FOR many years, you and your fellow members of the American Institute of Mining and Metallurgical Engineers have devotedly and ably applied yourselves to the art of making iron and steel. having foremost in your minds the conservation of raw materials, suitable and efficient facilities, economical processes, and improved quality of product. For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

In discussing the classification of iron to-day, we are to leave out of consideration the general division into non-malleable or cast iron and malleable iron, as to the adequacy of which no question has been raised; and to confine ourselves to the subdivisions of malleable iron. This has been classified, according to the extent to which the properties imparted by carbon are present (viz., resilience, hardness,strength, and, above all, the capacity for being hardened by sudden cooling from a high temperature), into (1) wrought iron which cannot be hardened, and (2) steel which can be hardened; and this classification I shall, for briefness, term the carbon classification. Until within a few years all authorities, both metallurgical and general, have concurred in explicitly recognizing the carbon-given qualities, and preeminently the capacity for being hardened, as the essential qualities of steel; this is laid down with clearness by every writer on the subject. For several years this old classification has not been sufficient to meet all our needs, since the genius of Bessemer, Siemens, and, I may add, Holley, has produced wrought iron which has been perfectly melted, and thus freed from certain mechanical adhering impurities. This causes what we call homogeneousness for want of a better word, and gives rise to many important qualities which the old wrought iron had not; qualities universally recognized, though not readily described. I shall, for briefness, style them the fusion qualities, and a classification based on them, a fusion classification. I AM very much impressed by this manifestation of international brotherhood; the mining engineers on both sides of the ocean have similar subjects to deal with, meet with the same difficulties, expose themselves sometimes to similar dangers; they are like companions in arms in the battle fought by mankind in order to subjugate the natural forces and to draw profit therefrom. There is no other field where this fraternity must manifest itself more actively than in the studies pursued with a view to improving the safety of mines and to rendering impossible in the future these mining disasters, which every year claim hundreds of victims. These are very difficult problems, the solution of which requires numerous and laborious experiments accompanied by very arduous scientific investigations; it is extremely desirable that the various mining countries, which have undertaken to solve these difficult problems, should unite their efforts in order to succeed as soon as possible and as well as possible. This idea has been fully grasped by your Bureau of Mines, which has brought me to Pittsburg; the daily exchange of views with the distinguished chief of-the mine investigation division, George S. Rice, and with his excellent collaborators, the comparison of the results obtained at Lievin and Bruceton, the checking of these results by means of new tests, the profound study of the measurements, diagrams, measuring and laboratory apparatus, the cooperative investigation of new apparatus, or the preparation of new investigations, are, I hope, of such a nature as to bring about great progress. I think that it will be interesting to you to know what has been done in France along this line.

WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

Union Carbide has recently developed two open- pit vanadium mines in the Wilson Srpings area of central Arkansas about five miles southeast of Hot Springs. The ores from these mines, together with those from a larger vanadium deposit at nearby Magnet Cove, are processed at a new 1600- tpd plant built by the company in the immediate vicinity (Fig. 1). The Wilson Springs vanadium deposits are associated with the Potash Sulfur Springs intrusive, a circular igneous complex which is exposed over an area that is somewhat less than a mile in diameter.1 The complex has a crude ring structure similar to that of the larger Magnet Cove instrusive six miles to the east.2

(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. (communication to the Secretary+). -In this discussion of Mr. Roesler's paper, I shall follow Kemp in using the term "granite" to refer to the acid rock called syenite by Kimball. Diorite, as I understand it, is the dark basic rock invariably closely associated with the orebodies. The types of rock of intermediate composition, mainly intrusives, are not under discussion. It is difficult for me to conceive that this granite is the ore-bearing agent, for the following reasons: 1. No isolated orebodies in the granite are known. It would seem that if this rock is the mineralizer, some small bodies, or at least patches and small masses of ore so situated would exist. 2. In 1909 the writer conducted explorations on the Pequena and Grande claims about 1 mile north of West Mine No. 5. This work was done after a very careful magnetic survey had shown a large and uniform area of attraction. As exploration progressed, it became evident that in this case the magnetic attraction was due to disseminated magnetite. Much ore of 40 per cent. Fe was found, but very little commercial ore was shown up. This ore was entirely in the diorite and no granite outcrops are near. The occurrence could easily have been described as "ore formation but very little ore." I cannot conceive how a remote granite intrusion could impregnate a diorite mountain with 40 per cent. of Fe, and prefer to believe that this 40 per cent. of iron was in its real home, rather than in a sort of dioritic "boarding house" after having been evicted by granitic parents. 3. The Ocaña mine, which has produced nearly 500,000 tons, shows no evidence that the granite is the mineralizer. This is admitted by Mr. Roesler on p. 1827. 4. I believe it will not be disputed that all the iron-ore deposits extending along the south coast for 60 or 70 miles are of a similar origin. Evidence available at other points might properly be referred to in discussing the article under review. At the La Plata mines, about 60 miles west of Santiago, the writer has also made explorations. No granite is in evidence. At one point in the bed of a creek is a small body of magnetite about 10 ft. long, entirely surrounded by a hard fresh diorite. To me

THIS paper is a report on work undertaken to investigate the results and conclusions of Ravitz and Porter1,2. that galena freed of surface oxidation products and lead carbonate ("clean" galena) is water-repellent, and that the action of xanthates in flotation is the action of a cleansing agent, enabling oxidized galena particles to expose a pure lead sulphide, water-repellent surface. The apparatus, in construction and use, was essentially that of Ravitz and Porter. The only significant modification introduced by the present authors was the substitution of a three-necked flask for the flotation cell as the "reaction vessel." Our procedure was to place 50 grams of freshly ground, minus 200-mesh galena in the reaction vessel, sweep out all molecular oxygen from the system with oxygen-free nitrogen, and proceed to wash the galena surface free of its oxidation products with repeated small portions of (I) ammonium acetate (500 c.c. of water, 200 grams of ammonium acetate) or (2) ammonium chloride, hydrochloric acid (2 liters containing 200 grams of ammonium chloride and 25 c.c. of 1.18 sp. gr. hydro chloric acid). The galena was next washed with many 100-c.c. portions of oxygen-free, distilled water. The galena was finally considered free of soluble salts when wash water that had been in contact with the mineral for at least 48 hr.* gave negative tests for: (I) lead ion with sulphide; (2) chloride with silver ion; (3) acetate with cuprous chloride, sodium chloride; and (4) ammonium ion with Nessler's reagent. Next 500 c.c. of potassium ethyl xanthate solution, free of dissolved oxygen, was run onto the "clean" galena particles. For this system there were determined: I. The wetting properties of the clean galena particles by shaking the reaction flask and noting the degree of mineral collection at the liquid-air interface. This was, of course, simply a qualitative test, but it proved adequate for our purpose. 2. The removal of xanthate ion from the potassium xanthate solution on being shaken with the "cleansed" mineral. Xanthate concentrations were determined by iodine titration according to the methods of Taylor and Knoll.3 3. The pH of the xanthate solution after having been shaken with the "cleansed" galena. The pH was determined colorimetrically.4 The results of five experiments of the type mentioned above are given in Table I.

I have no beitation in saying, that if the students have been previously instructed in the theoretical part of thrir studies, by lectitras and practice during the winter, the plan would be an admirable one. Of courae experience will suggest modiflcations of detail. Frorn the work you have done at our mines this spring, I feel sure that you would be perfectly competent to curry out your plan, and 1 shall gladly aid you in uny wny I can. " Yours, sincerely, The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof ss might be necessary, was voted for the experitneat. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that year (1877). The following extract, from an editorial notice in the iden of the organization of the school and the work required of the stiudens. "The students, on reporting to Professor Munroe, were divided into sqoade of two or three men each, and on Monday, July 2d, were aesigned to the qre of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the atternoon, one squad at a time with each miner, The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. OLIVER C. RALSTON, Salt Lake City, Utah.-We are indebted to these two gentlemen for the work which they have done with the oils derived from sage brush. Their work should not be confused, however, as the work of Mr. Adams deals with steam-distilled oils and that of Mr. Clevenger with destructively distilled oil, largely. In other words, Mr. Adams' oil is probably the original essential oil that existed' in the brush before distillation while Mr. Clevenger's oil not only contained this essential oil but also some products of destructive distillation of the wood constituents. I had noticed the work of Mr. Adams on attempting to separate the various constituents in the oils of some of the Western conifers and had sent to him to ask if he could send me small samples of some of. these pure products. This he very kindly did, and with them included some samples of oil from the common sage brush, whose characteristics he has here described, as well as a sample of oil from the common "rabbit brush." Only the sage brush oil proved of much value for flotation, but it, was very powerful, and I so informed Mr. Adams. Even in amounts as small or smaller than 1/10 lb. per ton of ore, it gave very quick and positive flotation of many ores, with high-grade concentrates and good extractions. It proved to be especially desirable for the flotation of carbonates of lead and of copper which had received an artificial coating of sulphide by treatment with a solution of a soluble sulphide. I also received a sample of crude pyroligneous acid from sage brush prepared by Dr. W. C. Ebaugh, of Salt Lake City. It did not do very good work in flotation, but it is possible that by concentration of this product to obtain the residual tar a good flotation oil might result. This has not been done as yet and I am sorry to see that Mr. Clevenger has not done this. It might be that the dissolved tar, added to the settled tar, would make a total yield of flotation oil higher than the 4 per cent. which Mr. Clevenger feels is a safe estimate. The importance of this point will be seen in the following discussion of the possible costs of sage brush oils for flotation.

Discussion of the paper of E. L. deGolyer, to be presented at the Colorado meeting, September, 1918, and printed in Bulletin No. 137, May, 1918, pp. 987 to1000. J. A. UDDEN,* Austin, Tex. (written discussiont).-I have read Mr. E. L. deGolyer's paper on The Theory of Volcanic Origin of Salt. Domes, with a great deal of interest. It seems to me a very able summary and discussion of the various theories set forth to account for the origin of our salt domes on the coast. It has always appeared to me that what we need is more observations on the facts involved and I regret very much that so far we have not been able to devote much time to the study of our salt-dome fields on the coast in this State. One feature that I do not find mentioned in Mr. deGolyer's paper is the so-called "cap. rock" overlying the salt. The nature of this rock seems to vary from a coarsely crystalline limestone to a fine-grained limestone containing sand and in which the limestone seems to be intersticially introduced material. We should be prepared to accept, if necessary, "more than one theory. To my mind, the igneous theory and the artesian theory, if I may so call it, may very well both be true. The "squeeze" theory and the artesian .theory may,, it seems tome also, jointly explain the phenomena. Neither the volcanic nor the salt "squeeze" theory explains the presence of the cap rock. The latter certainly does not explain the extensive sulphur deposits which occur in association with the cap rock. Whichever additional theory will be found best to explain the salt-dome structures, when we shall know them better, it seems to me that the theory first advanced by R. T. Hill and later elaborated by G. D. Harris, is not likely to be entirely replaced. Whatever cause has first set into action an upward circulation of gases and liquids in our salt domes, it seems to me that to a gentle circulation of the kind postulated by their theory is to be ascribed the uppermost and the later phenomena in our salt domes on the coast, with which we are most familiar; such as the cap rock, the sulphur, and the gypsum and anhydrite deposits.

In their analysis of Eqs. 29 and 30, the authors correctly deduce the following behavior limits for the "differential capacitance model". 1. When the rate group a is sufficiently large, the model reduces to that implied by Eq. 1, i.e., the simple convection-diffusion model. 2. When the rate group a is sufficiently small, the model reduces to that implied by Eq. 1 with 1 replaced by 1, i.e., the simple convection-diffusion model with a total pore volume equal to that occupied by the mobile fluid in the original model. Unfortunately, the authors' solution, Eq. C-1, to the transformed versions of Eqs. 29 and 30 does not exhibit the same limiting behavior. For example, as a approaches zero, Eq. C-1 reduces to the solution to Eq. 1 or, equivalently, the solution to Eqs. 29 and 30 for sufficiently large values of a. Therefore, it can be concluded that Eq. C-1 is not a general solution to Eqs. 29 and 30; this conclusion can be easily verified by substitution. I suggest that the correct form of Eq. C-1 is the following: It is generally realized that accounting for dispersion effects is an extremely tricky business; therefore no one should criticize the pragmatic approach of Coats and Smith who proceeded by accessible theory, made use of some available phenomenology, and who then took the trouble to check the consequences, against their own carefully undertaken experimental results. Here I should like to defend three assertions: (1) Coats and Smith copy the error of previous authors in the formulation of the so-called simple diffusion model (which error is then retained in their differential capacitance model); (2) improving the fit between data and the predictions of an arbitrary model by increasing the number of parameters is a triviality unless the parameters are disposable by being independently determined; and (3) existing experimental procedures lack sufficient resolution to clarify some current theoretical uncertainties. Taking first the view that all theoretical approaches (whether constructed by statistical, finite difference, or continuum arguments) tend to reduce to the same model form as fixed by the number and nature of the disposable parameters, one notices that the "finite-stage" model of Deans1 is equivalent to the Coats and Smith so-called differential capacitance model for the pertinent case where a

(communication to the Secretary): In connection with Mr. Douglas's mention of the continuous charcoal kiln used at Kopparberg, some further data concerning this important invention may be of interest. Before giving these, however, I will say a word or two concerning other features of Swedish practice. In 1894 I spent two days at Soderfers with Mr. Tom Bergendal, the manager of the works, and was specially interested in the gas-producers and wood-drying kiln, illustrated in the paper contributed to our Transactions by Mr. Odelstjerna in that year.* The wood-drying kiln is, however, quite different in design and construction from Ljungberg's charcoal kiln. In the summer of 1894 it was discovered that by placing the gas-producer as close as possible to the open-hearth furnace, and working the producer hot, ordinary weather-dried wood, still containing a considerable percentage of moisture, could be used to advantage in the melting-furnace. Hence, the dryingkiln was needed for wet wood only. One of the iron-works of the Udeholm Go. was the first to adopt the Lundin saw-dust gas-producer and condenser, enabling them to make gas from saw-dust containing 45 per cent. of moisture, and convey the gas from the condenser through wooden pipes to the Siemens steel-melting furnace.† This sawdust gas gave very satisfactory results in iron-works; but the proprietors experienced much trouble by reason of the pollution of rivers by the tar-water from the condenser. On my visit, in 1894,I found that the Udeholm Co. had put in for their steel-melting furnaces the same wood-gas producers

The formation of slip bands in crystalline solids undergoing plastic deformation has recently been treated as a problem of nu-cleation and growth.' A simplified theory was developed and shown to be qualitatively consistent with certain experimental observations reported in the literature, such as the frequent failure of slip bands to traverse the entire crystal, the effect of specimen diameter and temperature on the yield stress, and the occurrence of incubation periods in the deformation of suddenly loaded crystals. The theory further predicts the appearance of transients in the rate of strain of a crystal when the applied stress is suddenly changed from one constant value to another. A transient consists of a discontinuous change in the strain rate followed by a gradual approach to a steady-state value. Such transient behavior apparently has not been recognized in previous experimental work. The preliminary experiments reported in the present paper were undertaken to confirm the existence of the predicted transients and thus to determine whether a more detailed treatment of the nucleation theory of slip might be theoretically and experimentally fruitful. Experimental Procedure A simple creep apparatus was assembled as shown in Fig I. Very little insulation was used on the furnace in order to facilitate rapid changes of temperature. Temperature was measured with a thermometer placed in the center of the furnace and was controlled by adjusting the Variac setting. The specimens were cold-headed in split-cylinder grips. The strain was measured as total elongation by a dial gauge sensitive to I/I0,000-in movement of the weight pan. Since the specimen gauge lengths were

Prior to any detailed discussion, I'd like to say that Dr. Aplan has made direct hits on two important considerations: 1) The most demanding need in Fine Coal research is to develop improved methods of sulfur reduction. 2) The areas of particle (impurity) liberation and froth flotation hold real near-term promise as techniques for improved sulfur removal. Digressing for a moment, I thin kwe can all remember the time when the biggest problem facing coal research was simply defined - "No money!" In the mid 70's we suddenly found ourselves dealing with a product worth five to seven times the value it carried in the mid60's. All of a sudden, we're talking about a high-profile, high- value commodity. The coal industry still hasn't made the complete psychological adjustment - especially in the operating areas (prep plants included). We have a valuable material at hand which is, in' many cases still being processed as though it were a two or three dollar per ton item. Simply put, I think that while the industry has made some major strides during this transition, a stronger commitment of attitude (and finances) needs to be made toward deeper definition of beneficiation work. Back to specifics - Dr. Aplan has really highlighted three areas where strong research efforts are needed. 1) Liberation processes - not limited to mechanical comminution - must be more fully studied.The industry certainly needs a better handle on value returned (improved ability to beneficiate) for dollars spent on improved liberation. 2) Flotation processes probably hold the most promise for near- term improvement in fine coal beneficiation technology. The determination of manganese by precipitation with potassium chlorate from a solution in concentrated nitric acid, filtration through asbestos, and solution in a reducing agent whose excess is estimated, is open to the objections that the filtration and subsequent solution of the binoxide are apt to be very slow, and that the asbestos may (according to Troilius), unless perfectly purified, affect the titration. In the following modification, filtration is avoided. I give the method as I use it for Bessemer steel. In an 8-ounce Griffen beaker dissolve 1 gramme drillings in 15 c.c. nitric acid (1.2 sp. gr.). Evaporate to 5 c.c.; add 20 c.c. concentrated nitric acid and precipitate with chlorate as usual, avoiding a large excess; then add about 60 c.c. warm water, and 10 c.c. of the oxalic solution; stir until of a clear light yellow color, and titrate with permanganate while the solution is at about 80' C. The binoxide should dissolve immediately when the oxalate isadded. The titration is rapid, and the end-reaction, though transient, easily caught after a little practice. The standard solutions used are: 15 grammes crystallized ammonium oxalate to a liter, and 1.6 grarnmes potassium permanganate to a liter. For standardizing the permanganate, to 10 c.c. of the oxalic solution is added 50 c.c. of hot water, and a solution of 1 gratnme of steel in concentrated nitric acid, from which the manganese has been removed by potassium chlorate and filtration through asbestos. (communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with
