THE Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. FRENCH steel makers are ready to support the Schuman plan. Pierre Ricard, vice-president of the French Steel Chamber syndicate, announced the industry's readiness to cooperate with the plan, which is aimed toward giving Europe an integrated steel industry. Steel men appear to have decided in favor of the plan because of its promise to unify the continent. Behind approval is the emphasis placed by French steel plant operators on continuation of the Franco Saar economic union. The French have an, abiding fear of German steel production potential. France is currently producing at an annual rate of 11 million tons, while Western Germany is producing 15.5 million tons of steel. The Saar output is placed at 3 million tons. French industrialists feel that as long as the marriage of French and Saar steel production continues, France can compete reasonably well with Germany. If Saar production should suddenly become part of the Western Germany total, it could result in an unequal competitive situation, giving Germany a production level of 18.5 million tons of steel annually, or 60 pct more than France.

A hydrometallurgical process has been developed for the recovery of high-purity silver from sulfated residues. The process eliminates the high temperature operations ordinarily associated with silver recovery and refining. The crux of the process is a metathetical leach which maintains the sulfate ion concentration at a level which both allows silver nitrate to be freely soluble and simultaneously depresses the solubility of lead nitrate. The subsequent hydrolytic purification of the silver nitrate solution, the recovery of high-purity silver by electrowinning in a diaphragm cell, and the final product purity are discussed.

INTRODUCTION The real problem is finding the "appropriate" financing sources by matching the risk and reward expectations of the various classes of investors and lenders. Generally, lenders who advance funds temporarily are interested in assuming only limited risk and conversely expect to earn only a limited reward. The equity owners on the other hand, are expected to take most of the risk of the enterprise, but should receive a reward commensurate with that risk. In particular they will receive the benefit of the company's increase in net worth over time. MINE DEVELOPMENT CYCLE Consider the development cycle of a mining project beginning with rank wildcat exploration (Figure 1) [ ] Just as different professionals must be utilized at different stages, so must different funding sources be used at different points in the pipeline. Figure 2 shows the general sources of funding: [ ] This concept can perhaps be better understood if we compare the risk with the capital requirements. Location THE hydro-electric plant of the Peninsular Power Co., is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 33 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co. are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper.

The information which is required for' a preliminary feasibility study and the additional information which is required for the final feasibility study on a new mineral deposit are discussed. The preliminary feasibility study is made from very little information and at a minimum cost to the owner. However, the outline for the preliminary report is similar to the one used in the final report. In this manuscript, it is assumed that the results from the preliminary study are favorable and the owner authorizes a final feasibility study by an outside engineering company. The type of organization for completing this final feasibility study is described. The final reports includes all information and data relative to this new mineral deposit. This information is presented so that it may be understood by financial people as well as by technical people.

Crushed limestone is now being "de-dusted" at the Warner Co. plant in Bellefonte, Pa., by a new high-efficiency classifier utilizing aerodynamic principles not previously employed in classifiers. Crushed limestone for certain glass industry requirements must not have more than 10 pct fines in the overall aggregate, and it is the function of the new-type classifier to separate these fines from the coarse material. During the development of this classifier by the Buell Engineering Co. of New York, it was found to have possible applications for separating pulverized coal, sintered metals, ores, mineral flours, and fillers, among other items. Limestone from Warner's deep mine is initially crushed and particles larger than 3/8-in. mesh are burned in kilns to provide calcium oxide for the chemical industry. The 3/8-in. screenings are dried and crushed to -16 mesh for use by the glass industry. For those applications requiring a minimum of fines, no more than 10 pct -100 mesh material is allowable in the end product. Hence the need for high-efficiency separation.

The US Bureau of Mines is currently engaged in research to characterize complex, low-grade western phosphate rock and to develop methods for economic recovery of phosphate, as part of a government effort to assure an adequate supply of fertilizer minerals. Western phosphate varies from soft, friable, altered phosphatic shale to hard, tightly cemented, unaltered phosphate rock. To supplement current methods of beneficiation (normally restricted to sizing), the USBM has developed a flotation procedure that includes depression of phosphate minerals with H2SiF6 and anionic flotation of carbonate minerals, followed immediately by cationic flotation of silicate minerals. Tested on several different ore types, the procedure has yielded phosphate concentrates that range in grade from 28 to 31% P2O3 with a phosphate recovery factor of 60 to 70%.

Scientific research in mining has a comparatively short history. So long as it was possible to maintain adequate mineral supplies by long-established methods, there was little need for the scientific approach. That the end of this comfortable situation is at hand is evinced by the variety and rapidly growing amount of mining research in progress all over the world. The pattern of development of mining research in other countries shows that it started only after a problem became critical. Therefore, the work generally has been short range and usually concentrated on a specific problem. An example is the preoccupation in western Europe with the problem of strata control.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is .desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

Copper concentrates produced by many operations in the United States and South America contain chalcocite (79.9% Cu) as a major component, yet the grades of these concentrates rarely exceed 25 to 28% Cu. Mineralogical studies made by E.P. Cadwell indicated that the low grades were caused by dilution by pyrite rimmed with secondary chalcocite. Laboratory and plant tests proved that concentrates could be significantly upgraded by using a simple, low cost cyanide leaching technique to dissolve the rims and reject the pyrite. The many advantages of this new procedure are cited and the process steps and a typical flowsheet are described.

My bets are on you, every time! But who is right? In the "cobalt issue" of our favorite magazine, January 1951, you stated: "By far the best immediate United States prospect for, large amounts of cobalt is the Blackbird mine of the Calera Mining Co., which is operating for Howe Sound Co., in Leinhi County, Idaho." In the March 1 issue of Saturday Evening Post, Ernest F. Mechlin, Jr., chief cobalt section, National Production Authority, states: "The Bethlehem Steel Co.'s Cornwall, Pa. ore bed is the principal domestic source." Maybe he should have said: "was the principal domestic source", or perhaps Howe Sound's Idaho cobalt is still in the prospect stage in Mr. Mechlin's opinion, perhaps in yours too. KATHARINE W. The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environmental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of enviornmental monitoring systems is reviewed.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit became the Mossy Creek mine. From that time until 1913, small- scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposit dates from 1913 when the American Zinc Co. started operations at Mascot. Mining in the Mascot-Jefferson City area today is devoted exclusively to the zinc sulfide, sphalerite. Various grades of zinc mineralization have been found intermittently through a 600-ft vertical thickness. However, the commercial ore is confined to a total thickness of about 250 ft, from which it usually is mined irregularly from four or five separate levels known locally as "ore runs." In a few places vertical thicknesses up to 150 ft have been mined where commercial material extended from one run to another.

IN recent years the constitution of the high-silver aluminum-silver alloys has been extensively investigated. Hansen1 has re-viewed the literature to 1935. More re-ently, Obinata and Hagiya,2 Hofmann and Volk,3 Taziri4 and Tishchenko5 have con-firmed the general features of the phase diagram in the region around 25 atomic per cent aluminum. In this paper we present the results of high-precision measurements of lattice con-stants of the silver-rich alpha solid solution in the homogeneous range and the neigh-boring two-phase regions. These results are used to establish the nature of the solid solution, the identity of directly measured densities with those calculated from lattice constants and the homogeneity limits of the alpha solid solution with respect to three different neighboring phases. A study of the earlier investigations indicated that the last two subjects in particular required new and accurate data.

About eighty miles north of the city of Antofagasta, Chile, located just below the Tropic of Capricorn, there spreads a wide desert area where copper oxide outcrops can be seen with the naked eye. Numerous old mining works and dump heaps with the green of atacamite and chrisocolla shining in the blazing sun, attest to the work done by miners in the beginning of this century. The dry desert air preserves the footstep marks, paths and trails of old cartwheels from years back. The mining area known as Michilla and Panizos Blancos, is located on the high plateau at 3000 ft above sea level. Around 1920 a Bleichert ropeway was built, which carried ores from the best known mine to a wharf at the Michilla bay. High grade silicious ores were shipped to the Gatico Smelter further north or to smelters in the United States or Japan.

Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

(Read at the Philadelphia Meeting, February, 1878.) SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. Actual field data from several wells are used to illustrate the application of the method of determining the average density of the fluid column in a flowing oil well in the Yates field, Pecos County, Texas. The depths of the wells in the Yates field vary from 900 to 1700 ft., depending on surface elevation and the location of the wells on structure. Production rates over 8000 bbl. per hour have been determined and many wells are capable of producing 2000 bbl. hourly. Gas-oil ratios are usually below 400 cu. ft. per barrel, but a few wells high on structure have produced over 3000 cu. ft. per barrel. Incidentally, tubing wells has cut these high ratios to as low as 400 cu. ft.' By common agreement of the operators all wells making ratios over 400 cu. ft. will be tubed. Daily production of the field is prorated to 110,000 bbl. from an open-flow potential of 5,000,000 bbl. based on hourly open-flow gages.

It is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.
