AN elaborate series of experiments has been conducted during the past three years at Irvington, N. J., which has resulted in the perfection of a process for the manufacture of smokeless fuel from high-volatile coals, and for the recovery and refinement of the coal-tar products derived therefrom. These experiments have been financed by Messrs. Blair Co., of New York, and were conducted under the direction of Charles H. Smith, a member of this Institute, and the inventor of the process. The low-temperature distillation of coal has interested investigators for many years. Sporadic attempts have been made to solve the mechanical problems, but until the Smith process. was developed, they were not carried to conclusions of economic value. The present coal shortage and the increasing demand for smokeless fuels make this subject one of timely interest.

The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.

Although eight new fields were discovered along the south central fault-line district of Texas during 1938, only one can be considered as of major importance. and as a whole the year was one of no very great development. Several prospects, particularly two, were condemned through drilling, which had been considered important for probable Edwards limestone production. The oil produced was approximately the same as during 1937; namely, about 9 million harrels. This, of course, does not represent potential production but that allowed under proration. The year witnessed the very rapid decline of operations and interest in Austin chalk production. It has been found that only in rare instances mill chalk production pay for itself, because the wells decline extremely rapidly and the recovery per acre, formerly estimated at 2500 bbl., is now considered to he around 1000 barrels. There was an intent interest in the drilling arid producing of edge and abandoned properties in the three Edwards lime producing fields; namely, Luling, Salt Flat and Darst Creek. Oil produced in Iraq for export during 1938 was 31,354,090 bbl., or a daily average of 85,901 bbl; This is an increase of 182,614 bbl., or 0.5 per cent over 1937. All oil exported was produced from the Kirkuk field. The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., continued to supply local market requirements from its Naft Khaneh field in the Transferred Territories. Slightly more than 32,000,000 bbl. was produced in Iraq, a small part of which was used in field operations. During the year 12 wells were completed and 9 wells were drilling at the end of the year. Of the completions, 5 were producers and 1 was an oil-water level observation well in proved fields, and 6 were listed as failures. Basrah Concession The outstanding event of the year was the granting, by the Kingdom of Iraq, of a 75-year concession embracing approximately 89,000 sq. miles to the Basrah Petroleum Company, Ltd., a British company with French and American participation. The concession covers all parts of the Kingdom, its territorial waters, islands, submerged lands, and its interest in the Neutral Zone separating Iraq and Saudi Arabia that

The four papers making up this symposum have been prepared especially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathematical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismograph exploration campaigns would do well to become familiar with as much as possible of the technical aspests of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. DIFFERENTIAL thermal analysis measurements have been used to determine the ZnTe-In2Te3 pseudo-binary phase diagram. Since ZnTe and In2Te3 are both semiconductors, any intermediate compounds formed in this system should also be semiconductors according to the rules delineated by Mooser and pearson.1 The compound ZnIn2Te4 was first reported by Hahn et a1.2 and it has subsequently been prepared and characterized electrically by several workers. A brief summary of this work has been presented by Mason and O'Kane3 who also report that the compound appeared to melt peritec-tically. The Zn-Te phase diagram has been investigated by Kulwicki4 who found that ZnTe has a melting point of 1290° + 2°C. The In-Te diagram published in Hansen' contains significant errors, and has been redetermined by Grochowski et al.6 However, both sources agree that the melting point of In2Te3 is 667°C, with the latter authors reporting the previously observed solid-solid transformation occurring at about 550°C. The adoption of a plan of safeguarding American industry against extreme revolutionary industrial propaganda is the keynote of a report just issued by ex-Governor Robert P. Bass, of New Hampshire, covering the period of his service as. Director of the Marine and Dock Industrial Relations Division of the United States Shipping Board. He thinks that the only hope of America's resisting the tide of industrial unrest that is sweeping over the civilized world is in the development and early application of a constructive industrial program, in which program publicity and education carrried on by the Government will hold a leading place. He says: The Government should systematically inform both employers and employees in regard to many matters of the utmost interest and importance of each. It should acquaint labor with the Government's activities and service to labor in the past and should create in labor an appreciation of its joint interest with capital and with the Government in the problems of production. Satisfactory assurances should be given that labor will have a substantial voice in determining the distribution between capital and labor of the profits of production. Labor should be promised its reasonable share of any increase in production. There should be a joint determination of wages, hours, and conditions of work. Based on the foregoing principles, great emphasis should be placed on labor's interest and responsibility in the processes f production.

EUGENE MCAULIFFE, St. Louis, Mo. (written discussion*).-When we undertook the development of the Kathleen mine, near DuQuoin, certain features greatly influenced the construction and underground development. The country is very flat, so that the usual gravity yard movement of empty and loaded coal cars would entail a very heavy fill at the empty-car end of the tracks, with some form of car-pulling arrange-ment to move the loads where it was practically impossible to provide. a gravity movement. So the yard was made level, except for 1000 ft. (304 m.) under the two tipples, where the cars are moved by gravity and controlled under the main-shaft tipple by four Fairmont car retarders. Both tipples are spread sufficiently to admit of introducing a narrow-gage track and locomotive. One 18-ton locomotive is at present employed in moving empties clown to a point above the main-shaft tipple and the loads off the track scales clown into the storage yard; ultimately a 25-ton loco-motive will be employed on the loaded side of the tipple. The object of this paper is to offer a few suggestions for improving the mining and mineral statistics presented by the governments of various nations on both sides of the Atlantic. At the present time one may fairly complain of' two evils—lack of uniformity in some cases and want of completeness in others. The consequence is that the statistics are either less plain than they might be, or are useless for comparisons, or fail to present a faithful picture of the state of the mining industries of a country. The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

Morenci ores contain as an average about 0.015 pct molybdenite, MoS2. Incidental to the concentrating operations applied for the recovery of copper minerals, approximately two-thirds of the molybdenite is floated and appears in the final copper concentrate. The economic importance of molybdenum and the success achieved in its recovery in milling operations elsewhere encouraged research directed toward its recovery in marketable form. Several procedures are utilized to effect separation of molybdenite from copper and iron sulphides, but only two have wide application. In the better known of these two methods the molybdenite in the copper concentrate is depressed in a flotation operation using soluble starch as the depressant. The tailing from this treatment thus becomes a low-grade molybdenite concentrate which after thickening, filtering, and low temperature roasting is repulped with water and subjected to additional flotation steps for recovery of the molybdenite. A thio-phosphate collecting agent is employed in flotation of the copper minerals. Presumably the stability and lasting effects of that collector type necessitated the practice of depressing molybdenite followed by subsequent roasting to insure elimination of copper and iron sulphides from final molybdenite concentrate.

Reasonable and timely solutions to the complicated mathematical calculations involved in the mine planning, economic evaluation and slope stability studies related to the Ruth Mine would not have been feasible without the modern digital computers. The Ruth Mine was a prosperous underground copper operation in east central Nevada from 1915 to 1948, when rising mining costs finally exceeded the value of the ore. A substantial reserve of porphyry copper remained in the ground, but until recently all economic evaluations indicated that it was at best a marginal operation and a relatively poor risk of capital. There has been a steady progress in improving all aspects of surface mining since the first steam shovel started stripping overburden; however, developments in just two rather specialized areas proved to be critical in changing the Ruth Mine from a reserve of mineralized rock to an economically attractive orebody. One involved the progress made in recent years in the science of slope stability. Applying the latest techniques in this field to mine planning resulted in reducing the stripping ratio from 6.0:l to 4. 2:l. The other major factor was the efficiency and cost performance of large capacity haulage trucks which made it feasible to go down over 1100 ft. in an open pit and recover ore with a high stripping ratio economically.

P. Coheur and L. Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneously the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journees de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

This brief paper is designed to place on record some interesting occurrences, recently observed during an examination of the Golden Age Mine, in Boulder county, Colorado. Leaving the little village of Jamestown—or Jimtown, as it is more generally called—located in the canon of James creek, the road winds up a steep mountain composed of the coarse gray granite, with occasional belts of gneiss, common to all the mineral-bearing sections of Boulder county, to the summit of the front range of the Continental Divide. Here are located the mines known as the Golden Age and the Sentinel, the relative locations of which are shown in Fig. 1. The Golden Age location covers the outcrop of a quartz-porphyry dike, which cuts through the granite country-rock with a strike of about N. 70' E. This dike varies in width from a few feet, as at a point between the main shaft and the Hill shaft, to about 50 feet,

Most of the geological data appearing in the technical press are based on "careful observations" made from an auto stage and a casual glance through the U. S. Geological Survey Bulletins, No. 340 of 1908 or No. 397 of 1909, both by F. C. Schrader. Mr. Schrader's report is still the best publication on the district. A really careful study of this report will uncover only a very few statements which have since proven questionable. This is a remarkable record when it is considered that only a short time was spent by Mr. Schrader in the field and that there was very little development work done at that time. The mining world and especially Mohave County, Ariz., will feel a sense of gratitude to Mr. Schrader for revising his early report. on this

IN recent interesting papers,1,2 Bardos et al. have described ternary Laves phases of the type A2(BsSi) and A4(B5Si3) where A = titanium vanadium, niobium, and so forth, and B = manganese, iron, cobalt, or nickel; other more complex formulae have also been established. In these phases, silicon plays the part of the smaller B atom of a Laves phase AB2, and the interatomic distances show that the effec- tive silicon radii lie between 1.16 and 1.21Å, and are thus very much smaller than the metallic radius of silicon for CN = 12. It does not seem to have been pointed out that these small atomic radii are almost the sape as the normal covalent radius of silicon (1.174Å). If, therefore, silicon acts as an acceptor of electrons as suggested by Bardos et al.,1 it appears to do so, not by the building up of a negatively charged silicon ion which would be large, but by the formation of what are very nearly or may be actually normal covalent bonds. Since a covalent bond contains two electrons, its formation would reduce the number of electrons available for bonding in other parts of the structure, and in this way the effect of silicon in stabilizing the o phase at high electron concentrations might be understood.

For the third consecutive year, predicted increases in coal production and consumption failed to materialize. Production of bituminous, sub-bituminous and lignite coal for 1961 was estimated by the U.S. Bureau of Mines at 400 million tons, a drop of 15,- 512,000 tons from the 1960 figure. Anthracite production for the year was 17.8 million tons compared to 18.8 million tons produced in 1960. Consumption figures are expected to show a proportionate decline. Of coal's major markets, only electric utilities showed an increase-and even here the increase of approximately 2% was smaller than had been expected. Major cause of relatively low consumption was a decrease of more than 20% in the use of metallurgical coal for making coke. Reductions of lesser importance were registered in general industrial, retail, and export markets.
