The efficient and safe design of room-and-pillar coal mines still remains as one of the pressing problems facing the mining industry in the United States. Present day design is a trial-and-error approach based mostly on experience. Although much research has been directed to stability of mine roofs and coal pillars, no generally-accepted design method has been formulated. This paper reports on a three-year research effort directed to an improved design of room-and-pillar coal mining in the U.S.A. Essentially the study consisted of three aspects: (i) determination of stable roof spans; (ii) determination of the strength of coal pillars; and (iii) determination of safety factors for room-and-pillar coal mining in the United States. Furthermore, three novel approaches were utilized during this research: i) the "petite sismique" technique was assessed for possible determination of coal pillar deformability ii) the "Geomechanics Classification" was extended for determination of safe roof spans in room-and-pillar coal mining. iii) a national survey of the current design practice and mining dimensions was performed with the aim of assessing factors of safety for room-and-pillar coal mining The outcome of this work, which is summarized in this paper, is a design code for room-and-pillar mining in the United States.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

(San Francisco Meeting, October, 1911.) MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations. For a number of years the production and use of super-purity aluminum (better than 99.99 pct) has been steadily increasing. High-grade lots of. such aluminum show certain outstanding characteristics not found in lower grades containing principally silicon, iron and copper as impurities. One such characteristic is the so-called "self annealing," that is, the re-crystallization of the heavily cold worked metal at room temperature.' Interest therefore is aroused as to the effects of the impurities. It is well known that the amounts of silicon and copper which occur in aluminum of better than 99.95 pct are completely soluble, at least at elevated temperatures (above 200°C). Iron, on the other hand, is known to be fairly insoluble in solid aluminum. Thus, a knowledge of the limits of this solubility would he of considerable use in studying the characteristics of the high purity metal. All investigators have agreed that iron has very low solubility in solid aluminum. Rosenhain, Archbutt and Hanson2 reported traces of an aluminum-iron phase in the "purest samples of aluminum obtainable." Gwyer and Phillips3 reported that an iron constituent was visible under the microscope in metal containing ".0088 per cent iron." Roth4 found that in the solid state the solubility of iron in high purity aluminum was 0.01, 0.01, 0.017 and 0.022 pct at 225, 320, 500 and 600°C respectively. Dix5 working with alloys containing less than 0.03 pct impurities, concluded from microscopic and chemical analyses of eutectic areas that the eutectic composition was close to 1.7 pct iron. Dix placed the eutectic temperature at 65s°C. Archer and Fink,6 using high purity aluminum-iron alloys, found that the hypoeutectic liquidus intersects the eutec-tic horizontal at 1.7 pct. This is in fair agreement with the investigation of the aluminum-iron system by Gwyer and Phillips who placed the eutectic at 1.89 pct iron with a freezing point of 653'C. Preparation and Chemical Analysis oP Alloys Electrolytically refined aluminum (99.991 pct aluminum) and a high purity alumi-num-iron alloy (11.45 Pet iron) were used in the preparation of the alloys for this investigation. To aid in controlling the iron content of the experimental alloys, an alloy of lower iron content was prepared first from these materials. The high purity aluminum was melted and heated to about 700°C in a plumbago crucible coated with alundum cement and the aluminum-iron alloy was then added. The alloy was thoroughly stirred, fluxed and skimmed and then chill-cast into notch bars. The aIlalyses of the three materials are given in Table I. The alloys for the determination of the solid solubility of iron in aluminum were prepared by melting 600 g total of the aluminum plus the required quantity of the aluminum-iron alloy (No. 92531). Extrapolation is a useful technique, but it can be overdone. Seldom is it justified to study over a range of 1 to 6 and extrapolate the results to 150,000. It is especially dangerous if the extrapolation is based on a false assumption. The authors assume settlers scale-up by residence time rather than by area, admit their result (a settler depth of 7 m) is "unreasonable" and suggest longer, wider, shallower settlers might be better. Various authors have noted for a copper-LIX system a total flow basis of 2 gpm per sq ft for sizing settlers. The results of this are compared with those in the paper in [Table 7]. The authors note that flooding of their settlers was never approached. Thus the smallest unit calculated is understandably twice too big. The largest however, is 5% of the required size. I note that the figures in [Table 6] for 1/min/cm2 are based on plan area rather than cross section as titled and are wrong by l0 4. A flow of 2050 1/min/cm2 is about Mach I. It is also 10 5/3 or 46.5 times that of the little one, although the abstract says the design was based on constant flow rate per unit cross section.

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.

Hardening of soft metals can be accomplished by dispersing finely divided hard particles in them. The dispersing of finely divided alumina in silver in the presence of oxygen yields a high strength material which is unusual in that its mechanical properties above the melting point of the continuous Ag-O alloy matrix are similar to other solids. The tensile strength is studied for two of these alloys, one of which contains 15 pct by weight alumina and the other 20 pct by weight alumina. The average fracture strengths above 960°C of these alloys were found to be 0.4 x106 dynes per sq cm and 3.8x106 dynes per sq cm respectively. The strengths appenred to be independent of temperature above 960° C. The creep behavior of the 20 pct alumina material was studied above 960°C. The initial creep rate, 6 , of this material can be represented by where s is the applied stress and E the activation energy for the process. This energy is of the order of 1.7 to 2.1 ev. HARDENING of soft metals by the addition of finely divided, hard particles has resulted in the production of materials with excellent creep resistance and with inhibited recrystallization.' It has been demonstrated that such composites have useful strength up to temperatures very near the melting point of the soft metals, but one might expect that the strengthening by the dispersed particles ceases to be of importance above the melting point of the softer phase. This, however, is not so.2 In this paper the strengthening of a liquid Ag-O solution by the presence of dispersed alumina is discussed and experimental data concerning the mechanical properties of such a material at temperatures above 960°C presented. EXPERIMENTAL PROCEDURE Specimens were prepared using powder metallurgical techniques. Finely divided silver oxide was mixed in the appropriate proportions with "Linde B" alumina. For these experiments the specimens contained 15 or 20 wt pct alumina in pure silver.* These alloys were used in these experiments since they were the ones that could be handled readily enough to yield experimental data. Silver oxide was used in preference to silver because it is readily available in a very finely divided form and because the presence of excess oxygen in the silver is important to the properties2 of the material. The powders were mixed wet, using alcohol as the medium, in an ordinary food blender until a uniform mixture was obtained. They were then dried and heated to reduce the silver oxide to silver. Only a fraction of the finely divided silver remains unoxi-dized upon removal from the oven since the finest particles of silver oxidize immediately upon contact with air. The remaining fine silver served as a binder during pressing. The mixture was then pressed at 20 tons per sq in. into shoulder-grip (reduced section 1/4 in. by l/4 in. by 1 1/4 in.) and rectangular bar specimens (l/4 in. by 1/4 in. by 2 in.). The green specimens were heated very rapidly in a globar furnace to 1000°C, held at temperature untic they had reached theoretical density and then furnace cooled. The strength of the two compositions at temperatures above 960 °C was determined by pulling shoulder grip specimens inside a furnace mounted on a tensile machine. Specimens were gripped by means of wires wrapped around the shoulders of the specimen. Temperatures were measured by means of a chro-mel-alumel thermo-couple placed in the vicinity of the specimen. Control of temperature (within ±°15C) was accomplished by means of a Weston Recorder-Controller. Before loading, specimens were held at temperature for approximately 15 min in order to insure uniform specimen temperature. The low loads were measured by a special load cell designed by Baldwin Lima Hamilton. All testing was performed on a FGT testing machine of the same com-pany. Creep studies were performed in bending utilizing rectangular specimens of the 20 pct alumina alloy. Specimens supported at both ends by knife edges of inconel were placed in a globar furnace, heated quickly to temperature, and the deflection of the beam measured optically as a function of time. In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

The cost of keeping platinum ware in repair becomes such an important item in laboratories where much fusion-work is done, that a method of saving in this direction may not prove unacceptable to at least some of the members of the Institute. Some two years since I had the misfortune to puncture an almost new Bishop crucible. As an experiment I endeavored to patch it, and with such success that it is still in constant use. This may be accomplished in the following manner : The crucible and patch, which should be of stout foil, are rubbed bright with silica, or rotten-stone; a light platinum wire, welded to a corner of the patch, and the whole treated for several hours with hot concentrated hydrochloric acid; after which they are thoroughly washed with distilled water and dried. The head of an ordinary iron rivet, 4 inches by $ inches, is rounded off by hammering to somewhat the shape of the crucible. This is sunk 2 inches in a block of hard wood, and firmly wedged in place. This serves for an anvil. The hammer is an ordinary cast-iron toy, 11/2 inches long, and # inches in face, mounted on a 4 inch iron rod, 10 inches long. The important question of the metallurgical value of the coals of the Rocky Mountains and the Pacific Coast is to be settled, of course, by practical experiment. Meanwhile, as I have had occasion to point out, the proximate analyses of these coals throws little light upon it, and is, indeed, likely to mislead the metallurgist, if he compares it with the results of similar analyses upon bituminous and semi-bituminous coals. With the view of showing how large a proportion of the material usually classed as(" volatile matters " consists of combined water, or oxygen and hydrogen presumably in chemical combination, I have collected a number of ultimate analyses from various sources, in the following tables. There is no conclusive data and because of its extreme importance to the Free World, the subject is greatly discussed. Opinions range from those presented by Paul Tyler in his article "Russia's Mineral Potential," June issue of MINING ENGINEERING to those of Norman C. Stines, presented herewith. Mr. Stines is a consulting mining engineer of Los Gatos, Calif. He was in Russia, China, and Manchuria from 1909 to 1918 as a mining executive. From 1917 to 1919 he served as assistant military attache Intelligence Branch U. S. Army in Petrograd, Russia.

HENRY A. VEZIN, Denver, Colo. (communication to the Secretary, February, 1897): I have read Mr. Austin's paper with considerable interest, more especially as the designing and study of such works have been an attractive occupation for me during the last twenty-five years. Mr. Austin says that a " plant on a terraced site has generally been considered the most advantageous," and also that " many advocate a level site," while he himself " is disposed to advocate a modification of the latter plan, utilizing an extended surface with a moderate slope."* Among the advocates of the terraced sites as against level ones, I do not recollect ever meeting a metallurgist who had even made an attempt to plan his works for level ground, or who had, in a lucid interval, figured how much he gained or lost by one or the other method. The average metallurgist starts with the assumption that it is rational to conduct his material down hill because its movement is aided by gravity, while to elevate ore or furnace-material by machinery he vaguely believes to be not alone wrong in principle, but also unnecessarily expensive. Mining in the Pacific Coastal Region has passed through three stages of development. First came the gold rush days, a period when gold and silver were the objects of intensive search. Second was the development of the high-grade base-metal deposits and of the smaller and more refractory precious metal deposits. And third was the modern period that covers the discovery and development of the rarer metals, of large low-grade deposits, and of the industrial and nonmetallic minerals. Brief discussions of the salient geologic features of the region and of a few of the better known mineral deposits are given. The regional geology is favorable for continued exploration and discovery of new deposits and districts.

Carlisle: This is August 1960 and I am sitting across the table from Henry DeWitt Smith. We both took the mining course at Yale the same year; and here we are, over fifty years later, at Nantucket Island where we have spent quite a number of summers together. Now, let's start the questions with something about the center of your career. Let's say Tsumeb; not about the mine itself which people know, but some of the details on how you happened to take it over for Newmont. Mr. Smith: I first heard of Tsumeb, a famous German mine, through our own associates O'okiep Copper Co. From 1935 on, the local management at O'okiep, being reasonably close, kept the New York office informed. It served as a listening post for new mine development, as well as being a highly profitable copper mine in the northwest Cape Colony. We had all known of a famous German mine in South West Africa called Tsumeb. But it had a reputation for not welcoming visiting engineers. One engineer who went to this property for the Ministry of Supply in 1943, '44 and '45 was Arthur Storke. He was much impressed with possibilities of profitable operation. This mine had been operated by a German company since 1910. It was finally taken over by the Custodian of Enemy Property for the Union of South Africa.

DURING the morning session," on Feb. 17, papers were presented and discussed regarding a recent wire saw installation, cement rock quarry operations, hydration factors in gypsum deposits and the status of the phosphate industry of the West. Oliver Bolvles presided and there were about twenty-five members present. W. M. Weigel's paper (T. P. 262), "The Application of the Wire Saw in Marble Quarrying," was read by the author. He described the recent installation of the St. Clair Marble Co., near Guion, Ark. Since the use of the wire saw for quarrying is comparatively new and the fact that it has been almost entirely limited to slate quarries heretofore, ?he description and data given in this paper were of much interest.

THE system of pitwork used with the Cornish pumping engine, and which, for want of a better name, we may call the Cornish system of pitwork, consists essentially of a series of plunger-pumps, situated one below the other, in a shaft or incline, the plungers being operated by a rod called the pitman or pump-rod, which must, therefore, extend from the motor at the surface to the lowest pump. The subject will be best understood by reference to Fig. 1, in which k may be taken as typical of the ordinary plunger-pump, in which S is the suction pipe, u, the lower valve situated in the H piece T; v, the upper valve situated in the valve-box O; I, the mounting-pipe or column through which the water is carried to the surface; L, the plunger-barrel, and P, the plunger working through the stuffing-box, and actuated by the branch rod r, which is attached to the main pump-rod, R. The action of the pump is as follows : On the ascent of the plunger, acting now by suction, the water flows from the reservoir through the valve u, into the barrel, L. On the descent of the plunger, the water is forced up through the valve, v, which acts merely as a check valve, into the pipe, I, through which it is, at each successive down-stroke of the plunger, forced upward until it reaches the next reservoir, from which it is taken by another similar pump, and so on until it reaches the surface or drain-tunnel. The pump is obviously only single-acting, i. e., it acts only during one-half of its entire stroke. The weight of water raised during the up-stroke of the plunger is equal to the weight of a column of water whose base is the area of the plunger and whose height is the mean distance between the plunger-face and the surface of water in the lower reservoir, a distance not usually exceeding 12 or 15 feet, and which obviously cannot under the most favorable circumstances, exceed 25 or 30 feet. The water forced up during the down-stroke is equal to the weight of a column of water whose base equals the area of the plunger and whose height equals the length of the mounting column above the mean position of the plunger-face, say from 150 to 300 feet. RICHARD R. HICE, Beaver, Pa. (written discussion *).-The matter of selective. mining is probably of more importance in Pennsylvania than is washing, and perhaps washing would not be necessary at some plants where now practised if proper care were taken in the mining. I have in mind one plant where the sulfur content of the entire bed is more than 2 per cent., yet if the bottom 12 in. and the top 12 or 15 in. are separated, the main portion of the bed, some 6 ft., will not contain more than 1.25 per cent. sulfur; and yet in this mine the entire bed .is worked together, the resultant coke, as a matter of course, not being fit for use in iron smelting. Not sufficient notice is taken of the "Double-thick" Upper Freeport coal in Allegheny and Butler counties. This is a very valuable deposit. Other areas where there is a, top member of the Upper Freeport coal are also known, which add to the value of this bed as a coking coal. This double Freeport coal is especially suited for byproduct coking. I cannot be as optimistic as regards the "low-sulfur" Pittsburgh coal in Greene county as the authors. The Institute published a collective index of- Volumes I to XXXV inclusive, which has been very extensively purchased and used by the members of the Institute. It enables one to look, up any subject in the first thirty-five volumes and is useful to those who have the Transactions, as well as to those who have not, because it tells what subjects have been treated and enables one to look these matters up in his own library and then afterward either to procure the individual papers from the Institute at the price of $1 each, or to procure Volumes, or to consult the Trans-actions at a nearby library, if such a one is available. It now seems desirable to publish another collective index, and the Editorial Department, upon the authority of the Board of Directors, has prepared an index of Volumes XXXVI to LV inclusive. This will be sold in the Institute's standard half morocco binding at a price of $5 and in paper covers at a price of $4. It wilt be ready in a few weeks. Those who already have the first index and purchase the second one, and those who purchase both, will have a complete index of the Transactions from Volumes I to LV inclusive. +1KLEINFONTEIN GROUP CENTRAL ADMlNISTRATION, BENONI, TRANSVAAL, S. AFRICA. The cost and the speed of sinking a shaft are factors of so great importance in operating a mine, that the data given in Table I., herewith published, will be of interest and value to all engaged in practical mining; and for this reason the data are communicated for permanent and accessible record in our Transactions. The figures 'of cost cover the period from January 1, 1903, to May 31, 1903, during which time the total depth sunk was 858 ft. So far as I know, the cost of sinking per foot (£13,15s., 11.04d.) of a shaft of the dimensions 21 ft. by 6 ft. in hard rock, is the cheapest yet on record; and the speed of 213.5 ft. per month, which was attained during May, 1903, is also the best record for speed in sinking in rock so hard as that of this shaft. During the period from January 1 to May 31, 1903, there were 144 rounds worked, involving 4,032 holes, of a total depth of 28,963 ft. 2.4 in., which is equivalent to an average depth of 7 ft. 2.2 in. per hole bored. These data are of added interest from the fact that the work was done practically by native labor.

One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable.
