CARNEGIE INSTITUTE OF TECHNOLOGY On May 27, twenty-five of the leading representatives of the coal mining industry of Western Pennsylvania met with President A. A. Hamerschlag, of the Carnegie Institute of Technology, with a view to bringing about closer relations between the Institute and the mining interests. It was felt that the advice of the men in the field was necessary for the proper training of young men for mining work. A resolution adopted at this conference, among other things, called for a board of mine operators and engineers to serve in an advisory capacity with the Carnegie Institute of Technology. As a result of the counsel and recommendations of the Advisory Board, the Carnegie Institute of Technology, in cooperation with the U. S. Bureau of Mines, has recast its four year course in Mining Engineering and has also established a two-year course in Coal Mining. To carry out this new program, there has been organized the "Cooperative Department of Mining Engineering" in the Division of Science and Engineering of the Carnegie Institute of Technology.

The basic aims of the drilling and blasting program at the Mission mine are fourfold: 1. To provide 100,000+ tpd of broken alluvium and rock material for shovel excavation; 2. To obtain fragmentation that will permit the most efficient digging of the broken material and provide an acceptable crusher feed; 3. To conduct the drilling and blasting program in accordance with approved safety procedures; 4. To obtain these objectives at the lowest possible cost. The material that is mined from the pit is divided into four different rock types and the overlying alluvium. Each of these materials is broken by using procedures tailored to its individual characteristics.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the "25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting., The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may he announced that 'the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. It is especially desirable that the Committee should know, at as early a date as possible, the number of those who desire to make the trip; and those who desire special accommodations such as drawing rooms, state rooms, etc., are especially requested to communicate as soon as possible with the Secretary of the Institute, stating the number in their party.

PREPARED BY THE PETROLEUM DEPARTMENT OF THE BOARD OF TRADE, LONDON THERE is very little to add to the report printed last year by the Institute as no developments of importance have taken place during the year. The following is a brief note on the various countries: GREAT BRITAIN The United Kingdom is a very small producer of petroleum, practically the whole output being derived from the oil-shale deposits of the Lothians of Scotland. The crude oil produced by distillation of shale in 1922 amounted to 180,000 tons, and the estimated production for 1923 is 207,000 tons. Because of the recent- decline in the market value of petroleum products, the production of oil, from shale can no longer be regarded as remunerative, and the future outlook for the industry is serious unless prices recover. As regards naturally occurring petroleum, the drilling operations undertaken by the Government have now been closed down. Out of the eleven borings undertaken only one, that at Hardstoft in Derbyshire, proved to be a producing well; its output was 125 tons in 1922 and 136 tons in 1923.

THE integrated intensity X-ray method of meas-uring retained austenite concentrations in hardened plain carbon or low alloy steels as proposed by Averbach and Cohen1,2 has the advantages of being a highly sensitive and precise quantitative method. The various phases of this method have been studied and several modifications have been developed which aid not only in reducing the time required per determination, but which also increase the possible accuracy of the method. A fundamental step in the original calculation procedure is to plot V.A(?) curves for austenite and martensite and to obtain VM/VA ratios from these curves.' Development goals (such as higher productivity and better working conditions) are presented, and different methods of development, such as mechanization, new layouts, etc., are discussed. Development methods are described with examples from drilling, loading, haulage, and rock mechanics. Special attention is paid to filling techniques. Figures are given for productivity and relative costs.

SINCE dad first took us to the ocean we have always seen a plump elderly gentleman who, with supine composure, floats over the crests spouting whale-like to the wonderment of small boys. Floating requires certain physical and mental characteristics that it takes many years to acquire. These are, in order of importance, confidence, beef, and complete relaxation. Possibly a rough parallel can be drawn between the mining industry and the dignified paunchy gentleman riding the billows. Mellowing in a downtown club he reminisces over his rough-and-tumble youth; when frontiers were being pushed to continental limits and the great mines were discovered on a first come first serve basis. Those were the days of the empire builders. They created the methods, made their own laws, and gambled their very lives on the outcome. For these efforts and sacrifices they shared in the great wealth which was made. There were no comparisons between the small and big operators because they all started small and those with the most financial know-how slowly merged into the big companies of the present.

Auger mining-extraction of coal with large diameter augers is proving profitable in recovering coal left after stripping has ceased to be economical. Its many advantages-low initial cost of equipment, low operating cost, low power demand, adaptability to selective mining, simplicity of operation, etc.-have excited the interest of some in the industry in its possibilities for underground operation.

Both drilling and production of oil decreased in Rumania during 1935. The drilling totaled 1,042,041 ft. and production 61,973,938 bhl., being a decrease of 8.5 and 1.6 per cent, respectively. Wells completed during the year totaled 198, of which 168 were oil wells, compared with 238 and 215, respectively, of 1934. No important discovery was made during the year. The only new field found was Valea Calugareasca, where the Credit Minier completed a small well on the westward plunge of the anticline. Drilling higher on the structure will probably prove the field to be of greater importance than the results of the discovery well indicate. The only other developments of importance were the extension of the Bucsani field, the opening up of a new area on the northeast of the salt at Moreni by Credit Minier and a minor extension of the West Gura Ocnitei field. At Calinesti, on the cast extension of the Moreni field, exploration work continued and a gas well was completed, but oil in commercial quantities is yet to be found.

ARSENIC and orpiment are two mineral substances of a similar kind, and they are by nature pure, without admixture of other species. In regard to their apparent qualities we shall say that their composition is scorched, well-purified earth; and because of a certain subtlety and easy digestion they penetrate very easily into fused metals, indeed they act in such a way that they corrupt and convert almost into another nature any metal with which they find themselves. Orpiment and arsenic act in almost the same way as do tin and mercury. With these the fraudulent alchemists blanch copper, brass, and even lead to the whiteness of silver. According to the physicians they are in fourth part hot and dry. They are also corrosive because of certain powers; indeed, they are a most powerful poison to the life of all things. Arsenic is found in white and citrine colors. Orpiment seems to be a separate thing, although both are formed in the same ore and both are in lamellae or scales. ONE of the perplexing problems that face the translator of an old technical treatise is the question of terms for units of weight and measure. We have used an English word only when it is linguistically equivalent to the Italian one and is a unit of approximately the same size. Libbra and oncia thus become pound and ounce, for the actual weights were within 10 per cent of the modem Troy weights. On, the other hand, the length measures braccio, palmo, and dito, which could be rendered literally as arm, palm, and finger or digit, respectively, have no good English metrological equivalents and it has seemed best to retain the Italian words. The exact transfer of Biringuccio's weights and measures into modern terms is impossible because of the uncertainty as to his standards. Even as late as 1803, when the metric system was first introduced into Italy, practically every city had its own standards. There were, for example, at least eight different palmi, varying from 22.3 to 29.2 centimeters. The values listed below for the various units mentioned by Biringuccio are the Florentine ones, which were also used in Siena and Tuscany: [ ]

If it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. The thirteenth meeting of the Boston Local Section was held at the Engineers' Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.

Benjamin B. Thayer was elected as representative of the Institute on the John Fritz Medal Board of Award vice Albert Sauveur, whose term expires. Robert M. Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The following preambles and resolutions were passed: WHEREAS, the Chamber of Commerce of the United States is taking a vote, through the Chambers of Commerce, Boards of Trade and other constituent members of the National Chamber situated throughout the country, on the question whether or not the primary natural resources, comprising timber, the ores and deposits of useful metals, and' the deposits of minerals, which are a source of heat, light and power, should he exempt through remedial Congressional legislation from the restrictive limitations of the Anti-Trust Acts, and WHEREAS, a Committee of the National Chamber, the Chairman of which is a Past President of the American Institute of - Mining Engineers, has recommended favorable action upon this question, and

Percolation infers the passage of a liquid through, the interstices of any material or materials permitting it. Leaching is the process of extracting soluble matter by percolation. Lixiviation is analogous to leaching. Percolation and leaching may occur simultaneously. A filter may be used either to strain suspended or finely divided matter from a liquid, when it is known as a clarifier, or to separate a liquid from a solid. Clarification usually infers the addition d: some settling or flocculating agent which permits the decantation of the clear supernatant liquor. The simple separation of solid from liquid, such as occurs when a thickened flotation concentrate is filtered, is usually termed dewatering. The word filtration is used more to cover the complex process of separating, as far as possible, solid from liquid by vacuum or pressure, removing the residual solution by wash, and at the same time leaching any recrystallized, absorbed, or undissolved matter, by percolation with the solvent. The final product of metallurgical treatment should be reported as a recovery when the yield is refined metal. When the metallurgical operations are incomplete and a concentrated but not refined-product is obtained, the metal content should be reported as an extraction.

A METHOD was recently devised to indicate two or more successive stages of the migration of grain boundaries in aluminum, and to record the direction of the migration. This technique was used for the study of the various types of boundary migration occurring in high purity aluminum.' The method employs alternate annealing and electrolytic etching treatments, repeated as many times as desired. All successive sets of grain boun- dary positions revealed by the various etches appear superimposed on each other. The last etch is designed to leave an oxide film on the surface which is optically anisotropic. The orientation of the oxide film at each point is determined by the orientation of the underlying aluminum grain. When viewed with polarized light using crossed nicols and a Biot-Klein quartz plate, grains with differing orientations appear in different colors, as described by Hone and Pearson.' IN a recent paper by Servi and Grant,' it was illustrated that the slip band spacing and stress based on creep test data were related by the equation: d =1/ where d is the spacing in millimeters and v is the stress in psi, based on a more complete equation proposed by Orowan. It was shown further,' that for a. given grain size, the slip band spacing became larger with decreasing stress (and was independent of temperature), until such time that the slip band spacing becomes greater than about one-half the grain diam- eter. When this occurred, the mechanism of deformation in creep of 2s aluminum at high temperature changed from slip to grain boundary deformation (sliding). Additional metallographic evidence is now available which confirms this in a most interesting fashion.

Kaolin deposits in Georgia lie in a belt that stretches across the central part of the state from Alabama to South Carolina. In 1977 the state's kaolin production was an estimated 4.58 million tons (5.05 million st) or 77% of US production. While mining methods vary, stripping contractor W. F. (Billy) Jackson of Wrightsville, Ga., depends on a fleet of 18 twin-engine elevating scrapers to move the hulk of overburden and clay. Owner Billy Jackson explains that the soil in this part of the state is perfect for scraper operation; overburden ranges from Georgia red clay to a sandy gumbo material. Apart from some shale, very little rock is encountered, thus eliminating any blasting re¬quirement. Most of the material can be removed with cutting edge teeth or with drop center blades.
