DURING the past year a survey was conducted by the Committee on the Promotion of Student Interest in Coal Mining to determine whether the program as laid down in past years was operating effectively. It is a source of satisfaction and pleasure to be able to report considerable headway among operating companies in putting cooperative scholarship plans into operation. In previous committee reports the pioneer work along this line by Eugene McAuliffe, president of the Union Pacific Coal Co., has been cited. That Company now has in its employ, in responsible positions, three men who received their education under such scholarship plans. One student under a similar plan is now studying at the Colorado School of Mines.

OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

Determinations of the hydrogen content of irons and steels invariably are subject to two serious difficulties: (I) the determination of amounts of 0.001 per cent or less of any constituent requires an analytical procedure of unusual precision and accuracy, and (2) the hydrogen content of many samples is dccidedly not stable; i.e., there is no assurance that the content at the time the analysis is made is the same as it was when the sample was taken or at some previous time in the history of the piece. In respect to both the precision and speed of the determination, the vacuum-extraction procedure for the determination of hydrogen possesses advantages over the vacuum-fusion procedure, which has been the recognized standard for the detcrmination of other gaseous elements in sted-— oxygen and nitrogen for example. The basic facts upon which the vacuum-extraction procedure is based—i.e., the evolution of gas from solid steel when it is heated in vacuum, and the fact that the evolved gas is rich in hydrogen—were observed by Graham1 many years ago. Subsequent investigations have shown that hydrogen exists in steel chiefly as interstitial solid solution (i.e., in atomic dispersion) and perhaps to some extent as hydridcs that are unstable and decompose to form atomic hydrogen. In either case practically all of the hydrogen in steel at elevated temperatures exists in the atomic condition and consequently is able to diffuse readily through the metal. In contrast to this, other gaseous elements, such as oxygen and nitrogen, normally are present in steel chiefly in the form of relatively stable compounds such as oxides or silicates and nitrates; i.e., the oxygen and nitrogen atoms are fixed in stable combinations and are not free to migrate. The only oxygen or nitrogen that can diffuse in steel is the small amount in solution (atomically dispersed) and the rate of diffusion of these atoms is much less than that of hydrogen because of their greater atomic volume and lower mobility. Consequently, it is possible to extract most or all of the hydrogen from solid steel in a reasonable time at moderately elevated temperatures, but the procedure is not applicable to the determination of oxygen or nitrogen. It is only within the last decade that these observations have been developed into an analytical procedure for the determination of hydrogen. Apparatus and Procedure The apparatus used at the National Bureau of Standards,6 for the determination of hydrogen by the vacuum-extraction procedure, is shown schematically in Fig. I. The specimen, freshly cleaned and dried,* is suspended on a fine wire within the quartz furnace tube that is connected to the reservoir system and analytical train.

ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may serve to clear our vision with regard to our own metal production. One can not examine the literature of national metal production without being impressed that the countries of continental Europe, especially Germany and Austria, have shown greater interest and devoted more time to research into the record of metal production than Great

In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; bat even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails—tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper,—& paper which follows very much upan the same lines of argument as the first red three years ago, upon which I have previously touched in my pabr on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken wore pains to prove that he was correct in his first formula for the best chemical colnposition of steel rails. But I hare seen so much done in the way of proof by experiment that I am inclined to think that almost anything can be proved by experiments and by satnples. If Dr. Dudley would only give up his formula, which would not suit any country—not even America—

AT intervals in the course of history an event occurs which, though scarcely heeded at the moment, marks in retrospect the beginning of a new era in some one field of human activity. Such a happening is perhaps more readily spotted in the field of technology than in other realms of human endeavor. Here the span of years is relatively short and the records have been kept with some degree of precision. In the current scene of our social and economic drama the art and science of metallurgy is playing a major role. Off stage will be found the metallurgist in one guise or another aiding, he trusts, in the development of processes and products which will contribute to the happiness of his fellow men. The results of his efforts appear in the form of metallic substances known as alloys built up from any two or more of the wide variety of metals which have been extracted from the mineral deposits in the earth's crust. An alloy by virtue of its inherent physical properties may seem ideally suited for human use in a special way but until this material can be produced economically it will fail to attain a place of prominence as an article of commerce. In fact many commercial alloys are being continually replaced by new or modified compositions better suited to meet the increasingly severe demands of industrial service.

I DESIRE to communicate to the Institute the results of a few analyses which bear on the condition of carbon in gray and white iron. These analyses were made in the course of an investigation, now in progress, of the chemical composition of "chilling" irons. It will be remembered that Bell says he found no material difference in the amount and condition of carbon in gray and white pig iron made at the Clarence furnace, in England, and he therefore refers the difference in color and appearance in these two varieties of iron to the size of the particles of graphite. I quote from his "Chemical Phenomena of Iron Smelting:" "The inference I would draw from the information afforded by these analyses is, that the condition of iron in respect to its so-called `richness' is, within certain limits, entirely independent of its chemical constitution... . In the fluid state, I conceive the carbon, so taken up, confers upon the iron the property of fusion much below the temperature at which the pure metal melts, and the carbon itself may be regarded as dissolved in the iron. If, during the process of manufacture, the pig metal has been formed at a low temperature, consolidation, I imagine, takes place under such circumstances that the crystals are so minute, and the carbon which is separated assumes the uncombined or graphitic form in particles so minute as to be invisible, and, in consequence, the iron is white. If, on the other hand, the furnace is working at a very high temperature, the intensely heated iron crystallizes with large facets, upon which the extruded carbon assumes the condition of distinct plates or flakes. Should the temperature be less intense, these crystals are of smaller dimensions, and the separated carbon is less conspicuous, and, as the temperature of the furnace declines, the crystals decrease in size, as do the flakes of carbon, until both disappear in white iron. . . . Returning, then, to temperature as the cause of differences in quality of pig iron, the `chilling' of gray metal, and its conversion into white, may be regarded as the effect of preventing, by rapid cooling, the formation

The thermodynamics properties of the liquid Pb-Ag-Au system have been determined from galvanic cell measurments five pseudobinary systems of fixed XAg/XAu ratio. The galvanic cell employed a molten PbO-SiO2 electrolyte and was operated between 775" and 1030°C. The thermodynamics properties of lead were obtained directly from the experimental data, whereas the excess integral molar properties and the activities of silver and gold were obtained by means of the Gibbs-Duhem equation. The calculated proper -ties of the Ag-Au system agree well with the published properties. The liquidus surface of the Pb-Ag-Au system has been determined at 1200°K. In Parts I' and 11' the galvanic cell Mo,Pb(l)|(PbO-SiO2)(l) SiO2(s) |Pb(alloy)(l), Mo [I] was used to determine the thermodynamics properties of the Pb-Ag and Pb-Au systems, respectively. The use of cell I, in which a molten oxide electrolyte is employed rather than the classical fused-salt electrolyte, was shown to result in more accurate ther-modynamic measurements in that the displacement reaction at the alloy-electrolyte interface (l/Zb)B(alloy) + (I/za)A+Za = (1/Za)A(alloy) + (1/Zb)B+zb [1] was minimized. For the Pb-Ag system, where B = Ag(l), the error in the activity of lead (aPd) re-sulting from Reaction [I] was calculated to be less than 1 pct.l For the Pb-Au system the error in aPb was calculated to be less than 0.5 pct.2 Also, electro-transport measurements on the PbO-SiO2 electro-lyte1,2 established that the conduction was entirely ionic and that lead was present only in the divalent state. In the present study the experimental technique is extended to an investigation of the thermodynamic properties of the liquid Pb-Ag-Au system. Five pseudobinary systems of fixed X Ag/XAu ratio were selected. The experimental results were then combined with the previous measurements on the component binary systems Pb-Ag1 and Pb-AU2 to calculate, by means of the Gibbs-Duhem equation, the molar and partial molar mixing properties for the liquid ternary solutions.

Prof. J. W. Richards, South Bethlehem, Pa. (in reply to several questions):—The cut representing some of the round briquettes which were under test shows that, at the brcaking-stresses, they break into lumps, and do not disintegrate into powder. The process is simplicity itself. I have followed the different processes for sintering iron-ores and flue-dust, am interested in all of them and wish them all success; but this process appealed to me strongly by its simplicity. It is in line with a method which I once tried to work out myself, but which never came to anything, namely, the agglomeration of fine iron-ores by means of Portland cement. As small an amount as 5 or 6 per cent. of Portland cement will enable fine ore to agglomerate and set into a briquette, but when I came to estimate the cost, I found it was a little too high. The Schumacher process, curiously enough, does not work well on iron-ore, but flue-dust thus treated does harden and give a strong briquette. In my attempts to find a reason for this difference, it has occurred to me that possibly the particles of flue-dust had been coated over with some sublimed silica, which might be an agent in the setting. But I found by experiment that neither sublimed silica, nor ordinary silica, nor ordinary alumina, would briquette. Chemically pure iron oxide briquetted quite hard; but the application of pressure is a necessary part of the operation. If simply moistened with the solution and allowed to stand it does not set hard, but the more pressure applied to it the hardcr it sets. Evidently the flue-dust particles must be pressed very close together in order to get the small proportion of active material wet, so that the particles shall act at their points of contact; for it is evident that only at the points of contact does the cementing action take place. The reactions are facilitated by considerable pressure, bringing the acting particles close together, and may go on with

SMELTING is a thing essential to the end for which ores are sought, for without it every ore is a useless stone. This art is especially needed by those who, drawn on by hope, have mined ores in large quantities with great expense and effort. For this reason it is worth while to use one's wits and, if ordinary ways should not suffice, to consider how to find new ways of smelting the ores in order to extract the metals and to purge them of their earthiness. For this reason I shall now tell you of blast and other furnaces, and I shall also tell you, in order that you may be warned, that whoever wishes to do this well must first look at the nature and quality of the ore. You will already have had enlightenment on this from the experiments on assaying and with this as guiding star it is necessary to make ingenious structures and to provide for-the other needs as necessary, for one ore requires iron and another lead. Since I have already spoken of these in their own places on their ores, it is not necessary at present that I repeat, but here I wish to speak only of copper ore as a companion of silver and gold, and of where art is most required and where difficulties chiefly appear. For these things a machine must be built that is convenient to a good water supply in order to continue the work more easily. Its wheels should be large and easily moved, constructed in such a way that the force of the water lifts the bellows that are placed at the tuyère to direct the blast inside the furnaces that are to smelt the ores. For this, attention must first be given to the site of the machine, the quantity of water, and its fall; then to the wood for building the machine and for making charcoal; then to the stones that are used for the blast furnaces; then to the provision of good bellows that are wide, long, and full in their sides and made of cloth, for the better these are, the more they quicken the power of the charcoal

I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

A. M. CANDY,* Pittsburgh, Pa.-I think more stress should be laid upon the question of welding with the carbon electrode, which we ordinarily call graphite arc welding. Mr. Miller's photograph indicated that the original parent metal had been decarburized to a marked degree. It would be interesting to know the carbon content of the parent metal, and whether or not Mr. Miller has made any investigations to determine if the metal is always decarburized or whether in some instances we actually have carbon injected into the weld, which has been the understanding that has been quite prevalent. There were one or two other points that Mr. Miller brought out concerning which I desire to ask one or two questions: The illustrations that he presented were obtained with what, I suppose, would be termed a real low-carbon steel welding wire, which gives in the deposited metal grains that are more or less symmetrical, whereas the Roebling electrode, which is a mild steel of higher carbon content, apparently gives a columnar structure. I do not know which-of these I structures is more desirable, but assuming that the structure produced by the really low-carbon steel wire is the more desirable, would it not be true that the very low carbon content would, probably owing to high temperatures that prevail in the arc, result in a greater amount of oxidation and probably result in either carrying into the weld more oxide or producing more oxide on the surface as the operator progresses? The short arc is an advantage in all cases. Whether Mr. Miller's trouble is oxide or nitride, the short arc helps him out, because the closer the end of the electrode is to the work the less chance there is for either oxygen or nitrogen to get in. And whichever is the cause of the trouble, the short arc keeps it out by lessening the time in which the steel is molten and the amount of air that gets in. It also makes sure that the molten metal will not fall into the crater. Everything is in favor of the short arc.

DEFORMATION twinning contributes to the plasticity of titanium and has been reported on {10i2}, {1121},{11221}, {1123}, and {1124} planes.' Twinning on {1011} has also been reported in commercially pure titanium as a result of quenching from 1000', but no reports of such twins occurring as a result of deformation alone are known to the authors. In this study single crystals grown from iodide titanium were compressed parallel to the c axis over the temperature range 25 to 800°C. From it has come evidence that (10il) deformation twins are the most common type between 400" and 800°C. Crystals about 6 mm high with a rectangular cross section measuring about 3 by 4 mm were used in the tests. Chemical analyses showed them to contain 220 to 250 ppm 0 arid 10 to 15 ppm N. The long axes of the crystals were made parallel to the c axis while the sides were parallel to (i100) and (1120), as shown in Fig. 1. The crystals were compressed between polished alumina platens with no lubrication, in a vacuum of 2 x lom5 torr. Between 25' and 300°C the predominant twinning mode was (11221, which is to be expected for this stress state. There was an abrupt change at 400°C, however, and from that temperature up to 800°C twinning took place almost entirely on (10i1 ). Twin planes were determined by the two-surface rnethd. Measurement of the crystal orientation within several (10i1) twins by means of polarized-light4 and transmission electron microscopy showed that the lattice reorientations were the same as those previously reported for the (10i l ) twinning in magnesium.' This reorientation is consistent with The calculated (10il ) twinning shear for titanium is 0.10, while that measured from surface offsets on a (1150) face, which is parallel to the shear direction, was about 0.15. Slip within the twins, or in the matrix adjacent to the twins, probably accounts for the larger measurement. Slip in both locations was judged to have occurred from observations on foils in the electron microscope.

You have just heard several papers on the classification of coal as this subject appears to the chemist; I shall approach it from the point of view of the geologist who, perforce, has to deal with coal as it occurs in the ground and with the miner of coal who knows certain phases of the physical characteristics of coal better than the scientist can possibly know them. The chemist is familiar with coal as it reaches him in the laboratory, but he seldom has an opportunity to see it in its native condition and to study its physical characteristics and its behavior under varying conditions of weather, transportation and use. He naturally regards the chemical composition of coal as the all-important feature upon which to base a system of classification and he is sometimes inclined to ignore as unscientific any scheme of classification that is based on characteristics other than chemical. The geologist, on the other hand, although he is glad to use the data furnished by the chemist, must depend largely upon the differences that he can see and feel. Classification Understandable to the Layman In the very comprehensive program of examination of the coal fields of the West which the U. S. Geological Survey undertook in 1906, it fell to my lot, as the responsible head of the work, to classify the coals in advance of much knowledge of their chemical composition and in regions where mining had not begun. In this work I was forced to devise some sort of classification that would work practically and that would be understandable to the layman in the field. Much of the classification was based on the work of those who had gone before me, but in the low rank coals of the West the field was unoccupied and I was forced to devise a scheme embracing both chemical and physical characteristics. This scheme has stood the test of actual practical application for several years but it needs revision and the sharpening of the limits between the different ranks. I feel that my experience warrants my saying that physical characteristics must be considered and I have faith to believe that some scheme embodying both can be devised.

Discussion of the paper of C. M. YOUNG, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1369 to 1384. CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

INDUSTRIAL relations in the United States Smelting Refining and Mining Company's Western operations covers the field of personnel and labor relations, and the principal aims are to render service to the employes of the Company and to its operating departments. Accident prevention Safety is a primary function. A safety engineer is employed at each operation. The wholehearted support of Company officials, staff, and the working force has been most successful in preventing accidents. Constant vigilance has been combined with a policy of building safety into all operating activities whether these are in the construction of a new facility, the developmnt of a mining system, or the direction of the working force. That this policy has produced results is attested to by the fact that the accident frequency rate at the Company's major mining operations in Utah has been reduced approximately 75 per cent in the ten-year period ending Dec. 31. 1946.

IT IS the purpose of this paper to point out a number of the most common causes of crooked holes; to outline methods of drilling and straightening which to my personal knowledge have proved successful in numerous cases; to describe some of the characteristics of holes which, though not crooked in an exaggerated sense, may still cause serious mechanical trouble if not recognized and properly remedied; and to define clearly the part of oil-well surveying in the concerted effort operators generally are making to keep their wells straight from spudding to completion
