These notes are based on the megascopic study of a suite of 2,400 specimens of minerals and ores from the Butte mines, combined with field observations at intervals over a period of several years. The estimate of average vein composition is based on field acquaintance with the veins. It is probably correct in its broader proportions, and should be of use for comparison. The fact has long been known, that the temperature at which steel is made and cast bears a very important relation to the molecular condition of the cast ingot. But until quite recently this fact has not received the consideration which its importance seems to justify. That the ingots from a very " hot " blow in the Bessemer converter, for instance, would not roll as well as those made at a lower temperature, was observed very early in the development of the process; but the further investigation of the effects of varying temperature from "hot" to "cold," has not been carried out with that degree of fulness which has been accorded to the effects on the rolling of the chemical elements, and other conditions in the manufacture. In the following pages will be presented the results of an investigation of this subject, undertaken with the view of determining how far the influence of temperature extends, through how great a range its effects can be traced, and what temperature in the making and casting will give the best results in the rolling of the ingots. Growing demand for conventional crude oil in North America in the face of diminishing sup- ply is bringing about increased interest in synthetic fuels. With one commercial plant already in full production, another in the planning and engineering stage and still others being seriously considered, the Athabasca tar sands are proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.' When and if fully developed, Athabasca tar sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulfur synthetic crude, is beginning to enter the market place at a most favorable time. Oil Deposit The main body of Athabasca tar sands, about 250 miles northeast of the city of Edmonton, are centered in an area of something over 12,000 sq mi. The deposit runs as high as 250,000 bbl per acre and the average richness is placed at 100,000 bbl per acre. Of the over 700 billion bbl in place, 400 billion bbl of raw oil are considered recoverable from which 300 billion bbl of upgraded synthetic crude are expected to be produced.' In the deeper zones, thermal stimulation is considered the best approach to recovery, while in the shallow areas several surface mining techniques are deemed practical.

THE structure of eutectics has been studied by a number of investi-gators, and the complexity of the structural relationship of the compo-nents has been agreed upon, especially that of the "eutectic colony," type III of Portevin's1 classification. This paper does not attempt to alter the present classifications of eutectics; rather, it discusses the relationship between the macrostructure and the microstructure of the copper-cuprous oxide eutectic, and describes in detail the mechanism of the formation and the structure of the eutectic. Further, throughout the entire discussion it attempts to point out certain misconceptions in regard to the interpretation of the observed structure of the copper-cuprous oxide eutectic, one of the so-called "eutectic colony" types, and to correlate as much as possible the work done by the writer with that done by other investigators. Of the three types of eutectics listed by Portevin,2 the eutectic colony type has presented the greatest difficulty in interpretation. Although the copper-cuprous oxide eutectic is typical of the eutectic colony type in appearance, it may not be truly representative because the copper forms about 96 percent of the eutectic and the cuprous oxide about 4 per cent. The interpretation of the origin and structure of the "eutectic colony" given here is strictly limited, therefore, to the copper-cuprous oxide eutectic.

AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

This research provides an empirical approach toward further analysist10 of the variables in rock breakage under direct, hydroimpact (impacting on fluid) and explosive impulse loading. That the strain on the face of a block of rock, below an impact pin or explosive charge, is directly proportionate to the rupturing force F and inversely proportionate to the product of the burden W and the hole periphery S, is borne out in the laboratory using electrical resistance strain gages to measure a peak strain during rupture by small explosive charges detonated in boreholes. Furthermore, such findings established the validity of the expression F = Ss • Wy • R as a useful relationship from which, it is believed, can be derived practical applications in commercial rock blast design.

The Bunker Hill mine in the Coeur d'Alene mining district at Kellogg, Idaho, has been a major producer of Pb-Ag-Zn ores since its discovery in 1887. The mine has produced over 29 million tons of ore from some 20 to 25 veins and ore zones and now covers an area approximately 1 mi long by 0.5 mi wide. The active section of the mine extends from 2500 ft above sea level to 1600 ft below sea level. Ore production is presently at the rate of about 1700 tpd. A 2-mi adit, the Kellogg tunnel, at the 2500 elevation provides access to the main shaft area. Ore is hoisted to the adit level through a 5000-ft. 50º-inclined shaft extending to the lowermost haulage level 1200 ft below sea level. Primary shaft service for men and materials is supplied by three major internal inclined shafts equipped with double-drum hoists. Present production requires ten levels to serve for main line track haulage. These range up to 5000 ft in length and are either 200 or 400 vertical ft apart. Also, many intermediate levels exist throughout the mine.

A list of publications of the United States Bureau of Mines, complete from its establishment to the end of June, 1931, may be had upon request. In addition a monthly leaflet of new publications is issued and is sent to those on the mailing list of the Bureau. Publications are separated into three main divisions: 1. Sales Publications.-Those for which a charge is made. Any orders or remittances in payment for sales publications should be sent directly to the Superintendent of Documents, Government Printing Office, Washington, D. C., and not to the Bureau of Mines. Sales publications are classified into (1) Bulletins, (2) Technical Papers, (3) Economic Papers, (4) statistical reports of the mineral resources of the United States, (5) Monographs, (6) Handbooks, and (7) Schedules. Bulletins and Technical Papers present the results of scientific and technical investigations. Economic Papers are analytical studies of production statistics, sources, resources, .distribution, and industrial flow of mineral commodities. The Annual Report, entitled "Mineral Resources of the United States," includes chapters, published separately, on the production and consumption of metals and of nonmetallic minerals. With the exception of eight wildcat completions, which were unsuccessful and abandoned, all of the 1935 new drilling was performed in the proven fields. As of Dec. 31, 1935, 22 drilling rigs were in operation, of which 9 were at wildcat locations and the remainder were being used in new drilling in proven fields; in addition, 25 workover rigs (exclusive of cleanout rigs) were operating, all in the major fields. The cementing process has been used in approximately 2.5 million oil and gas wells to seal, protect and isolate various downhole formations against communication. It has been adapted to other more specialized situations such as solution mining and sealing salt storage reservoirs. The technical literature contains very few papers specifically dealing with the cementing process for these applications, yet there have been many special projects in various parts of the world that are novel. These will be highlighted in this review. This paper also presents a comprehensive review of the various techniques used in cementing wells drilled for the recovery of soluble salts and brines. It also covers the application of cementing techniques to a large number of wells drilled for the storage of hydrocarbons in South Louisiana.

DURING the course of an investigation of hot corrosion of nickel-base superalloys (combination oxidation-sulfidation attack at high temperature), it was considered possible that sulfur might gain entrance to the alloy in part, at least, by diffusion through the scale. Cr203 is nearly always observed as a prominent component of the oxide scale, and hence some experiments were carried out to examine the tracer diffusion of sulfur through Cr203 at 1000° C in the upper temperature range experienced by jet engine blades and vanes. Some hot-pressed Cr203 discs of quite high density were available from an earlier investigation1 on the rate of crf3 migration through Cr203. The Cr203 was 99.3 pct pure and contained -0.06 pct Fe as the largest metallic impurity. Additional data is given in Ref. 1. In this earlier work it was found that the rate of cation diffusion was independent of the atmosphere of thermal equilibration when using nitrogen, argon, or air, and also that the electrical conductivity of the hot-pressed Cr203 compacts was likewise independent of atmosphere in this range, thus indicating that the de-

National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. This paper describes the use of a computer in analyzing the expected return on a mining venture. The computer program is designed to incorporate all aspects of a mining project, including the mine, mill, smelter, and refinery. Data input may consist of the operating variables in each phase such as the mining rate, grades, reserves at the mine, and the technical operating characteristics of the mine, mill, smelter, and refinery. Detailed tax computations are shown for a domestic operating company, for a foreign company and for a foreign subsidiary. In addition, the use of the various options that are available such as expense write-offs or deferments to create tax credits during preproduction years are considered, and its effect on the DCF. The program is also constructed to accommodate changes in metal prices, and escalation of capital requirements and operating costs. Output consists of profit and loss statements for entire projects using different methods of depreciation, cash flows, discounted cash flows, net present value and returns on investment. Returns on investment are computed for equity investment, total investment, and total investment less tax credits. Allowances are made for bank and guaranteed loans. Additional financial statements can be made for the following: a) A mine-mill segment with a concentrate selling schedule b) A mine-mill-smelter complex with a smelter product selling schedule c) Profitability of the smelter separately d) Profitability of the refinery separately

The committee appointed .by W. R. Ingalls, president of the Mining and Metallurgical Society of America, to nominate candidates for the' annual gold medal of the Society consisted of E. G. Spilsbury, J. E. Johnson, Jr., and Bradley Stoughton. This committee recommended Mr. Schneider of the Creuzot Works in France for achievements in ferrous metallurgy, which recommendation was approved by the Society. From the report of the committee, the following facts relative to Mr. Schneider's career are taken: Born in 1868, Charles Eugene Schneider undertook the management of the Schneider establishment in 1898, after the death of his father, Henri Schneider. Under his enlightened management, the Schneider establishments have been considerably extended, their activity being not only directed to increasing production, but also to spreading more and more their scope for action in all branches of industry-in metallurgy, mechanical and electrical construction, shipbuilding, artillery and ammunition, and in public works. During the 10 years preceding the war, the number of employees in these establishments, and without counting those of the more numerous subsidiaries, increased approximately 50 per cent. A tunnel boring machine has potential use in al- most any type of mining where the access shaft (or adit) is large enough or can be made large enough for its initial entry and where the orebody is of sufficient size to warrant its use. Some time will inevitably be lost in negotiating curves or making lateral moves and moving from level to level. Nevertheless, if the orebody is sufficiently large, advance scheduling can minimize the lost time encountered in such moves. Ideally, a mine will be planned for the use of these machines, thus eliminating access and transport problems. From the viewpoint of time involved, the rate of advance by boring as compared to conventional means is worthy of review. For instance, the Blanco Tunnel, one section of the Bureau of Reclamation's San Juan-Chama Project in southern Colorado, was bored in competent sedimentary rock with the following performance:

Much work has been done recently on the lead-antimony system1 in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann, 2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,' as well as the somewhat earlier works of Hof-man (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. The blast furnace of the Columbia Steel Corpn., at Ironton, Utah, was put in blast April 30, 1024, and its operation has presented some interesting problems. The coke for the furnace is furnished by 33 Koppers Becker type ovens of 15 tons capacity each. The coal is shipped from the company's mine at Columbia, Utah, which is approximately 123 miles from Ironton, and is probably the highest volatile coal that is being coked for blast furnace use in this country. Reconstruction of the British mining industry began shortly after nationalization in 1947 and continued until well into the 1950s with the support of the government. This support diminished as plentiful supplies of cheap oil from the Middle East made many coal mines uneconomic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its ' Plan for Coal ' .1

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another.
