It is an outstanding fact of Nature that many of the practical properties of substances are dependent, not on their ultimate chemical composition, but on the kind and degree of aggregation of their constituent particles. Thus, a granite boulder is unmoved by wind or water, but if reduced to a fine dust it will be blown about by the wind and washed away by the rain. Carbon in one crystalline state of aggregation (diamond) is the hardest known substance, whereas in another crystalline state (graphite) it is so soft that it is used as a lubricant. Laying too much stress on the mere chemical analysis of substances is apt to obscure the fact that the nature of the aggregation of their particles is always a factor of importance, and sometimes the most important factor. Colloid chemistry deals with matter in a very fine state of subdivision; its sphere begins with particles just a little smaller than a wave length of light and extends down until they blend into molecular dimensions. With particles of this size, such phenomena as surface tension and adsorption, which depend on the development of free surface, become enormously magnified. Thus a cube of 1 cm. edge has a surface of only 6 sq. cm.; but if it is reduced to colloidal dimensions by being cut up into cubes each having an edge of 0.01 µ (0.00003 mm.), it will yield one million, million, million (1,000,000,000,000,000,O~) such cubes, having a combined area of 600 sq. m., or 21,274 sq. ft. The tiny force with which a drop of rain clings to the window pane becomes a factor to be reckoned with, if the surface involved is increased millions of times. From the colloid-chemical viewpoint, metals and alloys may be regarded as jellies or sponge-like structures,. the viscosity or stiffness of which at ordinary temperatures is exceedingly great; and like all jellies their properties are dependent on the composition and degree of dispersion of their constituent phases. Dimensional changes generally occur during the sintering of metal powder compacts. These changes may have several causes and their magnitude depends upon the numerous variables involved in the process, such as the nature of the powder, size and shape of the grains, compacting pressure, rate of heating, maximum temperature, length of time at temperature, and furnace atmosphere. Among all the variables, time, temperature, and compacting pressure are probably the most important ones, and the effect of each one of the other variables can be studied separately once the effect of these is well understood. The most precise method of studying the phenomenon of dimensional changes in a compact consists of heat treating the compacts at various temperatures for different lengths of time. In this method, only very small specimens can be used, in order to achieve rapid rates of heating and cooling. The technique involved in these measurements is very simple, but is time consuming. Another experimental approach to the problem consists of measuring the change in length of a compact as it is being heated at a constant rate. Although the two variables, time and temperature, are combined into a single one (rate of heating), the results obtained by this technique may be of great interest from both practical and theoretical points of view. The purpose of this paper is to describe a systematic investigation of the change in length during sintering of compacts made of one or several metal powders. Experimental Procedure The change in lenght of compacts during sintering was measured with an automatic recording dilatometer. In this instrument the change in length and the temperature are recorded as functions of time on two separate charts and the rates of heating and cooling may be varied from 1 to 20°F per min. The temperature may be kept constant at any value up to 2200°F during any predetermined length of time and the change in length recorded as a function of time. Provision is made for atmosphere control inside the fused silica tube containing the specimen. Petroleum refining, like other industries in the United States in 1940, focused much attention on its duties and opportunities in the field of national defense. In crdiiter-distinction to the situation during the World War, the industry is well constituted as to existing equipment, processes, and capacity, together with planned additions, to handle any demands that may be made upon it by the defense program needs. Evident throughout was the growing sense of ability to manipulate oil molecules for the production of materials not hitherto considered as being available commercially from petroleum. The development and application of catalytically induced reactions on a broad front is one of the distinguishing characteristics of refining progress during the year. In the hands of the refiner, catalysis has developed into a most important means to secure higher antiknock motor fuels and 100-octane fighting grade aviation gasoline in greatly increased quantity. One illustration of the importance being assigned to catalytic refining is the construction by the Houdry group of an experimental laboratory at a cost of $7'307'30'3, to be staffed with over 100 research men7 solely for the purpose of studying catalytic reactions. In the aviation gasoline picture a modification of specifications by the Government widened the field from which acceptable fuel can be secured, and the continued expansion of the alkylation process in itself promises to go far in filling the demands expected from 50,000 fighting planes. It is conservatively estimated that eyen now the industry can turn out 1,300,000 gal. of 100-octane aviation gasoline daily. The upper limits of octane numbers for regular grades of motor gasoline reached in 1939 were not exceeded, but the average octane number approached the upper level more closely. A survey made of the 1940-model cars showed no rise in average octane requirement of the engines. The trend throughout the year was for greater reliance on the A.S.T.M. method for octane determination. The "1939 Research Method" is less widely used, although still considerably in evidence; the older L-3 method seems to have lost considerable ground and to be on the way out. Re-forming Capacities Increased Interest continued to grow apace in re-forming low-octane naphthas into high-octane gasolines. Some additions, although not great, were announced in thermal re-forming capacity. Interest in catalytic re-forming was greatly stimulated by the technical success of the operation of the converted hydrogenation unit at the Bay-way, N. J., rehery of the Standard Oil Company of New Jersey, mentioned in last year's review, and also by the knowledge that recoverable proportions of toluene are present in the hydroformed (catalytically

IN this paper the effect of natural ventilation pressures is considered a part of the mine resistance and it is shown that their effect on the mine resistance is not the same as the total natural ventilation pressure of the shafts if the mine has several levels. It is shown that increasing the fan pressure causes the division of the air to approach the condition that would obtain if there were no natural ventilation pressure present. It is shown that if an appreciable difference in pressure is maintained between the beginning and end of a group of splits, the value of the integrated effect of the natural ventilation pressures on the individual splits does not change substantially with moderate changes of this pressure. A method is outlined for determining the resistance factor of the mine and the value of the effect of natural ventilation with the fan operating; also a method for determining this factor when circulation is caused by natural ventilation alone. NATURAL VENTILATION PRESSURE Natural ventilation pressure (N.V.P.) is caused by the difference in weight of the air in two similar columns between two horizontal planes, and the difference in weight is caused principally by the difference in temperature of the two columns. The fan pressure causes some variation in density, but, since it is usually small and affects both columns, its effect is relatively unimportant. It has been suggested that "N.V.P." be called "stack effect"; but, since the term N.V.P. was used in a previous Institute paper,' applied in exactly the same manner, the term will be used. FRICTIONAL RESISTANCE The frictional resistance to flow in a mine without natural ventilation may be expressed as RQ2 where R is a constant for a given air density and Q is the rate of flow. This frictional resistance plus the effect of velocity changes will be called the F pressure (F.P.) and a curve of F.P. against Q, the F characteristic of the mine. If a pressure is applied to a mine by a fan, the air flow so adjusts itself that the drop in pressure through any path from entrance to exit of mine, due to frictional resistances and velocity changes, is the same as that in any other path. The mine resistance varies as the square of the quantity. The air distribution without N.V.P. will be called "normal." NATURAL VENTILATION PRESENT When N.V.P. is irregularly distributed in a mine, it is more convenient in analysis to consider the N.V.P. as a part of the duct resistance. If it is so considered the resistance no longer varies as the square of the quantity, and if N.V.P. exists between levels the distribution of the air is no longer normal. The total N.V.P. of the mine is the pressure caused by the full length of the shafts. If a mine has several levels, N.V.P. exists

Fatigue tests were conducted on 2017-T4 alumium in alloy in an u1lrcthig.h vacuum of 2 x 10-lo Torr and in air. The vatio of vacuum-to-air faligue life for this ~malerial varied Jrom 3.5:1 at a strain of 2.5 X 1O-3 ill. pegr in. to 8:l at a strum of 3.3 x X ill. per 171. A dark deposit observed on the fracture surfaces of the aiv-tested specimens was identified as oxides of tr~angarzese and magnesium This observalion, and the close correlalion betaveen results obtained in vaCuum and dry-nitrogen environtments, tend to confirm that air stvongly influences the fatigue mechanism by a covrosion process. THE fatigue life of certain metals is known to increase when the atmospheric pressure is reduced. Gough and Sopwith1-2 postulated that this is due to a joint chemical and mechanical process operating in air at the surface of the metal with oxygen and water vapor playing significant roles. Wadsworth and Hutchings3 observed that aluminum is mainly affected by the presence of water vapor. Very little information is available on the fatigue properties of structural aluminum alloys in a vacuum environment. This report describes work performed on 2017-T4 aluminum alloy in an ultrahigh vacuum (2 x 10-loTorr) and in air. Some preliminary data are also presented on the fatigue life of the alloy in a dry-nitrogen environment. 1) EXPERIMENT 1.1) Test Material. The material tested was commerciaT 2017-T4 aluminum alloy which, in addition to aluminum, has an approximate composition of 4 pct Cu, 1 pct Fe, 0.8 pct Si, 0.5 pct Mg, 0.5 pct Mn, plus smaller amounts of other elements.* Some typical naturally age to a substantially stable condition. Specimens were then machined from these rods and ground to a No. 8 microfinish. In order to minimize variation in material characteristics, specimens were made from rods procured from the same lot. 1.2) Apparatus. The apparatus and test specimen used in the fatigue tests are shown in Fig. 1. The device utilized a single-cantilever beam with rotating-bending loading. Extensive progress has been made in the metallurgy of alloys for die castings. Enthusiastic proponents of some alloys are inclined to make extravagant claims for their materials, which may be justified by physical tests on test bars made from the respective alloys but are seldom justified by the results obtained with commercial die castings made from those alloys. Chemical analysis of the test bars and castings fails to determine the cause of these variations, since they are due to other physical factors entering into the commercial production of die castings. In this paper, an attempt will be made to outline some of the factors in commercial die-casting practice to which these variable results may be attributed, in the hope that the manufacturer of die castings, recognizing the importance of these factors, will devote more attention to them in the design and construction of dies and equipment. In 1914,l the author defined die castings as "metal castings made by forcing molten metal, under pressure, into metallic molds or dies." This definition was given in order to differentiate die castings from other molded metal products such as "permanent-mold" castings, L'slush" castings and similar products that are sometimes erroneously termed die castings. The term "die casting" could be interpreted to include all castings made in metal molds or dies; but since this term, like most of our technical nomenclature, has been developed by commercial practice we must look to this practice for its proper definition. The Germans, with their usual devotion to desecriptive names, have adopted the name of sprilzguss (squirt cast) for die castings. Undoubtedly this name is more descriptive of the die-casting process, where the metal is literally squirted into the die and serves to differentiate this process from other metal mold processes, where the metal is poured into the die. In the earlier paper mentioned, the author also emphasized the fact that the definition given for die castings indicated clearly that the satisfactory operation of the process must comprise three factors, all of which must be considered of vital importance to the successful operation of the die-casting process:

Using 5-p Ni powder and 0.018 ,u A1203, oxide dispersion strengthened nickel alloys were prepared by mechanical mixing of powders, followed by compaction, sintering and extrusion. Processing variables such as cooling of the powder during mixing, electrostatic discharging, mixing time, amount of oxide, and so forth, were studied to determine the effects on room-temperature tensile and high-temperature creep-rupture properties and on the reproducibility of alloys. MECHANICAL mixing of metal and metal oxide powders provides one of the simplest and most inexpensive methods for preparing dispersion strengthened metal-metal oxide alloys;" however, because of large differences in specific gravity, powder particle diameters and other variables, difficulties have been encountered in reproducing alloys and alloy properties. Using 5-p Ni powder and 0.018 p A1203, the following variables were investigated: a) Blending techniques b) Blending time c) Volume fraction of oxide for the selected pow- ders d) Sintering of compacts before extrusion Cooling of Powders During Blending— Cremens and Grant had indicated that dry ball milling of the powder mixture gave superior results over other procedures. When ultra-fine metal and oxide powders became available and comminution was unnecessary or offered little gain, the use of dry mixing in a Waring Blendor gave optimum results.' In the current study, observations of the powder mixtures indicated that considerable heat was generated due to the high speed of the Waring Blendor (15,000 rpm). This heating appeared to produce some degree of clustering and pelletizing. To minimize such agglomeration, a Pyrex cooling coil was installed in the mixing vessel. A double coil, water cooled, proved to be quite satisfactory, providing a fair degree of cooling along with good erosion resistance. Discharge of Electrostatic Charge—Electron-microscopy showed that agglomeration was minimized by the cooling procedure but was not entirely eliminated. It appeared that some of the ag- glomeration had to be explained on the basis of an electrostatic attraction due to the high-speed blending operation. These charges had the effect of promoting the growth of alumina clusters. At the end of the blending procedure such clusters had an effective size which was as much as 50 times that of the individual powder particles and were very tightly bunched. Several methods were utilized to try to discharge the electrostatic forces to minimize the clustering. One successful method, utilized in alloy 17, involved continuous exposure during blending to a radium source of 50 millicuries at a distance of 1.5 ft from the container. A number of other methods were noted to work equally well. Fig. 1 shows the more open oxide structure which results from such a treatment, permitting the matrix metal to penetrate into the cluster more effectively. The combination of powder cooling and discharging led to noticeably improved structures. Tax operation of "softening" in lead refining is designed, as the word implies, to separate from the bulk of the lead the elements that tend to make lead hard. These elements, which invariably are present in argentiferous lead, interfere with the desilverization, and must be almost entirely absent in refined desilverized lead. They are mainly copper, antimony, arsenic and tin. The properties utilized in accomplishing this separation are the low solubility of copper or copper sulphide in lead at its freezing-point temperature, and the greater and selective affinity for oxygen of the other elements at temperatures of the order of 700° to 900' C., or, in the prcsence of sufficient, alkali, at a temperature of about 500' C. The major problems of softening lead bullion lie in the necessary subsequent treatment of the by-products of the primary operation, which contain, either chemically or mechanically, lead or reagents that must be isolated for market or re-use. Therefore an important objective of the primary operation must be the highest practicable concentration of these elements in the by-products. Within the past three decades, during which the writer has been engaged in lead refining, the technique of softening lead bullion has had as many variations as there were lead refineries. This was the result of the variation in composition and character of lead bullion recived. SILICON bronzes containing iron are used to a considerable extent in industry, under the trade name of P.M.G. alloys. Various classes of wrought alloys fall in the composition range 1.5 to 3.5 per cent silicon, and 0.5 to 2.5 per cent iron. Castings may contain as much as 6 per cent silicon and 3 per cent iron at present. The constitutional diagrams of these alloys are thus of considerable practical importance. Copper-silicon-binary alloys have been thoroughly investigated by a number of workers, the latest reports being those of C. S. Smith' and of A. G. H. Andersen .2 Although much work has been done on iron-copper alloys,3 recorded investigations on the copper-rich copper-iron binary constitutional diagram are not numerous. Tammann and Oelsen4 determined the solubility limits of iron in copper by means of magnetic measurements, and found that the solubility of iron in copper amounts to a fraction of one per cent at 400°C., increasing slowly to one per cent at 800°C. From 800°C., the solubility increases rapidly and attains 4 per cent at 1100°C. Hanson and Ford," using electrical resistivity measurements and the microscope, determined a somewhat different solubility limit. Of earlier X-ray works on the copper-iron system, very little has been published. The work by Bradley and Goldschmidt6 on copper-iron-aluminum alloys includes some information on the copper-iron binary. These investigators conclude that substitution of iron in the copper lattice decreases the spacings, which is contrary to the evidence of the present work. Hanson and West7 have investigated the ternary alloys of copper with iron and silicon. Although their diagrams are valuable contributions to the understanding of these alloys, they did not recognize the kappa phase,1,2,7,8 and their diagrams do not everywhere conform to the phase rule. The present work contains a check by means of X-rays of the solid solubility limit of iron in copper, and an X-ray investigation of the ternary-phase diagram, which, owing to present conditions, it became necessary to curtail considerably. PREPARATION OF SAMPLES Castings weighing about 75 grams were melted under vacuum. The charges were made up of ingot iron, copper cathodes from Laurel Hill, and refined silicon supplied by the Electrometallurgical Co. Alundum crucibles were generally used. The exceptions were alloys 77 and 78, which were melted in graphite crucibles. The ingots were annealed at 800°C. for one week, then samples were cut for chemical analysis. Research indicates that the cube diamond is a superior stone for drill bits. It can be oriented to combine a long cutting edge with structural strength and high resistance to wear. Test bits set with preferred orientation give double the bit life at astoundingly low diamond loss in comparison to oriented octahedral diamonds. A PROGRAM of research on the orientation of diamonds in drill bits has been under way for several years at both the United States Bureau of Mines Experimental Mine at Mount Weather, Va., and the School of Mines and Metallurgy of the University of Minnesota. Reports on past work done both in the laboratory and the field are available in the technical press.1,3,4 The results of such drilling, done under comparable conditions, show that bits having diamonds oriented in a direction that combines structural strength and greatest hardness not only can advance somewhat faster than random set bits but can do this with a unit diamond loss of 50 pct or less. Several bit manufacturers have initiated the training of diamond setters in the principles of orientation on the basis of the above-mentioned research results. The basic information on the crystallography and hardness variation of the diamond was presented in an earlier paper,' which pointed out that the diamond is several hundred times harder along certain directions and certain faces than on others. The same article discussed the drilling results obtained with a group of nine bits having octahedron diamonds set with on-point, positive (gouge) rake, and negative (drag) rake orientations. The testing of oriented cube diamonds is an extension of this research program, employing the same procedures and equipment (Hy Mac hydraulic drill unit, EXT diamond core bits, St. Cloud Pink granite) as previously described. This current work covers the test experience of seven bits set with cube diamonds running approximately 10 stones per carat. The individual stones were near perfect cubic form; hence it was simple to orient them in any desired direction. The cube is a comparatively rare crystal form of the diamond, although considerable numbers are produced from the Congo. It is understood that most of the cube diamonds are retained in Africa, where they are either used locally for diamond bit manufacture or ground up to make powder. They have been considered to be an inferior stone for drilling purposes.

UNTIL recent years, maintenance of surface coal handling facilities was a relatively simple task. Equipment consisted principally of conveyors, screens and crushers of comparatively simple construction. Electrical equipment consisted of motors and starters, with little, if any, interlocking. In most cases failure of any component affected only the grades of coal loaded so that even a prolonged break-down did not affect mine operation materially. However, with the introduction of modern cleaning plants, the picture has changed. The equipment is much more complex and therefore more difficult to maintain. In many cases failure of any component of the plant prevents loading of coal. Even if provision is made to by-pass, the quality of coal loaded is lowered, affecting markets. In the case of plants designed to permit full seam mining, marketable coal cannot be loaded without operation of the cleaning plant. Under these conditions it is apparent that considerable thought and effort toward better maintenance are justified. In order to assure continuous, efficient and economical operation, maintenance should receive consideration, not only after the plant is in operation, but while it is being designed. It is hardly necessary to say that the designer should strive for sturdiness and wearing qualities. It is sometimes not realized, however, that even the best parts will sooner or later require replacement or repair. The designer should, therefore, give consideration to accessibility. Anyone who has had to do with cleaning plant maintenance is familiar with installations where several hours are required to get at a part that can be repaired or replaced in a few minutes, once it is accessible. As in most cases, experience is the best guide. The men who operate and maintain this equipment know the problems encountered. Whenever available, the opinions of these men should be sought and heeded. As an example, we might consider the refuse elevator on a Chance Cone. Our company is now operating three of these cones, the first of which was installed in 1941, and the latest in 2946. Exact records are not available, but well over 50 pct of delays charged to the Chance Cones have been caused by the refuse elevator. This elevator receives refuse from the cone and carries it to a point above the water level of the cone, discharging onto a dewatering and desanding screen. Since the elevator operates under water and necessarily has close clearances in the lower boot, it tends to jam on large pieces of refuse or tramp iron. The chain, buckets and boot are also subjected to the action of water, sand and refuse, which accelerate normal wear. In case of jamming or chain-breakage it is necessary to drain the elevator and the cone so that even a minor fault in the elevator causes a considerable loss of time for the cone. In our new plant, which will contain two Chance Cones, the refuse elevator has been eliminated. As the working levels in domestic mines are developed to greater depths and work areas move further from the shafts, maintaining a safe and healthful working environment becomes more difficult. Increased temperature and humidity at greater depths becomes first a factor in productivity and then a threat to the miner's safety. Initially, a miner might develop listlessness leading to reduced productivity and reduced alertness. Continued overexertion can lead to heat stroke and possibly death. Mine ventilation engineers, therefore, must not only provide clean air to work areas, but also must provide cooled air. The following article describes the United States Bureau of Mines (USBM) and Foster-Miller's successful development of a high performance, low maintenance direct water to air contact heat exchanger for mine cooling. While heat problems frequently do not develop until mining operations descend below sea level, problems will arise any time mining penetrates high temperature rock. Hot fissure water will increase the severity of the situation, causing increases in wet bulb temperature - the temperature to which perspiring miners reject metabolic body heat. All energy expended in mining adds to the heat load which must be absorbed by the ventilation air. Just when the cooling capacity of ventilation air is needed most, adiabatic compression (autocompression) of air descending the shaft raises air temperatures 1.3g°C (2.5'F) to 2.94"C (5.3OF)/305m (1000 ft) depending on humidity. Increased temperatures decrease the ability of the air to absorb heat from the mine, and work area temperatures rise. Once forced ventilation air can no longer maintain safe work area temperatures, refrigeration methods must be employed. Many mines now use cooling coils for this purpose. A cooling coil uses refrigerated mine water to cool the air by passing the air through banks of copper tubing filled with cold water. Heat from the air is transferred to the water through the pipe with the aid of fins. Conventional water to air heat exchangers prove troublesome for many mines be- cause of the high levels of dust that are encountered, causing these exchangers to operate at relatively low efficiencies. A more satisfactory approach to work- place cooling is desired - one that offers reduced maintenance and increased cooling efficiency.

Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

THE great subject of interest in American affairs during February was the consideration of the proposed soldier bonus. This proposal was based upon the idea that, because most of the workers of the United States had enjoyed high wages during war, the soldiers were entitled to "adjusted compensa-tion" in order to equalize things. It overlooked the fact that the soldiers, themselves, had the opportunity to enjoy high wages in 1919 and 1920, when rates were highest. Apart from this, the whole project was founded on fallacies and involved what would be nothing less than economic crime. Although it looked as if the measure were destined to be railroaded through Congress, so great a storm of protest was pelted upon Congress that the present outlook is that the whole project will be abandoned. There was probably some increase in the physical volume of business during February. A rise in prices for agricultural products assisted the farmers mate-rially. These developments, however, are not to be construed as presaging any general upward movement. On the contrary, the current year is to be contem-plated as one of serious labor troubles, following inevit-able reductions of wages. These began in February in the form of an extensive strike in the cotton textile industry of New England, accompanied by some rioting in Rhode Island. The coal miners have had numerous conferences, without coming to any encouraging results, and the stage appears to be fully set for a general strike beginning Apr. 1. About the only question now is whether this will comprise both the bituminous and anthracite miners. If the latter refuse to go out, no serious shortage of coal is anticipated, the belief being that the existing stocks together with the output of the non-union mines will supply the demand, which is sub-normal even now. In the metal industries, lead and zinc were dull but stable. The weakening tendency in iron and steel that was manifest during January appeared to be checked, at least temporarily. Copper was charac-terized by a distinct weakness and a considerable decline in the market. This downward movement was inspired by the news during January that several of the important mining companies were taking steps to resume production. During February the demand for copper, both foreign and domestic, was poor.

THE exploration of deposits of the metals will never become an exact science. There will always be an element of uncertainty in prospecting and developing mines. In countries where the surface has been closely scrutinized, most of the deposits whose outcrops contain valuable metals have probably been discovered. Many metalliferous deposits, however, are normally so much altered at the surface that the true significance of their outcrops is likely to be obscured. If a deposit is not exposed, its presence may become known by some one of its characteristics that is different in kind or in degree from a similar feature of the associated rock. Thus, a deposit that is not exposed may be discovered because of its magnetic property. So few minerals are strongly magnetic that the value of magnetic surveys is limited, but the dip needle has nevertheless proved of great aid in locating magnetic belts, and these in some regions are associated with workable iron ores. The Cuyuna Iron Range of Minnesota, which does not exhibit any outcrop of iron ore, was discovered by drilling "areas of attraction" that are due to belts of magnetic rocks associated with the iron ores. In some regions the use of the clip needle is justified, even if it does no more than reveal the strike of the rocks, since a knowledge of the latter enables the driller to locate and point his holes to advantage. The measures of gravity by the use of the pendulum are so accurate, or the limit of error is so small, that one might detect the presence of a concealed tabular deposit approximately at the surface, 34 ft. (10.36 m.) thick, having a density double that of the surrounding rocks. However, not many deposits have a density twice that of ordinary rocks and a thickness as great as 34 ft.; if they lie a short distance below the surface the density or the thickness must be even greater. Consequently, there is not much hope of sufficiently developing the gravity method of detecting deposits of heavy ores to make it of practical value. If the limit of error could be reduced to about one-tenth the present factor, and if the rather tedious and painstaking methods of determining gravity that are now in use could be simplified, the method would promise some degree

Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. IT is the object of this paper to oppose unnecessary changes, and the introduction of new and confusing terms. From the earliest times of which we have any record on the subject, iron has been divided into general classes. Whether iron was first known in the form of wrought iron or of steel, is a matter of no importance; but at the time when cast iron first became a prominent article of commerce, wrought iron and steel were old products¬steel, at that time, being generally made from wrought iron by the process of cementation. As steel was then properly defined as iron containing more carbon than wrought iron, so cast iron was appropriately defined as iron containing more carbon than steel. Until the year 1776, when Huntsman first began the manufacture of a new kind of iron by melting wrought iron and steel in crucibles, the above definitions were all that could be desired. At first, probably, owing to imperfect appliances, only a highly carburized iron was melted in crucibles, and this led to its being called cast steel. If our ancestors had found a name for this material not involving the use of the word steel, we would have been saved the trouble of the present discussion. As the arts developed, new uses were found for steel, and the products of the crucible were varied, until at the present day it is quite common to find steel containing no more carbon than average wrought iron, and other steel containing nearly or quite as much carbon as some cast iron. All of these various products of the crucible have retained, or received, the name cast steel, usually abbreviated to the simple word steel, without causing any confusion among producers or consumers in regard to terms or their meaning. In 1855, twenty-one years ago, the Bessemer process was introduced ; this was followed in a few years by the Siemens-Martin process, and the products of both were at once, and have ever since been, called steel, from the fact that they were identical in chemical and physical properties with crucible cast steel. The oil industry in the Soviet Union closed the 1929-1930 operating year fulfilling its assigned program. During this period of time, however, no basic improvements were noted within the industry. A careful study of the conditions indicates that disorganization in most branches increased continually; that supply and transportation problems are approaching a state of breakdown; that labor problems become increasingly difficult and that the estimates for 1931-1933 period are too large. The production of all Russian fields increased by 27,200,000 bbl., as compared with the 1928-1929 operating year, while the next year's program anticipates a further increase of 46,000,000 bbl., and the 1933 plans call for an amazing total of 330,000,000 bbl., or over 150 per cent, more than the production of the operating year that has just closed. Table 1 shows petroleum production in Russia by individual areas and fields from 1916, and furnishes estimates for the three coming years, which constitute the balance of the Five-year plan. A brief analysis of Table 1 will show that the Soviet Planning Commission anticipates that the fully developed fields of the Apsheron-Baku will double their production by 1933, .as compared with 1929-1930, and that the old Grozny fields, which are already showing a tendency to decline, will increase their output from 44,110,000 bbl. in 1929-1930 to 68,000,000 bbl. in 1933. Furthermore, in 1933 new fields are slated to produce not less than 100,000,000 bbl., a figure which even under most favorable conditions in Russia would be hard to achieve. Of course, Russia could develop such production, because the country is not lacking in the prospective reserves, but the transportation in the country today (as in the past.) is in such poor shape that neither the supply of a gigantic oil industry nor the movement of its products is within the realm of possibility. Table 1 shows the future estimated crude oil production as required by the Five-year plan, and also as reasonably estimated by the author, taking into account natural declines in old fields, slow development of new areas and the deficiency of the transport. While in the 1929-1930 operating year only two major fields underproduced (Surakany and Maikop) and the plan was fulfilled to the extent of 97.4 per cent., the production of the last three months of 1930 ("Shock Quarter") indicated
