Richard Pennefather Rothwell, was born May 1, 1836, at Oxford, Upper Canada (now the province of Ontario). His father, Rev. John Rothwell, was a native of County Meath, Ireland, where the family (originally, no doubt, a Scottish one) still holds large estates, under a grant from William and Mary. John Rothwell was graduated at Trinity College, Dublin, and became a clergyman of the Established Church. He married Elizabeth Garnett, of Athearn Castle, Ireland, and subsequently came to Canada. It is said that he was a man of liberal views combined with sterling piety, an enthusiastic sportsman and yachtsman, and a pastor who refused for many years to accept any remuneration from his parishioners. After preliminary education, the subject of this sketch entered Trinity College, Toronto, with the intention of studying law; but a year later he resolved to become a civil engineer, and entered the Rensselaer Polytechnic Institute at Troy, N. Y., where he was graduated, with high standing, as civil engineer, in 1858. He then went to Paris, and entered the Imperial School of Mines, where, by reason of the proficiency he had already acquired in civil engineering, he was able to finish in two years and a half the full three-year course, and to take the degree of Engineer of Mines. In 1861 he took the "practical courses" in mining and ore-dressing at the Mining Academy of Freiberg, Saxony. (written discussion*).-Experi-ments with titaniferous ores found in Essex County, New York, made by the MacIntyre Iron Co. in 1914, showed' that titaniferous concentrates are reduced in the furnace with no greater, and probably with less, expenditure of heat, and consequently of fuel, than non-titaniferous mag-netites; and as a greater proportion of their oxygen is removed by carbon monoxide than is the case with non-titaniferous magnetites, a lower fuel consumption for the reduction of iron may be expected. After the furnace was blown out at the end of the experiment, the formation in the hearth was found to be abnormal. The brickwork was replaced, entirely around the furnace, by a layer which at -the tuyere circle was made up of cinder, fine carbon, and coke; the coke, however, gradually disappeared toward the bottom, being replaced by cinder and graphite. The usual salamander of graphite and iron was missing. The material left in the hearth seemed to be cinder that had not drained from the last cast; its composition, though, would indicate that it was in the furnace previous to the taking off of the titaniferous ore. At first, this material was thought to be blast-furnace cinder mixed with less iron and graphite than is normal; but an examination showed it to be made up of cinder with small masses of iron and graphite. There were also patches of a steel-gray material having a metallic luster; a microscope showed these patches to be made up of black metallic crystals interlacing white crystals.

THE literature dealing with the physical constants of nickel is so fragmentary and unrelated, that a synopsis presents unusual difficulties. It is only within the last few years that investigators have understood the importance of placing on record not only the determinations they have made but also the composition, physical treatment, and past history of the material investigated. For this reason much of the earlier literature is valueless. Determinations have been made of the same physical constants on samples differing widely in origin, composition, and treatment, and the results differ widely among themselves. In the first place nickel is almost as flexible a term as steel. Its physical properties are widely influenced by its composition and treatment. It absorbs large quantities of gases and is exceedingly difficult to prepare in a state of chemical purity comparable to gold, silver, or copper. It is vitally affected by thermal and mechanical treatment. Hence in the following pages the recorded literature, where quoted, must be accepted with a certain reserve and used, as far as possible, as a check on later observations, in which these important factors are noted. In every case where new determinations are given, an attempt has been made to record all available information concerning the composition and treatment of the material used so that the data may serve as steppingstones toward a wider knowledge of the properties of the metal. THE World. Engineering Congress closed as it opened, with a brilliant and dignified ceremony. On Oct. 29, 1929, there were hearty speeches of welcome and of hope for the successful issue of this international gathering; on Nov. 7, the farewells were even more heartfelt expressions, and anticipation gave place to, realization. H. I. H. Prince Yasuhito of Chichibu, who had graciously opened the Congress; was unavoidably absent at the closing ceremony, being on duty with his command at the Army maneuvers, so that the principal speech was made by the President of the Congress, Baron Furuichi. The outstanding statistics of the meetings were: an over-all attendance, delegates and members, of 800 from overseas and 2800 Japanese 83 sectional meetings, all. meetings having practically capacity attendance, this being especially true of Section 11, mining and metal¬lurgy, where standing room only was commonly the rule; and 780 papers were presented, in full or in abstract or by title. H. I. H. Prince Chichibu attended each section on Oct. 31. The large attendance of Japanese students was notable at most sections.

The word recovery as used in this paper is applied in its broader sense and not limited to wells producing from horizons of unconsolidated sands. Certain problems connected with the winning of petroleum from such horizons present themselves while drilling is in progress and should be considered before drilling is commenced wherever unconsolidated sands are expected. Maximum recovery depends not alone. upon efficient pumping methods but also upon the selection of a proper drilling system and the completion of a well especially adapted to the extraction of these oil-bearing sands. 11. DRILLING Determining Factors in Selection of Method The selection of a drilling method for the development of a region in which the oil reservoir consists of unconsolidated sands is based on the following considerations: (1) Character of the formations overlying the reservoir; (2) thickness of the oil-bearing stratum or strata; (3) thickness and character of water or gas sands; (4) gas pressure to be encountered or expected; (5) total depth of well. 1. Character of the Formations Overlying the Reservoir The strata overlying the reservoir may consist of beds of shales, clays, sands and other soft materials, or they may be slates, limestones and sandstones consolidated to all degrees of hardness. Very often the overlying strata are predominantly of soft materials but interbedded with harder formations. IT has been shown elsewhere1 that the data on the rates of diffusion in solid metals are fragmentary and in many cases unacceptable. As a result, relatively little is known concerning the factors determining rates of diffusion and the variations in these rates with temperature. The first form of Fick's law (equation 1 below), ? in which the diffusion coefficient D is assumed invariant with composition, has been recognized for many years as only an approximation. The differential equation representing the second form of Fick's law (equation 4 below) has only recently been integrated by Matano,2 and unfortunately only in cases where a full diffusion-penetration curve (concentration-distance curve) has been obtained can the Matano solution be applied. The proper analysis of diffusion data is thus confined to the data of Grube and Jedele and of Jedele.§ These data are essentially for one temperature alone and do not furnish any information on the variation of the activa-tion heat of diffusion, Q, with concentration: no information exists on the variation of Q with concentration within a singles olid solution field. Much of the argument concerning the properties of metals that deter-mine D and Q has been drawn from data in which variations of the quan-tities with concentration are unknown, for these data- have been taken from experiments that could not furnish this information. Speculation concerning the properties of metals that may be effective in determining D and Q on the basis of data in which the chosen D and Q values are averages over wide concentration ranges of values at particular concen-trations, ranges often of 100 per cent, is likely not to be fruitful.

Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

THE structures and properties of the copper-aluminum alloys have been the subject of much study since the classic investigation of Carpenter and Edwards1 focused attention on the engineering utility of these alloys. It was recognized at an early date that the metallographic structures developed in the aluminum bronzes were similar to those developed in steels, both in the annealed and the rapidly cooled state. Most investigators have been concerned with the acicular, martensitic-like structure formed from the ß solid solution upon rapid quenching; the transformation of the ß under equilibrium cooling to a lamellar eutectoid having been relatively neglected. With the introduction in 1930 by Davenport and Bain2 of the isothermal transformation technique for studying eutectoidal decompositions, a new field was opened. Although an enormous amount of work has since been done on the isothermal transformation of steel, study of structurally analogous systems has been almost totally overlooked. The outstanding exception was the prize-winning paper† of Smith and Lindlief3 who investigated the decomposition of the ß phase in copper-aluminum alloys by isothermal methods. This was followed in 1934 by Wasserman's reviews of available information on analogous transformations in eutectoid alloys. Since that time no comprehensive study of isothermally transformed eutectoids analogous to steel has appeared, although many valuable contributions have been made to an understanding of the structures developed in such systems. Important papers have been published by Kurdjumow, Gridnew and co-workers, 5-17 Obinata,18,19 Greninger,20,21 and others .22.28 The work to be described in this paper was an out-growth of preliminary studies on the isothermal transformation of a eutectoid aluminum bronze, after it became apparent that the alloy under study was reacting somewhat differently than the similar alloy used by Smith and Lindlief. PRELIMINARY EXPERIMENTS The material used in this study was a high purity aluminum bronze especially prepared by Ampco Metal, Inc. It analyzed: Copper-88.o7 pct, Aluminum-11.89 Oct, Iron-0.02 pct, Manganese-0.01 pct, Others-Balance. Although some disagreement exists on the exact composition of the eutectoid, this alloy was believed to be of essentially eutectoid composition even though some pro-eutectoid* delta particles existed in the microstructure of furnace cooled specimens. Specimens transformed isothermally at temperatures slightly below the eutectoid showed relatively large amounts of pre-eutectoid delta, but as will be shown later, this results

With the imperfect knowledge that me have of the geology .of the country in general, and of the numerous mining districts in particular, it is impossible to present an accurate idea of the geographical and geological distribution of the mineral deposits of the Mexican Republic. IN 1880, mining operations were commenced at the Copper Queen mine. The famous Queen orebody, which extended to the surface, was first quarried from a large open cut in the outcrop. The orebody was followed down to the 300 level with the Queen incline, and stoped. This, we believe, marks the introduction of square setting in the Bisbee district, which is still the method most generally used. Orebodies The orebodies in the Copper Queen mine occur in the limestones, and the main portion of the ore has been mined from the Abrigo, Martin, and. Escabrosa limestones. While the orebodies outcrop in the extreme western end of the mine, the general dip is to the east and south, at an angle of about 20°, although this dip is not by any means regular, being, in fact, very irregular locally. The ore is remarkable for its variableness in character, some of it being very soft, requiring a large amount of timber, and other portions consisting of extremely hard sulphides. The orebodies, in general, While remarkable for their continuity, are very irregular, both as to shape and size. The mine having been in operation so many years, and mining having been prosecuted over such a large area, the operations have caused the shrinkage of the overburden, and there is a constant movement, which is shown y large cracks and interstices in the surface rocks, which largely contribute to the very high deadwork or maintenance cost of the mine. It is surprising that for year 1913 it cost almost $400,000 just for the one item of repairs and deadwork in this property.

PROBABLY the majority of red brass sand castings are judged merely on the basis of outside appearance and the quality of machined surfaces. Many castings, however, must individually withstand a hydraulic or air-pressure test before being accepted as parts of more complicated machin-ery. Finally, there remains a comparatively small group of castings intended for uses of considerable responsibility where only the highest possible characteristics of the metal are acceptable, and for these specially cast test bars are required. The shape of the cast piece from which the test bar must be detached varies greatly from one country to another. The test bar as specified in the American Society for Testing Materials Specification B62-36 is widely used by the American foundry industry. The actual test piece is at the bottom of the cast block and has a riser about six times its mass. It is obvious that this test bar has an advantage over the actual casting. The latter rarely possesses a riser of as much as 30 per cent of its own weight and that riser cannot generally be located in so convenient a manner. Therefore, the characteristics of the test bar cannot possibly correspond to those of the casting itself. It must be taken into consideration that red brass if melted and cast in the best possible manner may show a tensile strength of 40,000 lb. per sq. in. with 35 per cent elongation in 2 in. Such a test bar would indicate that the metal was nearly perfect from the viewpoint of its gas and inclusion content. Barring some accidental defect, a casting cor-responding to such a test bar could be accepted as being quite sound. However, actual specifications do not demand such high characteristics; indeed, few specifications require over 30,000 lb. per sq. in. and 20 per cent elongation, while one Federal specification demands merely 27,000 lb. per sq. in. strength and 15 per cent elongation. There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause. In conducting the manufacture of extruded brass rods and brass forgings it has been noticed that there is considerable variation in the physical properties, particularly the machinability of different rods and forgings, even though the composition, working temperatures and method of manufacture remain the same. It is the purpose of this paper to attempt to establish the cause and extent of this variation, and also to determine whether variations in composition within certain defined limits influence hardness and machinability to any marked degree. The writer believes that this variation probably is due to the variation in grain size of the metal, therefore the microstructures of several compositions under various conditions of working were examined in an effort to establish this as a fact. Survey of Previous Work in Studying Extrusion Defects Very little has been published concerning defects in extruded and forged brass. In 1921, R. Genders1 $ delivered a paper before the British Institute of Metals, relative to a defect inherent in the extrusion process. This defect, commonly found in extruded brass rod, shows up in the form of a circle in a transverse section consisting of oxides and impurities, and is generally present in the last 25 to 30 per cent of the rod. Genders concluded that the defect is caused by the turning inward of the skin of the billet at the edge of the plunger because the inside of the billet is more plastic than the outside, which is in contact with the cooler container; the outside skin will lag behind to form the rear end of the rod. Genders suggested a movable die as a remedy, and while this met with fair success, it is not used in present practice. About the same time as Genders' experiments, Tucker2 and Rosen-hain3 conducted experiments using colored plasticene in the form of a billet, and found much the same defect as Genders. METALLURGISTS are properly interested in papers dealing with subjects ranging from the theories of the metallic state to very practical details on the use of metals. A review of theoretical metallurgy naturally excludes papers concerned with the usefulness of metals and limits itself to those concerned purely with the science of metals. Even in this more limited field the reviewer is confronted with thousands of papers dealing with facts and theories of metallic behavior, from which he can select only a few hundred. The selection is necessarily highly arbitrary. Certain classes of papers definitely fall within the scope of this review. Thus, papers on the deformation of metals, on the structure of alloys, on recrystallization, to select only a few, are fully represented. Other subjects, which verge on what is generally accepted as the science of metals, such as the magnetic properties of metals, the less familiar electrical properties and theories, adsorption of gases by metal surfaces, and the like, are treated scantily. Particular attention is given to reviews of subjects that fall with in the groups chosen; in a summary such as this, which is largely in the nature of a progress report, capably written reviews are of importance, particularly since the monograph and text book literature is so meager in this field. THEORIES OF STATES OF AGGREGATION The electron theory of metals and the relation between possible electron structure and the magnetic properties have been discussed (317.307)† the electron theory of liquid metals, especially with respect to electrical conductivity, has been considered(306).

The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." The object of the writer is to call attention to a rather unique aggregation of economic products distributed over a line of succeeding formations about 3 mi. long, to be seen within a few miles of La Salle, Ill. Fig. 1 is an ideal section of the stratification exposed and exploited along a distance of 3 1/5 mi. in a southwesterly direction from the quarry of the Utica Hydraulic Cement Co. located near the historic site of Kaskaskia village to the Oglesby shaft at Oglesby. No attempt has been made to cover the whole field, special mention only being made (with the exception of two places) of the operations found along the course or parallel to the direction assumed in the ideal section. I have used Fig. 2, after J. R. Bent and De Witt Kelly, to locate the relation of the La Salle anticline to the coal mines of this district and to show the operation of No. 1 and 3 mincs of the Illinois Zinc Co. Anticline and the Rock Formations Owing to the structural deformation between La Salle and Utica, the older rocks of the state are exposed to the surface along the northern embankment and the bottoms of the Illinois River valley near the latter place. At; the Illinois Zinc Co. works, Sec. 16, Tp. 33, R 1, a well for water mas sunk 1828 ft. and samples taken every 10 ft. of the ground penetrated; duplicates were sent to Mr. Cady of the Illinois Geological Survey. A general compilation or synopsis study of this section is here presented. As the well is over 1 mi. west of the Western limb of the anticline, the section affords some reliable data. These samples were studied and interpreted by H. M. DuBois as Lower Magnesian, and by G. H. Cady as the Lower Magnesian. The results are given in Fig. 3. The most interesting geological feature of this district is the La Salle anticline. In 1865, Leo les Quereux, looking at Split Rock, asked how it happened that the upper coal measures overlie strata of the Lower Silurian and what has become of the formations which are generally found intermediate—the Upper Silurian, the Devonian and sub-carboniferous, and the lower member of the coal measures?

THE Allouez Mine is situated in section 31, town 57, north of range 32 west, Michigan. The mine is being worked in a conglomerate bed, which conglomerate is generally conceded to be the continuation of the Albany and Boston conglomerate of Houghton County. Besides the well-known Calumet and Hecla with the adjoining Osceola, both working on the same bed, and the new location, the Seneca, now being tried on the Kearsarge conglomerate, the Allouez Mine is the only one working on a conglomerate bed. The Albany and Boston, in Houghton County, of which, as said before, the Allouez is supposed to be the continuation, shares with all the remaining conglomerate beds, near and around Portage Lake, the property of being non-quartziferous, while the conglomerates of Keweenaw County are all highly quartziferous in character. This change takes place, according to Professor Pumpelly, about six miles northeast of Portage Lake. The Allouez conglomerate, with a dip of 38° 15' and a general course of about 36° east of north, is overlaid by a trap, and has as its footwall an amygdaloid. The trap is followed by a series of amygdaloidal melaphyres and true amygdaloids, further on by the greenstone and ashbed ; towards the lake shore alternating traps and conglomerates are found. At the footwall of the Allouez conglomerate, an amygdaloid lies, the thickness of which is not known, which is also the case with the other formations, accurate surveys and geological researches of this district having, as I was informed, never been made. About 198 meters (650 feet), horizontally measured, from the Allouez conglomerate another amygdaloid bed can be traced, on which the present rockhouse stands, further on a melaphyre is exposed, and then follow the diverse conglomerates, the Calumet, the Kearsarge, and Kingston, which, according to the last geological report, are at about the re-
