ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky's partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.

Cortez Gold Mines operated a conventional 2,100 mtpd (2, 300 stpd) cyanidation plant until the 5 million ton ore body was worked out in 1973. (See Gold and Silver Cyanidation Plant Practice by F. W. McQuiston, Jr. and R. S. Shoemaker, Society of Mining Engineers, AIME 1975.) Sub-grade material was dump leached at the mine -mill location in 1971, and the resulting pregnant solutions were added to the feed in the plant's Merrill-Crowe precipitation unit for gold recovery. In early 1973, however, Cortez put into operation their Gold Acres mine which was located about 13 krn (8 miles) to the west of the 'Cortez mine. Economics at that time dictated the heap leaching of the lower grade portion of the ore body with the higher grade being trucked to the Cortez plant for milling. Leach ore was moved directly from the open pits to prepared leach pads located on a gently sloping terrain of 570 grade. Preliminary pad preparation at the leach site included removal of vegetation which was composed of sagebrush and grading of the base. Pads were comprised of mostly minus 74 micron (200 mesh) materials and were made of clay-silt or slime tailings spread on the pad area in thin 50 to 75 mm (2 to 3 in. ) layers, compacted with a vibrating roller compactor to a depth of about 380 mm (15 in.). This was followed with a 100 mrn (4 in.) layer of coarse rock to prevent erosion on the pad and to allow solutions to move laterally under the heaps. Leach solutions normally traveled the length of the heaps and were collected in plastic-lined ditches from which they flowed by gravity to the pregnant solution storage pond. Both pregnant and barren ponds were constructed in the same manner as the leach pads - being lined with compacted tailings or clay silts. The Gold Acres facility required pregnant solution storage of 6 million liters (1.6 million gal) and barren storage of 3.8 million liters (1.0 million gal) designed to handle two to three days of heap drainage or to retain run-off from a major rainfall. Various heap heights were tried including 3, 6, and 9 meters (10, 20, and 30 ft), with a 6 m (20 ft) height selected. The material balance equation has been used for many years by engineers to determine reservoir performance. The use of this equation in general has been twofold: first, to determine the oil-in-place in a reservoir; and second, to predict the future performance. The Schilthuis form of the material balance equation, or one equivalent to it, has been used by many of the engineers. The use of the Schilthuis form in predicting future performance has proved to be laborious in that one generally must make several estimates at each step of the trial and error calculation before arriving at a check of the oil-in-place. A method is presented for expediting the calculations. The Schilthuis form of the material balance has been rearranged into a more useable form. In using the material balance to predict the future performance of a reservoir, it has become common practice to estimate the incremental oil production for each step of the calculation which corresponds to a given pressure reduction. Instead of estimating the incremental oil production, the method outlined in this paper better lends itself to estimating the instantaneous gas-oil ratio. A check of oil-in-place is more easily accomplished by estimating gas-oil ratio since it is less sensitive to small inaccuracies. This method incorporates the same self-checking feature inherent in the Schilthius form. DEVELOPMENT OF SIMPLIFlED EQUATION In the development of the simplified equation, the Schilthuis form of the material balance equation will he used. Substituting in Equation 1 for and rearranging terms In Equation 2, the cumulative oil production (n) is multiplied by a factor which is uniquely a function of pressure. Also, the cumulative gas production (G) and net water influx are also multiplied by factors which are a function of pressure alone. These factors are called and are defined as follows: Using these factors, Equation 2 becomes The equation in this form is easier to manipulate mathematically than any of the previous forms which, have been used. Sources of data for the pressure factors are a bottom-hole fluid analysis and the ratio of initial gas cap volume to oil volume in the reservoir. The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. AT the present time, there appear to be two conflicting opinions on the solubility of boron in titanium. P. Ehrlich' has indicated from X-ray diffraction work that boron is soluble in titanium up to TiB0.8 (17.8 wt pct, 44 atomic pct). The X-ray diffraction pattern for titanium was found in compositions up to TiB0.05_0.07 (1.1 to 1.6 wt pct); then, without a phase gap, superlattice lines appeared up to TiB0.8 On the other hand, Craighead, Simmons, and Eastwood' have estimated the solubility of boron in both alpha and beta titanium to be less than 0.1 wt pct, based on results of metallographic analysis. In some recent work done at Battelle, results were obtained which shed more light on the titanium-rich end of the titanium-boron system. Iodide-type titanium and high-purity crystalline boron were used in this investigation. The boron was prepared by hydrogen reduction of boron tri-bromide and deposition on a hot tungsten wire. The alloys were prepared by arc melting in an argon atmosphere of 10 cm Hg pressure on a water-cooled copper hearth. The ingots were hot rolled to strip at 850°C. Alloys containing up to 1 pct B could be hot rolled. Those containing 2 pct or more B could not be hot rolled. Metallographically, it was found that a second phase was present in alloys containing as little as 0.4 pct B, and that the quantity of second phase increased with increasing boron content. This is illustrated in Figs. la and lb, which show the microstructures of a Ti-0.4B and a Ti-1B alloy annealed in argon at 850°C. X-ray diffraction patterns of alloys containing 1 and 5 pct B revealed the presence of extra lines which correspond to the superlattice lines reported by Ehrlich.' However, no evidence was found of a shift in the lattice constants of alpha titanium indicating that there is very little, if any, solubility of boron in alpha titanium. This fact, coupled with the fact that the alloys were definitely two-phase, indicates that the extra lines are not superlattice lines, but are more probably the result of a second phase of a hexagonal structure almost identical in cell

It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals—petroleum included—is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates are not only never intended as a final word but must continually be subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding of what is meant by reserves and that the figures can only apply within the limited time when the controlling factors remain unchanged. It should be understood, further, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves and to leave out of consideration the questionable volume of the probable and possible oil reserves. Such a survey presupposes further a clear distinction between the known amount of oil underground in proven fields at any one time, and the proven reserves: the portion that can be economically brought to the surface and made available for utilization. Only a fraction of the petroleum stored underground in proven fields— usually associated with natural gas—is or can be economically brought to the surface, and not all of the oik brought to the surface is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the well is wantonly blown into the air and wasted. It is thus estimated that in the United States only some 25 per cent of the petroleum stored underground in proven fields is actually brought to the surface; and in actual practice close to 25 per cent of the total gas produced is now absolutely wasted. The character of the Wisconsin orebodies must be clearly understood to appreciate the difficulties encountered in sampling and estimating them. Unlike the western vein deposits, they do not lie between regular walls, but form large, often highly irregular bodies, on a single floor in the so-called Galena limestone. The bottom of the ore is nearly always on the clay bed (a flat generally well-defined clay seam a few inches thick) which marks the junction of the base of the Galena lime and the top of the next formation, the Trenton lime. Above the clay bed, the orebodies make the unique pitch and flat formation described by Chamberlin.' Theoretically, we should find two pitches, one on either side of the top crevice, diverging as they go down, with the final flats a considerable distance apart on the clay bed. The area between, known locally as core ground, should thus constitute a single defined orebody, with the richer portions near the pitches and the leaner portion in the center of the core. Practically, we find few examples of this perfect orebody. Almost invariably one pitch is better defined than the other, and often the opposite pitch is marked only by a faint line of fracture showing stronger mineralization than the wall rock, or it may be totally lacking. But with an orebody of any size or richness, at least one strong pitch usually tends to follow an east-west trend, or a quartering course. Late mining developments in the rich New Diggings field indicate that these pitches often assume a horseshoe or crescent shape, the richer ore being in the heart of the crescent and the pitches showing less mineralization as they extend outwards. In the northern end of the field, on the contrary, the pitches maintain generally a consistent direction, and have been mined for thousands of feet from the shaft. The length of the orebody may be several thousand feet, the height varying from 10 to 60 ft. and the width from 60 to 250 ft. In fact, on the core side, there is no definite end to the ore. The mineralization simply gets thinner and thinner, and the limit of working depends on the cost sheet and the profit from the recovery.

Electrolytic refining of all lead bullion produced at the Oroya smelter of the Cerro de Pasco Copper Corporation has been adopted as standard practice. A pilot refinery with a capacity of 25 metric tons daily has been in operation since June, 1934, and a new refining unit having an initial capacity of 100 tons per day is under construction. This program has been made possible by certain modifications of the usual Betts refining process1, developed at Oroya, which have the effect of making the purity of the lead produced, and the acid loss incurred in operating the process, entirely independent of the amount of impurities in the original bullion. The modified process, as developed and at present used, treats impure bullion direct, without presoftening or other prerefining step, except that if the bullion carries tin it is desirable to detin before casting into anodes, since tin carries over to some extent to the cathodes. The refining process developed differs from usual Betts practice in two essential particulars: the anodes are cast thinner and replaced at more frequent intervals, and anode slimes are washed by a system of counter-current dipping, prior to their removal from the surface of the anode scrap. Limiting the period of anode corrosion insures a cathode of high purity, since solution of impurities at the anode can occur only if the thickness of the anode slime blanket, and hence the voltage drop across it, becomes greater than a certain critical value. The dip washing system operates to prevent acid losses, by recovering the highly concentrated, nearly neutral lead fluosilicate solution present in the pores of the slime blanket on the corroded anode, and doing this in such a way that there is no opportunity for chemical decomposition to occur. The best illustration of the efficacy of these two expedients may be secured from records of more than a year's operation of the 25-ton pilot plant, during which period the acid losses were less than 2 Ib. of 100 per cent hydrofluosilic acid (H2SiF6) per ton of lead produced, and typical assays of bullion and refined lead were as shown in Table 1.

Gerald Sherman, Bisbee, Ariz. (written discussion*) .—The fact that, after a change in the hours of labor, as much work is found to be done in 8 hr. as was accomplished in 10, probably results from the more rigid examination of operating methods that is made when the management faces new and more difficult conditions. Although A better working pace will prevail, most of the gain will result from economies of plan and only a part of it from the improved effciency of labor. The Iabor of shoveling is so severe that it may be easily believed that a working period of less than 7 hr. will give maximum results, but there arc many other occupations about a mine in which this is not true, and in which the rate of accomplishment is in proportion to the time employed, up to 9 or 10 hours. Mr. Harley's study of shoveling has becn thorough, and demonstrates the benefit of investigation and education even in such simple work, but his reference to methods of payment opens a subject even more important in mine management. The efficiency of labor may be excellent, but unless a method of equitable payment accompanies it, the result will be only temporary. With strict but sympathetic supervision, a good average day's work can be obtained; but with the exception of those unusual men who cannot be restrained from working to their limit, an average daily wage does not bring out the remarkable performance of which many men are capable. There is also a considerable variation in the average amount accomplished, dependent on the supply of Iabor. This can readily be shown by any labor record that covers several periods of shortage or superabundance of labor. An increase in the daily wage in the time of labor shortage does not necessarily bring out an increased day's work; there is usuaIly a decrease in labor efficiency at such times regardless of the wage, whenever a daily rate is used. Rewards to individuals for exceptional performance appearing as an increased rate of pay cannot be made in a large organization without bad feeling. In a small organization, an individual's ability may be so well recognized that different rates of pay can be applied. Exceptional work can only be obtained by a method of payment based on the valuable results accomplished. As a basis for such payment, an

AN X-ray diffraction pattern for "calcined cold precipitated ferric oxide" is reproduced dia-grammatically along with data for other iron oxides by R. C. Mackenzie.1' This pattern, which shows spacings higher than those for any other form of iron oxide, was obtained from material prepared and photographed at several different times over a period of weeks, but later attempts to reproduce the results were unsuccessful, the pattern of hematite being obtained every time.2 In an attempt to solve this problem, the original photographs showing the strange diffraction pattern were examined and a marked similarity to the hematite pattern was noticed, suggesting that the pattern was in fact due to hematite but corresponded to a shorter wavelength of X-rays than the Cu Ka which was assumed to have .been used. The eight strongest lines were provisionally identified with the strongest hematite lines and, by means of the corresponding hematite spacings, the X-ray wavelength was calculated for each line. This gave an almost constant value, with the exception of the innermost line which was somewhat diffuse, and confirmed the presence of hematite. The value obtained, 0.703 ± 0.015Å, corresponds to the molybdenum Ka wavelength. The X-ray tube used was a four-filament demountable tube with a copper target. Other photographs, mostly of soil clays, taken during the same period gave normal patterns of Cu Ka radiation with one exception. This was a calcined soil clay with a high iron content and also showed Mo Ka lines of the hematite structure. The explanation is almost certainly that the copper target was contaminated with molybdenum, but it is not known how this occurred. Specimens of alumino-silicates gave their normal Cu Ka pattern, but as the K absorption edge of iron is a little longer than the Cu Ka wavelength, specimens with a high iron content greatly reduced the intensity of the Cu Ka diffraction lines relative to that of the lines due to the shorter Mo Ka wavelength. The formation of hematite on calcining cold precipitated hydrated ferric oxide3 is thus confirmed. References R. C. Some years ago the writer's attention was called to the fact that rolling-mill scales from auriferous copper do not have the gold content proportional to the gold contained in the copper from which they are derived.' So, later, he made a few simple experiments, which are described herewith. In order to test the gold movement on the changing surface of a copper plate under the influence of oxidation, plates 6 in. by 8 in. by 1 in. (15.2 cm. by 20.3 cm. by 2.5 cm.) of converter copper, refined, of 99.29 per cent. purity, and leaded copper with a content of 95.65 per cent, copper, were obtained. Ten cuts were made through the thickness of the plates along the longitudinal center and the silver and gold content ascertained in each of the 10 samples in both plates, as shown in the accompanying illustration. The assay results, recorded in Tables 1 and 2, show that the gold distribution is relatively uniform in both plates, while silver has greater variations, especially in the leaded plate. The plates subjected to oxidation were placed in a red-hot muffle for about 2 hr., two small scarifiers being used as supports. Arranged alongside each other, they nearly filled the width of the muffle, and so were practically under equal conditions of heat and draft. The accurate observance of the time was not possible, however, because of other work, but the time of the exposure of each plate in a pair was identical. At the end of each period, each plate was plunged into water and completely freed of scale, which was carefully collected, dried, weighed, and analyzed. Samples of the plates had also been taken of the molten metal and duly analyzed. Table 3 contains the analytical data for the two plates and their several sheets, or layers, of oxide scales. These figures show that in the oxidations of the converter copper the silver is fairly uniform, while the gold is highly irregular and especially low in the first layer. INTRODUCTION At the point a company decides to begin mine development and wishes to convince lending institutions that the proposed operation will return their borrowed funds, plus interest, over the terms of the loan, communications between lender and borrower are crucial. The importance of the mine feasibility presentation should not be underplayed, especially as new projects continue to increase in size, complexity, and cost. While the content and emphasis of a report to the lender will vary according to the particular project and type of debt financing sought, there is a general base of information upon which all such studies are built. THE PROJECT'S TECHNICAL ASPECTS Here, the object is to satisfy the lender that he will not be unduly exposed to technical risks as a result of the physical scope of the project. Reserves The feasibility report submitted to financial institutions should include an adequate description of the geologic setting, mineralogy, ore types, and reserves broken down into such recognized categories as proven/probable/possible or measured/indicated/inferred. Rather than a bald statement of reserves, lenders prefer to have detailed information on: History of exploration Drilling, both percussion and core, with core recovery, drill hole spacing, analyses, and continuity of mineralization Bulk sampling, with core assay comparisons Overburden, with stripping ratios Specific methodology of reserve calculation, and Geologic reserves vs. mineable reserves. As a rule of thumb, a lender would prefer to see that reserves in the proven class alone are sufficient to support operations at the design rates until the borrowed funds are repaid. (See also Schreiber above in this Chapter.) Mining The rationale for adoption of a particular mining technique should be presented as well as descriptions and justifications for: Preproduction development Preliminary mine plan, with forecasts of grades and material movements Geotechnical test work which influenced decisions Mining recoveries and efficiencies Major equipment, with type, model, rating life, spares, replacement schedules, utilization, and productivity Manpower requirements and work schedules Design assumptions Ore stockpiling and blending Environmental requirements, and Waste disposal Processing If a new ore body is to be developed or a new process used, it is important to provide details of test work, scale up, and extrapolation factors. THE substances or materials employed in this manufacture, are the same as those used in the preparation of mortar and concrete, viz., the different kinds of lime and sand. Instead of, or in conjunction with, sand there may be used calcined clay, blast-furnace slag, clinkers or ashes from furnaces, natural puzzolana, powdered chippings from stone quarries, etc. Of the different kinds of sand, pit-sand-siliceous sand, as it commonly occurs mixed with gravel-and the sand found on the seashore, where the salt has been washed out by long exposure, whilst out of reach of the tide, may be used. The purer the above-named materials are from admixtures of clay, earth, or organic substances, the more complete will be their combination with the lime, the quicker will the manufactured brick or block set, and the more satisfactory will be the quality which it ultimately attains. For this reason, subdivided blast-furnace slag is preferable in most cases to sand, and the only sand which, in reference to setting capacity, is analogous to blast-furnace slag, is the volcanic sand occurring in different localities in North and South Wales, as an almost pure calcined silica. The lime used for the manufacture may be either slaked or unslaked. In the first case, (slaked), in order to obtain satisfactory results, the lime must be strongly hydraulic. The use of unslaked lime, however, is by far preferable. A process for using fresh or unslaked lime has been patented in England by Major-General Scott. Lime thus prepared is called " selenitic lime," and consists of a mixture of fresh (un¬slaked) lime with sulphate of lime, or plaster of Paris. The gray-stone lime, for instance, found by the Medway, is mixed with from 5 to 7 per cent. of plaster, which has the effect of keeping the lime from slaking when water is added. This mixture also partakes of the nature of cement, and when used for mortar, or concrete, attains in a shorter time a greater degree of hardness than the same lime would ever have obtained after being slaked. Bodmer's process for the manufacture of artificial stone bricks consists chiefly in the use of automatic measuring, forwarding, and mixing apparatus, by means of which the materials are supplied and unite in a continuous stream, and are accurately measured. Although an aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph provided some form of radial-line method is used to determine the true position of images. The slotted-templet method, which is based on the well-established radial-line principle, has made it possible to construct accurate mosaic maps at a cost comparable with that formerly charged for the average mosaic. It makes possible the securing of these results with far less ground control, which is always expensive. It has expanded widely the possible use of aerial photographs for mapping. Although a vertical or oblique aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph. Some ground controls or data are needed, the number and accuracy to be governed by the mapping method to be used and the scale and final accuracy desired in the finished map. Radial-line Control It is essential that the principle of radial-line control in the use of vertical aerial photographs be understood and accepted before any confidence in the slotted-templet method can be gained. A simple sketch and some enlargements showing the Empire Stale Building will serve to illustrate the cause of displacement of an image that is above the datum plane as recorded in the photograph. The top of the tower of the Empire State Building is directly above the base, and when the image of the top is shown almost two blocks away from the center of the base, it is evident that the image of the top of the tower is not the true location, and in this particular case we know where the true location is; namely, over the center of the base of the tower. If the top of the tower were the top of a hill 1250 ft. high, we would have no way of knowing by inspection the true position of the top of the hill, so it is very important to have a method whereby the true location of any such point can be determined, and thereby make it possible to convert the detail of an aerial photograph into accurate information for mapmaking.

During the past few years, the Mineral Point Zinc Co. has had under consideration the improvement of various types of gas-filtering apparatus used in the removal of dust from crushing and milling plants, in the manufacture of oxide, and on blast-furnace fume and sintering furnaces. The original equipment of the various plants of the company was, of course, along lines of the standard stationary bag house. These houses required large surfaces, hand shaking, and varied only in the manner of the collection of solids and in the distribution of the gas. , Early in 1908, the first trial of a mechanical bag house was made at Nassau Plant at Depue, Ill. The duty of this installation was on dust-laden gas from a fine-crushing mill. The Printz and Rau bag machine was finally adopted and put into operation. This ingenious machine embodied what were then to us two novel features in bag-house practice: 1. An intermittent crinkling and snapping of the filtering fabric to free the meshes of solids. 2. A reversal of gas flow for a short period by a temporary connection with the suction trunk. This equipment worked fairly well except in cold weather, when we ran into condensation troubles. Had we at that time understood more fully some of the limitations of fabric filtering work, these might well have been remedied. We were impressed by this experience, however, with the efficiency of sudden tension on the fabric under suction. After a study had been made of some of the western blast-furnace houses using the reversal-of-flow feature, experiments were started early in 3 914 with a view to developing an automatic equipment along the best lines of our past experience. The objects sought were: 1. Keeping labor out of the houses for hygienic reasons. 2. Reduction of labor costs. 3. Reduction in size of bag houses. 4. Accessibility. 5. Ability to handle relatively hot gases where required.

In a gold standard world which possesses insufficient metal to meet the every-day needs of all, confidence becomes the vital factor, the very foundation upon which the machinery for the expansion of gold into currency, and credit, rests. The gold supply, affected by many influences, moves constantly from one point to another, but not always to that point where it is most needed. In the period 1928-1930, the combined gold holdings of the United States and France increased $1,370,936,-000, and this with new gold adding only $600,000,000 to the monetary gold stock.Theref ore, the gold stocks of other countries must have been depleted during the period by $770,936,000. This uncontrolled shifting throws the delicately adjusted instrumentalities of both credit and commerce out of equilibrium. If a given nation's gold stock shifts so as to bring it substantially below the legal reserve ratio set up against it for currency issues, the effect can easily extend to the currency issues and banking credit volume of one or more nations which may have based their gold exchange standards upon the gold stock of such nation. Thus the substitution of paper based on gold in place of the actual gold is an inflation of the currency, which carries through into an uncontrolled pyramiding upon the entire machinery of credit based on gold. In 1929 Europe, South America, Africa and Asia had overissued currency based on gold. America, Oceanica and Japan, which have not overissued their gold currencies, would in normal times require their entire present gold stocks and, as Continental Asia is largely upon a silver credit basis, from a domestic standpoint, it would appear that the gold problem is not so much one of maldistribution, as it is one of inadequate supply. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. There is nothing more important in petroleum engineering than a definite knowledge of the pressure at the bottom of an oil well at any existing operating condition, and the relation of this pressure to the pressure within the producing formation. A knowledge of bottom-hole pressures is fundamental in determining the most efficient methods of recovery and the most efficient lifting procedure, yet there is less information about these pressures than about any other part of the general problem of producing oil. Determination of Bottom-hole Pressures Bottom-hole pressure may be calculated or determined by several methods. On an inactive well it may be calculated from the fluid head or, if the well is shut in, by adding the casinghead pressure, the static head of the gas and the fluid head. In wells flowing naturally through tubing the pressure at the bottom of the tubing may be calculated by adding the pressure at the casinghead between the tubing and the casing and the pressure due to the weight of the column of gas, but there is always possibility of error caused by fluid being in the annular space above the bottom of the tubing. If a well with tubing is flowing through either the annular space or the tubing, sufficient gas may be injected through the static space to insure that it is free of fluid but not sufficient to establish an appreciable friction loss. The pressure at the bottom of the tubing can then be calculated by adding to the pressure at the tubing head the pressure due to the weight of the column of gas. This is probably the most accurate method of calculating bottom-hole pressures. In wells flowing by gas-lift, the pressure at the point the gas enters the flow may be calculated by a gas-flow formula. Several types of pressure bombs have been used to measure the pressure at the bottom of wells. During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. The old do not love to see the young pass away from the light of the sun before them. Fathers would fain keep their sons by their side to the. end of life ; but the old Greeks, who loved the old gods, were wont to moderate their grief with the sweet superstition that only those whom their gods especially loved died early. The Christian church found consolation in that superstition applied in a new form to its new sorrows, and paid its most enthusiastic devotion to the memories of its young and beautiful martyrs. The natural science of our century is robbing us fast of this and all other superstitions, sweet as well as bitter, and leaving us for consolation to the teaching—colder, yet kinder—of personal fortitude and that optimism Which intelligently translates the Cosmos of Humboldt back into its old name of the Harmonia of Pythagoras. The Homeric Kataclothes, the three fates, are dead and gone for us, with that old world which comprehended none of the laws of cause and effect, and sorrowed for those who were cut off from the land of the living without hope of more than a shadowy existence beyond the river of death. All the more the ancients cherished the memory of their dead and lavished their choicest art upon their monuments. We moderns have lost the monumental arts, but we better keep the monuments which our dead leave behind them. No one of us who has done good work can fail to be remembered; and in an Institute like this, which keeps the press at work, an immortality in the memory of men is more possible, more certain, for every one of its members than the greatest heroes of antiquity could anticipate for themselves.
