INTRODUCTION The mines of western central Mexico historically contributed a profusion of gold and silver for the treasury of Spain and later provided sources for financing the Mexican War for Independence and the Mexican Revolution. The western coastal and barranca (cliff) tribes were hunters and extremely hostile, and the Spaniards were not able to penetrate many of the rich districts of their rugged homeland until the mid-1700's. This was more than 200 years after Cortez began the Inquisition by defeating the Aztecs and their allies in a decisive battle in the great city of Tenochtitlan (present day Mexico City). The Spaniards had a voracious appetite for silver and gold, and it was inevitable that they would finally subdue the natives and commence mining activities. Described in this paper are some of the precious metal mining activities in the southern half of the State of Sinaloa and the western half of the State of Durango (Figure l), and specifically those mining activities in the area controlled by the company with which the author was associated for 14 years, Minas de San Luis, S. PREFERRED orientation studies by Harris of rolled uranium rods indicated that hot rolling to a small reduction of area caused the (010) planes to become strongly oriented and the (110) planes weakly oriented perpendicular to the rolling direc- tion. The relative intensities of these two fiber texture components were reversed upon rolling to higher reductions of area. Cold rolling caused the (010) planes to become strongly aligned and the (130) planes weakly aligned perpendicularly to the rolling direction. The present investigation was undertaken to explore in more detail the effect on the rolling texture of variables, such as the penultimate condition, the final rolling temperature and reduction of area. In addition, the recrystallization texture of rolled uranium rods was also investigated.

THE American Institute of Mining Engineers was organized in the anthracite region of Pennsylvania by men who were primarily interested in anthracite. Its first meeting, at Wilkes-Barre, Pa., in the Northern Anthracite field, on May 16, 1871, resulted from a call sent out by three outstanding men of the anthracite .industry: Eckley B. Coxe, R. P. Rothwell, and Martin Coryell. The best known of these was Eckley B. Coxe, who was the manager of large hold¬ings operated by him and his family,. and who is remembered as the inventor of a special grate for burning very fine anthracite, known as the Coxe traveling grate, which is still very widely used. R. P. Rothwell was a well-known consulting engineer of the region, as was Martin Coryell, who was associated with another well-known anthracite family, the Pardees. There is no record of the discussions that resulted in this initial meeting, but it is safe to assume that the formation of the Institute was largely influenced, through appreciation by the founders, of the necessity for a free exchange of information covering the whole of the mining industry. Haulage trucks designed expressly for mine service were introduced about 35 years ago. The first models to arrive on the scene hauled about 15 tons and easily outperformed the modified highway trucks that had been used for mine haulage up to that time. The specialized trucks obviously had a greater potential for mining operations, and once this fact was recognized, competitive pressures in both the mining and truck-manufacturing industries drove the new vehicles toward ever more efficient performance. Many changes in truck design resulted, but not all were accepted for a variety of reasons. Often poor design was the reason, but in many cases progressive and promising designs were abandoned only because the truck manufacturer lacked the courage, tenacity, or vision to capitalize on them. There were also many cases where a promising new design was abandoned because the prototypes were initiated in a mine where personnel lacked the patience to prove them. Truck Startup Takes A Team Ally new truck that is to succeed and contribute to lower mine haulage costs must be well conceived and launched with good teamwork on the part of all concerned. Naturally, it is essential to have a good overall truck design at the outset to make this teamwork worthwhile. The design must include the selection of the right components manufactured by suppliers that can each do justice to their particular part of the new truck. Last, but by no means least, the mine operator where the truck is to be launched must be enthusiastic in his efforts to see the new vehicle through to successful operation.

Addition of lime, especially when treating a hematite feed, sometimes results in swelling and a severe loss in strength during reduction in the temperature range 900° to 1100°C and in grain disintegration in the temperature range 400° to 600°C in a weakly reducing atmosphere. Swelling and/or grain disintegration of pellets is often the reason for trouble in blast furnace operation, resulting in a decrease in the rate of smelting. Following a brief description of the test procedures employed (measurements of swelling, pressure-reduction-softening and grain disintegration), some results are given which were arrived at when testing pellets from industrial plants. Results of systematic tests are presented, where the effect of the quantity and quality of the gangue upon the behavior during reduction of pellets is illustrated. Varying amounts of quartz and limestone were added to a high-grade hematite ore and, then, pellets produced in a pot grate. The relationships of the behavior of the fired pellets during reduction are presented, among others, in the ternary system CaO-FeOn-SiOP. Finally, an attempt is made to explain the reasons for swelling, loss in strength, and grain disintegration.

For more than 200 years zeolites have been familiar minerals to geologists and mining engineers as minor, but ubiquitous constituents in vugs and fractures of most basalt and traprock formations. More than 35 different species have been recognized including several, such as chabazite, erionite, mordenite, and faujasite, whose adsorption properties rival those of many synthetic molecular sieves. Igneous occurrences of this type have never been mined on a commercial scale; they are generally small and low grade, and they commonly contain as many as four zeolite minerals, along with small quantities of calcite, quartz, and other silicate minerals. Their economic beneficiation to monomineralic zeolite products has also not been achieved and, for the most part, industrial applications of zeolites have relied primarily on synthetic molecular sieves that were crystallized from hydrous aluminosilicate gels. Every mining engineer who has engaged in prospecting for coal in flat-lying rocks understands the importance of constructing geological sections across the territory which he has to prospect. If the area is small and the time and means at his command are unlimited, he can construct such sections with the transit and level; but if the area is great and the examination hurried, as it frequently is, he will doubtless be puzzled how to proceed. Under this pressure of time and means, his work will probably be, to a great extent, devoid of any system, being simply a hap-hazard opening of such seams as show in outcrop at some point on the territory, without any determination of geologic structure or stratigraphic succession. Prospecting carried on in this manner is never satisfactory to the intelligent mining engineer, for he must realize that the information which he is able to furnish to his employer is totally inadequate to determine the economic value of the property. A process is described utilizing ferric chloride leaching followed by reduction of the cupric content to cuprous by cement copper, with CuCl obtained thereafter by crystallization. The residual liquor is cemented with sponge iron to produce cement copper and a copper free ferrous chloride solution. The latter is oxidized in an autoclave with oxygen to regenerate ferric chloride and to precipitate excess iron as a granular, filterable hematite. Cuprous chloride crystals are reduced to high purity metal with hydrogen, while sulphur reports almost quantitatively in residues in the elemental form. Pyrite and molybdenite are not leached. This paper describes the important variables in the process, as well as the deportment of minor elements as silver, gold, selenium, tellurium, bismuth, nickel, lead, zinc, magnesium, etc. An elegant method of isolating silver from CuCl crystals is described, as well as recovery of gold from residues by a chloride reagent The process is described as non-polluting and capable of producing refined copper, ore grade iron oxide, elemental sulphur, and yields of minor metals as good or better than obtainable by conventional smelting, without the use of solvent extraction or electrochemistry.

During the years 1927-1930 much of the writer's time was spent in mapping the geology and ore deposits of this district, particularly in the area of the zinc deposits at Hanover. Some of the data collected are presented here. Previous publications have been freely drawn upon and additional data used that were generously supplied by L. M. Two papers have been written previously concerning operations at the Montreal East plant of Canadian Copper Refiners Limited. The first one,1 written in 1932, described silver-refinery operations at the time for producing silver and gold bullion from tankhouse anode slimes; the second,2 published in 1933, consisted of a description of the entire plant. Since publication of these papers the refinery has become the world's larg-est producer of refined selenium. The first selenium was produced in August 1934. Tellurium production on a. commercial scale followed in October 1935. This paper will deal with selenium and tellurium produc-tion and also with present operations in the silver refinery. Blister cakes from Hudson' Bay Mining and Smelting Co., Flin Flon, Manitoba, and commercial anodes from Noranda Mines Limited, Noranda, Quebec, are refined at Montreal East. Both these bullions have unusually high gold, selenium and tellurium content. The average assay of raw slimes produced from domestic and Noranda anodes is about 40 per cent Cu, 3600 oz. per ton Ag, 800 oz. per ton Au, 22 per cent Se and 3.7 per cent Te.

PRESENTATION of the 1922 Washington Award to Capt. Robert W. Hunt, honorary member and twice president of the Institute, was made at the annual dinner of the Western Society of Engineers, in Chicago, on June 18, 1923, in the presence of 250 mem-bers and guests. W. L. Abbott, Chairman of the Award Commission, when delivering the presentation address, said The life of the Govern-ment of this country, as the lives of governments are usually measured, is short, barely 150 years, but meas-ured by what it has accom-plished, this country has reached a venerable age. The first 75 years of our country's existence were necessarily preparatory to the greater developments which came in the second, and that last half of our country's existence is ex-ceeded, by ten years, by the span of life of our honored guest. "Very little iron and steel were produced in this coun-try until after the birth of Robert W. Hunt. And it was not until after 1860, when as a boy of 21 he joined his fortunes with those of the Cambria Iron Works, that the iron and steel business of the country really took root. After a year or two with the Cambria Works, he left a promising position to go into the army, where he served for four years. After the close of the war he returned to the iron works and qualified himself as a metallurgical chemist.

Although prediction of failure of rocks may be ultimately possible without knowing in detail how failure occurs, understanding of this process is certainly of fundamental interest in rock mechanics. Of the various failure mechanisms, probably brittle fracture is of greatest interest. Recent reviews have brought this subject nearly up to date (Hock,1 Price,2 and Jaeger 3) and here, we summarize certain recent developments. As our understanding of brittle fracture is derived almost solely from laboratory studies this will amount to a review of certain laboratory experiments. New studies in four areas are pertinent; these concern 1) the volume changes which accompany brittle fracture, 2) the propagation of cracks in compression, 3) certain frictional characteristics of rocks and minerals at high pressure, and 4) the law of effective stress for crystalline rocks. Our objective here is less to present an entirely consistent, complete picture of how a rock fractures than it is to emphasize gaps in our understanding and, thus, suggest areas that need further study. Progress is still painfully slow in this field and perhaps this approach will stimulate new work. OBSERVATIONS Although the behavior of large rock masses is most often the concern in rock mechanics, the number of large-scale experimental tests is still vanishingly small. Our experimental observations arc, by and large, still made on small, relatively flaw-free, rock samples. Here also we report the behavior of small samples.

Japan's contact with the mining industry of British Columbia began as far back as 1952 with the first shipment of iron ore from the Texada mine. Five years later, the Big Three steel mills of Japan-that is, Nihon Kokan Kaisha, together with Yawata and Fuji Steel Mills-dispatched a coal survey mission to inspect coal mines in British Columbia. This resulted in 100,000 tons of coking coal being initially imported by Japan from western Canada in 1959. Also in 1959, Yawata, Fuji, NKK, Kawasaki and Sumitomo sent an iron ore survey group to Alaska and Canada. During the preceding year, Nippon Mining Company and Sumitomo Metal Mining Company initiated a project whereby they would assist in the development of Cowichan Copper on Vancouver Island. As a net result of this activity Japanese mining groups, who had heretofore concentrated on Southeast Asia and South America, finally turned their eyes toward Canada. It was in the fall of 1960 that the government of Japan, in order to keep pace with Japan's rapid economic development, announced a long-range economic plan whereby her gross national income would be doubled by 1970. This had the effect of further propelling Japan's desire to develop sources of raw material supplies abroad. With the development of Craigmont Mines and the signing of a long-term contract to export copper concentrates to Japan, and with the Sumitomo group's extending financial assistance to develop Bethlehem Copper, Canada itself began to realize that Japan was indeed a very important market for British Columbia. A number of surveys to develop mines in British Columbia was begun with an eye on Japan as the major market, and the activity has continued to this day.

The Tennessee Copper Company's operations are in the Ducktown Basin, in the extreme southeast corner of Tennessee. The ore is of the heavy sulphide type, the predominating sulphides being pyrite, pyr-rhotite, chalcopyrite and sphalerite. The gangue is a micaceous schist, with varying amounts of free quartz. The mining operation develops two classes of ore, each of which is concentrated by the flotation process in separate mills. Table 1 shows a typical analysis of the ore treated in each mill. The London mill was built in 1922, with a capacity of 400 tons per day. This was gradually increased to 600 tons by 1926, to 900 tons in 1928, and to 1350 tons in 1938. Fig. 1 shows the crushing and grinding flowsheet in 1928, when the capacity was 900 tons; Fig. 2, the crushing and grinding flowsheet that was developed by 1938, for the treatment of 1350 tons per day. A comparison of these flowsheets reveals that this increase in tonnage, with a subsequent improved operation, was accomplished with identically the same major equipment. Improving a concentrator's capacity, metallurgical results, and costs as time goes by is a commonplace practice, and is accomplished in various ways, depending upon the local conditions. The reason for presenting the data of how this was accomplished in the mills of the Tennessee Copper Co. is that a fast-running rod mill plays such an interesting role

The less developed nations maintaining a free enterprise economy (to which this chapter is addressed) have real and substantial opportunities to lay a foundation for general economic progress by using their mineral resources. Most of these nations have mineral resources which could be developed. By seizing these opportunities, nations seeking rapid economic development can secure a source of foreign exchange earnings to finance the imports needed for growth and, at the same time, increase the technical knowledge and well-being of an important part of their population. History clearly shows the manner in which most of the currently industrialized nations have used mineral resources to support their development. Indeed, few nations have managed to achieve a high level of income without a firm base of mineral resource development. The main exceptions appear to be the Netherlands, Switzerland, Denmark, and New Zealand, and the last two have based their prosperity on a highly efficient agriculture. Economic growth in the United States, the United Kingdom, Canada, France, Germany, and Russia was importantly based on the use of indigenous mineral resources. Despite this record of accomplishment through mineral development, many of the currently less developed nations are not taking advantage of the opportunities available in the mineral field. Restrictive laws or practices in many such nations operate effectively to prevent development of mineral resources. This failure to grasp real opportunities for development is based on a series of arguments that the mineral field offers few substantial and attainable advantages. Among these, the following propositions appear the most important:

Gold is an important byproduct and, locally, coproduct of porphyry copper deposits, and possesses potential for discovery as the major metal in porphyry deposits in either island arcs or Cordilleran belts. Tungsten and tin occur as major components of several potentially bulk-minable porphyry deposits, as well as being byproducts from the Climax porphyry molybdenum deposit. Whereas porphyry tin systems are localized in Cordilleran back-arc settings, their tungsten counterparts appear to span a range of geotectonic settings, from Cordilleran principal arcs through back arcs to rifts. Although silver is a common byproduct of porphyry cop- per deposits, it tends to be preferentially concentrated with lead and zinc on the fringes of all types of porphyry deposits and/or as late-stage superpositions; the latter situation could be of some interest in the higher parts of porphyry systems. As byproducts, rhenium, uranium, platinoids, and magnetite are exploited occasionally, and rutile and the rare metals, such as tantalum and niobium, merit consideration.
