The techniques of particle-size measurement are of particular importance in the manufacture of portland cement. A range of sizes, from a close approximation to Fred C. Bond's "theoretical infinite" (represented by raw material in the quarry) to particles smaller than one micron is represented in the process. Moreover, similar size-reduction operations are performed on both natural and synthetic materials, the former relatively inactive in water and the latter quite reactive. This means that aqueous sedimentation systems for particle-size analysis are applicable only to some of the materials involved in the process. A brief review of the process should be useful to place the measurement techniques described here in perspective. (Fig.l) Raw materials are quarried, crushed and transported to storage at a maximum size usually of a few inches. Typical materials are limestone and clay or shale, with small amounts of other materials used to adjust the plant mix to the concentration of lime, silica, alumina and iron oxide required.

This mine, known also as the A very Mine, is situated on Petite Anse Island, Iberia Parish, Louisiana. The island is about four miles from Vermillion Bay, an arm of the Gulf of Mexico, and is one of four islands or hills surrounded by the sea-marsh, as shown in the accompanying map. (Fig. 1.) A fifth, Joe Jefferson's Island, or hill, is some distance from the sea-marsh. These five islands: Belle Isle, Cote Blanche,Grand Cote, Petite Anse and Jefferson, appear to be the tops of submerged hills, and occupy a line having nearly a northwest trend. To the north are a series of hillocks that extend at intervals to the hills of Northern Louisiana, which in turn appear to run into the Ozarks of Arkansas. A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

In recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, differences in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann, who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. Hydrometallurgical processing of ore deposits by solution mining or in situ techniques requires the interfacing of technologies as diverse as hydrology, geology, chemistry, and rubblization. This synthesis represents one of the main challenges to in situ processing due to the inherent complexity and vocabulary of these well-developed technologies, and to the general lack of appreciation for the depth of knowledge and endeavor in each separate field. No better example of the need for such interfacing of technologies exists than that of solution mining. How well these technologies interface depends upon the size of the operation and its financial capability to use the information and technology available. It is inconceivable that any one individual can optimize each potential contribution alone; consequently, some areas are usually neglected or simply are not fully appreciated. When one examines what must be done at a future date to develop and exploit a remote solution mining system, it becomes obvious that each discipline must effectively communicate the needed background information to make the project a synthesized whole.

The success in providing adequate ventilation to the active faces of a coal mine for all methods of mining depends upon good face control and the air distribution and control system. A good system provides overcasts, air locks, regulators and bleeders so that an adequate flow of air will be confined to the working places with least opportunity for interruption, and that a flow of air is maintained, however small, across the worked out area to the bleeder and away from men and equipment at all times. In gaseous mines, it is just as important to satisfy effective bleeding as it is to satisfy the air volume requirements in the operating splits. The two requirements go hand in hand. Although not complicated, ventilation and methane drainage in longwall mining in a gaseous mine require careful forethought and adequate facilities to make them safe.

The phenomena of concentric arrangement of minerals in rock-masses, generally known as " orbicular structure," have of late received much attention from investigators. Lawson, of the University of California,' has described the orbicular gabbro at Dehesa, San Diego county, Cal. Kessler and Hamilton, of Stanford University, working independently upon the same subject, published their descriptions,2 giving also a list of many other localities in Europe and America where orbicular rocks are found, adding copious references to the literature of the subject.

HISTORY The Santander Mine is located on the western flank of the Central Andes of Peru, about 100 miles northeast of Lima, at an elevation of 15,000 ft. This complex sulphide orebody, whose predominant minerals are sphalerite and marmatite with recoverable amounts of galena and chalcopyrite, was discovered around 1920. In 1956 Compania Minerales Santander, a subsidiary of St. Joe Minerals Corp. acquired the property. Construction of the camps, concentrator and power facilities started in 1957. The mine, at first an open pit operation, and mill began production in January 1959. The initial capacity of the mill was around 120,000 short tons per year (stpy). Production has increased steadily to about 312,000 stpy at present. Production statistics are shown in Table 1. [ ]

Lying approximately 110 miles east of Toronto, Canada, the Marmora mine produces iron ore with a content of about 40 pct Fe, primarily in the form of magnetite. Operated by the Marmoraton Mining Co., a subsidiary of Bethlehem Steel Co., the orebody is mined by open pit methods. The ore from the pit is crushed, cobbed, ground to -100 mesh, magnetically concentrated to 67 pct iron, and then pelletized in shaft furnaces. The pellets are normally shipped by rail throughout the year from Marmora to Picton on Lake Ontario where they are unloaded and stored. Subsequently, during the navigation season, the pellets are shipped to Bethlehem Steel's Lackawanna plant in Buffalo, New York, for use in the blast furnace. At Marmora, the pellet plant demand and the concentrator output are not usually equal. To counter this problem, surge capacity in the form of storage pits in combination with a 30-ft diam thick¬ener has been provided between the concentrator and the pellet plant. The principle mineral concentration practices today can be divided into three basic process categories: magnetic separation, flotation and gravity separation. The basic processes have been in use for many years with only limited changes occurring in equipment design or process technique. In general, equipment and process techniques have been altered only after a need for change has developed. With exceptions for changes necessitated by new environmental laws, most equipment and process improvements have evolved in accordance with the desire to concentrate larger quantities of material at lower costs. The basic result has been the development of larger capacity equipment, to wit: larger flotation cells, larger blast furnaces, larger haulage equipment and larger chemical process equipment. However, there has been practically no changes in the size of spirals, tables, jigs, or-within limits- magnetic separators. (The exception being high-intensity magnetic separators). Consequently, a "new" device has entered the scene which may fill a void in the gravity separation field. It is called a Reichert cone concentrator.

There are many solution mining operations that use solar ponds as a mineral recovery step. Other locations in the world are now under investigation to recover minerals by solution mining but require the cheap energy of solar ponds to make the recovery viable. This paper shows a step-by-step material balance system that can be used in both simple and complex solar ponds. Use of this system will help the engineer determine if solar ponding efficiency can be improved or if solar ponding will work at all with a given set of conditions. Even the most complicated solar pond can be reduced to six flow streams. These are (1) feed, (2) exit, (3) leakage, (4) entrainment, (5) salts, and (6) evaporation. The equations developed in this paper will allow the solar pond engineer to easily evaluate the effect of each of the flow streams on the mineral production of a pond or pond complex.

The October issues* of the Journals of the three AIME Societies carried a brief resume of the historical development of various technical and professional organizations which in some immediate or remote way affect the individual member of AIME. This resume was presented by the Institute Committee on Inter-Engineering Society Cooperation. Recently, several plans have evolved designed as a first step to provide a so-called "unity organization" for the entire engineering profession. Almost all of the plans involve Engineers' Joint Council, Engineers' Council for Professional Development, and National Society for Professional Engineers in some way or other. Hence our committee is presenting to our membership a resume of the recent activities of the two umbrella organizations and of NSPE. More detailed information on any of these organizations may be obtained from annual reports published by the organizations.

In 1951 the first ton of iron was shipped from West Africa; ten years later the total export exceeded 4 million tons, and an optimistic forecast for 1970 indicates a production capacity of something around 40 to 50 million tons. The quality of the ore varies from normal hematitic concentrates, through naturally enriched hematitic direct shipping ores with comparatively high content of ore fines, to dense, hard, rich lump ores of magmatic character. West Africa is largely composed of folded Pre-cambrian rocks trending generally northeast to southwest. They are exposed over about one third of West Africa and are part of the vast continental plateau which has an average elevation of about 1300 ft in this area.

THE gravity concentrator of the Hecla Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. At that time FIG. 1.-HECLA MINING CO. ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

The Duluth Engineers' Club was formally organized on the evening of Aug. 5, 1918, at a meeting .attended by over l00 members of the several engineering professions. W. G. Swart, a member of our Institute, was elected the first President of the Club. At the organization meeting, an opportunity was given, to Alfred D. Flinn, Secretary of the United Engineering Society, to outline the assistance that is being rendered to the Federal Government in the present contingency by members of the engineering profession. Membership in the Duluth Club is to be open to mining engineers on the iron ranges as well as to the residents of the city of Duluth.

Thus far virtually the sole theme of the conservationist has been the preservation of natural resources. Little thought has been devoted to the conservation of America's most significant asset-her people. True, considerable effort has been devoted to conserving man's physical strength by the invention and application of labor-saving machinery. Notable progress has been made also in the conservation of man's health through important discoveries in medicine. However, little if any positive success has been achieved in the conservation of the most valuable attributes of man-intellect, skills, manpower. Human resources are interrelated and interdependent. There is no monopoly on knowledge or skills' or human energy. No one must sell them short. All the knowledge and all the skills and all the energy possessed by all men are required to render all the services needed by all men. One of the major sources of wasted manpower is found in the nation's schools, with an educational system based on the outmoded theory of uniform education for all. Actually, if democracy means free initiative for the individual, and unlimited progress at the maximum rate of speed of which the individual is capable, then our public schools are not democratic in-
