At the turn of the century, 90% of the energy output in the United States was generated by coal, and Pennsylvania was the ranking producer of this fuel. With the huge resources of easily accessible coal found by its early settlers, the Commonwealth was the nation's chief powerhouse for nearly 100 years. In 1928 alone, Pennsylvania mined a billion dollars' worth of coal-or enough to fill a train reaching more than twice around the world at the State's latitude. Coal constituted nearly 67% of the freight of Pennsylvania and was responsible for the State's $4-billion iron and steel industry. Pennsylvania was slow to take up its position as the greatest coal-producing state in the union, but the knowledge of its coal assets was not slow in accumulating. In fact, long before the white man arrived, the Indians were aware that many of the hills were underlain by black stones that would burn. But awareness was not enough. The early Pennsylvania settlers confined themselves to the southeastern corner of the State and had little need or concern for resources further inland.

In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. Phosphate deposits are distributed widely over the earth's surface. Of the known areas of deposit, eight fields are of particular interest because of their vast reserves of high grade phosphatic material and the volume of their production that goes to the world's great consuming areas. These fields, in the order of their present economic importance, are situated respectively in Florida, French Morocco, Kola Peninsula of U.S.S.R., Tunisia and Algeria, Tennessee, Mon- tana-Idaho-Wyoming-Utah, Ocean and Naru Islands in the Gilbert group, and in Egypt. The Rocky Mountain deposits have a comparatively low ranking in the phosphate trade of today, but this field contains one of the largest known reserves of phosphatic material, associated with which are recoverable trace minerals, which are of increasing importance in our national economy. The first discoveries of phosphate rock in the western states were recorded in Cache1 and Rich² counties in Utah, respectively in 1889 and 1897. Mining operations were begun on these deposits near Montpelier, Idaho, in 1906. During the latter year geological studies of the phosphate beds were started by Weeks and Ferrier of the U. S. Geological Survey. These studies have been continued to the present day by a distinguished roster of the Survey's technicians. Titley it appears that several errors have been made, many of them of a fundamental nature. It is the intent of this discussion to point out these mistakes, and, insofar as possible with the data at hand, to correct them. EXPERIMENTAL WORK Ferrimolybdite-Limonite-Water: The results of the experiments described are very difficult to interpret; nevertheless, a correct interpretation is essential as is pointed out subsequently. The difficulties become apparent when reasons are sought for the continuing change of pH after conversion of ferrimolybdite to ferric hydroxide and for the change of pH when -stirring is stopped after a steady value has been reached. In seeking an explanation of this experiment it seemed to this writer that the (temporarily) steady pH values might be due to kinetic rather than equilibrium effects. The Warwick furnace at Pottstown, Pa., constructed for anthracite fuel, is, as may be remembered, 554 feet high, with 15; feet bosh. The actual working height from stock-line to bottom is only 474 feet, the bell-and-hopper taking up 8 feet. During the year 1886 we used mixed fuel, in the proportion of three-fourths anthracite and one-fourth coke. The total product of iron was 30,6299 tons of 2280 lbs., being a weekly average of 589 tons, including all ordinary and extraordinary stoppages. Deducting the latter, the weekly average would be about 600 tons. The fuel-consumption for the year was 1.2 tons per ton of iron, while the ore-mixture yielded 52 per cent. of iron. For about two months during the summer of 1887 we were obliged to run on anthracite exclusively, owing to the Connellsville coke strike. In the fall of 1885, in relining the furnace, the crucible had been built 8 feet 9 inches in diameter, with the view of using regularly one-quarter of coke (the largest previous diameter having been 7 feet 5 inches), and we felt somewhat apprehensive of the results when compelled to use anthracite only. The average of seven weeks' run on coal, as compared with the average of the seven corresponding weeks of 1886 (using one-quarter coke), was as follows:

Leach water management is one of the few areas in dump leaching subject to operator control. As such, it is of considerable importance. Theoretical considerations indicate that high leach solution application rates are inefficient in washing solubilized copper from dumps. The high rates cause unnecessary dilution of copper values, raising unit recovery costs. Use of excessive amounts of leach solution also cools dumps, resulting in reduced leaching rates. This paper reviews leach solution application methods and details the results of field tests run to determine the benefits and feasibility of low versus high application rate techniques of applying water to dump surfaces.

DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pumping process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. MUCH has been written relative to the errors involved in the use of a galvanometer for measuring thermocouple electromotive forces. In general, it may be said that accuracy with a galvanometer is secured only at the sacrifice of durability, unless manual adjustment is made in the operation of the instrument to overcome the errors of resistance. and resistance changes. The pyrovolter and the potentiometer both require manual adjustment for every reading, readings being taken on a "null" method. To the end that some of these balances may be eliminated and only an occasional balance be made as a check reading, the "continuously deflecting pyrovolter" was developed. Essentially, the operation of the continuously deflecting pyrovolter is to determine the resistance of the thermocouple circuit, though its value is not noted or indicated, then throwing in series with the thermocouple sufficient resistance to bring the sum up to some standard value for which the indications of the galvanometer will be correct. This result may, however, be accomplished in a somewhat simpler manner, for which general method patents are now in the course of application. If we devise a galvanometer circuit so that by means of a simple adjustment the resistance of the entire circuit will be rendered equal to some constant predetermined value, we may rely on the galvanometer to give correct e.m.f. indications (assuming that the errors of temperature resistance coefficient and cold junction have been properly allowed for), and will indicate temperature continuously where the e.m.f. measured is developed by a thermocouple.

An examination of the census reports' for 1880, which contain a large number of complete analyses of typical American iron-ores, indicates that the existence of barium sulphate in intimate association with iron-ore is rather unusual. Of 94 analyses reported there, but four show any barium sulphate, and the maximum content amounts to 3.04 per cent. The note of the occurrence of considerable quantities of barite in connection with certain iron-ores found in the Pinar del Rio Province of Cuba may be of interest. These deposits are found near the little village of Francisco, about 25 miles west of the city of Pinar del Rio on the Western Railroad of Havana. The principal ridges are anticlines, and consist of very thick deposits of sandy shales and slates containing a large number of little veins of white quartz, which, by the gradual disintegration of the mass of the material, is left covering the surface. This quartz occasionally shows sulphide, but is generally barren of any such indication. At times lenticular masses of a more or less pure limestone mere observed in these slates. The shales, which are of light color, are occasionally talcose. The formation would tentatively be classed as the Lower Cambrian, arid the heavy ridges of comparatively horizontal limestone found in the anticlinal valleys as the Upper Cambrian. Along the crest of these slaty ridges deposits of iron-ore are found which are apparently in place, and were probably formed by replacement of masses of limestone similar to those noted elsewhere. It has long been supposed that, regardless of the mechanism by which grain boundaries increase the hardness of a ductile metal, the effect should be linearly proportional to the grain boundary area. At the present time two methods for determining grain boundary area in an isotropic aggregate are available. The first, derived by Angus and Summers,' presumes that the grain boundary area is equal to 3vn, where n is the number of grains per sq mm in a random section through the metal. This estimate is based upon the assumption that the grains are equivalent to cubes whose faces correspond with the grains as observed in the micro-section. Measurements on copper, bronze, and a brass showed that a nearly linear relation exists between 3vn and hardness. This is illustrated, for the case of brass, in Fig. 1. The second method, developed independently by Smith and Guttman2 and by Duff in, Meussner, and Rhines,3 is absolute and employs a simple linear intercept count for measuring grain boundary area. It involves no assumptions with respect to the shape and distribution of the grain boundaries. The total surface in unit volume is 2 NL , where NL is the number of intercepts between grain boundary and unit length of a test line passed randomly through the sample. "The Great Falls of the Missouri are situated about 12 miles below the City of Great Falls and development work for the utilization of the power which they afford is now in progress. The natural fall is about 77 feet.The development will consist of a concrete dam 1,000 feet long on the crest line, and 73 feet high. The power house will be set below the present falls near the north end and the tailrace will be cut below an island which is situated just below the falls. The maximum head will be 153 feet. This paper discusses the results of a laboratory testing pro- gram to determine the validity of hydraulic fracturing stress measurements in salt. Tests were performed on 15 cm diameter samples loaded under hydrostatic stress conditions to determine the influence of time, confining pressure, flow rate, borehole diameter, and packers on breakdown pressure. Tests were also performed in a polyaxial loading frame to determine whether or not hydraulic fracturing could be used to measure non-hydrostatic stresses. The test results indicate that the breakdown pressure is not affected by time delays of up to 64 hours between the application of load and fracturing the rock. Breakdown pressures were found to fall short of predicted elastic values at higher confining pressures for the hydrostatic tests. The ratio of the horizontal stresses in non-hydrostatic tests had no effect on breakdown pressures. Flow rate and borehole diameter variations were found to have a marked effect on breakdown pressures. Shut-in pressure values, which are generally used as an indication of the minimum stress value, exceeded the applied minimum stresses by 10 to 60% depending on the method of determination used. The lack of a relationship between breakdown pressure and horizontal stress ratio may preclude hydraulic fracturing from being used in salt as it is conventionally applied in brittle rocks.

THE year 1923 was marked by slight progress in exploring and developing the petroleum resources assumed to exist in Central America. Actual drilling for oil took place only in Costa Rica and Panama. The Sinclair Consolidated Oil Corpn., through its subsidiary the Costa Rica Oil Corpn., drilled in southeastern Costa Rica.. Its, Panaman subsidiary is reported to have abandoned drilling in Bocas del Toro. The Texas Co. drilled in Chiriqui, and the Panama Gulf Co. in Garachiné, Province of Darién. No oil was obtained in any of these wells;' shows of gas were met in Costa Rica. Concession hunting continued during the year. A number of concessions, several of which appear to be purely speculative, were submitted for ratification. Some confusion has been caused by overlapping concessions and claims to oil lands, caused partly by the imperfection of existing maps. A conflict between the Sinclair, and Gulf companies in Panama has been compromised. The Amory concession in central Costa Rica, held by the British Controlled Oilfields, Ltd., was voided by decision of the arbitrator, Chief -Justice Taft. Geologic exploration took-place in Guatemala and in Panama. The chief contribution of the year to Central American geology was a description by Katherine Van Winkle Palmer of Lower Miocene foraminifera and mollusks from southeastern Costa Rica. A new petroleum law was promulgated in Panama.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. This chapter on the Alaska Juneau mill is intended to make clear that "choice of methods," or the selection of proper methods, is the first essential step in launching a new enterprise; and to illustrate that when entering into new country where local conditions and physical features are new or strange to an engineer, he should respect the practices already adopted and followed in meeting peculiar conditions in these new countries that may seem strange to a casual visitor. For example, Americans going into Malay Peninsula with their most up-to-date machinery for drilling placer prospect holes found their cost to total about $3 per foot; by adopting native methods, it was found the same work could be done for 50 cents per foot. Also, those not used to frozen road conditions in a country of arctic climate might scrape the snow off such a road and cause unending road troubles into the following spring and summer; while natives understanding local conditions would leave the snow on the road. In the upgrading of finely disseminated iron ores, selective desliming is the critical step that must be controlled to achieve efficient flotation. A prerequisite for selective desliming is a properly-dispersed pulp; sodium silicate is commonly used as a dispersant. The mechanism by which sodium silicate acts as a dispersant in the presence of calcium ions was examined by streaming potential measurements, settling tests, abstraction density determinations, selective flocculation tests, and scanning electron microscope observations. The study established that calcium silicate precipitates on the mineral surfaces dispersed the pulp. Although sodium silicate was a nonselective dispersant, the addition of corn starch aided flocculation of goethite over quartz at low silicate additions, but became ineffective at higher silicate levels. A model is presented to explain the dispersant mechanism of sodium silicate in the presence of calcium ion for selective flocculation of iron ores.

THE constitution of the iron-silicon alloys containing from 14 to 33.4 weight per cent silicon has been studied by a number of investigators, whose results have been reviewed in a monograph published by the Engineering Foundation1. In these previous researches, the solubility of silicon in iron was determined by thermal, microscopic or magnetic methods and the compound Fe3Si2 was reported to be stable at tempera-tures from 0 to approximately 1030° C. This paper describes the results of an X-ray investigation of the solubility of silicon in iron and gives data which prove that the Fe3Si2 phase is unstable below 825° C. In order to obtain the present results on the solubility of silicon in iron, the authors have utilized the lattice constants of the alpha-phase iron-silicon alloys given in a previous publication2, and also some addi-tional data which will subsequently be described.
