In the course of investigating the soft X-ray absorption spectra of Ni-A1 alloys, Das and ~zfiroff' observed an anomalous brittleness in solid solutions containing 3 to 5 at. pct Al. The brittle alloys also had anomalously larger lattice constants' and the fine structure at the nickel K edge of an alloy containing 3.96 at. pct A1 unexpectedly resembled that of NiA1 more closely than that of a solid solution containing 5.51 at. pct Al. This led them to suggest the possibility that short-range ordering was produced during the homogenization anneal to which each specimen was subjected, similar to that observed in dilute solutions of vanadium and of chromium in nickel: as the principal cause of embrittlement. It was decided to repeat the above measurements on several alloys in this composition range in order to test the above hypothesis and to establish the effect of heat treatment on the alloys' properties. Three solid solutions in this range were prepared containing, respectively, 3.16, 4.00, and 4.54 at. pct Al, in addition to alloys containing 6 and 9 pct. All samples were annealed in vacuum at 1800°F for 100 hr and then furnace-cooled to room temperature, as in the original study. The lattice constants of these alloys are shown by open circles in Fig. 1 and can be seen to fit quite closely the curve established by the previously measured values, indicated by solid circles. (The experimental errors are of the order of the size of the circles, +o.oo~R.) The three alloys containing 3 to 5 at. pct A1 were found to be quite brittle, as previously reported. In order to test the possibility of ordering, these three solid solutions were again heated to 1800°F and, following a few hours at that temperature, were quenched directly to room temperature. All three alloys lost their brittleness. In order to verify the proposed ordering hypothesis, it was decided to subject each sample to several cycles of quenching and annealing (disordering and ordering). The rate of dissolution of cementite was studied in three low-carbon materials: a zone-refined Fe-C alloy, an Fe-0.5pct Mn-C alloy, and a commercial low-carbon steel. The materials were spheroidized, ad then held isothermally at temperatures above the Al. The isothermal anneal was interrupted periodically by a water quench and the specimens were analyzed by quantitative metallography for the amount of aus-tenite formed during the anneal. The results of this study were compared with an analytical model for the process, which assumes that carbon diffusion in aus-tenite is the rate-controlling step for the cementite dissolution process. The correlation between the model and the experimental data is excellent for the zone-refined Fe-C alloys; however, the Fe-0.5 pct Mn-C alloys and the commercial steel deviate from the calculated model. This deviation is thought to be a result of manganese segregation between the carbide and the matrix. The rate of nucleation of austenite at carbide interfaces was reduced by the manganese addition and enhanced by the presence of ferrite-ferrite grain boundaries. PREVIOUS investigations of the nucleation and growth of austenite from ferrite-carbide aggregates are not entirely satisfying for at least one of several reasons. The most prevalent of these is a lack of quantitative data. Engineering studies have been run on many steels with little control over important parameters such as composition and initial aggregate structure. The data obtained are valid only for material with identical chemistry and thermal history. A more informative approach to the problem of aus-tenitization would be to determine the mechanism that controls the rate of solution of carbide in austenite and how it is modified by alloying elements. This information could then be used to calculate an austeniti-zation rate for any material, provided its composition and structure are known. The object of the present work is to establish the rate-controlling step for cementite dissolution in Fe-C austenite and to investigate the modification of this rate by small manganese additions. The composition and structure of the material used were carefully controlled and all measurements were designed to allow a quantitative analysis of the kinetic process that controls the austenitization rate. A MODEL FOR DISSOLUTION OF CEMENTITE Cementite dissolution has been analyzed mathematically by a model that approximates the material used in the experiments. This model postulates a regular ar-array of identical cementite spheroids with 4 C( diam, embedded in a grain boundary- free ferrite matrix. The analysis provides a detailed description of the dissolution of one carbide spheroid and a generalization of the solution by summation over all the carbides in the material. The carbides may be isolated by defining identical, space-filling cells of ferrite around them. If the cell dimensions are greater than the diameter of the austenite sphere resulting from complete dissolution of the carbide, and no interaction (through diffusion in ferrite) takes place between cells during the dissolution process, the model need concern only one cell, since the solution in each cell is identical. In the experimental material, the dimensions of the cell, the carbide, and the final austenite sphere are approximately 24, 4, and 8 p, respectively; use of the single cell is therefore justified. The experimental observations are made on the austenite nodules that form around each carbide during the dissolution process. The model concerns the growth of these austenite nodules. The attendant shrinking of the carbide can be obtained from the same analysis by an extension of the calculations. Several a priori assumptions are necessary to make the analysis of the growth problem tractable. They are: 1) carbon diffusion through the austenite nodule is the rate-controlling process; 2) local equilibrium exists at all interfaces, 3) the austenite nucleus that forms on each carbide instantaneously envelops the carbide; 4) during the austenite growth process, the diffusion flux of carbon in ferrite is insignificant; 5) a quasi-steady state exists in the austenite concentration field; that is, at any instant during the dissolution process, the austenite carbon concentration gradient closely approximates that for a steady-state solution; and 6) the effects of capillarity on the dissolution rate of the carbides can be neglected. Referring to Fig. 1, a mass balance at the y-a interface for an infinitesimal boundary movement gives: Where rb is the outer radius of the austenite shell, C1 and C are carbon concentrations at the interface in austenite and ferrite, respectively, see Fig. 2, is the diffusion coefficient of carbon in austenite for the concentration of carbon at the interface, and t is time. The fifth assumption permits the austenite carbon concentration to be approximated by the Laplace solution for the spherical case. UNDER war conditions coal immediately assumes a position of highest importance for coal must carry the basic load for industry. The upward trend in production continued through 1941. Bituminous coal production alone about equaled the total output of bituminous and anthracite in 1940. The figures for 1941 approximated 500,000,000 tons for bituminous, and 54,000,000 tons for anthracite, and production of by-product and beehive coke exceeded that of the previous year. The coal industry, under the National Bituminous Coal Act, is going through a period of readjustment, and is beginning to stabilize itself under the statute. The Federal Mine Inspection Nill became law during the year.

OIL, the abundance of it in the hands of the Allies and the lack of it in the hands of the Axis, played a major role in winning World War II. It bids fair to implement the winning of the peace. In fact the signing of the revised agreement on petroleum between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the United States of America on Sept. 24, 1945, may be considered as the first step in establishing a new pattern in foreign relations by our Government. The significance of this agreement on petroleum is that it was arrived at on the part of the United States of America through the advice and consent of the most interested parties, the leaders of the petroleum industry and the Government, distinctly a first step toward unifying the power of business and the strength of the Government, which places us on a par with the British Crown which has always had the advice and counsel of its business leaders in formulating its foreign trade policies. And what is the thing so patently discernible in this new first step toward winning the peace? It is that the petroleum agreement, the first draft of which, signed in Washington on Aug. 8, 1944, almost caused an epidemic of apoplexy among the leaders of the oil industry, represents the desire of the people most concerned with the problems of petroleum both at home and abroad. This new agreement, which will come up before the Senate for ratification this month-hearings will commence in January - derives its "power from the consent of the governed," something about which our forefathers were vitally concerned once upon a time.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

ACTIVE participation by the United States in the war acted as a stimulant on the Annual Institute Meeting in New York rather than a retardant as feared. Attendance was about 10 per cent under the all-time high reached last year, but considering the number of men who could not possibly come because of active military service and the additional number who are devoting their whole time and effort to turning out vital war materials, the registration was really greater than might have been expected. But all in all the Institute put on a show that taxed the capacity of the Engineering Societies Building as well as the capacity of the visitors to find time to attend everything that promised to be of interest.

THE progress in lead smelting practice in the United States during 1930 has been along previously defined lines. Since most of the material treated is high-grade concentrate relatively high in zinc, practically all the plants have been forced to adopt double sintering. This generally results in there being' no matte fall, and most of the copper in the charge is recovered in the furnace dross. The furnace dross is . smelted with. scrap iron and flux .in small reverberatories, giving a shipping matte or speiss high in copper and low in lead. Details of this reverberatory. furnace practice vary at the different plants. There is a decided tendency toward moreintensive filtration of blast- furnace and sinter fume. Bag capacity has been in- creased by using higher pressures and more frequent shaking.

Discussion of the paper of William H. Emmons, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 46, October, 1910, pp. 767 to S37. CHARLES R,. KEYES, Des Moines, Ia. (communication to the Secretary*) :-It is not in a spirit of criticism that I offer a supplemental suggestion or two on the subjects covered by this valuable and highly instructive memoir. There are two points which, in my opinion, should have received greater emphasis in Mr. Emmons's excellent paper. One is the fundamental role played by the chlorides under certain conditions in ore-formation. The other is the possible establishment of geographic relationships among the four phenomena of (1) excessive chloridic content of mine-waters; (2) the abundance of chloridic compounds of the precious metals ; (3) the presence of. manganese oxides; and (4) the diminishing importance, in ore-genesis, of the metallic sulphates. Although Mr. Emmons's notes refer to gold alone, it may be pertinently asked whether the same principles do not hold good for silver and copper also, since these metals form, together with gold, a distinct and well-known chemical group. That the reactions involved apply equally well to the other two metals mentioned, is shown by a number of recent observations and discussions. Chloridic ores of silver are, as I have lately endeavored to show, mainly worked in. arid or desert regions only ; and the great deposits of disseminated copper-ores are similarly characteristic of such regions, in which both classes doubtless owe their formation to the abundance of saline materials derived from desert dusts, and to the .plentiful and almost universal presence of manganese oxide. S. F. Emmons, Washington, D. C.: Mr. Malcolmson's paper on the intensely interesting deposits of the Sierra Mojada creates a strong desire to visit the region so well described. Although it is difficult to intelligently discuss a locality that one has never seen, I cannot refrain from offering some remarks in the nature of a tentative suggestion: 1. Age of Beds.—Mr. Malcolmson speaks of the enormous thickness of limestone forming the Sierra Mojada as belonging to the Carboniferous series. If this is not a typographical error, it seems that he should present some evidence for such age, for Chism,* in his previous article on the district, says the only fossils found there were said to be Cretaceous; and it is well known by the investigations of R. T. Hill and others that the great thickness of limestone in this part of Mexico is of Cretaceous age. 2. Structure of Mountains.—Mr. Malcolmson presents good reasons for thinking that the structure of the two related mountain masses (Sierra Mojada and Sierra Planchada) is not the simple anticlinal fold given by Mr. Chism's section, it being evident that there has been faulting as well as flexure. I venture to add that the facts presented by Mr. Malcolmson seem to suggest the possibility that, instead of being simply an eroded anticline, the valley between the two ranges may have been formed, in part at least, by the irregular faulting down of the intermediate block, on the surface of which the volcanic breccia had originally accumulated at a higher level. The sections of the Exploradora and the San Josh mines, in the smooth surface of the contact, with clay selvages and the occasional slickensides, certainly suggest a structural fault between the limestone and breccia. THE rapid development of the Portland-cement industry implies that the country is being very carefully searched for material suitable for its manufacture. Such material can be found at a great many places ; but deposits thoroughly satisfactory in chemical composition, and at the same time meeting all the other requirements connected with the economic production and profitable marketing of the product, are exceedingly few, if I may judge from the investigations which I have had to make in a number of States. The raw mixture which by its clinking and grinding forms Portland cement contains approximately 75 per cent. of carbonate of lime. This is found in nature as limestone or marl. The natural rock commonly carries either more than the required percentage of carbonate of lime (in which case it has to be reduced by suitable admixture of clayey ingredients) or less-in which case purer lime carbonate has to be added. The controlling ingredient, therefore, is carbonate of lime, or limestone of the right composition. Among the most serious difficulties is that of finding limestones low enough in magnesia to meet the exacting requirements of certain specifications. All engineers recognize that there is a limit beyond which it is not safe to let the magnesia go; but within that limit there is considerable difference of opinion. Until that difference is finally settled, no one would be willing to invest the large sum of money necessary for a Portland-cement plant, if it were not certain that the usual requirements in this particular could be satisfied. The usual limit in well-established specifications is 5 per cent. of magnesium oxide in the finished cement, but many specifications limit the amount to 3 per cent. These figures

A Discussion of the Paper of David Baker, read at the Lake Superior Meeting, September, 1904. (Washington Meeting, May, 1905.) MR. JOHN J. PORTER, Chicago Ill. (communication to the Secretary*) :-Mr. Baker's account of his experiences with stock-distribution has been particularly interesting to me, as it confirms the opinions which I had formed concerning the rapid failure of linings in several furnaces that have recently come to my notice. These furnaces, four -in number, are of modern construction, having been built or remodeled within the past two years, and are equipped with a well-known type of skip-hoist and double-bell charging-apparatus. In every case, a hot spot has developed within a few months after blowing-in, which has already compelled relining in two cases, and the probabilities are strongly against a long campaign in the other two. Since the hot spot in each case appeared in a position approximately opposite to the skip-hoist, and since the sizing, mentioned by Mr. Baker, is very apparent, it would seem as though there could be no doubt concerning the cause of the trouble. Nevertheless, there are some who cannot see it in that light; for the managers of two of these plants, at least, do not admit the existence of bad distribution, and have satisfied themselves by putting in cooling-plates, thickening the lining of the in-wall, and changing the brand of the fire-brick used for the construction of the walls. From observations of the clumping-action of the skip-hoist, and from subsequent inspection of the stock-distribution in the furnace itself, I arrived at the conclusion, some time ago, that no system of filling could be perfectly satisfactory where the stock is dumped into the hopper from one side, also that some

AN EDITORIAL on the Strike Situation in the Coal mining industry in the New York Evening Post of Nov. 4, 1919, gave what purported to be statistics of the Department of Labor, for a period of two weeks, which showed an average for the year, based on these two weeks, of 32% hours per week. This mode of arriving at the number of hours per week, while not accurate, is not so far off from the facts as to call for any special comment. The report of the U. S. Geological Survey, Department of Coal Statistics, give so the number of days worked in 1917 as 243; reducing the same to hours per week, assuming 8 hours per day, shows a weekly operation of mines at an average of 36J4 hours. But this assumption is not exactly correct, for the reason that it is not very often that the miners work the full 8 hours per day. There are many explanations for this, but it is not pertinent to this statement to discuss them now, as the important thing to consider is whether a 30-hour week would be for the best interest of not only the men themselves, but the public or country in general.

Edgar Hall, Silverspur, Queensland, Australia (communication to the Secretary*):—Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the eide of freedom among the' younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms mentioned have suffered by their secrecy is their own business—I hold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to he proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,' Dr. Douglas says : "In comparing iron and copper mining,...it must be remembered that 2 tons of average iron ore from the most prolific source now available ... will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-orc would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. THE formation of ferrite in supersaturated aus-tenite has been the subject of considerable speculation and investigation. Aaronson has recently reviewed the data pertinent to this reaction.' Since these data in all cases refer to ternary or high-order alloys it is not possible to put them to the test of simple binary diffusion formalism. It has not, therefore, been possible to make a certain statement as to the controlling mechanisms in the process. An assessment of the difficulties inherent in the conventional statistical metallographic approach suggested that a study of the problem by means of a macroscopic two-phase diffusion couple might contribute useful information. Accordingly, such a couple was synthesized, and the rate of motion of a ferrite-austenite phase boundary (the growth of an austenite layer at the expense of a ferrite layer) was determined. Wagner originally produced a diffusion solution applicable to the motion of a planar phase interface in a binary diffusion couple, assuming local equilibrium throughout the diffusion zone. This solution, which is stated free of typographical error* in Ref. where a is the position of the interface in A space (A = x/fi), C; and CL1 are the equilibrium inter-facial concentrations in phases I and 11, C: and C*1 are the initial bulk concentrations in phases I and 11, and & and are diffusion coefficients (assumed constant). If a diffusion couple consisting of homogeneous layers of ferrite and austenite in equilibrium is raised to a higher temperature, the austenite layer will grow at the expense of the ferrite. Provided that the thickness of the ferrite layer is much less than the diffusion length of carbon in ferrite, we can set , so that Wagner's solution reduces to

This study confines itself to an examination of the two million square miles of the northern hemisphere which the geographer defines as the terrestrial Arctic, a land region in which the mean temperature of the warmest month is below 50°F-in effect, the area lying north of the tree line. The engineering and human problems there are of a different order of magnitude than is generally true of the sub-Arctic. Whether in Dawson Creek or Matanuska, in Mo i Rana or Skelleftea such problems are of the same general order as in Hibbing or Noranda. The same is not true in Kong Oscar's Fjord or Lancaster Sound.

G. B. Craig (University of Toronto, Toronto, O,nt., Canada)—The advent of pyramidal slip at room temperatures in a magnesium crystal (M2,) and the very low value reported for the critical shear stress are puzzling. Table I1 shows the calculated values (approximate) for sin x cos I in this specimen if all the (10l) planes are considered. If So is the shear stress resolved in the direction of glide, on the glide plane, and U, is the stress operative in yield point tests, then: S,, — 325 (0.169) 55gpersqmm (approximately) for 1101: S,, = 325 (0.465) = 151 gpersqmm (approximately) for (0001): S,, — 325 (0.101) - 32.8 gpersqmm (approximately) Thus, we see the pyramidal plane in which the minimum shearing component operated. Barrett"' stated: "Experiments have repeatedly shown that, when there are several crystallographically equivalent slip systems in a crystal, the one having the greatest resolved shear stress will become active. ..." It does not appear to me that the measurements given are conclusive proof that pyramidal slip operated. E. C. Burke and W. R. Hibbard, Jr. (authors' reply) —Although the low value for the critical resolved shear stress for pyramidal slip may be puzzling, there does not appear to be any basis for questioning the validity of the measurements. Under the influence of constraints, slip systems having decidedly lower shearing components may become operative, e.g., "cross-slip" or the "forced glide" in magnesium reported by Bakarian. Since we believe that pyramidal slip occurred in the specimen because basal slip was inhibited, it is not too surprising to find an operative plane with a lower shear stress. -7 C. S.
