the advantage of a supply near to our works for the manufacture of aluminum at Niagara Falls. The real difficulty which we find in the use of corundum for this manufacture is the cost of the raw material as compared with that of native bauxites. In this item we include not only, the price of the corundum as it has been offered to us, but also the expense of grinding it to an impalpable powder, which must be done before it can be used directly in the manufacture of aluminum, and the cost of preliminary chemical treatment for purification—which latter operation, however, is also required for bauxite. I agree with Mr. Blue that the introduction of new and irnproved processes has greatly reduced, during the past ten years, the cost of manufacturing aluminum; but I am inclined to believe that any further improvements, facilitating the use of corundum for this purpose, would apply, in equal or greater degree, to the common clays (silicates of aluminum) which exist in all parts of the world, are more easily mined and handled, and are likely to be always cheaper per unit of aluminum than any corundum.

No observations on the mechanical properties of iron-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,1 or whether the lack of ductility observed was due to impurities in the alloys that he studied. EXPERIMENTAL METHODS The alloys were melted in a 100-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb. ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon [ ] was added as ferrosilicon. The alloys forged without difficulty-and were given a 90 percent reduction to 3/4-in. rounds. The chemical analysis of the alloys is given in Table I. The forged rods were homogenized for [ ] 24 hr. at 1150°C. (2100°F.) and air-cooled. The alloys were tested in two conditions of heat-treatment: (I) as normalized from 870°C. (1600°F.) and (2) normalized from 870°C. and tempered for z hr. at 540°C. (1000°F.) and air-cooled. The tensile specimens were 0.505 in. in diameter with a 2-in. gauge length, and the impact specimens were V-notch Charpy. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

Discussion of the paper of HERBERT A. EVEREST presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 165 to 167. NEWELL G. ALFORD, Earlington, Ky. (communication to the Sec-retary*).-Mr. Everest's statement concerning the economies in a small coal mine has interested me very much. The majority of discussions on coal-mine economy omit the small operator and for this reason Mr. Everest's paper should lead to productive thought. I agree that close concentration of working places and constructive supervision of labor are two items of salvation to the small operator. It is also true that small mines often yield as much profit per capital invested as their larger neighbors. Mr. Everest also says that the small operator has so keen a regard for the inroad on his profits that even one extra day hand is an extravagance not tolerated, and this is rightly so. But, does not this earmark of the small operator in many cases offer a clue to his vital weakness? A credit balance is the acid test of success in any enterprise. With the small operator who owns practically all the capital stock this is particularly significant. He never takes his eyes off the market price and at the same time strains every nerve to cut down his payroll. In several cases I have noted that the resultant close supervision of labor was in fact too close. The "stitch in time" was not applied to the repair of this or that, with a decided increase to the cost of the work when it had to be done at the expense of cutting off the run when orders were on the books.

The apparatus described in this paper was designed by the writer, in the year 1869, for use in the laboratory of the " American Silver Steel Works," at Bridgeport, Conn., where only the vacuum-pump was erected ; but on two subsequent occasions I have had the combined vacuum-pump and table-blowpipe constructed as represented in the drawings, in which Fig. 1 is a general elevation of the apparatus, the air-chamber being sectioned vertically; Fig. 2, a plan of the air-chamber; Fig. 3, a vertical sectiotnal elevation of the vacuum-pump, the section being on line C L), of Fig. 4, which is a horizontal section on line A B, of Fig. 3. The vacuum-pump is constructed of copper, and consists of a vacuum-chamber, E, supported upon the upper expanded end of a vertical pipe, Q. The vacuum-chamber is provided with four nozzles, C, F, I, D (Fig. 4), two of which are shown in section at A, B (Fig. 3). Passing vertically through the centre of the vacuum-chamber E, is seen the water-supply pipe P, whose lower extremity incloses an internal pipe p, which is supported, and placed in communication with the vacuum-chamber E, by means of the two elliptical nozzles n, n. The upper part of the pipe p is closed by a conical cap, and its lower end is in the same plane with the extremity of the watersupply pipe P, within which it is placed. The relative sizes of the pipes P and p are such that an annular adjutage, one-sixteenth of an inch in thickness, is formed between their lower extremities, through which the water from the supplypipe P passes into the pipe &, drawing any air that may be in the

ThE shape of the primary solid-solubility limits in copper-rich Cu-Si-Zn alloys has been discussed recently1 in terms of the atomic size effects and the electron concentration, e/a. Although these limits are parallel to lines of constant e/a near the Cu-Zn binary system, they deviate and become sharply restricted near the Cu-Si binary system. Hence, it appears that the primary solid solutions with higher silicon contents are restricted by the presence of the intermediate phases, [, X, and p, which follow them in the ternary system. owever, a similar restriction in solid solubility might also result from an interaction in the copper matrix between silicon and zinc. Evidence for such possible interactions has been observed, for example, in the Al-Mg-Si systion.A where a contraction of lattice spacings in the ternary solid solution appears to correspond to an electrochemical interaction between the two solute elements, magnesium and silicon. The observed contraction is associated with restricted solid solubility. It was also shown1 that the extent of the primary solid solubility did not follow the trends predicted by the lattice-distortion oncept." This again suggested that the solubility limits are strongly affected by the stability of the intermediate phases, I, 1, and X . In order to test the above hypotheses, lattice-parameter measurements of the fcc @-phase alloys were determined within the ternary system at a constant electron concentration (e/a = 1.30) and also at a constant zinc content. Alloys of predetermined composition were prepared from high-purity metals and melted and cast under reduced pressures of helium in quartz capsules. Since the weight losses were very slight and did not exceed one part in 2000, the nominal compositions listed in Table I were accepted without chemical analyses. The ingots were homogenized

When I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld, and the Swaziland fields. The Cape Town Tin-Field. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. The rock consists of quartz, orthoclase feldspar, and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation—granite intrusive in Silurian shales— extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental; alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This deposit comprises both lode and alluvial tin. The lode strikes N-S., and dips about 30' E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolframite. C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

Almost every mining engineer who has had charge of extensive underground workings will have observed how often directions as to course and levels, deduced from careful theodolite measurements, have been slighted or disregarded by mine-foremen and shift-bosses, and how often these tedious measurements had to be repeated, even for minor works, such as ventilation-drifts or winzes, in order to carry them on with the required or desirable regularity. Besides the time and care absorbed by theodolite surveys, there is still another inconvenience, namely, the interruption of transportation during the time of observation, and, in heavily producing mines, the loss consequent upon such interruption. In proposing a subsidiary instrument to the theodolite, it is my purpose not to present a new one, but simply to recommend to the consideration of American mining engineers one which has been in use in nearly all the prominent mines of Europe for many decades, and has there fulfilled its purpose admirably. I refer to the mining or hanging compass (Fig. 1). At my urgent request, the firm of Keuffel & Esser, of New York, have lately constructed this instrument in a form which adapts it better to use in this country. By the addition of the trigonometer, the banging compass becomes at once an instrument which will prove of value even in the hands of foremen and practical miners, who have little or no knowledge of trigonometrical calculations. Probably many will say that me have no use for needle-instruments ; that our modern theodolites are of such perfect description, and leave so little to be desired, that the introduction of a compass would look like a step backwards compared to the fine results obtained by angle-instruments. In the Engineering and Mining Journal of Jan. 27, 1900, there appeared an article by Fred T. Greene, describing a method of measuring stopes by the use of strings, a clinometer and a tape. In the early part of 1899 I had occasion to use a somewhat similar method, for the purpose of accurately ascertaining the volume of a very irregular drift connecting two mines. This drift was an important factor in a lawsuit for $150,000, in which it was necessary to determine accurately the volume originally occupied by the material extracted from the drift. While it is unnecessary to give all details of the controversy, some explanation of the conditions is required for a clear understanding of the following description. This drift was started by the a E." Co. from its workings, in about 7 ft. of ore, and headed toward the " G " property, the plan being to extract all the ore between foot- and hanging-walls, but to take out nothing but ore. As the " G." workings were approached; the ore-body became very irregular and much thinner. It was, however, very closely followed, and where the drift broke through into the " G." workings, the hole was only 11 inches high by 14 inches wide, or just about the size of a man-hole in a boiler.. Thus, this connection-drift tapered sharply; and the very irregular foot-wall sloped toward the " G." workings, and entered them at a place where the stope was only about 3 ft. high, and the ground had already commenced to cave. It may be added that the ore-body was a nearly flat deposit of lead carbonate in limestone, the ore and gangue being quite soft. I was called upon by the " G." people to make the survey

I would like to ask Bob Merrill whether he considers that horizontal concave curvature of a slope has any stabilizing effect, such as Jenike 1 suggested several years ago. The stabilizing effect is due to the restraint offered to radial movement by the curvature. We found in laboratory tests that if we constrained the rock with the same stresses as those measured in the pit then it would sustain a maximum stress about two or four times greater than when the same rock type was unconstrained. We are therefore definitely of the opinion that a constrained situation in a slope is favorable towards stability.

THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. CHARLES H. FULTON, chairman, presided at the first session of the Mineral Industry Education Division on Wednesday morning. Reporting for the program committee, Edward Steidle, its chairman, pointed out that its function was not to arrange programs for meetings but to plan a program for the Division to follow in the development of its activities. This was appropriately followed by presentation and discussion of his paper, "Basic Trends in Mineral Industries Education," which, being available in printed form, was only presented in oral abstract. Jay A. Carpenter submitted interesting written discussion that was read, in his absence, by A. M. Smith. Most of the morning was devoted to the discussion of the paper, which was too extensive and ranged too widely to attempt to report in much detail. H. T. Mann, H. P. Hammond, Cadwallader Evans, C. H. Fulton, T. T. Read, D. F. McFarland and P. B. Bucky joined in the discussion, Mr. Hammond making a plea for more unification in mineral industry education, saying that in the study he made for the Society for Promotion of Engineering Education about 35 different curricula preparatory to work in the mineral industry were discovered to exist. He felt that most of the needs of the mining industry could he met by men who had had four years of engineering training of good enough basic quality to permit them to advance along special lines. However, there was apparently a growing demand, as reflected by the increasing number of candidates for the Master's degree in engineering, for men with more thorough training in the fundamentals.

The use of compressed air for the transmission of power has reached so great a development that we find numerous large establishments devoted to the manufacture of machinery for its production and application, and special periodicals published for the dissemination of information on the subject. Moreover, its employment is so general in mining operations that no apology is needed for the presentation to the Institute of such a paper as the present. The admirable articles of Mr. E. A. THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

DRILLING mud can be an item of great expense on the Gulf Coast. In order to understand the nature of a drilling mud, it is desirable to know the composition and size of the mineral particles that are present, The supercentrifuge has been adapted to the fractionation of mud, and this paper discusses the calibration and methods of operation and control. An alignment chart has been prepared, which was found useful in this work. Typical data are included, showing the comparative reliability of the method.

The Holden mine operated by the Chelan Division of the Howe Sound Co. is on the east slope of the Cascade Range in north central Washington on the south slope of Railroad Creek valley at an elevation of 3500 ft. The mine may be reached by a 40 mile boat trip from the town of Chelan which is at the southern tip of Lake Chelan, to Lucerne at the mouth of Railroad Creek and an 11 mile bus ride up Railroad Creek to Holden. All freight and concentrate is moved over this route to Chelan Falls on the Columbia River which is on the railroad four miles below the town of Chelan. The mine is now producing 2000 tons of gold, copper, and zinc ore per day which is treated in the Holden mill. Gold-copper and zinc concentrates are made, the first of which is shipped to Tacoma, Wash., and the latter to Kellogg, Idaho, for smelting.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.
