Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

It is a time-honored saying in the anthracite region that " under the conglomerate there is no coal;" and the adage is generally reckoned a sure guide in coal-exploration. Yet there are many places where conglomerate, even coarse conglomerate, occurs above important coal beds, and, among others, above the great Mammoth bed. One of the most striking of such occurrences is on the Shippen and Wetherill tract, half a dozen miles west of Tamaqua; and it illustrates remarkably the disastrous effect of a too unquestioning blind confidence in the sweeping literal truth of a broad generalization. Here there is a conspicuous crag formed by a twenty-foot bed of egg-conglomerate, dipping 60 degrees southerly, and jutting out boldly at the western end of a hill, where it is cut through by the small stream of Little Creek. The hill runs eastward for half a mile, with occasional exposures of pebbly rock along the western half of the crest. The following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to be generally up-to-date, and is offered as a summary which may be found useful by mining engineers. For several centuries Mexico has ranked first anlong the silver-producing countries. It is now second as a copper-producer, and seventh as a gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works exceeds $250,000,000, while the value of the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc.; and (3) veins and replacement-deposits in limestone. At the turn of the century the U.S. had a gross ALVIN KAUFMAN Mineral Economist U.S. Bureau of Mines area slightly in excess of three million square miles, a population of 76 million, a gross national product of $37 billion (constant 1929 dollars) and a mineral production valued at $2 billion (1929 dollars). Some 60 years later its area had increased by 600 thousand square miles, population had risen 140%, gross national product was seven times greater and mineral production had grown to a value five times that of 1900. Of perhaps greater significance, however, were the changes wrought by technology. It was during this period that the "American Way of Life" was revolutionized by the introduction of the airplane and the automobile; man also took his first probing steps in the utilization of nuclear energy and pre- pared to unlock the secrets of space. It was during these six decades, also, that he learned to create additional new materials, some of which were from old sources such as plastics from petroleum and coal. These new materials have created competition and attendant problems for the traditional materials such as iron, copper, lead and zinc. Additional problems undoubtedly will be created by technologic advances in the future.

Federal and utility industry research has largely ignored coal beneficiation techniques in the implementation of SOx control. This paper accepts the hypothesis that beneficiation cum scrubbing is the cheapest way for the vast majority of seams in the eastern coal provinces to comply with standards. Comparisons are based on point estimates of average beneficiation costs from a model of coal preparation (COBET) designed to simulate four levels of cleaning. The paper describes how economic theory can be applied to derive econometric supply functions from actual data on the geology of minable seams, washability and technical constraints. West Virginia is taken as an example of a producing region. Spatial supply functions are derived empirically from the engineering model simulations.

This describes a highly concentrated mining system consisting of a series of short faces arranged to get complete recovery of coal with the maximum protection for the men and equipment. A series of conveyors collect the coal from eight faces and discharge into mine cars at a central loading point on a main haulageway. The conveyor is sectional and, by a multiple-drive arrangement, the same standard parts are used to construct a unit of any length. THE. IN the flotation of iron ores laurylamine derivatives have been used for considerable time.12 To effect satisfactory separation of the gangue, predominantly silica, from the iron oxide minerals, the addition of specific depressants for the iron oxides has been found necessary. Starches and starch products have been used for this purpose. 3 There is, however, very little published information on the effects of these materials and other variables on this process. In some cases it has been found that prior acid scrubbing and desliming are essential, 4 and depending upon the efficiency of the subsequent washing step, there will be accompanying changes in pH. It was the object of this investigation to test and observe the effects of the above factor as well as to examine and compare the action of various starches and starch products.

Hole deviation has great consequences on mining economy, especially for long hole drilling technique. First of all the bore hole datas are concerned but also such factors as development, loss of ore and waste rock dilution are influenced. Hole deviation for sublevel open stoping is illustrated with examples from some mines. The deviations are indicated as mean values but also as standard deviation values, owing to their statistical distribution. The economic influence of the hole deviation is especially studied for steep, small lowgrade orebodies, mined with big hole blasting. Hole deviation can thus influence costs up to US$ 3-4 per ton for operating, development, losses of ore and rock waste dilution. This cost is of the same magnitude as the total operating costs for many sublevel stoping mines. The economic savings in accurate drilling are therefore substantial and are worth all attention.

It is a well-known fact to all Bessemer steel manufacturers using a blooming mill, that ingots show large cracks in the first few passes of the rolls, which, in the following ones, do not always roll up satisfactorily. This deficiency in the quality of the product is generally called "red-shortness," though, in the writer's opinion, mostly unjustly so. Different explanations for the said peculiarity are given by the leading authorities, each works selecting one element as a special scapegoat for the inferior quality of the ingot. The sulphur is generally first charged as being the principal cause of all mischief in this direction ; then, after ascertaining that sulphur is not higher than the average, and sometimes lower in the very worst heats, silicon has to bear its share of abuse. How and why silicon should affect the working qualities of the metal, the writer could never precisely learn, but is convinced that the doctrine of its pernicious influence is an established one with many. In cases where silicon failed to explain everything, resort was taken to calcium, aluminum, and some other known or unknown elements, without settling the difficulty; and lastly, when the skill of the chemist became exhausted, " practical men " came to the same conclusion, which many leading blast-furnace managers had arrived

Instrumentation was installed during construction of the Silver Shaft in northern Idaho to evaluate lining behavior and rock deformation. Rock mass displacements were monitored with multiple-position borehole extensometers. Liner stress and strain were measured with concrete pressure cells and embedment strain gages. Rock displacement data from the 5,955-ft level indicate rock mass anisotropy. Liner stress and strain data reflect high in situ stresses and nearby station and raise construction. Continued monitoring and preliminary analysis indicate that concrete-lined, circular shafts are stable for high, unequal stress fields and anisotropy in deep level mines.

Chemical mining may be defined as the use of chemicals in extracting metal values from in situ broken or unbroken ores within a mine. The present means for the generation and regeneration of sulfuric acid or sulfuric-ferric sulfate solutions are inadequate for most applications. This report describes a pressure oxidation process for the generation and regeneration of these solutions from pyrites and spent iron sulfate leach liquors. While recent mining developments such as solution injection, caving, and conventional and nuclear blasting, have provided new and better means for the per-colation of leach solutions through rock masses, little has been done to reduce cost and improve the quality of the leach solutions that are required. A leach solution for chemical mining should meet certain requirements. It should be 1) inexpensive on either a small or large tonnage basis, 2) capable of selectively leaching the desired ore minerals contained in a particular ore, 3) of the proper strength or quality to do the job of leaching in an underground environment and 4) amendable to simple and inexpensive metal recovery steps. It is also important that the capital investment be low for the solution generation and; or regeneration plant.

The economics of mining has traditionally been viewed quite apart from the economics of blast furnace operations. It was realized, of course, that blast furnaces would operate best with good raw materials, but the shipping grade of ore, for example, was decided by a sort of collective bargaining process between the ore producers and the blast furnace operators. The mine operators had to keep their costs down, and were usually successful in convincing management that the ore in any particular deposit was endowed by nature with a certain iron content and that the mine grade could not be raised beyond a certain economic limit. The blast furnace operators would have liked a better grade, but as long as they were able to make a fairly good showing it was more or less accepted that they had to take the ore as it came. The mine operators were able to ship to the nation's blast furnaces thousands of tons of iron ore that would be completely unacceptable by present-day standards. As late as the early 1950's, the major steel companies were witnessing an actual decline in the iron content of their incoming ore supply as the mining companies mined progressively leaner material and upgraded it only enough to pass competitive market requirements

U.S. Steel Uncovers Massive Iron Ore Deposits in Nevada United States Steel Corporation has confirmed that mineral investigation in Lyon County, Nevada. has been under way since 1960. Confirmation followed press reports of a statement attributed to a Nevada State inspector of mines to the effect that the Corporation has found a major iron ore deposit that may also contain copper ill West Central Nevada. Drillings over the years in a number of locations have indicated extensive iron ore bodie containing a possible quarter of a billion tons of ore of a basically magnetite composition. analyzing less than 40% iron, which would require beneficiation for commercial use. Some of these deposits are deep- lying while others would permit open pit mining. These bodies contain copper in quantities of approxiimately 0.3%. More recent drilling in another area has disclosed evidence of additional deeply-lying deposits of a lower fe content but with more promising indications of copper. A realistic estimate of fe and cu ore reserves cannot be made until more drilling is completed.

TWO recent review papers have considered the origin of primary and secondary recrystalliza-tion textures from the point of view of oriented nucleation and oriented growth theories."' Both theories require nuclei for primary recrystallization but provide no unequivocal answer to the question of what nuclei are. The answer to the same question regarding secondary recrystallization, however, often is that nuclei are certain primary recrystallization grains or primaries. The two theories differ, however, in specifying what the certain primaries are. In support of the oriented growth theory Beck and Hua originally stated "It may be assumed that in a re-crystallized material, even with a strong texture, there always are present some grains of practically any orientation. These may serve as nuclei for the coarse grains, provided that conditions are favorable for their growth." In commenting on this statement one would say that there are two restricting conditions: namely, that 1) the certain primaries (nuclei) are large enough to grow, and 2) their boundaries have high mobility. Preliminary separation of precious metals by flotation can offer a simplification of the conventional method of treatment of anode slimes. Laboratory flotation experiments show that rich gold and silver concentrate can be obtained with excellent recoveries. THE purpose of this paper is to present the results of an investigation into the possibilities of separating precious metals from anode slimes by selective flotation. The work was carried out at the State Research Institute in Helsinki, Finland. The sample of anode slimes tested was submitted by the Outo-kumpu Co. in Finland. In 1947 the average assay of filtered and dried anode slimes in the Outokumpu refinery in Pori was as follows: Au, 0.50 pct; Ag, 9.38 pct; Cu, 11.02 pct; Ni, 45.21 pct; Pb, 2.62 pct; Fe, 0.60 pct; Sn, 1.00 pct; Sb, 0.04 pct; As, 0.70 pct; Se, 4.33 pct; S, 2.32 pct; SO,, 2.17 pct; SiO2, 2.25 pct. The daily assay naturally varies considerably from the figures presented above. The present conventional method of treatment of anode slimes consists of the steps shown in the flowsheet in fig. 1. As seen from this simplified flowsheet, the present method of treatment involves many steps by which the components of the anode slimes are removed one after another until the main products, gold and silver, may be separated. Pyrophyllite, a hydrous aluminum silicate, physically similar to talc, receives its name from the Greek word Pyr, for fire and phyllite, a rock or stone. Firestone refers to its first recorded use as firestones or hearthstones. Composition and Properties Pyrophyllite is an aluminum silicate A12O34SiO2H2O (alumina 28.3 pct, silica 66.7 [ ] pct, water 5.0 pct) (Table 1). Vanderbilt1 gives pH value of pyrophyllite as 5.6 to 8.4. Pyrophyllite is usually white or cream, though it may be found in shades of pale green, pale yellow, buff or light gray, and in darker shades and other colors principally due to oxidation of contained iron minerals. It is opaque to translucent in thin sections. Its hardness is 1 to 2 in the Mohs scale. Its specific gravity is 2.8 to 2.9. Its luster is pearly to dull; it is recognized chiefly by its micaceous structure and cleavage, and its soft greasy feel. Two other varieties occur, one in which there are radiated needles in the crystalline form, and there is also a massive homogeneous structure found. Fine grinding reduces pyrophyllite to fiat plates or scales but aggregates of minute foliated plates may be formed.1 Distribution of Deposits Pyrophyllite is found in metamorphic rocks throughout the world but it is only in comparatively recent years that it has assumed much commercial importance. With the spiraling cost of exploration, all stages of exploration must be optimized. Search theory calculates the optimal distribution of effort by maximizing the probability of discovery under the constraint that the total exploration budget is not exceeded. It may help formulate strategies during the reconnaissance phase of exploration. An incremental optimization analogous to the exact solution of the search problem is introduced. In conjunction with the optimization, various stopping criteria can be defined. The stopping criteria terminate exploration in an area during a particular stage. It does not refer to abandoning exploration. The following stopping criteria were considered: the exploration effort in an area should not exceed a maximum value; the posterior target location probabilities should not be less than a percentage of the initial probabilities; the change in the posterior target location probabilities should not be less than a given value; and the change in the marginal rate of return should not be less than a given value. The incremental optimization and the stopping criteria are used to allocate reconnaissance mapping and sampling effort for phosphorite in the Sinai Peninsula, Egypt.
