Some aspects of the policies developed by Saskatchewan with respect to the provincial potash industry are discussed. The provincial potash policy was developed initially to deal with problems associated with an excess supply and consisted of output restrictions and floor prices. Changing market conditions led to a situation of rapidly increasing prices and revenues for the potash producers, and the nature of the policy problem switched from one of stabilizing the industry to one of levying increased taxes to enable the government to capture a portion of the revenues. The first part of the paper explains why a provincial potash policy was developed, the problems it attempted to deal with and how. The second part is an attempt to examine, from a public policy point of view, the impact of these policies on the potash industry.

Horizontally stratified lithologies of certain open pit or strip mines create unique stability problems for mine operations. Such problems may result when specific lithologies, such as sandstone and shale, exist in final or long-term slopes. Slope instabilities may occur when a sandstone unit directly overlies a shale unit and ground water drains into the mine along the lithologic contact. In essence, the ground water erodes the underlying shales and undercuts the sandstone. Large sandstone blocks fail in a toppling mode and cause safety and cleanup problems. Use of rock reinforcement including chain link fencing, roof bolt mats, rock bolts, rock anchors, and shotcrete offers a possible solution to the problem.

In 1888 the United States Geological Survey began a systematic examination of the water-resources of the West, comparable in character and scope to the study of the deposits of ores or coal. As experience was acquired, the surveys were extended to the East, until now they embrace representative localities in all parts of the United States. The object to be attained is to note and record the distribution of water-supply, and to learn, as far as practicable, the laws governing its fluctuations.

The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

1. Introductory Remarks.—The Haile Gold Mine is in Lancaster county, South Carolina, 3 1/2 miles east of Kershaw station on the Charleston, Cincinnati and Chicago Railway. It was first opened about, the year 1832, and since that time has passed through various fortunes. Many different operations have been practiced here for extracting the gold : panning, grinding in Chilian mills or arrastras, stamping, the Designolle process, dry-crushing, and finally the Thies process of barrel-chlorination, which has now been in successful use for 2 1/2 years, and by which 36,000 tons of ore have been treated profitably. INTRODUCTION The Friedensville mine is situated in Upper Saucon Township, Le- high County, Pennsylvania, in the southern central part of the Allentown quadrangle of the United States Geological Survey, approximately 5 miles southeast of the City of Allentown and 4 miles south of the City of Bethlehem. Zinc was first discovered in the Friedensville area early in the 19th century and several mines were operating during the latter part of the century. Zinc oxide was produced in 1853 and zinc metal in 1859. All mining in the area ceased in 1893 chiefly because of an unfavorable economic situation caused by a severe ground water problem and competition from the higher grade ores in New Jersey. Property acquisition by the New Jersey Zinc Company began in 1899 and periodic exploratory drilling was carried on until 1940 when sufficient reserves were proved for development of a mine. Shaft sinking was undertaken in 1947 and, due to severe hydrologic conditions, was not completed until 1952. Production began in 1958 and today the mine is producing about 64,000 tons of zinc concentrate per annum. The concentrates are trucked to the Company's smelter at Palmerton, Pennsylvania, approximately 30 miles north of Friedensville. The mine also produces from its mill tailings industrial and agricultural grades of limestone for commercial markets.

One of the more obvious phenomena which relate to coke formation is that soft coals of low volatile matter content tend to yield hard or high strength cokes while hard coals of high volatile matter content tend to yield soft or low strength cokes. This observation led researchers of the Coal Research Bureau of West Virginia Univ. to study the possibility of using Hardgrove grindability as a supplemental rank indicator for coking properties. Grindability has been used for many years as a means to measure the resistance of coal to comminution but it has rarely if ever been considered for evaluating coals for carbonization. The coal proper- ties which are measured by grindability are complex, but recent work with the difficult-to-correlate high volatile coals has demonstrated that a 93% correlation exists between grindability and the total petrographic rnicrinites, exinites, and resinites. This work demonstrated that inherent ash had no apparent effect on the grindability of high volatile coals, suggesting that the coal substance is apparently harder than the associated ash. These observations, together with the patented Burstlein process," indicate that the distribution of hard and soft components in the individual high volatile coals and blends of coals may be quantitatively interrelated to coke stability through selected ranges of coal volatile matter. The objective of this progress report is 1) to demonstrate the statistical relationships which exist between coal grindability and the numerous coal petrographic entities and 2) to present the results of initial studies concerning the correlation of the coke physical strength index of stability with coal volatile matter and grindability.

IN 1923, Oklahoma took second place as an oil-producing state; whereas in 1922 it was the leader. California surpassed it, in 1923, by nearly 100,000,000 bbl. In 1923, Oklahoma produced, according to statistics of The Oil & Gas Journal, 165,013,685 bbl., or an increase of approximately 10 per cent. over the preceding year; the increase in California was approximately 90 per cent. The number of wells drilled in Oklahoma and the results of the two years are contrasted in the following table from data published in a preliminary bulletin by the U. S. It has been 32 years since oil development began in the state, last year being the largest in the amount of production. The production of the past year would have been considerably greater were it not for the shutdown order in the Burbank field and curtailment of production in the Hewitt and Tonkawa pools.

The zinc-lead blast furnace process has been installed by two smelters in Japan. In 1966 a unit was commissioned at Harima in Hyogo prefecture by Sumitomo Metal Mining Co. Ltd. and in 1969 a consortium of other Japanese zinc and lead smelters completed their unit at Hachinohe in Aomori prefecture, managed by Mitsui Mining & Smelting Go. Ltd. , the major shareholders. The special characteristics of these two plants are described with particular emphasis on their location and operation. Reference is also made to the processing of a wide range of raw materials, including residues from other processes. Both plants pay scrupulous attention to plant and environmental hygiene to meet the high standards set by the local prefectural governments; the ways in which this has been achieved are discussed. General performance data on each furnace is included, showing that this pyrometallurgical process is supplying 16% of Japan's zinc and refined lead consumption. The aging behavior of a Cu-Ti (3.2 at. pct Ti) alloy has been followed by electrical resistivity, hardness, and metallographic changes. The resistivity data indicate two principal processes, the first causing a sharp decrease in resistivity, and the second, which occurs over a long period of time, a much smaller rate of decrease. Lamellar nodules, Widmanstätten platelets, and homogeneous continuous precipitation was observed. The Widmanstätten platelets grow at the expense of the latter. When this study was initiated, little information was available on the aging behavior of copper-base titanium alloys. Several articles'-3 that appeared in the early 1930's showed that these alloys could be strengthened by precipitation, but a detailed study was not made. Stimulated by the hearing protection clauses in the 1969 Coal Mine Health and Safety Law, attempts were made to determine what safety hazards, in terms of warning signal discrimination, are attendant upon the wearing of hearing protectors. Warning signals of dangerous roof conditions were collected and analyzed from 11 different coal mines in four different coal seams. Primarily, signals of audible level emanating from roof, floor, or coal were recorded. The interpretations of these signals were seen to be very dependent upon coincident visual and tactile signals. Acoustic character of such signals is shown to be dependent upon the spectral energy distribution of the pulses. Roof talk signals generally have broad-band spectra concentrated below 5 kHz. Reverberation times of acoustic pulses are generally less than 0.5 sec in duration. Indications have developed which link the coal mine entry dimensions with the nature of noises recorded there. Related experiments suggest that roof talk can be discriminated from background noise equally well when wearing protection as when not. This conclusion is only appropriate when noise levels warrant the wearing of protection. When quiet, the wearing of protection somewhat reduces discriminatory ability.

THE mechanical behavior of metals and alloys is presumably conditioned by two factors; namely, the crystalline symmetry and the interatomic forces. Considerable attention has been given to the first of these factors through the recent advances in X-ray .technique. It is the purpose of the present paper to call attention to the importance of the second of these factors, to point out promising methods of investigation, and to present some pertinent data. Plastic deformation takes place by-slip along atomic planes.1 This slip may be inhibited in a number of ways: by the interatomic forces of cohesion which bind the atoms rigidly in a lattice structure, which in pure metals is usually of high symmetry; by lattice distortion caused by solid ,solution formation or by mechanical strain; by the intercrystalline boundaries where slip is restrained by the non-registration of the atom planes in adjacent crystallites;2 and by the presence of small hard particles which serve to "key" the slip along the atom planes.3 In pure metals, and perhaps also in solid solutions, the atom planes, of easiest slip are those exhibiting the greatest density of atomic population and the greatest interplanar distance4 and apparently can now be predicted from the analysis of the lattices. Concerning the interatornic forces, which resist this slip by holding the atoms firmly together, little is known. Most textbooks on physical metallurgy, following the work of Bot-tone,5 correlate the hardness of the pure metals with the atomic volume;.

INTRODUCTION Economic evaluation of an open pit mine is similar to the economic analysis of any major investment project in any industry. It requires (1) taking into account all of the costs and revenues that are estimated to be incurred over the economic life of the project; (2) crediting the project with all the tax savings and tax credits that will be realized over the project life from tax deductions and credits related to various project costs; (3) charging the project with all taxes to be paid on taxable income over the project life; and (4) properly accounting for the time value of money for all project costs, revenues, taxes, tax savings, and tax credits when making the overall project economic evaluation. These considerations must be taken into account for any valid method of economic analysis such as discounted cash flow rate of return (DCFROR) or net present value (NPV) analyses. All economic analyses fall into one of two categories. ( 1 ) comparison of income-producing alternatives, or (2) comparison of service-producing alternatives. The analysis of alternatives in either of these categories can be made by using correctly any of five basic economic evaluation approaches which are. ( 1 ) present value, annual value, (3) future value, (4) rate of return (ROR) , and (5 ) break-even analysis. Of these evaluation techniques, DCFROR and NPV analyses are used most widely for evaluating income-producing alternatives while present worth cost and equivalent annual cost analyses are used most often for the evaluation of service-producing alternatives. In this chapter income- producing alternative analysis is emphasized, so DCF- ROR and NPV are utilized for evaluating the case studies presented.

THE high-frequency laboratory induction furnace with a rotating liquid crucible enables research workers to conduct certain investigations heretofore very difficult or impossible to realize because vessels are not obtainable that are capable of resisting the physical conditions or the chemical actions to which they are subjected. Applications for patents covering commercial uses of centrifugal liquid crucibles were filed in the United States in 1919,1 in France in 1925, in the United States and Germany in 1926,2 and in France in 1927.3 In 1928, Schuette and Maier,4 of the Bureau of Mines, reported the construction of a whirling table beneath a high-frequency induction furnace. SHAPE AND SIZE OF CENTRIFUGAL LIQUID CRUCIBLES When a vessel containing a liquid is rotated, the inner surface of the liquid takes the shape f a paraboloid under the simultaneous action of centrifugal force and gravity. The internal dimensions of the paraboloid rotating liquid crucible are governed by the diameter of the container and its speed of rotation. Melted Wood's metal was poured into cylinders 2 ½ in. in diameter, which were rotated at 180, 300, and 468 r.p.m. When the metal was solid, a slurry of plaster of Paris was added, and rotation continued until the plaster had set. A systematic program of investigations covering all aspects of cell hydrodynamics,1-3 flotation kinetics,4,5 surface chemistry and their interactions has as a major objective the elucidation of the flotation micromechanism and the principles of cell design and scale-up.6 Purely from the scale-up point of view, a family of reactors should enable different throughputs of the same material to be similarly treated or, at least, to be treated in a manner which differs beween reactors in a predictable way. Thus, for the same material and residence time, the recovery and grade from differently sized cells of the same family should, ideally, be similar or, at least, be related to each other in a known way. It is well known, however, that different-sized cells do not always achieve similar results, and it is necessary to enquire into the reasons for these differences. For example, it may be that the relative dimensions of different-sized cells result in hydrodynamic conditions which preclude similarity; if so, different scaling may improve the situation. The major question concerns identifying the dynamic conditions and their associated geometric requirements which govern the flotation process, and the criteria which are necessary for their fulfillment. It is to answer such questions that the program referred to earlier was instituted. In connection with this program and in order to examine data concerning the physical features and operating conditions of existing flotation cells, the following survey was carried out. This work represents an approach which is complementary to experimental investigations, for it recognizes that the design of existing cells may embody several of the principles being sought. If data for enough cells, especially families of cells, are examined, some broad requirements common to all cells may emerge.

IT is well established that dislocations exist in crystals and account for crystal plasticity.' However, the origins of the dislocations are not clear. Among the means by which dislocations might originate are: a) through crystal growth accidents, b) by the collapse of condensed sheets of vacancies, or c) by stress-induced nucleation. Theoretical calculations' have indicated that the last means should require very high stresses in order to operate. The purpose of this paper is to show that the stresses around the tips of cracks are large enough to nucleate large numbers of dislocation loops. Specifically, it will be shown that (100) cleavage cracks in LiF crystals nucleate dislocations in regions of the crystals where dislocations did not exist previously. It is believed that the use of LiF for this investigation does not restrict the significance of the 1 results. In fact, it is believed that this complements and extends previous papers by the same author which dealt with metal crystals.10,14 The dislocations were detected by means of the etching techniques that were described in a previous paper by Gilman and Johnston.3 In that paper it

The Manufacturer's Viewpoint A prominent manufacturer of mining 'machinery not long ago expressed himself as being confident that he was securing the best kind of publicity for his product through the advertising pages of the monthly Bulletin of the American Institute of Mining Engineers. Such an expression coming from such a man is highly gratifying; yet it is justifiable when the high quality of reader and subscriber is taken into consideration. In fact, the majority of those using our advertising pages feel the same. It is to be regretted, of course, that others catering to our field do not realize the means at their disposal for presenting the points of interest of their product to the mining man. The question has been asked, " Do your members read their Bulletin?" They not only read the editorial pages, but they "admit being up-to-date enough to peruse the advertising section to "see what is new." The next question the prospective advertiser asks is, " Will the Bulletin bring inquiries?" The answer to this question holds good for any publication having as subscribers those who have purchasing or recommending power-yes, if the article advertised is not a stock one, that has been before the public for any length of time. To secure inquiries on, say, a standard centrifugal pump or any other standard product, the features of which are well known, is a most difficult proposition. Yet, of course, some inquiries are secured, but mostly from those having use for the catalogue or trade literature for reference purposes. It is safe to say that the traceable returns from advertising in trade publications hardly, if at all, pay for the advertising. The real returns are intangible, and result from the constant publicity, and keeping ?everlastingly at it." Who can say what subconscious effect is taking place when an advertisement is "glanced at," to say nothing of the effect produced when the copy is attractive and interests the reader. Time after time it has been proved that sales have been secured as a result of an advertisement, yet no inquiry had been made directly traceable to advertising.
