"Introduction It has long been recognized by the hot-dip galvanizing industry that the characteristics of the galvanized coating can be influenced significantly by steel and pro cessing variables. Probably the variable of most concern to galvan izers today is steel chemistry. More specifically, the problem is the excessive reactivity of continuously-cast, silicon-bearing steels. In the past, structural steels processed by general galvanizers were in the low-to-medium ca rbon category and contained silicon at either low impurity levels (as with rimmed steels), or less than approximately 0.10% (as with semi-killed steels). The structures of the coatings produced on such steels are characterized by dense, compact layers of delta and zeta iron-zinc alloy phases and a distinct outer layer of eta zinc, which usually imparts a bright shiny appearance to the coating. The presence of silicon in steel, above the so-called semi-killed levels, is known to cause marked stru ctural changes in galvanized coatings. Such coatings are characterized by a relatively thin delta layer, a thick , coarse zeta layer and frequently an absence of the eta layer. The eta phase, comprising zinc which is carried out of the bath during withdrawal of the work, can be consumed by the continuation of the coating reactions until its temperature drops to the solidification point. This results in a dull grey and often mottled surface instead of the usually bright metallic appearance. These galvanized coatings are usually much thicker than coating specifications requ ire and they are usually more brittle and have poor adhesion to the steel. In service, these coatings tend to develop a rust-like discolouration. With the wider use of continuous casting by the steel producers and the associated additions of silicon in this process, the problem is becoming more important and receiving greater attention from the galvanizing industry ."

According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

The metallurgical processing involved in the produc-tion of the new Canadian one dollar coin is reviewed starting with the hydrometallurgical production of pure nickel powder, followed by the powder metallurgy process for the production of nickel strip and coinage blanks, and concluding with the Aureate bronze electroplating and heat treatment procedure. Coinage requirements are then reviewed with regard to economic, public acceptance, and service requirements. Finally the properties of Aureate nickel coinage are presented in the light of the many and varied coinage requirements, and it is concluded that the new Canadian dollar coin exceeds the requirements admirably.

"A new device has been developed to directly measure the bubble loading of particle-bubble aggregates in industrial flotation machines, both mechanical flotation cells as well as flotation column cells. The bubble loading of aggregates allows for in-depth analysis of the operating performance of a flotation machine in terms of both pulp/collection zone and froth zone performance. This paper presents the methodology along with an example showing the excellent reproducibility of the device and an analysis of different operating conditions of the device itself.The device has been used to investigate the froth selectivity of attached particles. Simultaneous measurements were made using a different froth recovery measurement technique in the same flotation cell. A comparison of these techniques shows that in this case, particles are selectively detached from bubbles at or near the pulp-froth interface.INTRODUCTIONA flotation cell can be considered to operate in two distinct phases or zones; namely the pulp or collection phase and the froth phase. The pulp zone is responsible for the formation of hydrophobic particle-bubble aggregates, whilst the froth phase is responsible for the separation of these aggregates from surrounding suspended hydrophobic and hydrophilic particles. Thus, the froth phase is the grade determining phase in flotation. A measurement of the bubble load (the mass of particles attached to air bubbles in units of mass/volume) will enable the analysis of the performance of both the collection zone at creating bubble-particle aggregates and also the froth zone at separating these aggregates from surrounding pulp.A measure of froth zone performance that has been used extensively in flotation research is the Froth Recovery, Rf, of a particular system. Froth recovery is defined as the mass of particles collected in the concentrate launder by true flotation as a fraction of the mass of particles entering the froth phase. The measurement of bubble load allows for this term to be calculated easily, rather than having to go through the laborious task of, for example, changing froth depths to determine this performance criterion (Contini et al., 1988; Vera et al., 1999b; Feteris et al., 1987)."

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. This paper presents a brief account of the plant which has been developed at Port Pirie to recover, by vacuum distillation, the greater part of the zinc content of desilverized lead. The present plant is an experimental unit, which is run in conjunction with the normal refinery practice, but can be cut out of the circuit. It will shortly be dismantled and duplicate units will be built on the sites chosen for the final plant installation.The unit described here has treated flows of 16 to 37 tons per hour of desilverized lead, to recover 90 to 95 per cent of the zinc contained in it. It is not intended here to detail all aspects of the vacuum dezincing operation, nor the developments which precededthe adoption of this design. The essential features of the present plant will be described and, where these are peculiar to the present experimental location, the intended alteration for the final plant will also be mentioned. OUTLINE OF PLANT AND PROCESSLead issues from the continuous desilverizing kettle at about 350° C. containing about 0·57 per cent Zn. It is conveyed by a tiled launder to the preheater, where it is heated to 580-620° C.Hot lead from the preheater enters the vacuum vessel via a barometric leg. From a reservoir holding about 19 tons of lead it falls by gravity in a thin film exposed to high vacuum (20-50 microns)3 and leaves the vessel via a barometric leg, entering the lead pot. The lead leaves this pot at 540-560° C., containing 0·03 to 0·06 per cent Zn, which is removed, together with residual antimony of 0.02 to 0·06 per cent, by a separate final refining process.

"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

Prismatic samples of a medium-grained sandstone from Slask Colliery (Upper Silesian Coal Basin, Poland) were tested under uniaxial compression, conventional triaxial compression and true triaxial compression conditions. The conventional triaxial compression tests were carried out at confining pressure (p) equal to 12.5, 25.0 and 37.5 MPa. In the true triaxial compression tests the minimum principal stress (s3) was equal to 25.0 MPa and the intermediate principal stress (s2) was 1.5, 2 and 2.5 times higher than s3. Results of the studies show that confining pressure strongly inhibited dilatant behavior of rock samples tested under conventional triaxial compression conditions; the increasing confinement resulted in the growing compaction of the rock material. The effect of dilatancy was also highly suppressed by the intermediate principal stress. While important dilatant, negative volumetric strain corresponded to the peak differential stress at low intermediate principal stress conditions, at high intermediate stresses the rock material was damaged to much lesser extent. As a result, faulting of rock samples in the post-peak region was much more violent and was accompanied by a strong acoustic effect. Les échantillons parallélépipédiques du grès à grains moyens de la mine ‘Slask’ (Bassin Houiller de Haute Silésie, Pologne) ont subi les essais de compression monoaxiale (compression simple), de compression triaxiale conventionnelle (compression triaxale de révolution) et de compression triaxiale vraie. Les essais de la compression triaxiale conventionnelle ont été effectués à la pression de confinement de 12,5, 25,0 et 37,5 MPa. Dans les essais de compression triaxiale vraie la contrainte principale minimale (s3) était de 25,0 MPa et la contrainte principale intermédiaire (s2) était 1,5, 2 et 2,5 fois supérieure de s3. Il résulte des essais que la pression de confinement inhibe fortement le processus de dilatance dans les échantillons testés dans les conditions de compression triaxiale conventionnelle; l’augmentation de la pression provoquait l’augmentation du compactage du matériau rocheux. Le phénomène de dilatance était également limité de façon significative par la contrainte principale intermédiaire. Alors que l’importante déformation volumique négative correspondait à la contrainte différentielle ultime avec les faibles contraintes principales intermédiaires, dans les conditions de fortes contraintes intermédiaires, le matériau rocheux subissait l'endommagement de façon beaucoup moins importante. En résultat, la rupture des échantillons rocheux au stade post-maximum était beaucoup plus violente et accompagnée d’un fort effet acoustique. Prismatische Probekörper des mittelkörnigen Sandsteines aus dem Bergwerk ‘Slask’ (das Oberschlesische Kohlengebiet, Polen) wurden unter der einaxialen Druckbeanspruchung, konventionellen dreiaxialen Druckbeanspruchung und der echten dreiaxialen Druckbeanspruchung geprüft. Konventionelle dreiaxiale Druckversuche wurden bei dem Manteldruck von 12,5 25,0 und 37,5 MPa durchgeführt. Bei den echten dreiaxialen Druckversuchen betrug die kleinste Hauptspannung (s3) 25,0 MPa und mittlere Hauptspannung (s2) war 1,5-, 2- und 2,5-mal höher als s3. Aus den durchgeführten Versuchen ergibt sich, dass der Manteldruck die Dilatanzentwicklung bei den Probekörpern unter der konventionellen dreiaxialen Druckbeanspruchung stark bremst; die Erhöhung des Druckes rief die ansteigende Kompaktion des Gesteinsmaterials hervor. Die Dilatanz wurde auch durch die mittlere Hauptspannung beschränkt. Während die wesentlichen volumetrischen, dilatanten Verformungen der Grenzdifferenzspannung bei den niedrigen mittleren Hauptspannungen entsprachen, bei den hohen mittleren Hauptspannungen wurde das Gesteinsmaterial viel weniger beschädigt. Im Ergebnis war der Scherbruch der Gesteinsproben im Post-Peak-Bereich viel heftiger und mit kräftigen akustischen Effekten verbunden.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

An electrochemical study of the dissolution of gold in aerated cyanide solution shows that the dissolution rate is determined by the nature of the surface. A passive film (probably a basic cyanide) formed at -0·6 V vs a saturated calomel electrode inhibits both the anodic dissolution of gold and the cathodic reduction of oxygen. Thallium has an "activating" effect on these reaction mechanisms.INTRODUCTIONIn general the dissolution rate of a solid in a liquid is studied by weight loss measurements or analysis of the solution at known time intervals. However, if the solid is a metallic conductor, on which a redox reaction can occur at the metal-solution interface, it can be studied by electrochemical techniques. Introduction Joints often have profound effects on elastic properties and strength of rock masses and therefore on rock slope stability. In surface mine slopes, joints are usually too numerous to be taken into account individually, so an equivalent properties approach is necessary. Previous work that treats a jointed rock mass as an equivalent composite material of joints and intact rock between resulted in excellent agreement between estimated and true rock mass elastic moduli in case of fully persistent joints (e.g., Pariseau, 1999) Rock mass failure mechanisms on joints and through intact rock were retained obviating the need for an equivalent rock mass strength. Impersistent joints, which are not continuous on a joint plane, can be accommodated (Pariseau, 2003). However, slope stability analysis of a large, deep copper mine indicated a need for computational efficiency even in two-dimensional analysis of vertical sections through pit walls (Puri, 2006). The analyses by the popular finite element method used small elements of bench size near the pit slopes and much larger elements away from the pit walls. The reasons for the graded meshes were numerical quality (small elements) and computational economy (large elements). Small elements contained only a few joints, while the larger elements contained hundreds of joints and led to impractical computation run times (days!). A new modeling procedure that recognizes sufficiently large elements as representative volume elements (REV’s) overcomes this obstacle. A companion improvement recognizes the concept of a representative area element (RAE) in association with joint impersistence and the probability that joint material occupies a considered site. Both are steps towards greater model realism and a practical slope stability analysis procedure. Consider the open pit mine photo shown in Figure 1(a), a companion plan view in Figure 1(b), and the problem of slope stability where high slope angles favor economics but low slope angles favor safety. These competing factors in surface mining generally result in some sections of the mine that have unstable slopes that require monitoring and perhaps mitigating action to improve stability. Although stability of a given section may not be easy to quantify with a single number, useful design guidance can be obtained from a finite element analysis of a proposed mining sequence leading to future pit slopes and profiles. The presence of water from rain and snow melt indicates a need for a coupled analysis that links water pressure, effective stress and total stress (Schmelter, 2001).

After relining one of two blast furnaces and enlarging its sinter plant in 2009, BlueScope radically restructured its Port Kembla steelworks operation in 2011, shutting a blast furnace and halving its total production. This drastic move in response to unprecedented raw material prices relative to achievable steel prices was like that of many integrated steelmakers worldwide facing similar challenges. The 2011 restructure also saw major changes in the amount and type of iron ores and ferrous burdens purchased, and a fundamental reappraising of ‘value’ in iron ores. This paper outlines the changes to raw materials purchases from 2011 to 2017, how BlueScope has responded to the changes in pricing and raw materials quality, the effect on the sintering and blast furnace processes at Port Kembla resulting from higher gangue content, some of the broad technical and economic challenges faced by steelmakers confronted with lower quality iron ores and how BlueScope is meeting those challenges.CITATION:Di Giorgio, N, Bennett, A, Osborne, B and Chew, S, 2017. This paper is in two parts. The first covers the evolution of dredging leading to the development of the æNZ typeÆ large dredge and the second, current alluvial gold recovery practice in NZ. NZ was the first country in the world to adapt the bucket-ladder dredge to alluvial gold recovery. Between 1857 and 1907, gold worth (at today's NZ price of about NZ$600/ounce*) over $11 billion was exported û from a country with well under one million people at that time. Over 200 small dredges operated, mostly on the Clutha River, around the turn of the century, however by 1940, only 20 or so large machines remained, and the last of these, the 4000 ton 'Kanieri' ceased operations three years ago. Recently recognition of the superior digging power of the hydraulic backhoe and reintroduction of the simple 'trommel and riffleÆ plant with about 80 m3 /hour capacity has led to a proliferation of static and floating plants, there being at least 50 currently in operation on the West Coast and in Otago. There are signs however, that the process of evolution of such small unsophisticated plants into larger, more efficient units has begun again. * At the time of writing (October 1984) NZ$l. 00 = US 50ó. Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic. Acceptance of this hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so. Consequently there is little scope for the discovery of extensions of this field. However, the stratigraphic interval between the source rocks of the Etheridge field and stratigraphically bigger host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (pyritic carbonaceous and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

Early stage design of driven piles primarily relies on static analysis based on one or a combination of total and effective stress approaches, the latter known as the method to estimate axial capacity. A database of 85 piles driven in the Puget Sound Lowland region and monitored at End of Driving (EOD) and Beginning of Restrike (BOR) was compiled along with capacities estimated using the CAPWAP procedure. Established soil profiles based on borings with standard penetration tests (SPT), cone penetration tests, and geologic maps were matched with their corresponding unit shaft resistance profiles from the CAPWAP procedure and resulted in more than 1,200 observations. In this study, eight new models were developed to predict the coefficients at EOD and BOR, based on the corresponding USCS categorization. Each coefficient model is formulated using a three-parameter exponential function, calibrated to capture the profile of coefficients with depth. These models could benefit the designer by providing them with a simple, empirical model that accounts for soil type and setup in a smooth, continuous function with depth. A parallel analysis was performed to assess the accuracy and variability of the formulated prediction models to facilitate implementation in load and resistance factor design (LRFD). INTRODUCTION The design of the axial capacity of driven piles during the planning stages of a project is typically based on a static analysis approach. The goals of this approach are to predict the components of capacity, consisting of the shaft and toe bearing resistances, and to assess project concept feasibility and preliminary lengths. In most cases, this analysis is based on empirically-developed methods, such as the total stress method, also known as the method (Tomlinson 1987) or the effective stress method known as the method (Esrig and Kirby 1979; Fellenius 1991). Many other methods, such as those based on in-situ test results exist and rely on correlations of blow counts from the standard penetration test (SPT), and cone tip and sleeve friction resistance from the cone penetration test (CPT), to shaft and toe pile resistances (Schmertmann 1978; Meyerhof 1976; Nottingham and Schmertmann 1975; Nordlund 1963; Eslami and Fellenius, 1997; De Ruiter and Beringen 1979). Although these methods were generally developed using data from specific geological regions, they are often recommended in national design manuals (e.g., FHWA, Hannigan et al. 2006).

Recent studies by the authors into the behaviour of jointed rock masses using direct shear testing have confirmed that joint spacing has a significant effect on rock mass strength. The rock mass failure envelopes assessed from these tests have been compared to failure envelopes obtained using the Hoek-Brown GSI criterion. Good agreement between measured and estimated GSI strength envelopes where obtained when joint spacing was considered in the assessment of GSI. Les études récentes conduites par les auteurs sur le comportement des joints rocheux employant l'essai direct de cisaillement ont confirmé que l'espacement a un effet significatif sur la force de la masse rocheuse. Les enveloppes de ruptures obtenues pour ces essais ont été comparées à l'enveloppe de rupture obtenue en utilisant le critère GSI Hoek-Brown. Une bonne corrélation a été constatée entre les enveloppes obtenues expérimentalement et les enveloppes calculées par la méthode GSI quand l'espacement des joints a été pris en considération dans l'évaluation de GSI. Die Bruchbereiche der Felsmassen die von diesen Untersuchungen entwickelt wurden, wurden verglichen mit den Bruchbereichen, die man mit der Anwendund der Hoek-Brown GSI Formulierung erhaelt. Eine gute Uebereinstimmung zwischen gemessenen und errechneten GSI Festigkeitsbereichen wurde erzielt, wenn der Abstand der Risse in der Berechnung der GSI in Betracht gezogen wurde.

The city of Kuala Lumpur was founded in 1857 by miners seeking tin near the confluence of the Klang and Gombak rivers. The rapid development of the city and surrounding area since independence has led to more rapid runoff during rainstorms and to gradual canalisation of the rivers with some restricted sections. The outcome has been more frequent and more severe floods (Abdullah 2006). At the same time the centre of Kuala Lumpur has become a modern inter-national city with tall office buildings, hotels, and shopping centres connected by a network of wide roads and commuter rail systems. With these the cost of dislocation during floods has risen as has the cost of making good damage afterwards. The Government of Malaysia considered these consequences unacceptable and sought ideas from the private sector for a solution. Potential solutions consisted of variations on the themes of bypassing the city centre with a flood relief tunnel or of providing off channel storage or a combination of both. Since under Malaysian law a tunnel cannot be constructed under private property unless this is first purchased or agreement reached with the owner, it was necessary for most of the tunnel alignment to run below existing heavily congested roads. After considering these facts Gamuda Berhad and MMC Berhad, two leading Malaysian development and construction companies, decided to propose to Government an innovative solution in which the tunnel would be used to carry road traffic except during floods.
