Mr. Tays (communication to the Secretary): Mr. Wynne's criticism of my paper* brings forward a few points which are really important, and might properly have been considered in the original paper. By calling attention to them he has rendered me a service. It is quite true, as Mr. Wynne says, that, in the tests reported by me, the Bryan mill was always working at a relative disadvantage, and my comparison of the work of this mill with that of the stamp-battery should be interpreted, therefore, so much the more favorably to the mill. IN spite of a world production of lead amounting to 1,300,000 tons, of which the United States produces slightly less than one-half, it appears that the mines at present are hardly able to supply the demand. For this there are several reasons. The lead deposits, geologically speaking, were formed comparatively near the surface under conditions of lower temperatures, with the richer deposits often residuary; that is, enriched by surface water, and consequently soon exhausted. Lead is practically absent from a great part of the world. The great Canadian shield, the eastern part of the Dominion, contains practically none. Scandinavia contains no lead. It is absent from geo- logical formations of great age, but does occur in large quantities in the deposits in the Rocky Mountain region. These deposits are, more or less directly, of igneous origin, but here, too, there is a tendency of the lead shoots to concentrate in the upper part, and when they go down the deposits turn to zinc-copper and some other metals. This is one of the best established facts of economic geology. The deposits of the Mississippi Valley district, from Kansas-Oklahoma, to Canada, are in comparatively accessible limestone beds, at a depth seldom more than 500 ft. Therefore, the lead is easily mined but more easily exhausted.

THE Western States Joint Convention opened at Denver on Sept. 20, with about 400 registered the first day. Monday was devoted to the American Mining Congress, and the afternoon session was taken up with a discussion of the public land laws of the United States. Hubert Work, Secretary of Interior, and William Spry, Commissioner of the General Land Office, presented a comprehensive review of the origin and operation of the laws and argued against any general change in the system. Charles E. Winter, Congressman from Wyoming, marshalled the arguments in favor of turning over the public lands to the states within which they lie, and George H. Dern, Governor of Utah, presented a well-reasoned argument in favor of allowing the school sections to pass to the states regardless of their mineral or non-mineral character. The debate made it clear that in the West especially, there is strong feeling against any further development of the policy of reserving and leasing the public lands. Tuesday forenoon was devoted to the Silver Producers Association, F. H. Brownell and Charles A. Thomas being the principal speakers, and in the after- noon the American Association of Petroleum Geologists met with Alex. W. McCoy presiding, and Glenn C. Clark, J. V. Howell, and J. W. Beede presenting papers.

At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. The Year Book of the Institute for 1910 is sent to all members and associates with this issue of the Bulletin. 1. INTRODUCTION. AT the Washoe smelter,. Anaconda, Mont., the blister-copper from the converters is transferred, by means of a crane, to a refining-furnace,, in which it is brought to proper pitch by means of air and poles. From this furnace the refined copper, containing gold and silver, is poured into cast-iron molds placed on a platform-conveyor, giving an anode 36.75 in. long, 28 in. wide, and 21 in. thick. By reason of a disagreement between the smelter and the refinery, in reference to the silver-content of the anodes, it became necessary to investigate the methods of sampling used. II. SMELTER METHOD OF SAMPLING. At the smelter the sampling is done by " spotting " into water a small portion of the molten stream of copper as it flows from the furnace, by batting" the stream with a wooden paddle. The first sample is taken 30, min. after the pouring is started, three. other samples being taken at 1-hr. intervals, each sample weighing from 4 to 6 oz. The samples are dried, examined for particle's of burnt wood, screened on a 10-mesh screen of No. 8 wire to remove the fines, the oversize then screened on a 4-mesh screen of No. 20 wire to remove the coarse, the undersize of this screen being taken as the sample. Teh four portions thus obtained are thoroughly mixed and spli in half by passing over a 16-slot splitting-device, slots being 0.5 in. wide. One-half of the sample is sent to the laboratory for analysis and one-half kept as a duplicate. III. REFINERY METHOD OF SAMPLING. BBENJAMIN LEROY MILLER, of geology at Lehigh since 1907, is known the world around, for his former students are on every continent. He knows the earth is round for he has encircled it twice, once in 1927, and the other way around in 1937 to regain the day he lost on the first trip. An early trip was to Great Britain and Ireland, another to central Europe, a third to Spain for the International Geological Congress, a fourth to Scandinavia. His trip to the Southern Hemisphere is recorded in "Mineral Deposits of South America." In 1940 he was booked for Australia but because of the war went instead to Alaska. He spent the summer of 1941 in Central America. Thus he has gained a broad. world knowledge of mineral deposits, both metallic and nonmetallic.

One of the operations of the J. L. Shiely Co. is quarrying in a hard granite gneiss with intrusions of gabbro or trap. During the winter of 1948-1949 the quarry ramp was lowered about 30 ft and during the 1949 season practically all drilling was done from the quarry floor, developing a face from 72 to 83 ft for the entire quarry area. The performance and cost table shows our record for 1948 and 1949.

IT IS particularly appropriate that a paper on this subject should be presented in Spanish, before a Spanish speaking audience, and in a South American country, first because of the facts that these countries today have not only the largest copper leaching plant in existence but also present great opportunities for future extension of hydrometallurgy; and second, because of the fact that the first copper made by any wet method was doubtless produced before existing records at the Rio Tinto deposits in present day Spain.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

EFFORT to develop fundamental quantitative information and improved technique in the production of petroleum has long been faced with difficulties of a particularly evasive nature, owing to a combination of circumstances. In the first place, petroleum comes from far below the ground, out of sight, so that information derived from indirect observations must be extrapolated to reservoir conditions. If one does not force the analogy too far, the petroleum engineer may be said to be somewhat in the position of the astronomer. The actual phenomena which he wishes to observe in detail appear at a place so deep in the earth?s crust that personal observations and direct experiments are impossible.

NEARLY two hundred 'engineers attended the dinner given at the Hotel Pennsylvania on Monday-evening, Oct. 10, to the delegation from the American l3nginiering Societies to Great Britain and France when the John Fritz Medal was presented to Sir Robert Hadfield and to Eugene Schneider. Representatives of the British and French Governments ' and of foreign engineering societies gave to the event an international aspect unique in gatherings of engineers. Messages from men distinguished in science, statesmanship and diplomacy were read. Medals struck by the French Government were presented to the general chairman of the deputation, to the chairman of each' individual delegation and to the president's of the four Founder Societies. The meeting was regarded by engineers as formally ushering in a definite movement for world unity in the engineering profession. J. Vipond Davies, president of the United Engineering Society, acted as toastmaster. The speakers ,were Ambrose Swasey, Charles F. Rand, F. B. Jewett, A. S. Dwight, John R. Freeman, all members of the deputa- tion; and M. Gaston Liebert, French Consul General; Captain G. H. Armstrong, British Counsel General; G. G. Clapperton, representing the British Institution bf Electrical Engineers, and Prof. Jacques Cavalier, spokesman for the French universities. Among the engineers from other cities was Governor. James Hartness of Vermont.

(Wilkes-Barre Meeting, June, 1911.) THE growing importance of metallography has caused a corresponding interest in the improvement of apparatus for preparing specimens of metals and alloys for microscopic examination. The purpose of this paper is to describe an electric heating-furnace, a grinding-and-polishing machine, and a device for mounting specimens, which are used in the metallographical work at the Massachusetts Institute of Technology. These three pieces of apparatus were designed and made in the laboratory of the Institute, and. each possesses some original features which may be of interest. ELECTRIC HEATING-FURNACE., The accurate control of heat necessary for metallographic work is best obtained by the electric-resistance furnace. Unfortunately, however, even the platinum-wound furnaces deteriorate with use and ultimately burn out, while the cheaper resistance-materials are often short-lived. Since the resistance-coil must be replaced from time to time, it is of advantage to be able to make this change with as little trouble as possible, and this is an important feature in the furnace shown in Fig. 1. THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

SIR HENRY CORT HAROLD CARPENTER, great-great-grandson of Henry Cort, famous as the initiator of iron puddling some 150 years ago, carries on the tradition of an illustrious name. Newest of those elected to the Institute's roster of Honorary Members, Sir Harold is distinguished for his achievements in the field of metallurgy as an investigator, teacher, administrator, organizer, and director of research. His interests in research have been in both the ferrous and non-ferrous fields. His name is particularly honored in its association with the establishment of fundamental con¬stants and of critical ranges of iron and iron alloys, and with original and fundamental studies of the preparation and properties of metal single crystals.

MORE than 80 per cent. of the iron produced in the United States and over 30 per cent. of the world's annual production is obtained in the Lake Superior district. Though iron ore was discovered on the Marquette range in 1844, the poor transportation facilities retarded the development of this region for many years. The structure of the Lake Superior basin is essentially an east-west synclinorium with steep dips on the south side of the lake and considerably flatter ones on the north and west. The Upper Huronian series, which -is the iron-bearing one of the formation, on the south side of the lake dips north from 55' to 80°, and on the north side dips south from 8" to 200. The series has been subjected to local folding and faulting, which have influenced the development of the mining systems used.

THE instrument about to be described meets so perfectly the special needs of the metal microscopist that there seems to be little doubt but its merits must be readily appreciated by those who have had any experience in the microscopical examination of metals. The Microscope-Stand.-The microscope-stand proper, Fig. 1, consists of a microscope-tube, provided with both coarse and fine adjustments of the best construction, and with a draw-tube, rigidly mounted on a bar supported at both ends on substantial and firm cast-iron legs. The height between the table and the under side of the supporting bar is 5 in. and the distance between the supporting legs 12 inches. This arrangement' affords free space below the objective for the examination of large specimens of metals, such as full rail-sections, without detracting in the least from the value of the instrument when applied to the examination of the usual small specimen, as explained later. Many metal microscopists frequently have to examine bulky specimens, and this is altogether impossible with the ordinary microscopes as well as with the special metallurgical microscopes which have been designed and described from time to time. Recourse must be had to all sorts of makeshifts for the proper support of large specimens, or, more often, the microscopist gives up the attempt altogether, or else resigns himself to the cutting of the bulky samples into small pieces to -be laboriously polished and separately examined. THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.
