It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Explosives, originally used only in fireworks and warfare, became legitimate contributors to human progress when miners in Eastern Europe began using them to break rock in the early 1600%. Since that time these powerful materials have had a dual role in the world: as agents of destruction in war, and as irreplaceable tools necessary to advance civilization. In the latter role, they serve as agents to enable mankind to produce metals, build roads, and drive tunnels. In other words, to provide those materials, services, and infrastructure without which the modern world could not exist.

Successful longwall mining requires a stable tailgate entry. Gate entry performance is influenced by a number of geotechnical and design factors, including: - Pillar size and pillar loading; - Roof quality; - Floor quality; - Entry width; and, - Artificial support (primary and secondary). This paper describes a comprehensive, practical, design methodology, based on statistical analysis of a nationwide data base of longwall ground control experience. Geotechnical surveys were conducted at 44 U.S. longwall mines, and underground observations of site geology, entry conditions, and support design were recorded at each mine. The observations were combined with discussions with mine personnel to identify 69 longwall gate entry designs as satisfactory, unsatisfactory, or borderline. Only conventional longwall designs, in which the pillars are expected to carry the full abutment loads, were included in the data base. Designs which employed yield pillars only were excluded. The case histories were characterized using five descriptive parameters. Pillar design was described by the Analysis of Longwall Pillar Stability Factor (ALPS SF). A major new contribution is the Coal Mine Roof Rating (CMRR), a rock mass classification system that quantifies the structural competence of bolted mine roof. Other quantitative measures were developed for primary support, secondary support, and entry width. Multivariate statistical analyses indicated that in 84% of the case histories the tailgate performance could be correctly predicted using just ALPS and the CMRR. Most of the misclassified cases fell within a very narrow borderline region. The analyses also confirmed that primary support and gate entry width are essential elements in successful gate entry design. The relative importance of the floor and of secondary support could not be determined from the data. Based on these results, a simple equation was developed to guide the design of longwall pillars and gate entries: ALPS SF,, = 1.76 - 0.014 CMRR Where: ALPS SF, = ALPS SF suggested for design. Guidelines for entry width and primary support density, as related to the CMRR, are also provided.

Caesium, rubidium, and lithium are sometimes described as the minor or rarer alkali metals. They generally occur together in nature, although, lithium is distributed more widely and is far more abundant than either of the other two. The chemical, and even the physical, properties of these three elements can best be considered In conjunction with the more familiar members of the alkali group, sodium and potassium. The five elements lithium, sodium, potassium, rubidium, and caesium show an interesting gradation properties from member to member with the increase in atomic weights. All are silvery white and soft enough to be cut with a knife. They tarnish rapidly in air and decompose water at ordinary temperatures. The lowest temperature at which the action of the several metals on water can be de¬tected is -98°C. for sodium, -105°C, for potassium, 108°C. for rubidium, and -116°C. for caesium. Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. Detailed investigation was carried out on the dephosphorization of a number of phosphorus-rich manganese or samples of India by leaching with dilute sulphuric acid. Various process parameters like concentration of acid, liquid-solid ratio, temperature of leaching, time of leaching, and particle size of the ore were studied in detail for the three samples of manganese ore from central India, and optimum values were worked out on a laboratory scale. Preliminary studies show that certain ores which are not easily amemlible to appreciable dephosphorization by leaching with dilute sulphuric acid can be made amenable by :roasting to 700-900°C before leaching.

Phase I study efforts addressed: 1) acid mine drainage formation theory; 2) effects of inundation in reducing acid mine drainage formation; 3) summary information on the types of acid abatement technology currently available and the problems inherent in each; 4) analysis of two potential means of partially inundating abandoned segments of active underground mines to reduce acid formation. This subsequent Phase II Draft Final Report addresses all of the above, but concentrates on and defines Item 4. Seal construction techniques were taken through five logical steps as follows: A) Location Analysis; B) Coal Barrier Pillar Analysis: C) Ground Water Analysis; D) Design Considerations: E) Economic Analysis. The design details of both low wall dams and section seals were discussed in a series of segments: a) Case Histories; b) Feasibility Analysis; and c) Design (including representative calculations). Study efforts showed that both concepts are feasible only in certain mines where the geologic-hydrologic physical makeup is suitable to contain a mine pool. Low wall dams in particular were found to have extremely limited applicability as a means of pollution reduction. Section seals, while clearly dependent upon site specific conditions, have a some what broader range of utility and are more effective in pollution reduction. The proven dramatic reduction in acid mine drainage attributable to inundation makes this a concept that must be considered.

The Bureau of Mines has investigated methods for the recovery of byproduct heavy minerals from sand and gravel operations in Oregon and Washington. These heavy minerals are not currently recovered except for gold in a few areas. The recovery of byproduct heavy minerals would provide a domestic source of minerals presently imported, and a more efficient use of domestic resources would be accomplished. Samples from more than 40 locations were treated by gravity separation to yield heavy mineral concentrates (black sands). Magnetite, ilmenite, zircon, rutile, chromite, platinum-group minerals, radioactive minerals and gold were identified in the concentrates. Individual zircon, ilmenite, chromite; magnetite, and gold products were recovered from selected concentrates by low-and high-intensity magnetic, high-tension, and heavy-medium separation techniques. The recovery for the individual mineral products ranged from 67 to 95 pct.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the "strong" rock stratum, but did not correlate well with the design value calculated for the "weak" rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

The Virginia Department of Rail and Public Transportation and the Metropolitan Washington Airports Authority are undertaking the extension of Washington Metropolitan Area Transit Authority’s Metrorail service to Washington Dulles International Airport and beyond to Route 772 in Loudoun County, Virginia. The roughly 37 kilometers long, double track alignment involves two 700 meters long single track, soft ground NATM tunnels at Tysons Corner, two 3.3 kilometers long single track rock TBM tunnels at Dulles Airport and one 25-meter deep station at the airport to be constructed by NATM in sedimentary rock. The design-build project is being implemented in a Public-Private-Partnership. A joint venture of Bechtel and Washington Group International has concluded the preliminary engineering and construction is scheduled to start in late 2007.

IN wartime, the fabrication and use of metals assumes increased importance, for a modern war of sizable proportions cannot be undertaken with- out a vast supply of this material. Light alloys of aluminum and magnesium, which were comparatively unknown in the last war, will play an important role in this one. Due to research on a vast scale in the interim of years, industry is today well equipped to fabricate metals on an enormous scale. Research for the past year has been most productive and a comprehensive survey in the space of this article would be impossible. It is hoped that the stressing of a few items here and there out of a great quantity of able work will indicate in a small way the advances made within recent times. Specific references to the literature will be omitted at the Editor's re- quest but some authors of papers that I have found of special interest are mentioned.

The Bureau of Mines investigated methods for electrodepositing platinum-group metals from molten cyanide baths. The preparation of thick, protective coatings on molybdenum, Inconel, graphite, stainless steel, copper, and other structural metals were studied, as well as the electroforming of platinum and iridium crucibles. Iridium, rhodium, and ruthenium can be electrodeposited under an inert atmosphere, while platinum and palladium require the presence of air. Electrolytes may be prepared by direct-current electrolysis in NaCN or mixtures of NaCN and KCN using anodes of the particular platinum-group metal. When the concentration of metal increases to about 0.3 or 0.4 percent, the deposits become bright, adherent, and coherent. Current densities may be 10 to 25 ma/cm2, and plating rates are often 0.5 mil/hr. Platinum and palladium baths deteriorate because of the oxidation of cyanide to cyanate and carbonate, and the precipitation of metal. Changes in the platinum cyanide bath are relatively slow. The protection against oxidation afforded by the platinum-group metal coatings is evaluated by testing encapsulated specimens in a thermogravimetric balance. Surface pretreatment and the use of undercoats are discussed.

This paper is a follow-up to the paper presented at the SME meeting in April of 1996. Since then, the El Abra facility has been started up, 9 months ahead of schedule, and has processed about 45 million tons of ore and produced over 700 million pounds of copper. For those unfamiliar with the El Abra materials handling and leaching facilities, a brief overview of the facility is provided. The paper will then deal in detail with such aspects of Conveyor 103, the long regenerative overland conveyor, including: actual running resistance starting and stopping procedures emergency brake test at 10,000 t/h Additionally, we shall take the opportunity to report on a catastrophic culvert collapse in October 1996, which stopped the conveyor abruptly at full speed and under high load condition, causing a belt breakage. We would like to use this opportunity to thank the management of El Abra and Cyprus Amax for providing assistance and allowing us to present this paper. The El Abra team deserves a great compliment for building this one billion dollar facility in record time in a remote area of a high-altitude desert with no existing infrastructure, and for bringing it so quickly up to full operating capacity. The El Abra management had to assemble a completely new operator team. Considering the above circumstances, it took a great effort by all involved to achieve success. The official performance test which was required by the lending banks was successfully concluded in November 1997.

Paper presented at the MEP '89 conference held in Madrid, 13-15 November 1989. Britain has sustained an important metalliferous mining industry over many centuries. Recently, new geological concepts and exploration techniques have indicated that there is considerable potential for the discovery of a variety of deposit styles, often in previously neglected areas. The recent discoveries at Aberfeldy (Ba-Zn-Pb), Gairloch (Cu-Zn) and Cononish (Au-Ag)in Scotland and Curraghinalt (Au-Ag) and Lack (Au-Ag-Pb) in Northern Ireland are illustrations of this potential. Some of the prospective areas for future exploration are described and an indication is given of the legislative framework within which mineral exploration and development are carried out

Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

This paper presents a matrix formulation of factorial kriging, and its relationships with simple and ordinary kriging. Similar to other kriging methods, factorial kriging can be applied to both stationary and intrinsic stochastic processes, and is often used as a local operator. Therefore, the concepts of intrinsic random function and local stationarity are first briefly reviewed. Kriging is presented in a block matrix form in which the kriging solution is useful not only for understanding the relationships between simple and ordinary kriging methods, but also the relationships between interpolative kriging and factorial kriging. When used as a signal/noise-filtering method, factorial kriging is especially useful for multiscale modelling. Examples for general signal analysis and geophysical data signal filtering are given to illustrate the method..

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Automated temporary roof support (ATRS) systems have been incorporated into roof bolters since the 1970?s. During roof bolting, many injuries have occurred from large pieces of draw rock falling inby the ATRS beam and tipping back into the operator?s area. Other injuries have occurred due to smaller, sharp rocks falling onto the operator?s hand and arm during initiation of roof bolt drilling. These injuries are attributed to weak immediate roof, sometimes called roof skin failure. Even though ATRS systems support the roof and provide a measure of protection against roof skin failure, additional hazards sometimes do exist immediately inby and outby the supported roof. Design innovations such as the ATRS mounted rocker pad deflector systems have been designed to improve the roof bolter operator safety. This paper will inform the reader of the hazards, machine evolution through different design solutions, and the current state of the art in preventing roof skin failure injuries when roof bolting.
