DESPITE the meetings and discussions on over- production the situation still continues to grow worse instead of better. The demand for oil has dropped to 2,700,000 bbl. per day. On the other hand domestic production has risen to 2,700,000 bbl. with prospects of further increases, and if imports and natural gas-gasoline be added to this the current supply is about 3,100,000 bbl. per day. Though during the summer and early fall the demand may exceed this figure for a few months the prospects are that 'the average demand during 1929 will be at least 200,000 bbl. per day less than the present current supply, meaning additions to stocks over the year of about 75,000,000 bbl.

EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

A GENERAL decline in copper production for most American producers occurred during the past year as a result of shortage in available labor. Few noteworthy technical developments have been reported; undoubtedly, many changes and improvements have been made but have not been reported because of lack of time. During the war years through 1944 the pressure for sustained high production has been of prime importance and during 1945, with slackening of production, many operators were faced with the problem of catching up on repairs and maintenance of plants, with inadequate labor supply. In hydrometallurgy there were some important developments that undoubtedly will be reported during 1946. Several operators in the Southwest have instituted experimental leaching programs to exploit low-grade oxidized and mixed ore bodies. The Bureau of Mines is conducting pilot-plant experimental work to determine the possibility of producing a satisfactory sponge iron at an attractive cost from deposits of iron ore and coal in Arizona. THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.

(communication to the Secretary) : The somewhat exceptional features discussed by Dr. Jenncy in his paper on " The Mineral Crest" mere recognized and described by Mr. Tower in our report on the Tintic district. The general absence of surface-outcrops of important ore-bodies, and their occurrence, when present, at relatively low points, are noticeable characteristics of this district, and the statements made by Dr. Jenncy agree in general with our observations. THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

OF SPECIAL importance in the design and construction of an iron blast-furnace plant are tile raw materials to be employed. Obviously the iron must come from some ore of that metal, but the many kinds available lead to important differences in plant arrangement, and in the design of furnaces and accessory equipment. For instance, the bulk of the gangue in the ore is subject to wide variation as is that of the ash in the fuel. A gradual increase in the bulk of raw material necessary to produce a ton of pig iron has been noted, but this has been more than offset, so far as costs of operation are concerned, by improvements in the machinery used for handling large quantities of ore. coal limestone, and slag. The mechanization of coal and iron-ore mining. the building of big ore boats and limestone carriers, of ore docks for fast loading and unloading, and the general use of heavy railroad equipment have all contributed to greatly reducing the number of man- hours required to mine, transport, and manufacture the raw materials into a ton of pig iron. This looks like a big saving and it is. If it were not for these big labor saving machines it would be impossible to produce the tonnage of iron and steel that is made each year in this country. On the other hand, the total capital investment necessary to bring down the man-hours per ton of pig iron to a 2.3 hours average at the blast furnace and to a total of only 12 man-hours from ore to metal (see Table 1) is so great that even the present high price of pig iron is probably not far above the true cost of manufacture when all the fixed charges are properly included.

THE Combined Metals Reduction Co.'s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. PIOCHE ORE The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericite and graphite. The ore is an exceptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and are extremely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent. minus 150 mesh shows pyrite, sphalerite and galena still attached. EARLY ATTEMPTS AT ORE DRESSING Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore since 1913; in fact, a total of 35 commercial and plant laboratories experimented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effect a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-that is, about minus 200 mesh-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considered practicable at this time.

IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.
