INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments [c] through g are more insoluble than lead carbonate, therefore should prevent the formation of lead carbonate on the galena surface. In experiment [i] the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments [j] through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

THE total crude production from the Dutch East Indies, and the British Protectorates of Sarawak and Brunei for 1932 is given in the following table: BARRELS BARRELS (42 GAL.) (42 GAL.) Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numer-ous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths. up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a depth of 2332 m. (7650 ft.) before abandon-ment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin.

The principal event during 1936 was the sale of Mosul Oilfields, Ltd. to Mosul Holdings, Ltd., a British company with French and American participation, and the expansion of its wildcat activities to untested structures on its West Tigris concession. Mosul Holdings continued the exploration of its low-gravity Qaiyarah-Najmah-Jawan-Qasab field. The Iraq Petroleum Company's systematic exploration and exploitation of its Kirkuk field was continued on a scientific unitized basis. Pressures and gas-oil ratios remained satisfactory. All wells were produced by flowing. A stabilization plant large enough to supply the 4,000,000-ton pipe line to the Mediterranean was completed at Kirkuk about the close of the year and only sweet oil is now being exported. The Khanaqin Oil Co., Ltd., a subsidiary of the Anglo-Iranian Oil Co., Ltd., continued the normal exploitation of its Naft Khaneh oil field, refining and marketing through the Rafidain Oil Co., Ltd. for local Iraq market. This field lies partly on the Iraq side of the boundary and partly on the Iranian side, the latter portion being known as Naft-i-Shah. Only the Iraq side is considered in this paper. Slightly more than 30,000,000 bbl. of crude was produced in Iraq during 1936. The I.P.C. exported all crude sold outside of Iraq and showed an increase of about 2,500,000 bbl. over the preceding year. Crude production in Iraq for export in 1934 was 7,096,669 bbl.'; in 1935 it was 27,014,904 bbl. and in 1936 it was 29,521,053 barrels.

I TOLD you above that you should save the melted material that you extracted by smelting the ore. In substance this is copper, lead, silver, and perhaps gold, but all are like substances mixed in one body without any distinction. Now if you wish to separate these and to reduce them to their pure qualities, it is necessary to proceed with each one according to its own methods. Now in this method of separating lead in order to extract the silver and gold from the copper, it is necessary to return to the smelting and to follow one of two methods.* The first is to smelt it again with the addition of lead or lead ore, and to make it all run through the channel into the large forehearth that was made in front of the blast furnace, and, as it cools off, proceed to remove layer by layer with the fork, as I told you before and as you did the first time, until the work lead is reached. Then you assay what you have extracted and see whether it contains silver. If you consider that it has enough per hundred to justify the expense, return it again to the smelting. Continue to do this until you have extracted all the unctuousness and the work lead still remains. If it contains little or no silver, you must be satisfied with your work; otherwise return it again to smelt, always accompanying it with lead or galena and do as you did the other times until it

TO those who are in a position to carry the thought to a conclusion, I would like to present a theory of the cause of blisters in ' galvanized sheets. Blisters that are caused from piping and shrinkage cavities will not be considered, because the reason for their formation is entirely obvious. Blisters that periodically occur, with no apparent system of location, number, size or grouping, and then disappear with no apparent change in manufacturing method, are the ones to which this theory would apply. Examination of blisters of the latter type has shown that they contain hydrogen gas at atmospheric pres-sure, and that occasionally traces of oxide or sulfide are found on the inner surface of the blisters. These two characteristics have led to the rather general idea that hydrogen gas generated in pickling, and that iron oxide supposed to be inherent in the ingot and causing weak spots, were, in some manner, responsible for the development of blisters in galvanizing. The theory which I wish to advance is that these blisters are caused by moisture that has penetrated the steel after the annealing operation. This moisture comes from the atmosphere, or from pickling or wash-ing, and when it is suddenly expanded into superheated steam in galvanizing, the increase in volume is so great that it cannot escape with sufficient rapidity through the small opening which it entered as moisture. The pressure so generated forces the sheet apart along those lines of lamination that may be found in practically all flat sections of steel rolled comparatively cold.

(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

THIS is the story of the recent operations of the Standard Cyaniding Co., which owns the Standard mine, a low-grade gold property in sight of Highway 40 about thirty miles from Lovelock toward Winnemucca, Nev. The ore is mined by power shovel and cyanided after grinding to only 3/S in. A total direct cost of $1.24 was attained in 1941 on 600 tons a day. Mining operations ceased, under Government edict, in 1942, and only in recent months have been resumed. The operating difficulties of today are: (1) the high cost of supplies; (2) labor problems; and (3) Federal laws as interpreted and enforced by executive bureaus of the Government. Of these, the increased cost of supplies is the least important.

TWENTY FIVE years of doing, finding, and encouraging others to do scientific research in' industry, and of organizing the machinery for the` smooth 'and effective conduct of such research, have left me with a feeling that so far as this branch of human activity is concerned the problems in 'essence are- not, materially 'different from those met elsewhere. Years ago, in a less mature period of life, I may have thought that the effective industrial research man was a being somewhat different from his fellow workers in adjacent 'fields, but I have long since 'changed my views. The rank and' file of the modern industrial research organization are relatively easy to find, though some¬times difficult to get in sufficient numbers. Mistakes in choosing them are not particularly serious to the or¬ganization, however unfortunate they may be for the misplaced individual who persists too long in the wrong environment. The reason for this is obvious from the fact that, taken by and large, the work of the rank and file is at best necessarily a work of detail done under guidance of the more experienced. In this respect the situation of the rank and file in an industrial research organization is not different from that class in any other group activity, whether concerned with industry, the university, or the church. This does not mean, however, that we are not all anxious to have the best possible material obtainable in the rank and file, or that we are indifferent to the utmost of encouragement and stimulation to its individual members.

I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

A new permanent-magnet material has been developed with unusual mechanical as well as magnetic properties. Specimens that have been cast or subjected to a small amount of hot reduction by rolling or swaging may be machined, punched, tapped or drilled. The composition range of the alloys is 30 to 52 per cent iron, 36 to 62 per cent cobalt and 4 to 16 per cent vanadium. After being either quenched, annealed or given the usual cold finishing passes and then heated for 2 hr. at 600°C., such materials have a magnetic energy product of 1.0 X 106 gauss-oersteds. This product is equivalent to that of the well-known Honda steel (36 per cent Co, 4W, 2 Cr, 0.8 C. 0.3 Mn, balance Fe). Material handled in the manner just described does not depend on cold-working for its magnetic properties, and is known as Vicalloy I. The preferred composition for Vicalloy I is 38.5 per cent iron, 52 per cent cobalt and 9.5 per cent vanadium. When the alloys are first hot-worked, then considerably reduced in area by cold-swaging, drawing or groove rolling and then heat-treated, the magnetic energy product measured in the direction of previous extension is increased to 2.0 to 3.5 X 106 gauss-oersteds. These higher values have been obtained only after cold reductions in area of 75 to 95 per cent. Material handled in this manner is known as Vicalloy II and the preferred composi-
