ENROLMENT data given in this report of the seventh study of the schools by the Mineral Industry Education Division reveals the critical situation in the mineral engineering schools of the United States. Complete figures for the year 1942-43 show that at that time, about one year after Pearl Harbor, the enrollment of mineral engineers was 6385 or 30 per cent less than in 199441. By October 1943, however, enrollment had dropped to 2050, as reported in the Journal of Engineering Education of January 1944. This was a further reduction of 68 per cent in one year, or 77 per cent in three years. With accelerated programs in effect during the current year, with many graduations since last October, and with the military forces taking practically all the high school graduates, the present enrollment is, of course, much lower than the 2050 above given. TWENTY-TWO sections and all four of the divisions sent delegates to the annual meeting. They became so interested in the wide ranging dis6ussion of old and yet ever-new problems of Institute affairs that three instead of two sessions scheduled were necessary. Monday morning the meeting assembled with President Bassett presiding in the absence of President-elect Tally, who had been called to Baltimore by the serious illness of a brother. Thursday morning Vice-president Turner presided until Mr. Tally appeared after which the latter guided the sessions. Since reports from all of the active sections save one had been mimeographed and sent in advance to the delegates, detailed reports from each were dispensed with. The discussions dealt largely with membership problems, both local and national, with financing, speakers and programs, visits from national officers, and the conduct of the annual meeting. Many interesting and constructive suggestions were made and will be reported back to the sections by the delegates.

Today one of the main articles of diet for the mechanized army is oil and gasoline, and the chief and most efficient source of 'apply overland is the pipe line. It was a flexible 4-in. pipe line that supplied the voracious appetite of tanks, trucks, jeeps, and planes across the North African desert. and it is the 1800-mile pipe line from Calcutta to Kunming, Yunnan Province in China, the longest in the world, that supplied oil and 100-octane gas for the trucks, tanks, Jeeps, and planes fighting on the Assam-Burma-China front in recent months. At the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899,I presented a paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-mining industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is "shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the U. S. Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent. in 1907 to 37 per cent. in 1908. In 1898 only 19.5 per cent. of the total product was unclercut.by the use of machines. The number of in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. Y.-In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean and diverse in character, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of ,the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been. splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view representing the best thought of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers.

Discussion of the paper of L. W. BAHNEY, presented at, the New York meeting, February, 1915, and printed in Bulletin No. 9S, February, 1915, pp. 339. to 344. E. J. HALL,* New York, N. Y. (communication to the Secretary+).- The Chiddy method for determining gold and silver in cyanide solutions has been subjected to so many proposed modifications, of which L. W. Bahney's is one, it is natural to suppose the method is defective. There is no denying that this method is capable of giving inaccurate results, but so is any other method of quantitative determination. However, proof has not come to my notice that the troubles are inherent and not in the detail application, and I am inclined to think from our experience that in many cases it is the latter. Errors in this method may be occasioned by: (1) The retention of zinc in the sponge, which tends to desilverize the molten lead in cupellation, similar to the action in the Parkes process, removing gold and silver in a crust of zinc oxide. Failure to remove zinc may result from lack of concentration of hydrochloric acid, clue to neutralization by salts present, volume of liquid too great for the specified amount of acid, or the use of weak acid. (HCl rapidly loses its strength unless kept in perfectly tight containers. The HCl gas escapes even from the ordinary glass-stoppered acid bottles after the plaster seal has been broken.) Undissolved zinc, is likely to be held in the upper part of the lead sponge, which floats above the liquid, and unless the solution is boiled it will escape action. Discussion of the paper of FRANK H. KNEELAND, presented at the New York meeting, February, 1914, and printed in Bulletin No. 97, January, 1915, pp. 61 to 65. B. F. TILLSON, Franklin Furnace, N. J.-I think it may be of interest in respect to the information we have received in regard to the danger of machinery in mining operations, to state that in the particular type of metal miming which the New Jersey Zinc Co. is doing at Franklin, during the past year, although there have been other accidents, that method of miming was free from any accident due to machinery underground. It may give a different light as to the relative degree of the importance of machinery as varying with different types of mining. ARTHUR WILLIAMS, New York, N. Y.-Mr. Kneeland's able presentation of this paper, it seems to me, bears out the suggestion which has been so frequently made that in this country we have a new profession, that of the safety expert or safety engineer, which calling, if properly carried out, would include also questions of sanitation. While Mr. Kneeland was speaking, it occurred to me that perhaps any one, however experi-enced he might be in mining generally, would pass through these mine shafts and these operating rooms, and the things which might cause accidents, which would cause accidents if the right conditions were to occur, would pass by entirely unnoticed by him, but when the safety expert goes into these places he sees these things which he immedi-ately recognizes as being spots of danger and provides means for their elimination.

While the occurrence of phosphorus in coking-coal has assumed less importance with the development of the opeu-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6 Y2 O14, 18 Aq). Subsequently, through the courtesy of Dr. J. Sharshall Grasty, of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter, of the University of Cincinnati, and gave the following partial analysis: Per Cent. Loss on ignition,......... 37.43 Phosphoric anhydride,..10.33 Alumina,..........36.33 There was also a trace of silica, and quite a considerable quantity of lime and magnesia. Professor Porter was led to think that the material was not pure, but a mixture of several of the phosphates of aluminum carrying lime and magnesia. The material available did not permit of the convenient determination of the other ingredients. One form in which phosphorus occurs in coal is evidently as a hydrated phosphate of aluminum; and any coal which shows to the eye the occurrence of a light-colored resinous-looking material should be looked on with suspicion as being high in phosphorus.

The following letter has been received from the Chairman of the United States Shipping Board. August 1, 1918. American Institute of Mining Engineers, New York, N. Y. GENTLEMEN: I am going to call upon your organization for some teamwork. The time has come for Americans everywhere to put themselves solidly behind American ships. Our railroads must no longer stop at the ocean. We are building an American merchant fleet of twenty-five million tons-three thousand ships. We are backing modern ships with modern port facilities, establishing our bunkering stations all over the globe and will operate with American railroad efficiency. We will carry American cargoes at rates corresponding to our railroad rates-the cheapest in the world. Fast American passenger-and-cargo liners will run regularly to every port in Latin America, the Orient, Africa, Australia. Are you taking steps to use these ships to increase your own prosperity? Do you realize that American products of factory, farm and mine can be delivered to customers in foreign countries on terms which will build lasting trade? Do you realize the possibilities for bringing hack raw materials to extend your products and trade? We must all take off our coats and work to bring these American ships home to the people of every American interest and community. The manufacturer must think of customers in Latin America as being as accessible as those in the next state. The farmer must visualize ships carrying his wheat, cotton, breeding animals, dairy products and fruit to new world markets. The American boy must think of ships and foreign countries when he chooses a calling.

FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

THE Santa Barbara Unit of the Compania Minera Asarco, of which the San Diego mill is a part, is in the Parral District of southern Chihuahua. Although the concentration of sulfide ores has been practised in Santa Barbara since 1900, the San Diego mill, completed in 1921, was the first plant in northern Mexico to attempt the treatment of oxidized lead ores. From the milling point of view the many ores that have been treated at San Diego are very similar, the differences among them being rather of degree than type. Since 1921 the number of ores from different sources treated simultaneously has varied from four to eleven; in no case have any distinctive characteristics warranted the separate treatment of any of these. The zone of oxidation, source of the ores milled at San Diego, extends to a depth of 300 to 400 ft. below the surface. These ores carry more gold and less silver, lead, copper, and zinc than the underlying sulfide ores; the gangue minerals appear comparatively unchanged by oxidation and leaching. Lead occurs in diverse minerals, chiefly in cerussite, galena, and angle-site, the proportion of the lead in galena varying considerably in the different mines. An average of the feed to the mill would show the following approximate distribution of the lead content:

THE notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat- . treatment of steel. In view of the serious thought that even so simple a test as the tensile test, has evoked during the past years, it is not surprising that the notched- bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and un- predictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small- size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even mare complex than that present in the simple beam type of test, hence a critical analysis is difficult. Much work has also been reported by investigators using the tension type of specimen. A second variable that must be con- trolled is the testing temperature. An indication that the tests were performed at room temperature is not sufficient, since in many steels a variation of a few degrees in the actual testing temperature may be sufficient to give an entirely different range of results. Other factors. such as the com- position and condition of the material being tested and the speed of test, should also be considered. AST fall over half a million tons of ore and rock were broken in one blast at the open pit of the Hudson Bay Mining & Smelting Company's operation, at Flin Flon, Manitoba. The following particulars of the blast, and details of the preparatory work, indicate how an operation of this scope is carried out. The data given, in essentially the present form, were first published by The Canadian Mining Journal. The area blasted was 150 ft. wide and about 700 ft. long. A total of 123 tons of 50 per cent forcite gelatin, in 5 by 16-in. cartridges, was used for the charge. Drilling for the blast was started on May 29, and was completed late in August, requiring 1297 machine shifts for drilling only. Total footage drilled for the shot was over 5 miles of 6-in. hole. The main blast consisted of 232 holes spaced on 17.5-ft.

THE efficient recovery and preparation of small sizes of anthracite called No. 4 Buckwheat (3/3 2 by 1/3 2 in.) and No. 5 Buckwheat (1/3 2 in. by 0), present a difficult problem to the anthracite operators. In many instances preparation of these sizes, particularly No. 5 anthracite, is extremely inefficient. In many of the older preparation plants, inadequate facilities, and often none at all, were provided as an integral part of the plant for cleaning this fine anthracite. Consequently, much of the material smaller than s, 32 in. was discarded. As the demand for these sizes increased, facilities for preparing the fine sizes were often crowded into existing structures with consequent sacrifices of capacities and efficiency. In addition to this condition, the methods of preparing the finest sizes are being developed in an attempt to improve their efficiencies. Because the demand for small sizes of anthracite still is increasing, many operators would benefit by investigating and improving the cleaning equipment employed on these sizes.

THE future of the steelmaking industry of the Birmingham, Ala., district is closely related to and, in a large measure, dependent on the development of workable, economic processes of ore concentration. Operations thus far in the area have been possible only because of the fortuitous occurrence of iron ore, fluxing stone, and coking coal-all the primary iron-making materials- within a 25-mile radius of the blast furnaces. Commercial ore of the district consists mainly of a 10 to 20-ft hematite-calcite-silica bed locally known as the "Big Seam," a component of the Clinton formation of Silurian Age. At present mining rates, this ore will be available for a number of years. It is largely mined under 1000 to 2000 ft of cover and transported on 15 to 20" slopes that, in some instances, are as much as 10,000 ft long. Under these conditions, particularly with increasing distances from face to portal, mining costs are gradually becoming disproportionately high. Although not a major factor thus far, it should also be noted that the average annual ore output of the district is gradually be- coming more siliceous.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. A study has been made of the use of ThO2-Y2O3 solid electrolytes to determine activity of chromium in Fe-Cr and Ni-Cr alloys in the temperature range 1300° to 1700°K. This method has been shown to give results which agree with the best vapor pressure measurements. SEVERAL investigations1"5 have been made of chromium activities in Fe-Cr alloys. Most of these have been made by vapor pressure measurements using knudsen cell techniques while one has been made using gas equilibration with H2/H2O gas mixtures. In the present investigation electromotive force measurements have been made on this system using a thoria yttria solid electrolyte. This system was -chosen to establish the technique of measurement at low oxygen potentials, before extending it to Fe-Ni-Cr alloys. The cell used was Pt Cr • Cr2O3 ilThO2 • Y2O3 llalloy • Cr2O3 IPt Since the oxygen pressure of the chromium-chromic oxide mixture lay in the range 10"19 to 1027 atm in the temperature range investigated, thoria yttria electrolytes were used. It was soon found during the investigation that considerable care was required to prepare satisfactory electrolytes and a study was made to find the best method of preparing pellets of TI1O2-Y2O3 solid solution of as near theoretical density as possible. Various compositions in the range 2 to 15 mole pct Y2O3 were studied but the experimental measurements were made with electrolytes containing 4 to 5 pct Y2O3. The method of preparation finally adopted was to use thorium oxalate and yttria as raw materials. The thorium oxalate was decomposed at 900°C for 6 hr to give a reactive powder. This powder was then mixed with the appropriate amount of yttria and ground in an agate mortar for about 4 hr. The powder was moistened with absolute alcohol as a lubricant and pressed in a metal die at a pressure of 7 tons per sq in. The pellets were then heated at 1100°C for 24 hr followed by 24 hr at 1250°C. After this firing cycle the material was reground and repelleted and again fired at 1100° and 1250°C followed by heating for 7 days at 1600°C. It was found in later experiments that a further firing of 4 hr at 2000°C improved the density further and gave pellets of only 2 pct porosity. After firing, the pellets were polished on emery paper and finally with the 2 µ diamond paste. The polishing was followed by a final firing of 24 hr at 1500°C. Investigation showed that this final treatment minimized reaction between the electrolytes and chromium oxide. It was believed that this was because of a lowering of the surface energy of the electrolyte surface.
